Welcome to the PULSE of DSC

It gives me immense pleasure to bring to you the inaugural issue of PULSE, our internal newsletter.

DSC Limited has grown at a rapid pace over the last few years with new projects, offices and people being added on a continuousbasis. It is important that each one of us is aware of the progress happening within this expanding organization, and this is where aninternal newsletter like PULSE becomes a crucial forum. It allows us to be updated about new developments and initiatives, is amedium where we can contribute and express our views, and finally allows us all to feel part of one large but unified family.

As you may be aware, our organization has now been restructured along four key verticals in order to seamlessly manage the highpaced growth planned, and to best utilize the opportunities emerging in the Indian infrastructure space. These are the Concessions,EPC, Power and Real Estate & Urban Infrastructure verticals, and each is a distinct entity with its own mandate and business plans.However, they would all be aligned to deliver on the organization’s vision to be the infrastructure developer of choice, which helpsbuild infrawealth for the nation.

The spotlight of this issue is the three key projects that we are delivering for the Commonwealth Games to be held in New Delhi. TheBarapullah Elevated Road is perhaps the most prestigious infrastructure project for the Commonwealth Games, which wouldtransport 10,000 athletes from the Games Village to the main sporting venue at Jawaharlal Nehru Stadium. The UP Link Road projectwould ease traffic at key junctions near the Commonwealth Games village, and the Mahipalpur-Najafgarh Drain project wouldeffectively take care of the water logging problems around the Indira Gandhi International Airport and ensure improved air trafficfacilities.

There are regular sections in this newsletter which give us project updates, new projects won and initiatives taking place within theorganization. This issue also highlights an interesting corporate social initiative that the group strongly believes in, and that is itscommitment to promote literature within our society.

PULSE is a forum for us to share our point of view and I am delighted to see the articles submitted by employees in this issue. I wouldurge you to keep sending in your contributions to the Corporate Communication team.

THE VIBRANT CITY OF NEW DELHI, HOME TO 14 MILLION PEOPLE, IS ALL SET TO HOST THECOMMONWEALTH GAMES IN 2010. IT IS AN ICONIC MOMENT FOR INDIA AS THIS RANKS ASTHE LARGEST MULTI-SPORT EVENT MARKED BY THE PARTICIPATION OF 71 COUNTRIES. THISIS ONLY THE SECOND TIME THE EVENT HAS BEEN HELD IN ASIA (AFTER 1998 IN KUALALUMPUR, MALAYSIA).

While the event promises to catapult India’s stature on the global map and give every Indian asense of immense pride and honour, hosting events of this magnitude also brings with it thechallenge of creating a world-class city replete with international grade infrastructure.This is the challenge which DSC Limited took up along with PWD - the task to transform thecity’s infrastructural skyline and showcase India’s infrastructural strength through globalstandard projects.

In this respect, DSC Limited will be proudly handing over three prestigious CommonwealthGames projects namely the Barahpullah Elevated Corridor, the UP Link Road and theMahipalpur-Najafgarh Storm Water Drain.

Raising the bar of excellenceEffective Learning andDevelopment Programs

"An organization's ability to learn and translate that learninginto action is the ultimate competitive advantage"according to Jack Welch, ex-CEO, GE.

Talent represents the strongest source of advantage in today’scompetitive world where market tactics, business models,products and services can all be readily copied. But top talentdrives leading performance and sustained differentiation. Toremain competitive, an organization requires continuouslearning.

The term organizational learning refers to continuousimprovement of existing approaches and processes andadaptation to change, leading to new goals and training foremployees. Keeping this in mind, the Learning & Developmentinitiative was conceptualized and started by the DSC LimitedConcession Division’s HRD team on 24th November 2009.

Based on the premise that continuous learning is driven by goalattainment and goal setting, the HR department has designedvarious training capsules to enhance the efficiency andcommitment of the employees. It has conducted 160 programs

for 1725 participants and clocked 19927 training man hours.49 different Functional/Technical/Behavioural Training Moduleshave been developed & validated.

