Happy New Year everyone and Happy New Year to the United States of America. We are so fortunate to live in this great country. The opportunities and rewards for those wishing to

improve their lives are limitless. Freedom is often an overused term, when what we really mean is keeping the government out of our lives, except for it’s constitutionally limited responsibilities. It is allowing the most underprivileged members of our society the ability to reach their full potential.

Unfortunately, some would prefer to use the government to burden the motivated and successful citizens to subsidize and encourage laziness and ineptitude.

Water well drillers represent the best of us who strive in entrepreneurship and are highly self-motivated. Like farmers and miners, we create economic prosperity, providing a product at the base of the economic food chain. All other parts of the economy depend on us as the foundation of growth.

It is our job at the Georgia Association of Groundwater Professionals to ensure that your interests are protected at the state and national levels, and that water well drillers in the state of Georgia are the best represented contractors in the country. Most of all, we expect that those of us who have chosen this career, providing safe and clean drinking water, be encouraged by our government, our right to pursue economic prosperity without overly intrusive and repressive laws and policies from that same

government..

To those who attended the Annual GAGwP Meeting and Well Show in Savannah, we hope you found it to be a learning experience as well as a relaxing atmosphere. Next year’s show will return to Savannah for the 5th straight year on September 29-30th. We hope to see you there. We can never thank our corporate sponsors enough. Please thank them by using their products and services.

Those of us who experienced the wrath of Hurricane Matthew are ever thankful to the

First Responders and Public Utility members who worked tirelessly to restore order and normalcy to our lives. Utility professionals from all over the country arrived and worked under very dangerous and difficult conditions. Our everlasting thanks.

To those who used this emergency to take advantage of people at their most weak moments, and they know who they are, I hope you need someone one day that remembers how they were treated and abused. As an industry, I hope we strive to

be heroes and not zeros when we have the opportunity to highlight the integrity and professionalism of our industry.

EPD Reps Attend Well Show As you may know, the Water Well Standards Advisory Council, the licensing board for water well contractors, is assigned to the Georgia Dept. of Natural Resources, Environmental Protection Division (DNR, EPD) for administrative purposes. When it was originally enacted, we had it placed under the Secretary of State’s office with all the other licensing boards. But because we felt that it was not being enforced properly we asked the legislature to put it under the DNR, EPD. Mr. Edward Rooks, the new program manager of EPD’s Source Water Assessment Unit, attended the Well Show this year. Part of this unit’s responsibilities involve working with the Water Well Standards Advisory Council which had its meeting the day before the Show. Mr. John Sides who is the inspector for the Water Well Standards Advisory Council and Ethan King who is the new geologist in Tifton also attended. We very much appreciate the work of these gentlemen in enforcing the licensing law. It’s not always an easy job but they do a great job with the limited assets they have to work with. Thank you for all you do for the groundwaters of the state of Georgia.

It was pointed out that grandchildren of members were also eligible for the scholarship. It was also pointed out that the member had to

have been a member of GAGwP for 3 years prior to the application.

WSC Celebrates Signing of Savings Act Into Law

On December 16, 2016, President Obama

signed the Water Infrastructure Improvements for the Nation (WIIN) Act into law, which includes provisions of the Water Supply Cost Savings Act championed by the Water Systems Council.

Originally introduced in the 113th Congress on September 18, 2014, the Water Supply Cost Savings Act ("Savings Act") was incorporated into the WIIN Act legislation earlier this year. Over the past three years, the Water Systems Council and its members worked to build bipartisan support in both the House of Representatives and the U.S. Senate. With this strong bipartisan support, the Savings Act was added as a provision to the WIIN Act.

Section 2108 of the WIIN Act includes the following Savings Act provisions:

(a) Drinking Water Technology Clearinghouse. The Administrator, in consultation with the Secretary of Agriculture, shall-

(1) develop a technology clearinghouse for information on the cost-effectiveness of innovative and alternative drinking water delivery systems, including wells and well systems; and

(2) disseminate such information to the public and to communities and not-for-profit organizations seeking Federal funding for drinking water delivery systems serving 500 or fewer

persons. (b) Water System Assessment. In any

application for a grant or loan for the purpose of construction, replacement, or rehabilitation of a drinking water delivery system serving 500 or fewer persons, the funding for which would come from the Federal Government (either directly or through a State), a unit of local government or not-for-profit organization shall self-certify that the unit of local government or organization has considered, as an alternative drinking water supply, drinking water delivery systems sourced by publicly owned-

(1) individual wells; (2) shared wells; and (3) community wells. (c) Report To Congress. Not later than 3

years after the date of enactment of this Act, the Comptroller General of the United States shall submit to Congress a report that describes-

(1) the use of innovative and alternative drinking water delivery systems described in this section;

(2) the range of cost savings for communities using innovative and alternative drinking water delivery systems described in this section; and

(3) the use of drinking water technical assistance programs operated by the Administrator and the Secretary of Agriculture.
