My name is Allison Williams and I have been the CEO of Cwm Taf University Health Board for over 5 years. I have a track record of investing in leadership and management capacity because I believe it makes a fundamental difference to the quality of patient care. Our Cwm Taf GraduateGrowth programme is an example of my commitment. Following on from a successful GraduateGrowth first cohort, at Cwm Taf we are determined to continue to invest in our leadership talent pipeline. This year I am delighted to say that I have also been asked by my Chief Executive colleagues in neighbouring Health Boards to increase the GraduateGrowth trainee numbers and manage the leadership programme on their behalf.

I am passionate that we have leaders in the NHS in Wales who can work together with clinicians to make a real difference for our patients and population. At Cwm Taf that means leaders who make our ethos of ‘Cwm Taf Cares’ come to life in all that they do.

GraduateGrowth: growing future leaders and Cwm Taf together

Cwm Taf’s two year Graduate-Growth programme introduces participants to the skills required for effective management and supports them to develop specific personal and professional leadership and management knowledge and skills, in a variety of patient facing and corporate support services. Ultimately, we want individuals with the understanding and drive to want to improve patient care and experience across all aspects of Cwm Taf services. Working alongside clinicians and other professional staff, the two year ‘on the job’ GraduateGrowth programme offers up to fifteen graduates an opportunity for participation in 2017/2019.

About us at Cwm Taf University Health Board

Cwm Taf University Health Board is responsible for providing healthcare services to the population of Rhondda Cynon Taf and Merthyr Tydfil, estimated to be around 289,400 people.

We provide a full range of hospital and community based services to these communities, as well as being responsible for the provision of child and adolescent mental health services (CAMHS) for South Wales. Additionally, we host commissioning services for the whole of Wales through the Welsh Health Specialised Services Committee (WHSSC). Our staff complement is approximately 8,000 members, making us the second largest employer in the area.

Cwm Taf, along with other Health Boards in Wales, are asked by the Welsh Government to consider our plans for the future. Being one of the first Health Boards in Wales to submit our three year integrated plan, we describe how we will maintain and improve the quality and safety of our services, whilst reducing costs to meet the financial challenges ahead. Our current budget is around £600m a year.

Cwm Taf UHB gained its University status in December 2013. As a university health board, the overriding aim is to work in partnership to improve the health of the local community and the clinical outcomes for our patients. We have developed strong relationships with the University of South Wales and Cardiff University as research, teaching, innovation and evidence based practice are vital to drive up standards and build a better future for our valley communities.

Our hospitals and other local health services

Developments over recent years means that we now have the most modern healthcare estate in Wales. We run two district general hospitals, five community hospitals and a state-of-the-art university health park.

About the area

Cwm Taf University Health Board is situated in the heart of South Wales just north of Cardiff, between the beautiful Brecon Beacons National Park and the M4 motorway.

Cwm Taf UHB is situated in a prime location for accessing amenities and interests to suit a wide range of tastes, from the busy retail, restaurant and bar scene of Cardiff to the endless protected nature of the valleys.

The area is steeped in history, widely recognised across the UK and around the world as the driving force of the industrial revolution and the coal industry.

The area is reverting to its pre-industrial beauty and you’ll find a wide range of landscapes; majestic mountains, country parks, forests, waterfalls, natural and manmade lakes which, together with the built environment, produces a unique and interesting region. There are many valleys in Wales but nowhere is there such pride and passion and nowhere will you find so warm a welcome as within Cwm Taf.

Extended learning opportunities

Based on the success of our first GraduateGrowth programme we welcome Powys Teaching Health Board and Powys County Council to join the scheme this year, alongside our hosted organisation Welsh Health Specialist Services Committee (WHSSC). This unique opportunity of extended learning enhances an already dynamic programme. It offers exposure to the full range of the Primary and Secondary healthcare provided by Cwm Taf UHB, along with rural community based care and a broad understanding of commissioning specialist services for the population of Wales.

Working together for a thriving Powys

Powys Teaching Health Board and Powys County Council are committed to taking forward plans to combine and integrate community health and social care front-line services to improve the health and wellbeing of people in Powys.

This brings together of a range of services from primary care through to specialist services across both organisations. By using multi-skilled teams, sharing our assets and facilities supported through integrated leadership, organisational development and workforce, we believe we can enhance the benefits for the people of Powys by pooling our resources and combining our highly trained staff.