The process of learning never ceases and as a result of thesemodules the overall impact are as follows:

� Employees have started working in a more professional andsystematic manner in their respective function post training.

� The total violation percentage has come down from 1.10%to 0.80% of total traffic.

� The exemption percentage has also come down from above5% to below 5% of total traffic.

� Stealing cases have decreased.

� Number of Fast Toll Collectors (FASTERS) has increased from10 to 36.

� Our Toll Collectors are better groomed and more polite andthe Customer Service Executives at the POS office are morecustomer oriented.

� Employees have more awareness about the organizationthrough induction and training.

Destination India... opportunity beckons

Power Sector – India has an installedpower capacity of about 160,000megawatts and is considering doublingthe capacity by the end of the 12th FiveYear Plan. The Central Electricity Authoritypegged the electricity generation capacityaddition during 11th plan (2008 – 2012) at78,700 MW, which will be three times morethan the 10th Plan.

The total capacity addition is furtherdivided along Thermal Power – 59,693 MW(75.8% of total capacity), Hydro Power -15,627 MW (20% of total capacity) andNuclear Power - 3,380 MW (4.2% of totalcapacity).

Real Estate - According to thereport of the Technical Group onEstimation of Housing Shortage,an estimated shortage of 26.53million houses during the 11thFive Year Plan (2007-12) provides abig opportunity. As per a study byPricewaterhouseCoopers (PwC),released in December 2009, Indialeads the pack of top real estateinvestment markets in Asia for2010. This report points out thatIndia, in particular Mumbai andDelhi, are good real estateinvestment destinations.

Roads & Highways - The Union Minister of Road Transport and Highways,Mr. Kamal Nath has set an ambitious target of constructing 20 kms of road per day in thecountry. In the last financial year, 118 projects with a total road length of 7,478 kms wereawarded, which adds up to a total of 12,348 kms of road development work in progress.

The target for this financial year (2010 -2011) is to award another additional 12,000 kms of roadprojects that will add up to a total of 24,000 kms of roads under construction.

The minister mentioned that half of India’s road investment is expected to come from the privatesector over the next four years.

THE INDIAN INFRASTRUCTURE STORY IS PERHAPS THE MOST PIVOTAL ASPECT OF THE COUNTRY’S EXEMPLARY ECONOMICGROWTH. LEVERAGING THE IMMENSE OPPORTUNITIES UNFOLDING IN ITS INFRASTRUCTURE SPACE, INDIA HAS, IN RECENT YEARS,EMERGED AS AN INTERNATIONAL PLAYER OF REPUTE IN THIS SECTOR TO TAKE A LEADERSHIP POSITION ON THE GLOBAL MAP.

In the South Asian region, in particular, India has taken a lead in terms of economic performance on the back of the improved showby the nation’s infrastructure sector.

According to a recent World Bank report, the private investment in India’s Infrastructure projects crossed the $ 25 billion mark in thefirst three quarters of 2009. The opportunity space is impressive and DSC Limited has a strong presence across key sectors.

Urban Infrastructure - As India picks up economic speed, it needs to be in a position to scale upand boost urban infrastructure. According to a report by global consultancy McKinsey, India’s citypopulation will nearly double to close to 600 million people by 2030, requiring huge investments,which will lead to an immense opportunity for infrastructure companies in India.Further, the report forecasts that India must invest 1.2 trillion dollars for core urban infrastructurein its cities over the next 20 years, equivalent to 134 dollars per capita a year - almost eight timesthe current spending in per capita terms.

Growing from strength to strength

New ProjectsArunachal Pradesh Road Projects: Our ability to deliver world class andcomplex projects in tough challenging terrains has been vindicated onceagain by receiving the preferred bidder (L1) status for two road projects inthe state of Arunachal Pradesh. The state has an 82 per cent forest coverand is replete with hilly terrains which makes it a formidable region forexecuting road projects.

