The DDMA has envisaged a Disaster Management Plan that is formulated through participatory approach and is precise and user friendly. I owe my sincere gratitude to Dr. Abhay Kumar Srivastava (CDM, HIPA, and Gurgaon),Mr. Rajesh Jogpal HCS (Additional Deputy Commissioner, Fatehabad),and Mr. Vijender Kumar Bhardwaj (District Revenue Officer, Fatehabad) to supervise the process of the plan.I appreciate the efforts of Mr. Gagnesh Saini (Research Officer,HIPA Gurgaon) and different departments, stakeholders in preparation of the DDMP Fatehabad.
The plan not only provides quick guidelines to the emergency responders but also shifts the emphasis of the practitioners from the reactive to the proactive approach of Disaster Management.
I applaud the DDMAs commitement of the protection of the vulnerable section of society, which has been reflected through this plan and hope that the plan succeeds in bring a culture of disaster preparedness and prevention in our district.

1 Introduction
History of the District The Fatehabad district was carved out of Hisar district on 15-07-1997. The District derives its name from its head Quarter town Fatehabad The town was founded by Firuz Shah Tughlak in the 14th Century. He named it afterhis son Fateha Khan, as Fatehabad. The first record of the administrative division of the district is found in Ain-in-Akbri. Much of the area lying in the present Hisar district was covered by mahlas of Agroha, Ahorni, Barwala, Bhattu, Tohana, Hisar, Fatehabad and Hansi. The mahlas formed part of Hisar Feroza Sarkar of the Delhi Subah. superannuation. With the decline of the Mughal Empire, the tract Comprising Fatehabad district came under the control of Marthas. The whole of Delhi territory of which the tract formed part, was ceded by the Marathas to the British in 1810. The Delhi territory was divided into two district Delhi, directly under the Resident and the outlying district including Hansi, Hisar, Sirsa, Rohtak, Panipat and Fatehabad under the immediate charge of an Assistant to the Resident. Again in 1819, Delhi territory was devided into 3 districts namely; the central which included Delhi, southern district comprising Rewri etc. and northwestren district comprising Panipat, Hansi, Hisar, Sirsa and Rohtak. In 1820 the north western district was sub-divided into 2 separate district, the northeren and the western. The western district included Bhiwani, Hansi Hisar and Sirsa and its headquarters were at Hansi. In 1824, Rohatk , which had previously been under the western district was constituted into a separate district to which Bhiwani was transferred. The head quarter of the district was shifted from Hansi to Hisar in 1832. The district was than divide into 4 Tehsil of Hisar district,
Fatehabad , Hansi , and Tosham . In 1837 , Ratia and Tohana parganas were added to the Hisar district and were formed into a separate Tehsil of Tohana. The Sirsa tract was detached in 1837 from the Hisar District and placed under a separate officer styled as the superintendent of Bhatiana. The pargana of Darba and the pargana of Rori were transferred to Bhatiana in 1838 and 1847 respectively. In 1852, the pargana of Ratia was transferred from Tohana Tehsil to Fatehabad Tehsil and Barwala pargana was detached from Hisar Tehsil and was formed into a separate Tehsil of Barwala along with Tohana. The whole of Delhi territory along with district of Bhatiana and Hisar were transferred to the Punjab in 1858 and the district of Bhatiana was renamed as Sirsa. In 1861 Bhiwani Tehsil was detached from Rohtak and added to Hisar district. The Tosham Tehsil was abolished and added to Bhiwani Tehsil in the same year. The Hisar district gained 24 Villages from Meham Bhiwani Tehsil of Rohtak district: 18 villages including the town of Bhiwani were added to the Bhiwani Tehsil and 6 villages to the Hansi Tehsil Besides, 5 villages confiscated from Nawab of Jhajjar and 12 villages received from the Maharaja of jind were added to Bhiwani Tehsil and Barwala Tehsil respectively. November, 1884, the Sirsa district was abolished and Sirsa Tehsil with 199 villages and 126 villages of Dabawali Tehsil were added to the Hisar district and formed the Sirsa Tehsil. In 1889, 15 villages, forming a detached block known as Bhudlada ilaqua, were transferred from Kaithal Tehsil to Fatehabad Tehsil. The Barwala Tehsil containing 139 villages was abolished with effect from January1st 1891, and its area was distributed between 3 contiguous Tehsil, 13 villages going to

