In the wake of the recent developments and the new demands that are being placed on the S&T system, it is necessary to embark on some major science & technology projects which have relevance to national needs and which will also be relevant for tomorrow's technology. These projec ts should build upon the work already done at the national as well as international level. The Department of Science & Technology plays a pivotal role in promotion of science & technology in the country. The department has wide ranging activities ranging from promoting high-end basic research and development of cutting edge technologies on one hand to service the technological requirements of the common man through development of appropriate skills and technologies on the other. The department through the National Science & Technology Entrepreneurship Development Board (NSTEDB) has the prime mandate of p romoting Technology Business Incubators and Science & Technology Entrepreneurs Parks which facilitate promotion of knowledge based innovation driven enterprises. www.infodev.org infoDev is a research and advisory service organization focused on enabling innovative and effective use of ICT to achieve development goals. The organization is governed by a consortium of development agencies, and is administered by the World Bank Group. infoDev's Incubator Initiative aims to promote effective and innovative use of ICT to promote small enterprise development and increased competitiveness in developing countries. To that end, the Initiative supports a number of business incubators in Africa , Asia, Latin America, the Caribbean, Eastern Europe and the Middle East. infoDev supports these institutions by providing opportunities for cross-border knowledge-sharing and partnerships, learning products and limited financing (grants). In the process of providing these services, infoDev engages in applied research, yielding increased public knowledge of how to most effectively facilitate ICT-enabled innovation and entrepreneurship. ndThe 2 Global Forum on Business Incubation: Empowering Economies through ICT, Innovation and Entrepreneurship

will gather organizations from around the globe to exchange knowledge and ideas on how the combination ofinformation and communication technologies (ICT), innovation and entrepreneurship can drive competitiveness andwealth creation in developing country economies.

The event will draw more than 300 participants from 60 - 70 countries and including representatives of the public,private, academic and not-for-profit sectors. The event will provide an opportunity to:

Network with other participants to informally exchange ideas and explore opportunities for partnership.

Learn from the achievements and lessons of infoDev's Global Network of Incubators.

Attend training sessions designed to increase the capacity of incubator managers, and

Initiate plans of action for regional and global networks of organizations seeking to promote ICT-enabledentrepreneurship and innovation.ndThe 2 Global Forum is being hosted by Department of Science and Technology (DST), Government of India, the State

Government of Andhra Pradesh and the Information for Development Program (infoDev), a multi-donor research andadvisory service organization focused on how to most effectively utilize ICT to achieve development results.

The first Global Forum on Business Incubation was held in New Delhi in 2004. The Forum brought together innovatorsand entrepreneurs, policy-makers, donors and other partners from around the globe to explore how ICT-enabledinnovation and business incubation can expand economic opportunities for developing countries. It also served asthe first meeting of infoDev's Global Network of Incubators, which brings together infoDev-supported businessincubators and others promoting ICT-enabled innovation and entrepreneurship throughout the world, for mutualsupport, knowledge sharing, advocacy and joint action.

Since the first Forum, infoDev's Incubator Initiative has grown to encompass organizations from more than 50countries, and Regional Networks have been formed in Africa, Asia, Latin America/the Caribbean and Eastern/CentralEurope, forming the backbone of the growing Global Network.

Developing countries, and the international donor community, are increasingly recognizing the power of ICT as tools tocreate new economic opportunities, grow innovative businesses and support entrepreneurship. infoDev's GlobalInnovation Network aims to be a resource for organizations that seek to realize these opportunities, enabling them tolearn from each other and design the policies, investments and initiatives that will allow developing countries to realizethe potential of ICT-enabled innovation and entrepreneurship to reach development goals.