These Ministry of Road Transport & Highways projects are part of thedevelopment of NH-229 through PPP mode on Design, Build, Finance,Operate and Transfer (DBFOT-Annuity) basis for a concession period of 17years. This includes the widening of existing 311 km road from Nechipu toHoj and the 407 km road from Potin to Pangin to 2 lane NH standards,along with improvement and re-alignment. The total estimated projectcost for these two stretches are Rs 1389 crores and Rs 1855 croresrespectively.

The projects are part of the trans-Arunachal highway, which is further apart of the prestigious 1400 km long trans-Asian highway that willconnect India, Myanmar and Thailand. The project after completion willimprove the connectivity of various districts of Arunachal Pradesh andfoster socio-economic development of the region by way of employmentgeneration and investments in industries.

Project updatesLucknow-Sitapur Road Project: Spanning a length of 95.9kms, this project involves the improvement, operation andmaintenance of the entire stretch, including strengthening andwidening of the existing 2-lane road into 4-lane on NH-24. Thisproject is being done for the National Highways Authority ofIndia (NHAI) on a BOT basis with a concession period of 20 yearsand estimated project cost of Rs 450.41 crores. It comprises 92structures including construction of one major bridge, 4 minorbridges and 82 culverts along with 5 vehicular underpasses. Theconstruction work is in full swing and three of the four minorbridges have been completed, the major bridge is 85%complete and work is progressing rapidly on the underpasses.To achieve the world class quality benchmark, the entire projectis being monitored by an independent quality control team.

Delhi-Gurgaon Expressway: This showcase project of DSCLimited is the lifeline for commuters between Delhi andGurgaon and close to a million commuters use this expresswaydaily. It is one of the highest traffic density corridors in thecountry and intensive training based on time and motionstudies is imparted to the toll collectors regularly to enhancetheir vehicle processing capabilities. Recently in order toenhance the driving experience at the toll plaza, soothinginstrumental music is being played in the lanes. This has beenwell received by the commuters.

Another initiative is presently underway for landscaping andbeautification of the expressway and the company is carrying atree plantation drive as part of a green campaign. TheExpressway would be of strategic importance for the impendingCommonwealth Games as it connects the international airport

with Delhi and Gurgaon. The company has embarked on a specialinitiative for these Games by dedicating special lanes for theCommonwealth Games guests and sportspersons.

Kundli-Manesar-Palwal Expressway: The 135.65 km Kundli-Manesar-

Palwal Expressway once completed will be one of the largest Build

Operate Transfer (BOT) projects in the country. Apart from providing a

high speed link between the districts of northern Haryana and its

southern districts, the expressway would allow long distance carriers to

completely bypass the National Capital region thus decongesting the

traffic build up within Delhi city. The project is planned on a first-of-its

kind closed loop tolling system, wherein the user would pay toll as per

the distance covered on the expressway. Since it passes through the

rural belt, it also has unique features like cattle crossings and

agricultural vehicles underpasses.

The ground work at the various sites is going on at a rapid pace and

close to a 100 structures have already been constructed. Multiplex

sensors would be used with the pavers on the bituminous works to

improve the riding quality of the finished road surface.

Driving home the importance& dimensions of road safety

Some of the fundamental things about road safety as per contemporary thinking on the subject can be summarized asfollows:

� Crashes create a considerable economic burden to society (in terms of lives and money lost), and they are not an inevitableconsequence of economic growth.

� Road crash injury (largely predictable and preventable), is a human-made problem amendable by rational analysis andcounter measures.

� Tested, technically simple remedies can produce considerable returns for a relatively small investment.

Road crashes often result from a series of root causes: the vehicle (5 to 10 per cent of crashes), road infrastructure (10 to 20 per cent ofcrashes) and road user behaviour (responsible at least in part for some 80 to 90 per cent of road crashes). The interaction betweenthese causes is important and therefore one must consider the vehicle, the road and the user as a system. The interactions betweenusers and the physical elements are critical. Road and vehicle design must allow for human errors.

