With opposing forces, there is little opportunity for impartial interaction. Because of this, the global community is lacking a structure to measure and cope with rapid technological change.

It progresses in cycles that hinge on the discontinuities and the emergence of dominant design. It can be competence destroying – people are left with not knowing what to do with their traditional mind-set.