Hansi , 24 to Hisar and 102 to Fatehabad. At the same time 13 villages were transfrerred from Hisar Tehsil to the Bhiwani Tehsil and
a sub-Tehsil was established at Tohana in Fatehabad Tehsil.
A village from Fatehabad Tehsil and another from Sirsa Tehsil were transferred to Bikaner in 1905 and 1906 respectively. Again in 1910-11 , the district lost 2 villages to Bikaner. In 1923, the Tohana sub- Tehsil was transferred from Fatehabad to Hisar Tehsil. No transfer of territory to or from the district took place till the passing of the provinces and states ( Absorption of Enclaves ) Order, 1950, by which the erstwhile princely state of Loharu was merged in the district and 15 villages comprising \bhudlada were taken out of Hisar district and added to Bhatinda district. In 1962 , 3 villages were transferred from Dadri Tehsil of Mahanedargarh district to Bhiwani Tehsil. The entire area of the district was included in the new state of Haryana on November, 1, 1966. in 1968 , Sirsa Tehsil was bifurcated into Sirsaand Dabawali Tehsil and Bhiwani bifurcated into bhiwani and loharu . In 1969 , a village was transferred from Dadri Tehsil to bhiwani . The above administrative arrangement continued till 1972 when whole of Loharu and Bhiwani Tehsils, 32 villages of Hansi and 17 villages of Hisar Tehsils were excluded and included in the newly formed bhiwani district. Tohana sub Tehsil of the Hisar Tehsil was upgraded to a Tehsil in 1972. In 1974 , 4 villages were transferred from Hansi to Hisar Tehsil , 18 villages
from Hisar to Hansi Tehsil 2 vilages form Hisar to Fatehabad Tehsil , 18 villages from Tohana to Fatehabad Tehsil , 9 villages from Fatehabad to Tohana Tehsil , 10 villages from Fatehabad to Hisar Tehsil , 3 villages from Dabawali to Sirsa Tehsil and 1 villages from Hansi Tehsil to jind tehsil of jind district. In 1975, Sirsa and dabwali Tehsil were excluded from the district and a new district of Sirsa was carved out . thus by end of 1978, Fatehabad part of Hisar district comprised 244 villages , divided between Tehsil of Fatehabad 166, and Tohana 86.
INTRODUCTION
Geographical setting of the District
Fatehabad District has been
created in the year 1997. Both in terms of area and population it has an area of over 2,41,784 hectares with a population of 9,41,522 as per 2011 Census. It is located in the semiarid track at latitude of 29.10 and a longitude of 75.46 in the subtropical Zone. The district has its headquarters at the Fatehabad City. The district is not exposed to flood every year, but during the year of heavy rains parts of this district are adversely affected. Such adverse years in recent history had been 1962, 1976-77, 1983, 1988, 1993, 1995 and 1998, 2010 witnessed unprecedented floods.