The vehicleModern vehicles are considerably safer than older models. Technical safety standards and annual vehicle testing are compulsory inhigh-income countries. In contrast, low and middle-income countries often have a substandard vehicle fleet, which exacerbate theroad safety problem. This is particularly true for commercial vehicles such as taxis, buses and trucks. Effective and independenttechnical testing, therefore, must be strictly enforced where the vital safety functions of vehicles, such as braking, shock absorbersand lighting are concerned.

Another matter of concern is the overloading of commercial vehicles. It is essential to have regulations establishing maximum loadsand ensure that regular checks take place. Greater improvement of the public and commercial transport sector is one of the bestways of avoiding such overloading. We regularly coordinate with state transport authorities in our endeavour to channelize focusedefforts in this area on the Delhi-Gurgaon Expressway.

The road infrastructureThe road infrastructure, including road surface, road signs and design, is a significant safety factor. Road designs must recognize thathumans make mistakes and try to minimize the consequences of human error.

Human behaviourThe behaviour of road users is, in fact, the main cause of road crashes and road crash injury and death. Among themany risk factors involved in causing road crashes or increasing injury severity, the four most common are:

1. The failure to wear seat belts2. The failure to wear crash helmets3. Driving at excessive or unsuitable speeds4. Driving under the influence of alcohol

Countries which have introduced targeted action plans to combatat least one of the above risk factors have succeeded in reducing road crash fatalities significantly within a few years. The other substantialrisk factors are driver fatigue, the use of mobile telephones, failure to observe safety distances and a lack of visual aids for drivers.

There is also a lack of awareness of the basic rules of the Highway Code, which users should comply with, such as the rules for giving way,overtaking, traffic lights and no entry signs.

It has been shown that some low cost infrastructure improvements can substantially reduce the occurrence of road crashes and theirseverity. Examples of improvements include the separation of different types of traffic, better road marking and road signs, saferpaths for pedestrians and two wheelers, the construction of sidewalks or pavements and more visible pedestrian crossings, andslower traffic speeds (with the use of road humps, rumble strips and roundabouts). At DGSCL, we make regular efforts in thisdirection by cutting glaze through greenery, installing impact absorbers, focused effort on separating different types of traffic andbetter signage.

On existing roads, these improvements should first be made at high risk spots, where many crashes occur, especially at the entry andexit of built up areas and areas of high activity (such as markets and schools). This is a task that is given significant attention at theDelhi-Gurgaon Expressway.

Changing the behaviour of road usersRoad user behaviour may be changed in various ways. One of the short term measures that can be taken is to launch large scale informationcampaigns highlighting the facts, enforcement and penalties related to the major risk factors noted above. It is generally the case that thegreatest impact is made by a combination of information campaigns and enforcement. In the longer term, road safety education should beincluded as a part of the school curriculum and the quality of teaching at driving schools should be evaluated and improved wherenecessary. We at DGSCL are launching focused drives from time to time aimed at changing driver behaviour and inculcating good practices.The latest in this series is a campaign to be launched in association with IRTE shortly. Taken together our efforts have succeeded insignificantly reducing crash related damages and injuries significantly on the Delhi-Gurgaon Expressway in the last two years and we arecommitted to affecting further improvements in this area through concerted action.

Responsibilities of employees towards organization

All employees, who are working in an organization, have certain responsibilities towards the organization, society and the nation.These employees are responsible for teamwork, integrity, commitment, hard work, honesty and loyalty. Every employee should treathis organization as a place of worship. Each employee should follow the following points:

Please be organized and contribute to thegrowth of the organization. Everyone grows withthe organization. So, organizational growth is thegrowth of the individual and the nation.

� Do early homework: Every employee is responsible forunderstanding the work allotted and determining if it isappropriate for him. He or she should make sure whether heor she has mastered the skills required to perform the taskcompletely. Anyone who is not sure about how to handlethe work allotted should talk with their superiors and getsuggestions and directions in fulfilling the work allotted tohim or her.

� Plan with the Manager: Having a proper work schedule ortime table for the work allotted to the employee helps theemployee ensure Time Management and to meet thedeadlines in time.

