1. Historical Background
This expansion simulates civil war inside Spain, a neutral minor Power in Global
War 1936 v3.0 Scenario (GW). The Republican Spanish Government –
supported by a coalition of local regional factions, international socialists,
communists and anti-fascists - fights the Nationalist forces – a coalition of
Monarchists, Carlists and various fascist factions - for the power in Spain.
Republicans got support from USSR (for which they paid dearly from the
national gold reserves) and volunteers from many countries.
Nationalists got support from Germany and Italy. Italy sent military aid in the
form of the Corpo Truppe Voluntarie (see SCW 2.2).
This section is designed to clarify the parameters of the Spanish Civil War. The
following rules should help clarify what this means:
1.1 Self-Contained Battleground
All foreign units (except the Italian CTV and the Aviazione Legionaria) that enter
Spain are considered Spanish units (Nationalist or Republican) for purposes of
their nationality. They remain such until the Spanish Civil War ends.
Units still act on the turn of their Controlling Major Power. Italian units of the CTV
and the Aviazione Legionaria in the Spanish Civil War are considered
Nationalist forces but act during the Italian turn.
Example: Italian units would act on the Italian turn, not the Spanish Nationalist turn, while units lend-leased to the Nationalists would become Spanish and act on the Nationalist turn.
As soon as the Civil War ends, Foreign units are immediately repatriated to their home country and Event Marker units are removed from play. Italian CTV & Foreign aircraft return to their Home Country by Supply Path.
Thus: a) Units from Major Powers that are allowed to enter Spain could fight each other
inside of Spain without being at war with each other or being able to attack
each other outside of Spain (including at sea).
War in Neutral Spain
5
b) During the civil war no unit can leave Spanish land zones to attack non-
Spanish units outside of Spain or Non-Combat Move into a non Spanish land
zone.
1.2 Attacking Spain. No nation may declare war on Spain until the Spanish Civil
War is over. An attack on post-civil war Spain by Axis makes it align with the
USSR; an attack by Allies or Comintern makes it align with Germany.
1.3 End of the War, Victory & Resolution
a) The Spanish Civil War ends if one Faction achieves victory per GW13.1.
b) One Faction wins the Spanish Civil War when it Possesses all 6 continental
Spanish land zones (Madrid and adjacent land zones) at the end of a Faction’s
turn.
c) Resolution
Nationalist Victory:
A Nationalist victory is a victory objective for the Axis. Every turn
for the rest of the game, Germany gets a voluntary (free) “Blue
Division” (Infantry) in the Place New Units Phase in Berlin.
Germany can use Spanish naval facilities for ship repairs and movement
bonus. If a member of another Alliance attacks a neutral Nationalist Spain, it
aligns with Germany. If Spain Aligns, Germany stops getting Blue Divisions in
Berlin.
Republican Victory:
A Republican victory is a victory objective for USSR. Every turn
for the rest of the game, USSR gets a free “International
Brigade” (Infantry) in the Place New Units Phase in Moscow.
USSR can use Spain’s naval facilities for repairs and movement bonus. If a
member of another Alliance attacks a neutral Republican Spain, it aligns with
USSR. If Spain Aligns, USSR stops getting International Brigades.
At the end of the civil war, all damaged facilities are repaired at no cost. All
remaining units of the losing Faction are removed from play. Place roundels of
the winning Faction on all Spanish colonies.
1.4 Forces
Spanish Republicans Controlled by the USSR. They are played simultaneously
in the USSR turn. Use the setup according to the Neutral Reference Sheet but
replace the coastal submarine by an additional destroyer.
6
Spanish Nationalists Controlled by Germany. Nationalists play simultaneously
with Germany. Use the setup according to the Neutral Reference Sheet or the
alternative setup following the support option in 2.1
Italian Expeditionary Forces, the Corpo Truppe Volontarie (CTV), played by
Italy.
An Italian submarine attack on Republican naval units is not considered a
DOW on a neutral minor power by other players and it does not trigger any
income increases.