It is surrounded by Punjab in North, district Hisar in South , district jind in East and and Rajastahan and district Sirsa in the west. The geographical area of the district is 2198 sq. km. which is 5.4% of the state share. Topography The district Fatehabad is an alluvial plain of indo-gegetic basin. No perennial river flows through the district , however a seasonal river i.e ghaggar is flowing through Ratia and Jakhal. Bhakra and western yamuna are two main canals that irrigate most of the part of district. Climate The climate is tropical type with intensively hot summer and coolwinter, and temperature ranging from 47 in June and 2 c in December andJanuary. The average rainfall of district is 400 MM. The district is part of the alluvial or ghaggar yamuna plain and its southern and western portions mark of a gradual transition to the that desert. The topographic pattern of the district owes its existence to geomorphic process having closer affinity with the climate aridity, both of the recent and past geologic periods. Thought almost the entire district the dominant feature of topography is the occurrence of eolian sand of variable shape and thickness overlying the Pleistocene alluvium which becomes fewer as the eastern border of the district is approached . The only variation from this description is found in the north, a tract locally known as nail. The mean attitude varies between 210 and 220 meters and it generally slopes from northern east to south west with a gentle gradient of 1 in 4000. The district can be sub divided into following topographic units Sub- recent alluvial plain Late quaternary to sub recent sand dune areas; and Plain with sand dunes. River system and water resources Ghaggar , the largest seasonal stream in Haryana enters the districtas deeply incised alluvial channel near jakhal and makes an exit little ot the west of Bira badi (Fatehabad Tehsil) Covering the
distance in meandering course some 70 kilometres long. The river maintains a rough parallelism with most of the northern boundary deviating from it by a margin of some 7 kilometres and at times delineating the northern limits of the district. The ghagghar is a misfit stream since the scant volume of discharge stands in marked contrast to its large channel width. The river drains large volumes of floodflow during the rainly season mostly between July and September and is generally dry in summer . However , the inflow of ground water takes place till as October. According to different explorers and scientists, the Ghagghar was once an important river system of the north- western India during the pleistocene period. It is believed that the river began to dry up first in the 11th century and dried-up completely before the 13th century A.D. The hydro graphic changes since the historic time resulted in the depletion of discharge in to the Ghagghar channel. The Yamuna and the Satluj which formed the eastern and western tributaries of once mighty Ghagghar river system deserted the parent river to join the Ganga and the Indus system. There is ,however a snag as it fails to account for the five prominent non-cyclic terraces of the Ghagghar near Panchukla (Ambala district) the joiya takes off from the south bank of the Ghagghar about 8 kilometers north of the district boundary at phulad (Sngrur district Punjab). The channel makes snake like meanderings and its supply has been seriously lessened by silting up of the head. It is said that it was much bigger than the Ghagghar and use to flow through the district and on through Mansa Tehsil (Bathinda district Punjab) in to Sirsa district where it rejoined the Ghagghar. Another dried up channel known as Sukar or Sakru is indicated to the south of joiya channel. The old dried up courses of these streams run parallel to the Ghagghar and can still be traced- the land between them is known as sotar valley. The valley is 2 to 4 kms wide and even more at place. From the appearance of the valley and numerous ancient mounds and remainsof old settlements all along its both banks, it is evident that at one time it conveyed a much larger volume of water and probably was the chanel of a perennial stream. This may possibly be the dried up course of the Sarasvati ofthe Rigvedic fame.

The Joiya stream had long ceased to cary water to Sirsa and onward and had become very much smaller than the Ghagghar. This is due in part to the silting up of the head of the former stream and deepening of the bed of the Ghagghar and it was only in high floods that water passed from the Ghagghar into the joiya at Phulad. Initially , it is said, that Firuz Shah Tughlaq channeled this stream up to Fatehabad town. Later during the 19th century, a Rangoli channel to utilize floods
flow of the Ghagghar was dug to connect the Ghagghar with the joiya and it ran from Qasimpur to Kalandargarh beyond which it ran into the joiya. Later ,the old joiya channel below Kalandargarh was also canalized .The Rangoli inundation canal is now used for utilizing floods flow of the Ghagghar for irrigating some areas in Tohana and Fatehabad Tehsils. There are two swamps,one at Musa Khera and the other below the town of Fatehabad. These are not perennial and get filled only in rainy season.

Geology Hard rock geology of the district is concealed under alluvial and Aeolian deposits. The alluvial deposits of quaternary age are divisible as newer and older. The former usually occurs in the active floodplain of the Ghagghar River, in the northern part of the district and comprises sand, silt clay and occasional gravel. Calcareous concretions in various proportions are found mixed with other constituents. The sediments are heterogeneous in character, and are deposited on a basement of metamorphic and igneous rocks of pre-Cambrian age. The bed rock topography over which the alluvial deposits rest, slopes towards north-east. The maximum thickness of alluvium as encountered in a borehole at Jhalnian (Fatehabad Tehsil) is 345.51 meters below ground level. Ground water
The sub-soil water of the district is overall brackish. The quality of water varies from place to place and from well to well. The sweets water is founded from located in areas having ameliorating factors like exisiting or old stream course. Long-standing irrigation, seepage from kuchcha tanks, etc. At some places wells situated on bare dunes of loose shifting sands yield good quality of water because most of the rain water unable to flow, sinks underground to improve the groundwater by dilution. The extensive canal irrigation introduced by the Bhakra Nangal Project has caused rapid changes in water table configration. The water level has risen by 2 to 7 meters in this area from 1974to 1978. The water tables is within 15 meters of the surface along the Ghagghar channel and in the command area of the Ratia branch system. Here the ground water is fresh to marginal in quality and extensively exploited for minor irrigation. The water level is up to , 15 meters deep in the central

