District Administrative Policy #103, “Admission of Students.” A resident student of Edmonton Catholic Separate School District No. 7 is one who: 1. is a Catholic; or2. has at least one parent who is a Catholic (e.g., in situations where, by court order, custody is granted to a non-Catholic

parent or the Catholic parent has died and the child has not been registered in a Catholic school, then the child would bedeemed to be a resident student); or

3. under the authority of the Child Welfare Act, has been placed in a foster home where the foster parent is resident of theEdmonton Catholic Separate School District No. 7; and

4. resides within the corporate limits of the City of Edmonton;5. is six years of age or older on or before March 1 of the current school year;6. is nineteen years of age or younger as of September 1 of the current school year;7. in the case of a kindergarten student, is 5 years of age or older on or before March 1 of the current school year.

In order to establish residency a declaration by the parent, guardian, or child of being of the Catholic faith is sufficient. A baptismal certificate may be requested for the purpose of sacramental preparation.

Students who do not comply with the conditions outlined above are considered nonresident students.

Nonresident Students - Nonresident students will be admitted to Edmonton Catholic Separate School District No. 7 subject to the following: a. parent(s)/guardian(s) of nonresident students acknowledge that their children will participate in the religious

education courses and celebrations that combine to make a Catholic Christian environment in the school; b. the principal determines that the school has sufficient facilities and resources to serve the student; andc. in the case of students who have identified special programming needs, that arrangements are made with the student's

resident board for financial sponsorship.

Acceptance of an individual nonresident student in no way obligates the district to accommodate the registration of his/her siblings.

Policy and regulations A school is required to register all resident students within its catchment area. Where space and resources permit other resident students of the District, or non-resident students, may be admitted to a particular school. Students will therefore be registered in the following order: a. resident students in the catchment area;b. resident students residing outside the catchment area;c. non-resident students in the catchment area currently enrolled in Edmonton Catholic Schools and who have the

recommendation of their principal that they be allowed to continue on to the next level of their educational programing theDistrict; d. non-resident students residing within the catchment area;e. non-resident students residing outside the catchment area, (note: residency requirements do not apply to kindergarten students;

parents of non-resident students are to be informed when registering their child for kindergarten that registration in grade onewill be subject to the availability of space and resources).

Administrative Procedure 180

ACCESS TO INFORMATION

Background The District shall make available to students, parents, staff members, and the public information on the activities of the District, its policies and procedures, its programs and any other topic of interest, provided there is not an issue of privacy involved. The District shall collect and retain information for a variety of purposes essential to its effective and efficient operation. These purposes shall be balanced carefully with the interests of individuals with respect to their own information and privacy.

Definitions

FOIP Coordinator is the person responsible for the overall management of the freedom of information and protection of privacy function in the District. Personal information means recorded information about an identifiable individual, including the • Individual’s name, home or business address, or home or business telephone number; • Individual’s race, national or ethnic origin, colour or religious or political beliefs or associations; • Individual’s age, gender, marital status, or family status; • Identifying number, symbol, or other particular assigned to the individual; • Individual’s fingerprints, blood type, or inheritable characteristics; • Information about the individual’s health and health care history, including information about a

physical or mental disability; • Information about the individual’s educational, financial, employment, or criminal history, including

criminal records where a pardon has been given; • Opinion of anyone else about the individual; and • Individual’s personal views or opinions, except if they are about someone else. Record means a record of information in any form and includes books, documents, maps drawings, photographs, letters, vouchers and papers and any other information that is written, photographed, recorded or stored in any manner, but does not include software or any mechanism that produces records.

A use or disclosure of personal information is consistent with the purpose for which the information was collected or compiled if the use or disclosure • Has a reasonable and direct connection to the purpose, and • Is necessary for performing a statutory duty of the District or for operating a legally authorized

program of the District. Procedures 1. Disclosure and Dissemination of Information

1.1 The District shall routinely publish and distribute the District Three-Year Education Plan and the District Annual Education Results Report.

1.2 The minutes of Board and Committee meetings, as well as the Board policies and administrative procedures are all public documents, subject to the exceptions provided for under the Freedom of Information and Protection of Privacy Act. These documents and various manuals, guidelines, handbooks, and other publications describing District programs and services shall be available for review by the general public at Catholic Education Services.

1.3 The Principal of each school in the District shall routinely publish and distribute to the school community: 1.3.1 The school growth plan; 1.3.2 Five years of achievement test and diploma examination results based on those

writing in relation to local targets and provincial standard; 1.3.3 Percentage of students in grades 6, and 9 who write provincial achievement tests

and student participation in diploma examinations; and 1.3.4 The school budget.

1.4 The principals of schools in the District shall make available school manuals, school handbooks, newsletters and other school documents for the general public to review.

1.5 Requests for information not actively disseminated or routinely disclosed may be made to the Assistant Superintendent of the department or the Principal of the school concerned.

2. Using and Disclosing Personal Information

2.1 Staff members of the District may, without consent, collect, use, and disclose personal information that is necessary for performing a statutory duty of the District or for operating a legally authorized program of the District.