Germany and USSR use the Spanish forces they Control on their respective
turns. Italian units are used during the Italian turn.
1.5 Participation
Spanish Factions are controlled Minor Powers that cannot declare war on other
nations. Player nations are not at war with Spanish forces and cannot attack
Spanish units or land zones (or vice versa) with the exception of units that are
allowed to be in Spain according to these rules.
1.6 Lend-lease & Upgrades
The Faction receiving a military upgrade must immediately use it to upgrade 1
Militia to Infantry or 1 Infantry to Mountain Infantry or Motorized Infantry or make
an extra recruitment roll. Shock Troops and Light Infantry can be upgraded to a
motorized unit.
a) Axis and Comintern: Germany and Italy may both send lend-lease to the
Nationalists and USSR may send lend-lease to the Republicans as per GW
lend-lease rules. Lend-leased IPP to Spain can only be used for repairs on
Spanish facilities. In addition to Lend-Lease it is also allowed to send 1 military
upgrade (price: 1 IPP).
b) Allies: One Allied power per turn per Faction may lend-lease 1 military upgrade
(Price: 1 IPP) as the only lend-lease to a Spanish Faction. See SCW 4.1.
A nation that Possesses a land zone with a rail connection bordering Spain may
allow lend-lease from other Major Powers to travel via this rail connection as
long as no war exists between it and the sending power.
1.7 Income & Production.
Republicans and Nationalists do not collect or spend income during the Spanish
Civil War. On its respective turns a Faction makes a recruitment roll during the
Place New Units & Collect Income phase. If the number a Faction rolls is equal
to or less than the number of land zones they Posses in Continental Spain
7
(excluding islands and colonies), the Faction receives either one Infantry or two
Militia to place in any land zone it has possessed since the start of its turn.
2. SPANISH PARTIES REQUEST SUPPORT
At game start Germany and Italy receive a request for military support from
general Franco, leader of the Nationalist Faction. The USSR receives a similar
request from the Republican Faction. Players have several options:
a) Refuse to send support, normal lend-lease rules apply for that Major Power
b) Accept to send support.
If option b) is chosen, sections 2.1 through 2.5 explain the options players must
follow.
2.1 German Support.
If Germany grants military support, pay 4 IPP and apply the following set up
instead of the setup as presented on the Neutral Reference Sheet v3.0:
Nationalists Units
Leon-Castile 1 Regulares* (Infantry on Regulares Marker),
1 Cavalry, 1 Artillery,
1 Fighter, 1 German (Black) Air Transport (on Condor Legion Marker)
Andalusia 1 Spanish Legion* (Infantry on Spanish Legion Marker)
Balearic Islands 1 Militia
Spanish Morocco 2 Army of Africa (2 Infantry on Army of Africa Markers)
Sz 79 España Class Battleship
*If playing with paragraph 3.0, these 2 markers are placed in the Nationalist cup.
2.2 Italian Support.
In its Non Combat Movement Phase
Italy may send one voluntary Militia
(CTV) in addition to any lend-lease per
turn into the self contained battleground
of Spain. This units moves via a Supply
Path from the land zone the unit is in to
a Nationalist Spain land zone. There is
a maximum of 4 CTV units. These 4
divisions are the Corpo Truppe
Volontarie (CTV);
Foreign Interventions
8
1st Dio lo Vuole Militia Division
2nd Flamme Nere Militia Division
3rd Penne Nere Militia Division
4th Littorio Militia Division
If Italy grants military support, pay 4 IPP and apply the following set up
changes:
Land zone Corpo Truppo Voluntarie
Rome Place the 1st Dio lo Vuole marker under the existing Militia
Campania Place the 2nd
Flamme Nere marker under the existing Militia
Northern Italy Place the 3rd
Penne Nere and 4th Littorio markers under 2 additional Militia
The Corpo Truppe Voluntarie is played in the Italian turn. Italy is the only nation
that can upgrade the CTV Blackshirt militia to infantry to make them mobile
once they are in Spain by successfully sending 1 IPP in lend-lease to
Nationalist Spain.
