BackgroundOn 16 February 2015 SIA and 3D Projects submitted the Goldfields
War Museum (GWM) Building Concept Plan and GWM Draft
Interpretation Plan to the City of Kalgoorlie-Boulder. On 18 February
SIA and 3DP presented the key points and recommendations of these
studies to the GWM Community Reference Group (GWMCRG) at the
Boulder Town Hall (BTH). Three alternative museum arrangements
within the Boulder Town Hall building, site lot 888 and the adjacent
Boulder United Friendly Society (BUFS) site lot 657 were proposed.
Following the GWMCRG meeting and presentation, SIA and 3DP were
commissioned to undertake an additional masterplanning study, the
GWM Design Options Report, investigating further GWM options in
more detail, their planning implications and respective development
costs. The GWM Design Options Report presented two further options
implemented over six progressive stages.
Option 1 incorporated GWM exhibitions on both the ground floor and
first floor of the BTH building, with undercover/open military vehicle
displays, carpark and a purpose-built collection store on the BTH and
BUFS site. Option 2 comprised GWM exhibitions on the BTH ground
floor, with staff offices and object storage on the BTH first floor, a new
exhibition gallery, toilet block, carpark and undercover/open military
vehicle displays located on the BTH and BUFS sites.
Subsequent to GWMCRG review and recommendations, CKB advised
on 14 April of Council’s approval to proceed with GWM Option 2, with
Stage 1 works and the lift/fire stair components of Stage 2 to be
undertaken under the current contact between SIA/3DP and City of
Kalgoorlie-Boulder.

GWM BriefThe GWM Request for Tender of August 2014 specified that the
Boulder Town Hall foyer G01 and ground floor rooms of the eastern
wing G05-G11 are to be utilised for GWM reception and exhibitions
together with the southern courtyard area within lot 888 for
accommodation of the GWM military machinery collection. Ground
floor rooms G02-G04 in the west wing are to be fitted out for CKB
archives, research and work areas under a separate project.
SIA Architects and 3D Projects’ tender submission proposed to
explore two design options for the GWM for the Principal's
consideration. Option 1 which utilises the BTH rooms and site lot 888
in accordance with the GWM Request for Tender, and Option 2 which
includes new gallery wings built on the adjoining BUFS site lot 657 in
addition to the BTH rooms and site specified in the RFT.

During the project inception meeting on 17 December 2014, the
Principal confirmed that in addition to Option 1 the consultant team
should explore a second option for the GWM configuration on the
adjoining BUFS site together with proposals for associated sound and
light installations, GWM collection displays and other uses compatible
with the GWM operations. A hard copy of the BUFS Site
Redevelopment Brief was issued to the consultant team.
In regard to the GWM aims and objectives, the GWM Request forTender provided the following statement to guide the museological
approach to the project:
The Principal’s objective in redeveloping the Goldfields War Museumis for the display and interpretation of the collection, to tell how the warimpacted life on the Goldfields and its people - economically, sociallyand personally. It should show the personal stories of the men andwomen who fought in the wars, as well as telling the stories of thosewho remained behind and how the wars affected their lives.
The displays should be factual and educational, entertaining,interactive and appealing to the senses. Each person’s experience ofthe Goldfields War Museum and the Collection should be unique andpersonal. The stories should be handled with respect and sensitivity,and be truthful without bias and distortion. All interpretation text is tobe written in English only.
War Museums are frequently seen as places not explored by women.There should be a balance between themes and stories to provide aWar Museum that is interesting to women. (GWM Request for Tender, August 2014, p13)
Scope of ReportThis Goldfields War Museum Interpretation Plan incorporates on-site
assessments and research undertaken to date, and presents the
exhibition and design concepts for the approved Option 2 works within
the Boulder Town Hall building and site lot 888, and the adjacent BUFS
site lot 657. This report details the proposed exhibition components to
be delivered under Stage 1 and Stage 3, and outlines how the Stage
1 components can be readily modified as future stages are
implemented to ensure the GWM provides a logical and coherent
visitor experience.
This report outlines the proposed curatorial approach, content, themes
and schematic designs for the proposed GWM exhibitions together
with associated Boulder Town Hall interpretive works. It is intended to
provide the necessary level of information on the proposed GWM
layout, exhibitions and site interpretive works to enable the GWM
Project Owner and GWM Community Reference Group to review and
approve the proposed works prior to the commencement of the Stage
2 Exhibition Plan.