part of the district. Elsewhere , the grounds water is very deep 20 meters and more from the surface. The water is saline and unfit forks for domestic consumption and agricultural purposes. With the lining of canals now in progress , seepage from canals will drastically reduce, resulting in the slower rate of accretion to ground water resources.

Fatehabad District Overview An official Census 2011 detail of Fatehabad, a district of Haryana has been released by Directorate of Census Operations in Haryana. Enumeration of key persons was also done by census officials in Fatehabad District of Haryana.
Fatehabad District Population 2011
In 2011, Fatehabad had population of 942,011 of which male and female were 495,360 and 446,651 respectively. In 2001 census, Fatehabad had a population of 806,158 of which males were 427,862 and remaining 378,296 were females. Fatehabad District population constituted 3.72 percent of total Maharashtra population. In 2001 census, this figure for Fatehabad District was at 3.81 percent of Maharashtra population.

Article III. There was change of 16.85 percent in the population compared to population as per 2001. In the previous census of India 2001, Fatehabad District recorded increase of 24.76 percent to its population compared to 1991.

The initial provisional data released by census India 2011, shows that density of Fatehabad district for 2011 is 371 people per sq. km. In 2001, Fatehabad district density was at 318 people per sq. km. Fatehabad district administers 2,538 square kilometers of areas.

In such cases, the existence of a disaster management plan plays a vital role. This would help the functionaries to respond to and to also issue directions to the other officials for effective management. District Disaster Management Plan [DDMP] is a plan that is document that allows the district administration to prepare for, mitigate and respond to disasters effectively. However it is felt that a comprehensive and holistic look at disaster, whether natural or man-made is imperative for an effective and implementable plan of action. The district plan contains the objective of the plan, profile of the district, resource inventory equipment and human resource, preparedness and mitigation strategy and the standard operating procedures for the District Disaster Management Committee and the Disaster Management Team. Aim of the District Disaster Management Plan The aim of the District Disaster Management Plan is to (i) take such measures as may be necessary to prevent occurrence of any disaster relating to fires, accidents, earthquakes, epidemics and industrial or chemical disasters; (ii) to mitigate the above disasters by having systems in place to minimize the loss of life and damage of property;12 (iii) have regular and effective training of Govt. officials and volunteers. In this connection the Disaster Management Plan would aim at making (identification and description of job & tasks with definite parameters for clear description and responsibilities) for personnel so that there is no confusion on role of various officials and agencies and command structure. (iv) have an effective response time so that relief and rescue is conducted immediately. The Disaster Management Plan ideally should aim at a 'zero disaster situation' but should unforeseen circumstances occur, it is necessary to ensure a sufficient level of preparedness with a cogent plan so that responsive action can be taken up immediately in the event of occurrence of any disaster. Hence, steps to minimize or reduce loss of damage to life and property becomes paramount to any Action Plan. Pattern:- Agriculture Scenario in district
Fatehabad
Fatehabad district came into
existence on July 15, 1997. Being alluvial
Gangetic plane, the soils of the district are
light to heavy textured such as loamy-sand,
Sandy-loam and clay loam. The district has
41787 tubewells which contributes assured
irrigation in the district. The district has
comfortable canal irrigation facilities also.
The cultivable area of the district is
229328 hectares and the cropped area is
428358 hectares (Rabi 2014-15 = 215236 ha
and Kharif 2014 = 213122 ha) with the
average cropping intensity of 187%.
The number of farming families in
the distict is 88746 out of which 33590 are
marginal farmers, 20160 are Small farmers,
32494 are Medium farmers and 2502 are big
farmers.
Net irrigated area of the district is
208467 hectares out of which canal irrigated
is 126539 hectares and tubewells irrigated is
81928 hectares.
The consumption of various
fertilizers during Kharif 2014 was Urea-
63492 Mt, DAP-13398 Mt, MOP-2753 Mt,
SSP-8434 Mt and NPK- 842 Mt and during
Rabi 2014-15 it was Urea- 76520 Mt, DAP-
20390 Mt, MOP-1064 Mt, SSP-2500 Mt and
NPK- 405 Mt.
Nutrients consumption of N, P, K in
the district is 70639, 17695 and 2490 Mt,
respectively and the consumption in
nutrients i.e. N, P, K is 165.5, 41.5 and 5.8
Kg/ Ha, respectively.
The main crops of Kharif season are
Cotton, Paddy, Bajra and Guar. The area
under cotton cultivation is 80000 ha with an
average yield of lint is 653 Kg/ha, the area
of Paddy is 100000 and the average yield is
3693 Kg/ha, the area of Bajra is 2000 ha and
the average yield is 1956 Kg/ha.
The main crops of Rabi season are
Wheat, Gram, Oilseed, and Barley. The area
of Wheat is 189000 hectare with an average
yield of 4750 Kg/ha, the area of Gram is 300
ha and the average yield is 1300 Kg/ha, the
area of Oilseeds is 12000 ha with an average
yield of 1500 Kg/ha, the area of Barley is
2000 ha and the average yield is 4000