CTV-units who are still in Italy when the Civil
War is over remain in play for Italy and are
subject to normal rules for upgrades.
2.3 USSR Support & Moscow Gold.
If USSR grants military support, apply the
following extra rules:
Armor: Once per game the USSR may allocate
1 Light Armor to Madrid by a Supply Path in the
USSR Non Combat Movement Phase.
International Brigades: Each turn an extra
recruitment roll may be done, which if successful
gives the Republicans an International Brigade
(Militia).
Moscow Gold: As long as Madrid is Republican possessed, the Republicans
gain an additional upgrade through a Supply Path from a USSR factory at no
cost and USSR receives 1 IPP from the bank, both in the Place New Units
Phase.
9
2.4 Aircraft Support.
USSR and France are each allowed to send one (1) of their own Air Units into
the self contained battleground of Spain (in Spain functioning as Faction forces)
in Non Combat Movement by Supply Path and in lieu of sending lend-lease.
These Air Units are bound to stay in
the SCW until destroyed or the end of
the SCW.
France may decide which Faction to
support. This Voluntary Air Unit
operates in the turn of the receiving
Faction, but France player controls it.
After French surrender, apply rule 2.6
Germany is allowed to send 1 of its own Air Units with an Attack-value, the
Condor Legion.
Italy may send 1 of its own Air Units, representing the Aviazione Legionaria (see
2.2) to the Balearic Islands. This Air Unit acts on the Italian turn, together with
the CTV.
Air Units from Germany and Italy are also sent in Non Combat Movement by
Supply Path and in lieu of sending lend-lease.
USSR cannot send an Air Unit in the turn it sends the Light Armor.
2.5 Restrictions.
No more supporting units than mentioned above can be sent unless they are
lend-leased. After victory the foreign units are immediately repatriated to the
nearest Possessed home country land zone in a Supply Path. Lend-leased units
remain Spanish.
2.6 Confiscate War Materials
In the case of a Major Power surrendering, all of its supporting land units in
Spanish land zones immediately surrender too and are taken off the board. Air
Units, Vehicle and Artillery Class units of this Major Power are swapped for
equivalents of the faction they supported (as if lend-leased).

3. SPANISH CIVIL WAR EVENT MARKERS
Optional advanced rules.
3.1 SCW Event Markers
There are 12 SCW Event markers in this set. Put these markers in 2 cups (1 per
Faction).

3.2 Acquiring an Event Marker
Each Spanish Faction in its Purchase New Units Phase draws a marker from the
cup. Then discloses it to all players.
a) If a unit is on the marker, it may be placed in the Place Units Box
immediately. It may be placed on the board if conditions are met. In the
Place New Units Phase it can be placed in any Spanish land zone
Possessed by the receiving Faction. A Supply Path from the land zone it
originates from to a land zone of the receiving Faction Possessed since
the start of the turn has to exist, unless described differently.
b) If an event is on the marker, apply it immediately if possible.
Units and rail are one-time events, except Mexican Aid.

5. Expansion Compatibility
5.1. Commanders: Spanish Nationalist and Republican Forces may benefit from the effects of commanders from their controlling nations if these accept to send support. At game start Germany and USSR are both allowed to place a commander in a land zone of their controlled Faction if they agree to send support.
5.2. Oil Wars: No oil is used by Republican or Nationalist forces during the Spanish Civil War. All foreign units inside Spain use oil from the reserves of the sending power. There are 2 Oil reserves in Andalusia.
5.3. Ordnance: The controlling players are allowed to send one ordnance as the only lend-lease of the turn to the Spanish factions. Usage of ordnance in the Spanish Civil War counts as if the controlling Major Power is using it.
5.4. Elite Fighter Squadrons: Elite Fighters may be sent into Spain under Foreign Intervention rules
