Q. Why administer the OLSAT Districtwide?
A. Analysis of 2009 pilot data indicates that this assessment supports the District’s goal for the Office for Civil Rights (OCR) to address the disproportionate number of underrepresented student populations and identify students who may be overlooked in the referral process.

GIFTED/TALENTED PROGRAMS GOAL
The National Association for Gifted Children estimates that there are approximately three million gifted children in the United States, and that these children are members of every race, ethnicity, and socio-economic group. If we don’t reach them all, that’s a tragedy, because the world surely needs the talents of all its gifted citizens!
According to the Office for Civil Rights (OCR), the equity
of all students must be assured. District policy is to
seek out and identify gifted and talented students from
varying linguistic, economic and cultural backgrounds
whose extraordinary capacities require special services
and programs (Title V, California Code of Regulations
section 3820). Evidence of a student’s capability shall
include the economic, linguistic, and cultural
characteristics of students’ background (Title V,
California Code of Regulations section 3823).
OFFICE FOR CIVIL RIGHTS AGREEMENT:
The OCR agreement requires the development of a districtwide comprehensive plan to address the disproportionate participation of African American and Latino students and ensure that GATE identification reflects the demographics of a school.

Q. Who will be tested?
A. All 2nd graders, including students with disabilities and English Learners (ELs).

Students who are exempt include:
a) Students who take the CAPA.
b) Students previously identified as gifted in the
Intellectual Ability Category.
c) Students whose parents have requested non-
participation.
d) Students who have been retained.
e) Students who have been pre-exposed.
STUDENTS EXEMPT
• Participating second grade English Learners (EL) may be given directions using their determined primary language.
• Remember, each test item may be read only once, whether in English or Spanish (or in another language).
ENGLISH LEARNERS
Due to assessment norms, the following accommodations will invalidate OLSAT test results. Thus, these scores will not be considered for eligibility for gifted identification:
1) Any modifications made to the content of the assessment.
2) Directions read more than once.
3) Allowing extended time.

Q. Why is the District not testing all second graders
with an IQ test?
A. 1) An IQ test must be administered by an insured and credentialed
School Psychologist .
2) The cost of administering an IQ test to al l 45,771 second
grade students within the District would el iminate the
entire GATE budget which would not be cost effective.
3) The identification rate for the Intellectual Category tends to be
statistically low without providing pre -referral screening for
potential candidates.
4) The OLSAT data can also function as part of pre -referral evidence for students being considered for the Intellectual Category.

THERE ARE TWO WAYS TO QUALIFY FOR THE HIGH ACHIEVEMENT CATEGORY BASED ON THE OLSAT -8 SCORES:
Students who receive a Total Age-Based Percentile Score of 95 percent or above.
Low income students* who receive a Total Age-Based Percentile Score between 90 to 94 percent.
*The poverty level for 2014 in the United States was set at $23,850 (total yearly income) for a family of four. 2014 HHS

Q. If the second grade student is identified gifted in the High Achievement Category, do they need to re -apply for the category next year?
A. No. As with all gifted categories in the LAUSD, once a student is identified gifted, the gifted label will remain with the student for the duration of his/her enrollment at LAUSD.

Q. Can a student be identified as highly gifted on the OLSAT?
A. No. Again, the OLSAT is an achievement test (High Achievement Ability Category).
Remember: A student can only be identified highly gifted in the Intellectual Ability Category.

Q. If the students do not meet the criteria on the OLSAT, can they still be referred in the Intellectual Category?
A. Yes. However, all students still need to be thoroughly screened by the Local School Screening Committee for appropriateness of referral.