Culture
The staple food of the people in Fatehabad is Dal i.e. pulses of Chole, rajma, arhar, chana cooked in spices, Roti a bread made of grinded bajra, wheat is regular bread along with curd is staple diet of people. A typical male wares a long Kurta and Payjama , jeans pent and shirts , women prefer a sari and a blouse also salwar and suit is popular in many parts.

2 HRVC Hazard Analysis United Nations International Strategy for Disaster Reduction has defined hazard as a dangerous phenomenon, substance, human activity or condition that may cause loss of life, injury or other health impacts, property damage, loss of livelihoods and services, social and economic disruption, or environmental damage. In simple words, a hazard is probability of occurrence of an event that has the potential for causing injury to life or damage to property or the environment.

The danger of the flood is only in the rainy season i.e. due to lack of proper drainage system in the district. Ghaghar(Rangoi Khariff channel) for last
10 years and 3.2 shows discharge and
flood risk. Besides this, there are several
pockets of low-lying areas such as some
villages of Tohana and Ratia block in the
district from which natural flow of
rainwater is not possible which results into
accumulation of surface as well as the
ground water and got submerged.

Fire is a common phenomenon in district due to electric short circuits and unawareness of people. For example Fire incident in cotton mills in Bhattu Kalan, agriculture fire in wheat and peddy season.
Threat of chemical fire due to the passing tankers of the chemical refinery through NH-10 to Bathinda.
Fires hazards occur frequently in the entire district. According to fire department, 554 incidents of fires have occurred in last two financial years from 1st April 2014 to 31April 2015.

Fires incidents in Fatehabad can be categorized to the following. a) Industrial Fires: 17 registered Fatehabad pose high probability of industrial fires. b) Rural Fire: Agricultural fires are major cause of rural fires in Fatehabad. Accidental burning of the harvest crops due to careless throwing of lighted cigarette/ bidi buds on agriculture threshed crops bhoosa normally occur in dry summer months.
c) Residential/ Urban Fires: Major cause of residential fires is sparking of electric wires and faulty equipments. Cooking gas cylinder burst is also one of the reasons for fires in urban area. EARTHQUAKE District Fatehabad lies in sesmic

its catchment area to identify the flood prone
areas so that timely measures can be planned

15-06-15 to 30-09-15 in compliance of

commissioner to govt. Haryana, Revenue
and Disaster Management Department
orders issued vide letter No. ER-1-2014-
4958 dated 29/04/2015. Similar flood

headquarters and the concerned Tehsildar

Flood Control room will Monitor activities

Evacuation of dangerously exposed
or seriously flooded villages.

both in evacuation and relief
operations.