Boulder Town Hall Site & BuildingSited on 1930m

at the corner of Burt and Brookman Streets, the BTH
was designed in the Free Federation Classical style by local architect
Oswald Wilson and constructed over eight months between 1907-08
by builder Octavius Stubbs. BTH is an imposing and well-detailed
public building which originally housed the Boulder Municipal Offices,
Council Chambers, Library and auditorium which was fitted with a
significant stage drop curtain painted by the renowned scenic artist,
Phillip Goatcher.
Despite various internal modifications and external additions to the
southern courtyard, changes in usage and structural damage caused
by the 2010 earthquake, the BTH remains in substantially original
condition with original detailing, fixtures, finishes and furniture
surviving in the foyer, stairwells, auditorium, stage and gallery,
backstage areas and the Council Chambers.
The clock tower retains the 1909 clock winding mechanism and the
surrounding walls are graffitied with visitors' names and dates from the
early 20th century. The backstage dressing room walls in G15-G16,
G18-G19 and F15 are also covered with graffitied texts and drawings
documenting the names, dates and activities of performers and events
staged in the BTH between 1910-20 which was discovered when
removing old paint layers in 2008.
The BTH areas specified for exhibitions in the GWM Request for
Tender - foyer G01 and ground floor rooms G05-G11 have undergone
considerable alteration but retain much of their original form and fabric
which will be valuable for interpreting and presenting the BTH's history
and uses.
There is approximately 200m
2
of usable floor space in the BTH eastern
wing, but this area is split across 8 relatively small inter-connected
rooms and spaces making it difficult to adapt for the required
exhibitions. Other than G05 which is a suitable size and location for the
museum reception and visitor orientation, and G09 which is a suitable
size for exhibitions, it is considered that the available area is barely
adequate to house the GWM and present its collections, and would
necessitate displaying a small selection of material at any one time.
Likewise, the outdoor area in the southern courtyard of lot 888 is
inadequate to house the GWM machinery collection without
significantly reducing the items on display. Furthermore, the existing
1972 toilet block and fire stair infrastructure restrict potential display
areas and public access whilst having a negative impact upon the
appearance of the site and integrity of the original BTH buildings.
The adjoining BUFS site on lot 657 comprises some 926m
2
of cleared
level ground fronting Burt Street which, subject to funding, could be
utilised for the new open-plan GWM galleries, external exhibits and
visitor areas thus alleviating spatial constraints of the BTH buildings
and site. The approved six-stage GWM design strategy detailing works
on both lots 888 and 657 is presented in section 4 Museum Concept.
The adaptive reuse of the BTH and adjoining external areas for the
Goldfields War Museum, and the reversible museum infrastructure
proposed herein, complies with CKB’s adaptive reuse strategy detailed
in the Future Use Options for the Kalgoorlie & Boulder Town Hallsreport of September 2001.

GWM CollectionThe GWM collection comprises some 1,865 individual items and
groups of items which are documented in the GWM Collection
Database. The collection is large in terms of quantity and diverse in
terms of scale, material and function. It includes weapons and
ammunition, cooking utensils, uniforms, medals and badges, military
and medical field equipment, souvenirs, honour rolls and memorials,
personal effects and collections, international currency, flags,
photographs, postcards, letters and envelopes, notebooks,
newspapers, maps and printed documents among other items.
Military objects related to the Goldfields Infantry Regiment, Boer War,
WW1, WW2, Korean War and Vietnam War are represented in the
collection, but WW1 and WW2 objects account for the vast majority of
the holdings. The collection is also representative of the three branches
of the armed forces in which Goldfields people served - army, air force
and navy.
In his Significance Assessment for Goldfields War Museum of
November 2010, Bill Storer characterised the GWM collection as a
unique military assemblage of national significance for its
representation of the service and commitment in war by men and
women of the Goldfields. Storer also identified a small number of
individual objects he believed to be of national significance in their own
right. The author concurs with Storer's assessment in that the
collection's significance lies in its direct association with the Goldfields,
its people and local events during times of war, rather than
representing Australia's broader military history.
Several collection items have undergone urgent conservation
treatments since the 2010 earthquake and their subsequent removal
from the former Goldfields War Museum in Burt Street to the Heritage
and History Unit archives in the Kalgoorlie Town Hall. Further
conservation treatment and re-mounting will likely be required for a
number of items selected for exhibitions in the new GWM exhibitions
during 2015.
Much of the GWM collection is currently stored in the Kalgoorlie Town
Hall where it is subject to standard mechanical ventilation conditions
during business hours. It is proposed that the collection is displayed
and stored in similar conditions during operating hours at the GWM
within the Boulder Town Hall. Fully controlled environmental systems
may be installed if required for exhibitions or significant objects with
special environmental requirements.
GWM Military Vehicle & Machinery CollectionThe other component of the GWM collection is an assemblage of
military vehicles and machinery not accessioned in the GWM Register,
most of which has been relocated to a storage shed in West Kalgoorlie.
These items comprise 3 field artillery pieces, 1 Stuart Tank, 8 armoured
or general transport vehicles, 1 Furphy water tank, 1 sea mine, 1 bomb
trolley and miscellaneous aircraft components. All in all they are
representative of weapons and vehicles used across land, air and sea
theatres of war during WW1, WW2, the Korean War and Vietnam War.