Q. What are the test administration dates?
A. Schools may select a testing date within one of two windows:
March 11-12, 2015
and/or
March 18-19, 2015

Q. How will parents be informed?
A. An informational letter (English and Spanish – ATTACHMENT B*) is to be sent to parents from the school site. In addition, there will be four informational sessions for parents from 6:30 p.m. – 7:30 p.m. on the following dates (parents only need to attend ONE of the following meetings):
• February 2, 2015 — Peary MS (ESC South)
• February 5, 2015 — Grant HS (ESC North)

Q. Will training be provided?
A. Five Districtwide sessions are scheduled for school personnel from 3:30 p.m. – 5:00 p.m. on the dates listed below. Central GATE office staff will provide the training for this 75 minute test. You are only required to attend ONE of the following meetings:
• February 2, 2015 — Peary MS (ESC South)
• February 5, 2015 — Grant HS (ESC North)
• February 9, 2015 — Nightingale MS (ESC East)
• February 12, 2015 — Loyola Village ES (ESC West)
• February 19, 2015 — Beaudry Site (19th fl., Rm. 19-123)

Q. Will the schools have to purchase the tests?
A. No.
Q. What materials, if any, does a school provide?
A. It is the school’s responsibility to provide #2 pencils.
Q. Is there a cost to Affiliated Charters?
A. There is NO cost to affiliated charters. Also, no Fee -For-Service for processing (OLSAT identification only)
Note: Independent Charter Schools and private schools are not eligible.

Q. What do we do with the Security Agreement (ATTACHMENT H*) and the Security Affidavit (ATTACHMENT I*)?
A. The OLSAT Security Agreement must be signed by all Test Site Coordinators and initialed by the school principal.
A. The OLSAT Security Affidavit must be signed by all test examiners, proctors, translators, scribes, and any other person having access to the OLSAT -8 tests and initialed by the school principal.

Q. How and when are testing materials distributed?
A. The LAUSD Office of Data and Accountability (ODA) provides teacher and student information to Pearson. Pearson will ship (via UPS) materials directly to each school on February 27, 2015.
Important: Materials are to be stored in a secure locked place.

Q. Who do you call if you do not receive enough materials?

If you are a 2014-2015 NEW SCHOOL or a school with a 2nd GRADE SPECIAL DAY CLASS (SDC) with students NOT taking the CAPA, you must complete an ORDER FORM (Attachment J*) and submit it to the GATE Office in order to receive OLSAT-8 testing materials from Pearson Publishing.
NOTE: School personnel must submit form three weeks prior to your school’s testing date. There will be no cost for the test materials.

A. No. DO NOT write over student labels. Extra booklets are provided.

A. If the back cover of the student booklet is pre -printed – complete nothing!
If the back cover is not pre-printed (blank) then complete numbers 1 – 7 only.
Note: In both cases do not complete No. 8 or the “For Teacher Use Only” section, No. 9 -12 box.

Q. As a School Test Coordinator, what are my responsibilities during testing?

Q. What happens after the testing session is completed?
A. After testing:
1. Collect test booklets and Directions for Administering (DFAs) from test administrators.
2. Check all test booklets (student ID information).
3. Hold all materials until all testing is complete
4. Prepare scorable materials for shipping to Pearson.
IMPORTANT: Any damaged or incomplete test booklets are not to be scored.
Those booklets must be disposed of or shredded at the school site. Any
booklets returned to Pearson may be scored and you will be charged.

Q. How do I prepare scorable materials for shipping to Pearson?
A.
1. Check or complete Scoring Service Identification (SSID) Sheets (one per class).
2. Complete the Special Program Order for Scoring Services (SPOSS) (one per school)
3. Place all “scorable” or “used” test booklets in the pre-addressed boxes.
4. Put SPOSS form in the box with the testing materials.
5. Take boxes to the Testing Center that serves the school. UPS will pick up “boxed” test materials from each of the four Test Centers.

A. The District will not purchase new DFAs. Therefore, you must retain your copies of the DFAs at the school site. Please ensure that these are kept in a secure locked location.

A. Student results are “estimated” to be released on April 23, 2015. Test results are mailed directly to each school.

2) One to file in the student’s cumulative record
Each school will be receiving one MASTER LIST!

Q. What do we send to the Gifted/Talented

A. NOTHING!
Eligible students based on OLSAT results will automatically be uploaded into the My Student Information Systems (MiSiS) and identified in the High Achievement Category.
Applications/Referral packets are not required for gifted identification for OLSAT students.
