Since the post and inter-war periods, major housing developments have removed Glengormley’s rural character and brought it within the Belfast metropolitan area. The retail offer in the Town Centre has suffered major decline in recent years, due to congestion, parking problems and out-of- town competition. In response, Glengormley has developed a niche role in the service sector. It has built up a strong reputation for eating out, take aways and in the leisure and entertainment sector, boasting a cinema, bowling alley and a number of good restaurants. A Steering roup comprising S, Newtownabbey Borough Council andlocal business people was asked to consider how lengormley might

change over the next 20 years. To do this, the Steering roup, working

 with the consultants, prepared a draft ision for the future of lengormley.

e asked the Steering roup to give us a some idea of what lengormley

suggested to them, as a place to live, work and recreate. e recorded

their thoughts below.

At the end of the exercise, after taking on board the Steering roup’s ideas

and comments, a raft ision for lengormley was proposed:

By improving existing spaces, and

people, the Masterplan will provide

a structure around which new 

development can be arranged. New 

public realm will be designed to

provide for the needs of pedestrians

as a priority, whilst recognising the

importance of the Antrim oad as a

main arterial route. Away from the

main road, where vehicles are allowed

access, we will give more regards

to the needs of those on foot. This

makes for a more attractive, safe and

friendly Town Centre.

the main arterial routes into Belfast, with large numbers of cars providing

an opportunity, as well as creatingan obstacle for the Town Centreto establish itself as a successfuldestination. iven the focus on

commercial leisure and recreation,it is important that there is adequateparking provision, located in theright places. arking provision is,therefore, located in proximity to the

new development, each parking areabeing shared amongst a group of venues, rather than each having their own. These large parking courtyards will be landscaped and designed to

The esign Concept for lengormley issimple in that it has three key components:

  estore the critical mass of a morecompact Town Centre core, with shops

and services providing for local needs  mprove the public realm by mitigatingthe negative effect of the main roadnetwork, principally Antrim oad, bypromoting pedestrian connectivity and

creating safe, attractive civic spaces

  Create a different kind of offer, to thesouth of Antrim oad, one that takes

advantage of the site’s location on oneof the principal routes into Belfast from

the north, and its connectivity with the wider transport network

The draft Masterplan, below, shows how this

concept might be applied to create a Town

Centre with both a local and a metropolitan

The main development proposals contained within

WKHGUDIW0DVWHUSODQDUHH[SODLQHGEULH¼\DV

follows:

1. The junction of Antrim and Ballyclare oads isre-modelled to create an opportunity to makea more pleasant pedestrian environment. The

car wash is replaced by new development,RQHWKDWLVVLJQL»FDQWLQWKHWRZQVFDSHZLWKa small civic space to the front. This willcreate a new landmark and focus in the TownCentre. ne of the key interventions mightEHWKHUHFRQ»JXUDWLRQRIWKHMXQFWLRQDQGWKHaddition of a bus lane to facilitate better publictransport connections.

2. The corner site (comprising a number of plots)is redeveloped for new commercial/retailspace, together with short term parking thatallows visitors to access goods and services.ortland Avenue is improved, with additionalparking and, potentially, restricted access.

3. This corner site, which is currently occupiedby a bank, health centre and commercialleisure, is a long term aspiration, but itsdelivery would help to create a more coherent

townscape, with buildings located up to thefootpath, and parking behind. The buildingscould accommodate a number of uses,including those already located on site, but inDPRUHHI»FLHQWDQGEHQH»FLDOPDQQHU

4. ublic realm and townscape improvementsare intimately related, especially on busyroads running through a small Town Centrelike lengormley. mprovements would needto be reviewed with oads, and a morecomplete public realm strategy prepared,but the aim would be to reduce the negativeimpact of the roads, and create moreattractive pedestrian routes and places.

5. This proposal involves the new residentialdevelopment which would help bring peopleback into the Town Centre. t requires furtherinvestigation, to test its feasibility, but thedesign and delivery rationale for pu rsuingthis as an option are strong. The key to thisproposal is the consolidation of commercialleisure activity on the south of Antrim oad(see roposal 6), freeing up the northern sideof the road for residential development.

6. evelopment to the south o f Antrim oadfocuses on providing a new kind o f leisureattraction in lengormley, one that takesadvantage of its location within the widerBelfast etropolitan Area. Commercialleisure provision, building on the presence of the cinema, nightclub/restaurant and otherexisting businesses, would be delivered tocreate a hub that provides for the wider NorthBelfast area.

7. The lenwell oad ndustrial Area wouldbe re-developed, primarily for residentialdevelopment, the aim being, in part to have

more people living in the Town Centre, thusincreasing the use of local services.
