    IN 1979, Congress established the Congressional Award to recognize initiative, service and achievement in Americas youth. It began as a biparti-san effort in both the United States Senate and House of Representa-tives. The Congressional Award is a public-private partnership, which receives all funding from the private sector.

    The Congressional Award is the only award for youth legislated by the U.S. Congress. Through this program, young people, ages 14-23, take the initiative to set and achieve person-ally challenging goals in voluntary public service, personal develop-ment, physical fitness, and expedi-tions.

    Since its inception, thousands of young people have invested more than 7.4 million hours of volunteer service. The number of young people working toward the Congressional Award has more than doubled in the past few years, and there are cur-rently 47,000 active participants in the program.

    All young people are equally able to earn the Congressional Award because goals are based on indi-vidual interest and ability. A young person is not selected to receive the Congressional Award, he or she must earn it.

  • TOURNAMENT FORMAT: Best Ball off TEE. Play 2nd shots and continue to proceed until any Team Ball is holed

    Each Players TEE BALL must be used three times in the round

    Record your TEAM score under the individual whose TEE BALL was used on that hole

    The Congressional Award Foundation uses a handicapping system which strives to ensure a fair and competitive tournament for everyone. The following handicapping system takes into account the handicaps of each player in a foursome and adjusts each team to par, which is 10 points. Each team member is rated according to the following scale:

    A1 - 0-4 Handicap = 6 pts. B - 13-20 Handicap = 3pts.A2 - 5-8 Handicap = 5 pts. C - 21-28 Handicap = 2 pts.A3 - 9-12 Handicap = 4 pts. D - 29-36+ Handicap = 1 pt.

    Three levels of A players are used because of the vast difference between skills of a scratch player and a 12 handicap. A sample foursome of an A1 player and B, C, and D player would be rated at +12 points. By subtracting the base level of 10 points (Congressional Award Scramble System), the foursome would have a handicap of +2 added to their final score. Four D players would have a handicap of -6. Ties will be broken by selected holes on the course.

    8:30 AM Golf clinic and shotgun start

    *Forecaddie System Challenges and con-tests begin, and lunch-es will be provided on the course

    10:00 AM *The tournament features a forecaddie system - one forecaddie is assigned per foursome - performing such duties as assisting with yardage and course information, reading greens and taking care of equipment

    Hosted Cocktails/ Reception and players will enjoy food and beverages in the clubhouse. Presenations of Team and Contest winners
