What is GHS?

Globally Harmonized System of Classification and

Labelling of Chemicals GHS

Scope: Chemical substances and mixtures (products)

Objective: Communication of hazard information by labelling and

SDS

Specifies classification categories and criteria for hazards

Shows methods for labelling and SDS descriptions based on the

classification

Systems common worldwide (promotion of mutual understanding

and distribution of products)

Covers all parties handling chemicals, such as business operators,

workers, consumers, transportation personnel, emergency

responders and the like

Basic Principles of Harmonization

Not degrading health and environmental protection.

GHS classification for Mixtures

1. Classification as a mixture (the product as a whole)

(Not “containing an ingredient equivalent to”)

Description of ingredients is required (SDS)

2. If no data are available for the product as a whole

a. Bridging principle: estimate from similar mixtures

b. Applying formula and table: the total hazards are

determined based on ingredient information

3. Separate criteria for classification and labelling

(two-level criteria for the content of the ingredient

exhibiting the concerned action)

1. The number of GHS implementation countries has steadily increased,

except Africa, South Asia and the Middle East.

2. Developed GHS implementation countries/area has been updated in accordance with GHS purple book which is revised once every two years.(EU, Japan, China, Korea etc.)

3. But there are still different from GHS classification, labelling , SDS format.

4. SDS/label are required from translation version to local one.

5. Those items should be changed in accordance with ship to country requirement when exporting.

6. If those items will be harmonized in ASEAN, it gains great merit in trade.