2.2 Records containing personal information must be stored and disposed of or destroyed in a manner that maintains the confidentiality of the information.

2.3 If an individual’s personal information is used to make a decision that directly affects the individual, the information must be retained for at least one year after it is used.

2.4 Transitory documents, such as a telephone message, may be destroyed when they are no longer needed.

2.5 Records containing personal information must be accessed only by authorized persons and must be used in a manner that maintains the confidentiality of the information.

2.6 Requests for any record that contains personal information about the individual making the request may be made to the Assistant Superintendent of the department or the Principal of the school concerned.

2.7 Each time personal information is collected, the individual is to be informed of the uses of the information, the legal authority for collecting the information, and who to contact if they have questions.

2.8 Information may be disclosed for the purpose for which the information was collected or for a use consistent with that purpose.

2.9 Parental consent shall be sought for uses and disclosure of information which is not necessary for performing a statutory duty of the District or for operating a legally authorized program of the District. Some examples of collecting and disclosing of information for which parental consent must be obtained include

2.9.1 The use of the student’s name and/or photos or video in the school calendar, newsletter, yearbook, graduation book, or other publication/communication.

2.9.2 The taking and use of individual, class, team, club, or school videos/photos within the school community for school purposes.

2.9.3 The use of the student’s name on artwork, written material, technological work, or other creative work/material to be displayed at school, other District sites, or District sponsored displays in the community.

2.9.4 The use of the student’s name, address, and phone number for bus transportation purposes.

2.9.5 The use of the student’s name for birthday recognition purposes. 2.9.6 The taking of photos/videos of classroom or school activities. 2.9.7 Use of students’ names on lists such as the honour roll, scholarship or other awards

within the school or District. 2.9.8 Use of the students’ names and academic information necessary for determining

eligibility or suitability for provincial, federal, or other types of awards or scholarships in the event the school applies on the students’ behalf.

2.9.9 Making the parent name, phone number, and mailing address as well as the student name and grade level available to the school council for contact purposes.

2.10 Consent may be sought as the need arises or multiple consent may be sought during the school opening procedure.

2.11 Consent must be in writing and indicate to whom the information may be disclosed and how it may be used. 2.11.1 The instrument for collecting the requested consent is to

2.11.1.1 Indicate the purpose of the collection; 2.11.1.2 Indicate that consent is voluntary; 2.11.1.3 Indicate that consent may be revoked at any time and indicate the person to

contact; 2.11.1.4 To the extent possible, identify any consequences that may result from

refusal; and 2.11.1.5 Indicate the period of time during which consent remains valid.

2.11.2 When consent has been requested but has been denied, or no answer has been received, the Principal cannot use or disclose the information in question.

2.12 Parental consent need not be sought for uses and disclosure of information which are deemed part of the District’s duty to provide an education program or which are part of a public event. Some examples of collecting and disclosing of information for which parental consent need not be obtained include the 2.12.1 Use of students’ names, related contact information and telephone numbers for

absenteeism verification. 2.12.2 Use of photos/videos of school activities that are open to the general public, such as

a graduation ceremony, sporting event, cultural program or club, or field trip.

2.13 If the student’s participation in a recreation or community service activity involves the disclosure of personal information to another board or a not-for-profit organization, the District shall have entered into a prior agreement with that board or organization.

3. Appeals for Requests for Access to Information

3.1 If a request for access to information is made to an Assistant Superintendent or a Principal and the Assistant Superintendent or the Principal is unable or unwilling to release the requested information, then a formal Freedom of Information and Protection of Privacy (FOIP) Request may be made.

3.2 A FOIP Request Form (Form 180-1) is to be completed and given to the FOIP Coordinator at Catholic Education Services. A fee may be levied.

3.3 The FOIP Coordinator shall determine whether or not the information is to be released under the terms of the Freedom of Information and Protection of Privacy Act.

3.4 If the information is not released, the requester will be advised of the right to appeal to the Office of the Information and Privacy Commissioner (Alberta Government).

Edmonton Catholic School District STUDENT RESPONSIBLE USE AGREEMENT

All students granted access to Edmonton Catholic School District information resources must follow the acceptable use rules below:

General Edmonton Catholic School District information resources are provided for the express purpose of supporting student learning in a 21st century Catholic learning environment.

Edmonton Catholic School District information resources must not be used to engage in acts that are contrary to

the mission and purposes of the District, to intimidate or harass, degrade performance, deprive access to a district resource, obtain extra resources beyond those allocated, or to circumvent computer security measures.

Obscene or inappropriate materials must not be intentionally accessed, created, stored or transmitted.

Access to questionable material for the purpose of academic research requires the written approval of a teacher or principal.

Misuse of technology may result in student access being suspended at any time at the discretion of the principal or the Department of Information and Infrastructure Technology Services.

I must not copy or reproduce any licensed software except as expressly permitted by the software license, use unauthorized copies on District-owned computers or use software known to cause problems on District-owned computers.

I am expected to show proper care for district technology.

Data Protection

Any data stored on servers outside of Edmonton Catholic Schools such as Live@edu should not be considered as private or confidential as it could be accessed by others according to the laws of the host country (where the files are stored). For example, if the files are stored on a server in the United States, they may be legally subject to government review upon request; therefore, confidential or private information should not be stored on these web based services.