These objects are not known to have any direct provenance to the
Goldfields region but have significance as symbolic military objects
whose large scale and robust appearance make them powerful
exhibits. Nonetheless, the vehicle and machinery assemblage is too
extensive to display effectively on site at the GWM in its entirety. A
reduced assemblage may need to be confirmed in consultation with
the CKB Heritage & History Unit (HHU) over the coming months. To
this end the consultant team prepared a GWM Vehicles & Heavy
Weapons Report in February 2015 to assist in shortlisting key display
items (Appendix 1).
Vehicles and machinery vary in their condition and state of
completeness but most are considered suitable for display in the GWM
galleries and grounds pending cleaning, removal of non-sympathetic
parts/finishes and appropriate conservation treatments being applied.
Boulder Town Hall CollectionA small number of moveable objects are stored and displayed within
the Boulder Town Hall spaces which are relevant to the history of the
BTH and could be drawn upon for display within the proposed GWM
exhibitions.
These items include a ceremonial trowel and case which was
presented to Phillip Collier MLA upon the laying of the BTH foundation
stone in 1907, an original framed photograph of the Boulder City Brass
Band dated 1905, miscellaneous building elements stored in the clock
tower, original furniture and photographs located in the Council
Chambers and Mayor's Chambers, a wardrobe containing musical
instrument cases, and a timber case containing bound editions of the
WA Government Gazette and Boulder Electoral Rolls in the Cloakroom
F15, pianos and chairs in the Auditorium and Gallery, and assorted
damaged chairs in the backstage storage area.
It is probable that some of these items will require conservation
treatment or at least detailed cleaning prior to mounting and
installation within the proposed GWM exhibitions.
External CollectionsDue to the quantity and significance of the GWM collection it is not
considered necessary to draw upon external object loans to implement
the GWM permanent exhibitions. However, additional archival film and
photographic resources will be required to develop the multimedia
programs and interpretive graphics for the GWM.
The Australian War Memorial is a key repository for Australian military
film and photographic archives, many of which can be researched and
viewed on the AWM website. It is anticipated that reproduction
permission for a number of AWM archival sources will be sought
during the forthcoming research and development stages of the
project.
Other institutions which may hold relevant archival photographic
material include the Boulder and Kalgoorlie branches of the RSL, the
WA Museum Kalgoorlie, the JS Battye Library and the Army Museum
of WA. These collections are progressively being investigated by 3D
Projects to identify any pertinent material.

ConsultationCKB Stakeholders
To date the consultant team have met on site with the CKB Project
Team members, the GWM Project owner and GWM Community
Reference Group during the inception meeting on 17 December 2014
(minuted by SIA Architects and issued to all parties on 19 December
2014), and on 18 February to present the Draft Interpretation Plan and
Building Concept Plan (minuted by CKB and issued to all parties on 19
February 2015).
HHU Consultation
Intermittent telephone and email consultation with the HHU has been
undertaken by 3D Projects during January-April 2015 to obtain further
information on GWM operational requirements and the GWM
collection, and to workshop the curatorial framework for the proposed
exhibitions. Information obtained during these consultations is
incorporated in this report.
Army Museum of WA
In February 2015 3D Projects met with curator, Robert Mitchell, and
reviewed the Army Museum of WA collections. Mr Mitchell indicated
the Army Museum of WA would consider future requests by the GWM
for loan of Goldfields region military items, noting the AMWA hold
some highly significant Goldfields-related material.
Furthermore, AMWA have recently undertaken an extensive repainting
program of their outdoor military vehicles and are willing to advise the
consultant team/CKB on potential methods, products and colour
schemes for potential repainting of GWM military vehicles upon
request.