It will keep close liaison with the
Zonal and sector officers to whom

Liaison will be maintained between the
Districts, tehsil control Room and various
Zonal Sector Officer through messengers
who mostly consist of tehsil, Block, Peons,
village Chowkidars and voluntary
organsiations. Other means of
communications viz, Telegrams,
Telephones etc will also be used where
possible for the proper distribution of
gratuitous relief viz. food, medicine/clothes,
match Boxes candle etc amongst the people

The flood warning system is issued
by S.D.O (C) Fatehabad, Tohana and Ratia
Headworks in the event of heavy discharge
in River Ghaghar Telegraphically or by
wireless to the Deputy Commissioner, who
further convey it to the FCR at Chandigarh,
Immediately on receipt of high Floods
warning by the Deputy Commissioner is to
be informed through the quickest means by
the office in charge at Fatehabad, Tohana
and Ratia Headworks. Likewise the
Superintendent of police is also to be
informed who will arrange police squads to
be dispatched to the dangerous zones. The
S.D.O(C), Tehsildars, Naib Tehsildars and
B.D & P.Os would be immediately alerted
to dispatch information to the Zonal/Sector
Officers of the zones/areas in danger and
they in turn will alert the Panchayat
concerned. The Tehsildars, Naib Tehsildars
and B.D & P.Os would ensure that the ferry
boats are made available during the

Provision of distribution of
Essential Commodities The District Food and Supply
Controller Fatehabad will make elaborate
arrangement for supply of essential
commodities such as wheat, Atta, rice,
Sugar, Cooking Oil, Kerosene oil, petrol,
Diesel, Tea leaves etc in all flood affected
villages. It will be the responsibility of
Distt. Food and Supply Controller will
ensure sufficient supply of these
commodities to the affected villages of the
Distt. through the existing network of fair
price shops.
In case of requirement of
tents/sirkies the DFSC will also be
responsible for the supply to the flood
affected persons. The Distt. Manager
CONFED Fatehabad will also make similar
arrangement for the supply of essential
articles in the flood affected areas during
the floods.
Provision of Health coverage
to affected population The civil surgeon Fatehabad /
District Malaria Officer Fatehabad will be
responsible for ensuring health coverage to
the affected population, for this purpose,
major efforts will be required by the civil
Surgeon firstly to prevent the possibility of
outbreak of any epidemic. Intensive anti-
Malaria spray will be carried out in all
flood affected villages of the District.
The Civil Surgeon Fatehabad will ensure
that sufficient medicines are made available
with all the medical Centres/ Primary
Health centre to meet any eventuality that
may arise during flood.
Provision of Drinking Water
The executive engineer,
Public Health Fatehabad will be make
arrangements for carrying out Super-
Chlorination of all rural water supply
schemes. In the event of floods,
arrangement of sufficient number of hand
pumps will be made by the Executive
Engineer, Public Health Fatehabad which
will be installed in flood affected villages
as per situation. Normally during flood all
hand pumps, well and other sources are
polluted and scarcity of drinking water
prevails, hence Xen Public Health should
make arrangement for supply of fresh
chlorinated water to the affected people.
Similarly arrangements will be made by the
Executive Engineer Public Health
Fatehabad for digging of trench type
latrines in villages which might be
marooned by floods.
Preventive steps for the care
of livestocks population
during flood The Deputy Director Animal
Husbandry Fatehabad will provide pre
flood veterinary aid for the animals; cattles
to avoid any out-break of disease during the
flood. He will arrange and provide
assistance to the cattle population so as to
prevent the spreading of any epidemic and
other diseases in the area.
The Deputy Director Animal Husbandry
Fatehabad will ensure the availability of
different vaccines in sufficient quantity. He
will further supply list of relief posts along
with the staff put on duty.

Wireless sets will be installed
at Fatehabad, Ratia and Tohana. The
Superintendent of police, Fatehabad would
ensure the installation of these wireless sets
well in time. The S.P would ensure that the
staff put on wireless duty on these points
remains present all the 24 hours during the
rainy season and send flood situation report
to Distt. Control room, Sector Officers
S.D.O (C)and Deputy Commissioner in
time.