I will not attempt to access data or programs contained on systems for which I do not have authorization or consent.

Virus Protection

All computers including personally owned devices connecting to the Edmonton Catholic School District network must run current virus protection software. Computers found to be infected with a virus or other malicious code will be disconnected from the Edmonton Catholic School District network until deemed safe by the Information and Infrastructure Technology Services Department.

I will not disable or bypass Virus protection software except as required by the temporary installation of software or for other special circumstances.

Electronic Mail

Delivery of electronic mail is not guaranteed. Electronic mail is not private or confidential.

I will not pose as anyone other than myself when sending email, except when authorized to do so by the owner of the email account.

I will not read another user's email unless authorized to do so by the owner of the email account.

I will not send or forward email that is likely to contain computer viruses.

Confidential or

Protected Information

All confidential or private student information transmitted over external networks shall be encrypted. This information shall not be sent or forwarded through non-district email accounts provided by other Internet Service Providers, and shall not be knowingly transmitted via wireless networks to or from a portable computing device unless approved wireless transmission protocols and security techniques are utilized.

Edmonton Catholic Schools does not guarantee the privacy of email or of any other data that is stored on external

servers such as Live@edu.

Students should consider backing up their files that they store locally or using Live@edu or any other external

storage provider. Edmonton Catholic Schools does not back up any data stored by external storage providers or local computers.

I will not use audio or video devices to capture photos, audio or video at school without permission from both a staff member and the subject(s) of the recording.

Incidental Use of

Information Resources

Incidental personal use of electronic mail and internet access is permitted by district policy but it must not interfere

with normal performance of a student’s duties, must not result in direct costs to Edmonton Catholic School District, and must not expose the District to unnecessary risks.

Non-school related information should not be stored on District network file servers.

Any files, messages or documents residing on Edmonton Catholic School District computers may be subject to

public information requests and may be accessed by the District. Therefore, a District email account should not be used for personal email correspondence that is confidential in nature.

I will not use Edmonton Catholic School District Information resources to store or transmit any confidential personal information.

Internet Use Software for browsing the Internet is provided to authorized users for educational and research purposes.

Due to network maintenance and performance monitoring and to ensure compliance with applicable laws and

policies, all user activity may be subject to logging and review.

Email or postings by students to news groups, “chat rooms” or “listservs” must not give the impression that they are representing, giving opinions, or making statements on behalf of Edmonton Catholic School District, unless authorized. Students should use a disclaimer stating that the opinions expressed are their own and not necessarily those of Edmonton Catholic School District.

I agree to adhere to copyright laws with regards to duplication or replication of other people’s work.

Personally Owned Digital Devices

All computers and portable-computing devices using Edmonton Catholic School District information resources shall

be password protected to protect against unauthorized access to District information resources.

If it is determined that required security related software is not installed on a personal computer or that the computer has a virus or in some way endangers the security of the Edmonton Catholic School District information resources the account and/or network connection will be disabled. Access will be re-established once the student can demonstrate to Information and Infrastructure Technology Services that the computer or device is safe.

Special care shall be taken to protect information stored on laptops or any personal digital device, and in protecting

such devices from theft. All portable computing devices shall encrypt all private, confidential data to ensure confidentiality in the event that the device is lost or stolen.

Student owned devices in class may only be used with teacher permission in accordance with the school’s conduct

policy.

Students are responsible to service their own devices as required. Edmonton Catholic Schools will only support the

connection to the network and its related services. The District is not responsible for the loss, theft or damage of a student owned device.

District personnel may access student personal digital devices if there is reasonable grounds to believe that there has been a breach of school rules or policies and that a search of the device would reveal evidence of that breach. This may include but is not limited to audio and video recordings, photographs taken on school property that violated the privacy of others or is related to bullying.

I will only connect my personal digital device(s) to the wireless network provided for student use. I will not attempt to connect my device(s) to the District’s wired network.

I agree to take precautionary measures to protect my personal digital device(s) from unauthorized access.

Passwords Every student account password, any personal identification numbers (PIN), security token or any other similar

information or device used for identification and authorization purposes must not be shared. Each student is responsible for all activities conducted using his or her account(s).

Users should not circumvent password entry through use of auto logon, application “remember password” features,

embedded scripts or hard-coded passwords in client software.

I agree to keep my personal passwords private and confidential.

I will not attempt to circumvent any password protected device or software security.

Security

Security programs or utilities that reveal or exploit weaknesses in the security of a system or that reveal data by circumventing established authorization procedures and systems should not be downloaded and/or used. For example, the use of password cracking programs, packet sniffers, or port scanners on district networks is not permitted.

Users must report any identified weaknesses in Edmonton Catholic School District computer security and any

incidents of possible misuse or violation of this agreement to a teacher or Principal.

Where technically feasible, all laptops or other personal digital devices should be secured with a password-

protected screensaver for personal protection.

I agree not to download, install or attempt to use any software that is designed to reveal or exploit vulnerabilities in network of computer security.