GWM Scope & VisionIt is proposed that the GWM within the Boulder Town Hall incorporates
both a museum of war component, and a museum of the BTH and
adjoining BUFS site - a museum in which the historic container, story
and features of the complex are part of the exhibitions and visitor
experience. Whilst demolished following the 2010 earthquake, the
historic BUFS building and its story can be explored within the GWM
through relic displays, imagery and multimedia.
Further to the client's project brief, Kalgoorlie-Boulder's remote
location, and review of the site and object collection, it is clear that the
Goldfields War Museum component needs to concentrate on exploring
and presenting the war stories of the Goldfields region - the personal
stories of the Goldfields people during world conflicts. These Goldfields
stories, its people and the region's war experiences are unique to this
place and thus of particular interest and significance to the local
population. To visiting tourists the Goldfields' wartime commitment and
stories will be a revelation.
Australia's international military contribution since 1899 has been
enormous and its vast history is complex to interpret. But we need not
bite off too much of the bigger picture for the GWM exhibitions. The
collection, available space and timeframe are inadequate to develop a
comprehensive museum charting Western Australia's or the Nation's
military history. Besides, this broader story is addressed by the Army
Museum of WA, the Australian War Memorial, National Anzac Centre,
the RAN Heritage Centre and other national institutions.
Put simply, the vision for the GWM is to create a unique, poignant and
memorable regional museum that is of relevance to the Goldfields
community, inspires its visitors and is of significance to WA and the
nation.

Interpretation ObjectivesThe interpretive objectives of the GWM exhibitions is to captivate,
surprise and educate its broad audience - young and old, male and
female, local and tourist - taking them on a journey to reveal the great
diversity of the Goldfields' people and their unique personal stories and
experiences through times of war - whether loss, despair and tragedy
or camaraderie, humour and resilience.
The proposed GWM will not be a military history museum crammed
with facts, figures and dusty military paraphernalia. Rather, the GWM
will be an evocative story telling place comprising remarkable original
artefacts, inspired design, powerful graphics and multimedia - a
memorable experience where visitors of all types and ages will be able
to step inside the shoes of myriad Goldfields people touched by
international conflict.

Curatorial ApproachFour principal stories or chapters are proposed for the indoor and
external spaces of the GWM which explore and draw together the
history and significance of the historic building and adjoining BUFS
site, the Goldfields wartime experiences and the broader story of
international conflicts affecting the Goldfields. Each of these chapters
comprises a number of smaller exhibitions and installations that
investigate related themes and issues, whilst presenting highlights of
the object collection together with interpretive multimedia, graphics
and texts. The proposed intent, media and content of each exhibition
is detailed below in section 4.

Design ConceptExisting Building
The 1908 BTH is a highly significant historic building in which much of
the original joinery, flooring, ceilings, physical arrangement, finishes
and features survive, despite damage to and removal of elements,
particularly throughout rooms G05-G11.
The proposed design approach for these historic spaces, generally
speaking, is to retain and restore original fabric and fixtures in order
that public areas of the building are presented much as they were
when the BTH opened in 1908. No major non-reversible interventions,
damage or removal to original fabric will be carried out unless essential
to facilitate visitor access, services or structural requirements.
It is proposed that paint scrapes are undertaken to determine original
room colour schemes, and that some of these exploratory paint
scrapes are retained in order that visitors can clearly see the physical
evidence that is the basis for the internal colour scheme and finishes.
The original uses of each of the rooms will be interpreted by applying
the names of these spaces - Public Library, Smoking Room, Games
Room, etc - directly to walls or to free-standing signage elements for
visitor perusal.
The stairwell G08, which has been highly modified over time, will not
be restored but presented dramatically 'warts and all' so that sections
of the damaged walls, layered wall finishes, cut pressed metal ceilings
and exposed brickwork are retained for viewing. The 'ghost' of the
demolished stair, joinery and architraves will be painted onto wall
surfaces and defined with a three-dimensional steel outline to help the
visitor understand the original arrangement and detailing.

Mindful that the original rooms, fabric and features are, as part of the
BTH, the primary artefact on display, new museum infrastructure -
lighting, mechanical ventilation, reception joinery, signage, showcases,
multimedia screens and graphics - will be conspicuously contemporary
elements which comprise a distinctive new layer within the BTH
buildings, albeit a freestanding insertion that is clearly articulated from
original building fabric to delineate between old and new elements.
New Galleries & External Spaces
War Room
Based on the protective architecture of warfare - concrete bunkers,
pillboxes, fox holes, gun emplacements, trenches, firing walls - the
exhibition design evokes a look, feel and atmosphere that is heavy,
enclosed, hidden, defensive, dark - whilst allowing directed views
through the gallery that focus on key objects and features providing
highlights that draw visitors through the exhibition spaces. Shafts of
natural light emitted from the eastern end of the War Room will attract
visitors through to the light-filled Sanctuary exhibition.