Relief and Evacuation
Centre The evacuation centre, Flood Relief
Equipments and trained manpower
available in the district has been shown in
chapter -1 It will be entire responsibility of
the Sector Officer to shift the affected
population along with their belongings
cattle etc to these centres. In case of floods,
evacuation is to be carried out by the every
available means in the village i.e. by carts,
tractors, buggies etc as well as by boats and
automobiles which will be made available
by the Sub-Divisional Officer(C),
Fatehabad/Ratia/ Toahan, Tehsildar and
BD& POs as and when required. All
village situated in dangerously exposed
areas will be informed about the evacuation
set up. It will be the duty of Sector Officers
to inform the inhabitants. The
Tehsildars/Naib Tehsildars / B.D. & P.O
will select safe place on high level for
evacuation of the affected persons.
The Officer-in-charge of each relief centre
will also constantly remain in touch with
their Zonal Officers and will inform about
the situation and arrangements made by
them to the S.D.Os,
Fatehabad/Ratia/Tohana and Distt.
Revenue Officer/Deputy Commissioner,
Fatehabad.
Provision of funds for carrying
out relief operation Necessary funds for relief operation
are provided by the State Govt. every Year
under head 2245 Relief on account on
Natural calamities for providing to the
flood affected persons and for taking other
necessary relief measures. The officers
entrusted with the work of distribution of
grant and other relief will maintain proper
account of the expenditure and other meant
for distribution to flood affected peoples.

3 Institutional Mechanism Institutional Mechanisms at National Level
Disaster Management Act, 2005 The Disaster Management Act 2005 and the National Policy on Disaster Management lays down institutional mechanisms at the national, state, district and local levels. These mechanisms are expected to facilitate the paradigm shift in disaster management from relief-centric approach to a proactive regime that lays greater emphasis on preparedness, prevention and mitigation. These institutions are formed for installation of legal, financial and coordination mechanisms at the national, state, district and local levels. Central Government In accordance with the provisions of the Disaster Management Act 2005, the
Central Government will take all such measures, as it deems necessary or expedient, for disaster management and will coordinate actions of all agencies. The Central Ministries and Departments take into consideration the recommendations of the State Governments while deciding upon the various pre-disaster requirements and for deciding upon the measures for the prevention and mitigation of disasters. Central Government ensures that the Central Ministries and Departments integrate measures for the prevention and mitigation of disasters into their developmental plans and projects, make appropriate allocation of funds

for pre-disaster requirements, take necessary measures for preparedness and to effectively respond to any disaster situation. It has the power to issue directions to National Executive Committee (NEC), State Governments/State Disaster Management Authorities (SDMAs), State Executive Committees (SECs) or any of their officers or employees, to facilitate or assist in disaster management, and these bodies and officials will be bound to comply with such directions. The Central Government also extends cooperation and assistance to the State Governments as required by them or otherwise deemed appropriate by it. It takes measures for the deployment of the Armed Forces for disaster management if
required. The role of the Armed Forces is governed by the instructions laid out in Instructions on Aid to Civil Authorities, 1970. The Central Government also facilitates coordination with the UN Agencies, other international organisations and Governments of foreign countries in the field of Disaster Management. Ministry of External Affairs, in co-ordination with Ministry of Home Affairs, will facilitate external coordination and cooperation. The Secretaries of the nodal Ministries and Departments of Government of India (GoI) function for specific disasters based on their core competencies or as assigned to them. Table 3.1 shows Ministries and disasters related to them.