� Use available resources and take responsibility: Theemployees should have a sense of responsibility towardsthe resources of the organization. As a part of theorganization, every employee should use the availableresources wisely to ensure their longevity.

� Participation: Active listening and participation in teamswill ensure that all employees become good team playersand work with unity towards common goals of theorganization. Whenever new work is being allotted, all theemployees should be eager enough to take the initiativerather than trying to avoid newer tasks.

� Be punctual, honest and regular: The primeresponsibilities of every employee must be Punctuality,Honesty and Regularity. This ensures that unwanted andunexpected work delays can be dealt effectively.

� Cost effectiveness: The employees should develop thehabit of a cost saving work style and put stress on wastecontrol methods with maximum output.

� Creative thinking and suggestions: The employee shouldalways think about improvement in work efficiency andorganizational development.

Mountain Story

The phone bill was exceptionally high and thehead of the house called a family meeting ona Saturday morning…after breakfast…

Man: This is unacceptable. You have to limitthe use of the phone, I do not use this phone,

and I use the one at the office.

Wife: Same here, I hardly use this telephone as Iuse my work telephone.

Son: Me too, I never use this home phone. I always use mycompany mobile.

Maid: So - what is the problem? We all use our worktelephones!!

“A son and his father were walking on the mountains.

Suddenly, his son falls, hurts himself and screams:

“AAAhhhhhhhhhhh! !!”

To his surprise, he hears the voice repeating, somewhere in the mountain:

“AAAhhhhhhhhhhh! !!”

Curious, he yells: “Who are you?”

He receives the answer: “Who are you?”

And then he screams to the mountain: ”I admire you!”

The voice answers: “I admire you!”

Angered at the response, he screams: “Coward!”

He receives the answer: “Coward!”

He looks to his father and asks: “What's going on?”

The father smiles and says: “My son, pay attention.”

Again the man screams: “You are a champion!”

The voice answers: “You are a champion!”

The boy is surprised, but does not understand.

Then the father explains: “People call this ECHO, but really this is LIFE.

It gives you back everything you say or do.

Our life is simply a reflection of our actions.

If you want more love in the world, create more love in your heart.

If you want more competence in your team, improve your competence.

This relationship applies to everything, in all aspects of life;

Life will give you back everything you have given to it.”

A man goes to see the manager of a bank to seek aloan. The manager asks, “Do you have any collateral?”“Yes I have these National Saving Certificates (NSC)worth Rs. 1,000,000.” “Very well, you may have a loanfor any amount upto Rs. 50,000.” The man asks forRs.100 loan. The banker is surprised, but gives the

man his loan. One year later, the man reappears at the bank andrepays his Rs. 100, plus Rs. 15 interest, and collects his certificates.“Just one minute,” the manager interjected, asking, “Why did youonly want to borrow Rs. 100?”

The man replied “Oh, I didn’t really want to borrow any money. Ijust needed a safe place to keep my certificates for a year, and theytold me at the front desk that the rental on a safe deposit box wasRs. 750 a year.”

Drippy trousers, stringy hair, Puddles, puddles everywhere!

Why are puddles oh so deep,Over some I cannot leap!

Bicycle riders everywhere,With feet in water, feet in the air!

As we slop thru’ paani knee high,People laugh and we wonder why?

Although I know we love the sun,Won’t you agree that puddles are fun!!

Tomorrow will be better than Today

It’s midnight andmy eyes just staring at the wall oppositeno sleep, no dreams, I sit and watch the dramaunfolding before me;

Like an empty canvaswaiting for an artistI wait in anticipationwondering when and wondering why;

I did all I couldso I believewhat is happening is beyond my graspand I can only watch as a mere spectator;

A mere spectator in my own lifeone moment it’s all the way upthe next it’s hanging in balance,the tension is nerve wracking;

Patience is all I haveand patience is all that I needas I watch the things unfoldand let things take shape at its own pace;

I waited a long time for this,so what difference it is going to maketo wait a little bit morebut for how long should I be the villain in my own life?