War Machines
The War Machines displays comprise a light-filled open-plan enclosure
fronting Burt Street and an open display on the southern portion of the
BUFS site. GWM military vehicles in both displays will be sited on cast
concrete beds set flush to the gravel courtyard surface. Smaller
machinery items will be displayed on cast concrete plinths of various
heights to create a dramatic sculptural object arrangement visible from
Burt Street 24 hours a day. This area also has potential for a sound and
light installation visible and audible from Burt Street. Visitors will be
able to access and walk amongst the War Machines exhibits via the
undercover walkway extending from the rear door of the GWM.

Goldfields War Museum Vehicles and Heavy Weapons Collection

Based on the need to reduce the number of large display items to four or five, I recommend
the following five objects (in order of importance) be given priority in the selection process:
1) WWI German 77-mm Field Gun. Recently restored, this gun is arguably the most
significant large item in the collection.
2) Bomb Trolley. I haven’t checked, but I suspect that this trolley was used at the local
RAAF airfield during WWII and is very rare. It requires minimal work to fully restore
it to original condition. Its display could be enhanced with a load of one or two replica
bombs, although a suitable photograph would give the viewer a better understanding
of its use.
3) Stuart Tank. Whilst missing its armament and other components, this tank is largely
complete, and meets the ‘Wow factor’ concept originally envisaged for the collection.
Nationally, it represents the Stuarts used in New Guinea, and could be displayed in
this context. It also represents the Stuarts based in Western Australia during WWII
and subsequently used for land clearing in the central wheat-belt. If displayed in the
latter category, it could be left as-is and not cosmetically restored. Enlarged
photographs could be used to show the tank in typical WWII service.
4) Bren Carrier. Again, whilst missing a number of components, the carrier is basically
complete. Large numbers of these carriers were railed to Western Australia (some
were also built in WA) during WWII and this example, cosmetically restored, could
be displayed in this context. There are photographs in the collection showing Bren
Carriers in a Kalgoorlie rail yard.
5) Chevrolet Truck. This type of vehicle was widely used in Western Australia during
and after WWII. I note that the collection contains several army and air force driver’s
licences, and many of the individuals concerned would have driven this type of truck
in and around the Goldfields. This type of vehicle should be fairly easy to restore in
the basic tray-back configuration – the model most likely used locally.
With regard to the remaining vehicles, I would place them in the following order of priority:
1) Staghound Armoured Car. These vehicles were used by the Australian Army during
WWII and in the post-war years. I am unaware of any local significance attached to
this particular vehicle, but Goldfields residents would no doubt have come into
contact with these armoured cars during CMF service. The vehicle is largely
complete and would require minimal cosmetic work to bring it up to display
standard. Whilst not in my top five, I believe it should be retained for current/future
display. Alternatively, it could be displayed off site to help promote/advertise the
museum. In the latter scenario it could perhaps be displayed in Coolgardie where it
would catch the eye of tourists heading towards Kalgoorlie/Boulder.
2) Ferret Scout Car x 2. While these cars were used by the Australian Army in the
1950’s and 1960’s, they appear to have little local significance. Some local residents
no doubt came into contact with them through Regular Army or CMF service. If not
retained for future display, I recommend offering them to the local RSL sub-
branches. Alternatively they could be sold and the proceeds invested in the
restoration of more significant vehicles.
3) Dodge Command Car. Whilst the model is relatively rare in Australia, I suspect that
this vehicle has little or no local provenance. Unless a local military service link can
be established, I recommend that it be sold and the proceeds invested in the
restoration of more significant vehicles.
4) Austin Champ. The Australian Army purchased a large number of these vehicles in
the 1950’s, but to my knowledge they were never used in Western Australia. I know
that a great deal of time and money has gone into the restoration and upkeep of this
vehicle, but I believe there is no historical reason for it to be retained for display.
Once again, sale proceeds could go towards the restoration of other vehicles of more
significance.
Note – I have not included the Furphy Water Tank and the 4.2-inch Mortar in this review
because I assume they are to be retained. With regard to the water tank, I suggest looking at
the feasibility of displaying it in an interactive way. Specifically, mounting it on a stand and
piping chilled filtered water though its outlet tap. Set up in a convenient outside location with
a supply of dispensable cups, it could be utilised in its original role.
