UNCW was elevated to “Doctoral University: High Research Activity (R2)” from a “Master’s College University: Large Program” by the Carnegie Classification of Institutions of Higher Education

Obtained the approval for, and plan to launch in the fall of 2019, a B.S. in Coastal Engineering, the first of many other engineering degrees (1)

Secured the largest private gift in the university’s history – $10 million – to establish the Congdon School of Supply Chain, Business Analytics and Information Systems

Brought UNCW back to life from the devastation of Hurricane Florence

Secured more than $400 million in capital investment from private/public partnerships (P3), state bonds, emergency state/insurance/FEMA, self-liquidating projects and private funds to sustain growth in the next 10-15 years

Launched UNCW’s first nanosatellite, Seahawk-1, to capture high-resolution images of the biology of the ocean’s surfaces on SpaceX Falcon 9(1) Pending SACSCOC approval

Ensured that UNCW remained the fastest-growing with quality university of all 16 institutions in the UNC System this past decade – 30% growth since 2009, accounting for 26% of the total growth of the System

Attained average SAT scores of 1,251 in our freshman class with Honors students entering at 1,383

Continued to improve our graduation rates at 4-year: 56%, 5-year: 70% and 6-year: 72%; percentages significantly above UNC System’s and national averages

Achieved all-time record graduation of STEM, Education and Health Science majors, meeting the needs of the state

Attracted 79 Fortune 500 companies, among many others, to the Career Center (versus 19, three years ago), enabling more students to obtain jobs

Startups flourished both at the Center for Innovation and Entrepreneurships (80 startups) and at the Marine Biotechnology in North Carolina – MARBIONC (12 startups)

Achieved all-time record in revenues ($367 million) and net position ($536 million); since 2015, state appropriation for the university has increased by 36%; 45% if we use 2018-19 estimate

Increased recognition of the quality of the education provided at UNCW, resulting in improved rankings

RANDALL LIBRARY RENOVATION AND EXPANSION

RATIONALE:The current facility was built in 1969. It was renovated and expanded to 150,000 SF in 1987, when the university had 5,800 students. Currently, enrollment is approaching 17,000 and is likely to be over 20,000 in the next 3 to 5 years. The UNCW 2017 Master Plan indicates a library space deficit now of at least 40,000 SF.

EXPECTED TOTAL COST: $61,830,658

REQUEST: $56,330,658 given that $5,500,000 has already been appropriated for planning and design currently underway.

PHASING of REQUEST: 2019-20: $20,000,000; 2020-21: $20,000,000; 2021-22: $16,330,685.

CARNEGIE RECLASSIFICATION TO“DOCTORAL UNIVERSITY: HIGH RESEARCH ACTIVITY”

RATIONALE: The new Carnegie reclassification recognizes the level of sponsored research already pursued at UNCW and the production of doctorates. A doctoral/research institution in Wilmington will contribute to advance research and knowledge, will expand critical workforce degree production, will turbocharge innovation and entrepreneurship and will expand economic development in a region expected to grow to 800,000 people by 2050 from 420,000 today.

The recurring investments will be used to support new doctorates in areas of expertise that serve the state needs (MISSION); to hire faculty and adjust salaries where appropriate; to support other personnel; to add resources to the library; and to bring UNCW, a high-performing institution with some of the lowest appropriations per capita in the System, in line with the other doctoral institutions in the System.

REQUEST: $15,000,000 over 3 years.