I wish I could answer all the questions running in my mind,I wish I could end all the battles being fought inside,I wish I do not have to wait for longI wish, I hope and I believe(maybe) tomorrow will be better than today;

“Fasters” - Outstanding Achievements of our TollCollectors at the Delhi-Gurgaon ExpresswayDSC Limited recently celebrated the accomplishment of five of its fastest Toll Collectors who hadprocessed 908, 897, 848, 823 and 809 vehicles per hour respectively. As a reflection of their efficiencyand commitment, they have been recognized as “Fasters”. These “Fasters”, Ashok Kumar, Tarun Kumar,Rajiv Yadav, Sanjay Yadav and Ajay Kundu were acknowledged by Mr. Anhad Narula, Director in anaward ceremony held on 4th June, 2010.

On 7th June, the latest record was set by Mr. Ashok Kumar who processed an unsurpassed 971 vehiclesin a lane during a peak hour, which arguably is one of the fastest feats of toll collection in the world. Mr. Ashok Kumar

Let’s go greenWorld Environment Day Celebration at DGSCL

Delhi Gurgaon Super Connectivity Limited (DGSCL) celebratedWorld Environment Day on June 5th by spreading awareness onthe environmental concerns through its Toll Plazas. It displayedbanners at its toll gates which read “SAVE OUR BIODIVERSITY,SAVE OUR PLANET” and this message was read by commutersin over 180000 vehicles each day. The company also organized atree plantation drive and approximately 1000 plants wereplanted at the expressway in collaboration with communitystakeholders. These initiatives to make the expressway greenereases vehicular pollution, ensures better air quality andsignificantly enhances the commuter driving experience.

Peak Performance

At a function held at the Delhi-Gurgaon Expressway's Toll Plaza office, DSC Limited felicitated Mamta Sodha who had recentlyclimbed Mount Everest. The company had supported Mamta by partially sponsoring her trip and she was invited to our office on 7thJune 2010 where she was honoured by the expressway's fastest toll collectors.

She was a great source of motivation for the toll collectors who were present atthe occasion. Receiving the memento she expressed her love for the mountainsand her childhood dream of climbing Mount Everest. Addressing the gatheringwhich was also attended by the press, Mamta said it was the regular hard workthat she had put in over the last ten years which made the rare feat possible.

DSC Limited's support to Mamta wasanother example of the company’scommitment to encourage women toachieve in various spheres of life. Herachievement will definitely inspireother youngsters to chase theiraspirations and fulfill their dreams.

Creating Social InfrawealthAs a socially responsible corporate, DSC Limited believes that itscontribution to the society at large should go beyond theinfrastructure space. It has identified promotion of literature asa socially relevant cause where it could meaningfully contributeto social growth. It believes that supporting literature helpsbuild the character of the society, just as its projects help buildthe infrastructure of the nation. This patronage of literature, andthereby encouraging the habit of reading, especially among theyouth, is therefore a vital facet of the company’s CorporateSocial Responsibility (CSR) initiative.

As part of this initiative, DSC Limited has been supporting theJaipur Literature Festival for the last five years and is now itsprincipal sponsor. It has grown from strength to strength andnow the DSC Jaipur Literature Festival has become the largestliterary event of its kind in the South Asian region.

As a continuation of its vision to promote South AsianLiterature, DSC Limited recently instituted the DSC Prize forSouth Asian Literature, with a prize money of US$ 50,000 to thewinner.

The DSC Prize for South Asian literature is the first prize of itskind to celebrate the rich and varied world of the literature ofSouth Asia. The objective of DSC Limited in creating this prize isto extend its patronage of literature and the arts and championa high profile literary award to help raise awareness of SouthAsian culture and its global influence. It is a seamless extensionof its existing sponsorship of the Jaipur Literature Festival, and ithopes to inspire and encourage literary expression in India,South Asia, and the world.

In order to further fortify the group’s association with SouthAsian Literature, DSC Limited has recently tied up as the titlesponsor of the South Asian Literature Festival to be held in

London in October 2010.