ministry and department Cabinet Committee on Management of Natural Calamities (CCMNC) and the Cabinet Committee on Security (CCS) CCMNC oversees the management of natural calamities. It includes assessment of the situation and identification of measures and programmes that are considered necessary to: a) reduce its impact, b) monitor and suggest long term measures for prevention of such calamities, and c) formulate and recommend programmes for public awareness for building up resilience of the society. The Cabinet Committee on Security (CCS) deals with issues related to the: a) defence of the country, b) law & order, and internal security and policy matters concerning foreign affairs that have internal or external security implications, and c) economic and political issues impinging on national security.
High Level Committee (HLC)
The HLC comprises the Finance Minister, Home Minister, Agriculture Minister and Deputy Chairman of the Planning Commission as members. The constitution
and composition of HLC may vary from time to time. The Vice Chairperson, NDMA will be a special invitee to the HLC. In the case of calamities of severe nature, Inter-Ministerial Central Teams are deputed to the affected States for assessment of damage caused by the calamity and the amount of relief assistance required. The Inter Ministerial Group (IMG), headed by the Union Home Secretary, scrutinises the assessment made by the Central teams and recommends the quantum of assistance to be provided to the States from the National Disaster Response Fund (NDRF) 1 . However, assessment of damages by IMG in respect of drought, hail-storms and pest attacks continue to be carried out by the Secretary, Ministry of Agriculture and Cooperation. The recommendations of the IMG are considered and approved by the High

Level Committee chaired by the Union Agriculture Minister. National Crisis Management Committee (NCMC) NCMC, comprising high level officials of the Government of India headed by the Cabinet Secretary, deals with major crises which have serious ramifications. It is supported by the Crisis Management Groups (CMG) of the Central Nodal Ministries and assisted by NEC as may be necessary. The Secretary, NDMA is a permanent invitee to this Committee. National Disaster Management Authority (NDMA) The NDMA, as the apex body for disaster management, is headed by the Prime Minister and has the responsibility for laying down policies, plans and guidelines for disaster management and coordinating their enforcement and implementation for ensuring timely and effective response to disasters. It approves the National Disaster Management Plans and Disaster Management plans of the Central Ministries/Departments. It takes other measures which are considered necessary, for the prevention of disasters or mitigation or preparedness and capacity building, for dealing with a threatening disaster situation. Central Ministries/Departments and State Governments extend necessary cooperation and assistance to NDMA for carrying out its mandate. It oversees the provision and application of funds for mitigation and preparedness measures. NDMA has the power to authorise the departments or authorities concerned, to
make emergency procurement of provisions or materials for rescue and relief in a threatening disaster situation. The general superintendence, direction and control of the National Disaster Response Force (NDRF) are vested in and will be exercised by the NDMA. The National Institute of Disaster Management (NIDM) works within the framework of broad policies and guidelines laid down by the NDMA. National Executive Committee (NEC) The NEC is the executive committee of the NDMA and is mandated to assist the NDMA in the discharge of its functions. It also ensures compliance of the directions issued by the Central Government. NEC comprises of the Union Home Secretary as Chairperson, and the Secretaries to the Government of India in the Ministries/Departments of Agriculture, Atomic Energy, Defence, Drinking Water Supply, Environment and Forests, Finance (Expenditure), Health, Power, Rural Development, Science & Technology, Space, Telecommunications, Urban Development, Water Resources and the Chief of the Integrated Defence Staff of the Chiefs of Staff Committee as members. Secretaries in the Ministry of External Affairs, Earth Sciences, Human Resource Development, Mines, Shipping, Road Transport & Highways, and the Secretary, NDMA are special invitees to the meetings of the NEC.
National Institute of Disaster Management (NIDM) The NIDM, in partnership with other research institutions, has capacity development as one of its major

responsibilities, along with training, research, documentation and development of a national-level information base. It networks with other knowledge-based institutions and functions within the broad policies and guidelines laid down by NDMA. It organises training of trainers, disaster management officials and other stakeholders. National Disaster Response Force (NDRF) The NDRF is a specialised response force to tackle a threatening disaster situation or emergencies both, natural and man-made. NDRF units maintain close liaison with the designated State Governments and aim
to be available to them in the event of any serious threatening disaster situation. Currently there are 10 battalions of NDRF out of which each battalion is equipped to deal with natural disasters and rest four battalions are also equipped and trained to respond to situations arising out of CBRN emergencies. Training centres are being set up by respective paramilitary forces to train personnel from NDRF battalions of respective forces to meet the training requirements of State Disaster Response Forces (whenever created). The NDRF units also impart basic training to all the stakeholders identified by the State Governments in their respective locations. The locations of battalions are mentioned in Table 3.2