These innovations in joint service delivery will focus on prevention and enable people to stay well in their own homes and communities. By providing a single co-ordinated system of care built around service user needs, we will be able to achieve the best possible outcomes for people.

Welsh Health Specialist Services Committee (WHSSC)

Our strategic aim: ‘To ensure people of Wales have access to safe, effective and sustainable

specialist services in a place that is as close to the patients home as possible with the available resources present.’

Our team of 62 staff, plan and commission specialist services to the population of Wales. Our staff work out of three base sites including offices in Caerphilly, North Wales and Whitchurch Hospital.

The specialist services range from new treatments, treatments that required a specific clinical circumstance or treatments which are not routinely provided.

Further Learning Opportunities

We are also offering graduate places within Abertawe Bro Morgannwg UHB (ABMU) with exposure to the full range of the primary and secondary healthcare in the 2nd largest health board in the country, with 16,000 staff serving a diverse population; from rural community based care to the acute tertiary centres at Morriston Hospital, expert centres in Cardiac Care and Burns and Plastics. ABMU works closely with the relevant local authorities of City and County of Swansea, Neath Port Talbot CBC and Bridgend CBC, around the Social Services and Wellbeing Act to enable joint service delivery focusing on prevention and enabling people to stay well in their own homes and communities. Our voluntary organisations and third sector connections reaching to the ABMU population are a key ingredient to supporting our vision.

Successful graduates will be joining ABMU Health Board at an exciting time of change. The new ARCH (A Regional Collaboration for Health) project is designed to generate a future for the people of South West Wales delivering better health, skills and economic outcomes. This world-class visionary project is a collaboration between two University health boards, ABMU and Hywel Dda, and Swansea University. ARCH also works with social care, voluntary and other public bodies - offering a truly whole systems approach.

If you like the idea of ‘leading the way’, this is the chance to play a defining role in how services are delivered and developed for the population we serve. Our performance is key for us, ensuring we are utilising our resources for optimum effectiveness and health impact.

It’s a challenging task! We are looking for talented high calibre graduates, who are committed to making a difference to the health of our population, motivated and passionate to be managers and leaders in two years. By focusing on your development, personally and professionally, we will concentrate on the following key areas: learning by experience, learning through people, underpinned and supported through more formal learning. Following successful completion, participants will have the opportunity to access a further supported academic pathway at masters level.

Learning from experience

Over the two year programme, you’ll have the opportunity to explore different areas of the health service.

We have big ambitions to grow and develop our services and we need great people who can challenge the way we do things, bring new ideas to the table and dare to take bold decisions. We want our future to be shaped and made by you.

The first year of the programme will consist of a general management foundation. Throughout the year, you will undertake a rotational programme of general management placements in a range of areas, including primary care, acute care, mental health, clinical support departments, service commissioning and community based care. Year two of the scheme will deepen your management progression.

Learning from people

All of our participating Health boards have a pool of leadership and management knowledge, talent and experience that you can learn with and from.

During each placement, you will have an organisational mentor and formal links with the relevant functional Business Partners. Graduate Development Managers will manage bespoke learning pathways for you.

Formal learning

Whilst on the scheme, you will participate in Cwm Taf’s own Essential Leadership and Management Programme (ELM). It consists of four modules, including:

- Managing services better for people (Patients and Public) - Managing resources - Making things better for staff - Developing leadership into practice.

You will also take part in multi-disciplinary Action Learning Sets .

Outline of the Cwm Taf University Health Board Two Year GraduateGrowth Programme 2017/2019

Year 1—Foundation Management Commences February 2017

Cooks Tour Our 6 week cooks tour exposes you to the purpose and operations of a wide range of services across Cwm Taf University Health Board and neighbouring Powys Health & Social Care Integrated Leadership Board including community, primary, secondary care, commissioning services and clinical support and corporate functions. Here you will have the opportunity to recognise the variety of functions within the Health Board.

First phase of the programme Your first phase of the programme includes 2 month rotational placements in general management with service areas such as primary care, mental health, secondary care and service commissioning areas. This is coupled with a range of 1 month placements in corporate and clinical support functions. During each placement, you will be working on a specific project for that area.

