By digital by default, we mean digital services that are so straightforward and convenient that all those who can use them will choose to do so whilst those who can’t* are not excluded
* The people who can’t are the 18% of UK adults who are offline, and people who are online but who have limited digital capability
Assisted digital isn’t a channel or a thing. It will be different for different services but basically…
Someone will put your data into the digital service on your behalf, or help you put your data into the digital service yourself
And you will access this face to face, by phone, or in another non-digital way
Departments will put it in place for their services
GDS will support them and co-ordinate

Digital can improve services for users and save money
82% of UK adults are online
We build the services around user needs, and that includes existing digital capability
People who are online will be able and willing to use straightforward and convenient digital services
If people do lots of other stuff digitally, they will want to do government stuff digitally too