Your first year will also expose you to a Corporate Social Responsibility project, alongside a further development opportunity to work with other managers in Cwm Taf University Health Board in our in-house ELM Programme.

Year 2—Management Progression Commences February 2018

Second phase of the programme The second phase of the programme deepens your management progression. Here your exposure to a further 2 x 4 month placements, in a wide range of clinical and commissioning services across Cwm Taf University Health Board and neighbouring Powys Health & Social Care Leadership Board, builds on the foundations of the first year. This is further enhanced with 2 x 2 month placements in clinical support and corporate functions.

By this point, you will start to get a true feel for the organisation as a whole, which will provide you with the intelligence that will landscape your future career. Throughout the 2 year programme you will come together at regular intervals to share your experiences with each other and reflect on what your learning experiences are.

*Please note GraduateGrowth candidates developing on the ABMU programme will

undertake their work experience rotational placements primarily within that geographical area.

A big impact made by YOU! Tarek was a trainee on the NHS Wales Advanced Development Programme in 2010. He felt that the rigorous application process and demanding development schedule, prepared him for the constant challenges of being a General Manager in today’s NHS.

Why did you decide to apply? Having worked in NHS Wales prior to joining the scheme, I was excited to pursue a career working in healthcare. I continue to find every role rewarding as, although it is ‘behind-the-scenes’ office based projects, you do get to see the impact of frontline patient and staff experience.

Why did you choose your specialism? I knew that I wanted to go into general management before I commenced on the scheme. General management allowed me to apply my skill set to various areas of the NHS to gain as much experience, as possible. It gave me exposure to areas such as finance, Human Resources and Informatics, which really interests me.

What does your daily routine involve? This is probably the aspect of general management that appeals to me the most. Every day is different! As part of my role is being in operational management you never know what is going to happen, so you quickly learn to time manage yourself and prioritise your workload. Work wise, I carried out a project management role, so the majority of my day was filled with liaising with key stakeholders and monitoring progress to my management team.

What impact have you had? I would like to think I have had a positive impact on patients’ experiences within Cwm Taf UHB. On a more measurable project based outcome, one project looked at the working patterns of medical staff and the workforce whilst there were recruitment problems. This resulted in a sustainable provision of staffing and services, whilst also producing a financial saving.

What have you learned about yourself since starting the scheme? I still have a lot to learn and this is not a bad thing. Once you commence on the scheme you are surrounded by experts with experience and knowledge who really know their stuff. This can be quite daunting and can lead to self doubt. It is ok not to know something and ask questions. You can use the experience and knowledge around you to develop and inform your work and decisions. Healthcare is a very complex system and it is sometimes easy to lose sight of your outcome when you are so involved in a project. You need to keep thinking ‘what effect will this have on the patient?’

What’s your ambition for your own future? Within the next 2 years, I aim to work at Directorate Manager level, within different specialities which will extend my breadth and knowledge of experience. In the next ten years, I aim to work at Assistant Director level, which will enable me to move my career forward in NHS Wales.

The GraduateGrowth programme has been a challenging and rewarding experience so far… I have already learnt so much! This is a fantastic opportunity to gain exposure to a number of areas of the health service and a chance to gain new skills in a fast-paced environment.

GraduateGrowth opens doors for opportunities, learning and development. What has struck me is the breadth of knowledge that I am gaining across the whole of Cwm Taf UHB and the supporting colleagues I meet along the way. I am excited for what is to come.

Working within various departments and locations, like that of WHSSC, has given me a great understanding of different practices and people. The inclusion of various projects and opportunity to participate in programmes has enabled a strong foundation in management that I cannot wait to build for the future.

I recommend this scheme to anyone who wants to be an effective leader in the NHS and has a genuine passion to develop health services . It is a fast-paced and challenging programme of work but you are supported throughout. Unexpectedly, I have learned a lot about myself and met some wonderful friends in the process.

GraduateGrowth is varied, challenging but an extremely exciting opportunity. I am developing personal skills and knowledge in all areas of healthcare that I never knew existed. Everyone is welcoming and every day is different…they say time flies by when your having fun.

The GraduateGrowth programme has given me access to opportunities I might otherwise have never had. I have already had the chance to meet so many knowledgeable and experienced people that have developed me further than ever! I am eager to see where this opportunity takes me.
