Most Illustrious Companion Robert Turner

Robert (Bob) Turner was born in Consort Alberta June 7, 1954. His father was an Agent Operator with the C.N.R. at New Brigden, Alberta. The family moved back to Saskatchewan when Bob was 6 months old and lived in various communities in rural Saskatchewan.

Upon completing High School Bob entered the Electronics Engineering Technology program graduating in 1975. After graduation Bob joined SaskTel where he remained for 31 years, retiring in 2006.

During his career with SaskTel Bob was employed in the engineering, staff, business development and marketing departments. He also spent 11 years with SaskTel International consulting and managing various projects in the United States and England before returning to Canada in 1996. His final position was as Director of Technology managing SaskTel’s entry in the Television over Internet Protocol market (MAX TV).

Since his retirement Bob has been spent his time, working with the various Masonic bodies and spending time at the family home north of Prince Albert, Saskatchewan (Candle Lake).

Bob is a Life member of the Saskatchewan Association of Technologists and Technicians (SASTT). -President: 1982 -Saskatchewan Director to the Canadian Council of Technicians and Technologists (CCTT): 1983 - 1986 During his career Bob received the following Awards and Recognition -National Achievement Award (CCTT) 1988 -Inducted into the International Hall of Fame for Engineering, Science and Technology 1992 -Outstanding Technical Achievement Award (SASTT) 2004 -Managed team that received 2003 Exceptional Engineering/Geoscience Project Award from the Association of Professional Engineers and Geoscientists of Saskatchewan. Masonic Career Grand Lodge of Saskatchewan Initiated in North West Mounted Police Lodge #11 GLS: 1997. Served as Worshipful Master: 2011. Appointed Grand Senior Deacon: 2013-2014. Royal Arch Masons of Saskatchewan Exalted Prince of Wales Chapter #27 GRS: 1999.

Received Alfred Tingle Keystone Award: 2001. Served as First Principal: 2005.

Of Western Canada 2018 Grand Assembly Opening Remarks: - Most Illustrious Companion Robert Turner, Grand Council Officers, Distinguished Guests, Ladies and Companions: Long has been the tradition at our Annual Grand Assembly to set aside time to honour the Companions who are not answering the roll call today. These Companions are deeply missed. While this occasion admonishes us to consider the uncertainty of human life and the certainty of death, with equal urgency it graciously invites us to regard death as the open door through which man passes from labours on Earth to nobler service in the world to come. Let us ponder well the lessons of this hour. We are born, we live and we die. But, is death the end of man and expiring hope of all faithful Companions? No. We pause not on our first or second step, but true to our professions look forward for the greater light. As the span of our earthly existence is drawing to a close, the Scared Book, the Great Light in all bodies of Masonry, removes the dark cloud and bids hope and joy rise up to cheer and sustain us. It points beyond the grave to the breaking light of a glorious Eternity. Prayer: - Almighty God, source of all mercy and giver of comfort; Deal graciously, we pray, with those who mourn, that, casting all their sorrow on you, they may know the consolation of your love. With reverence and affection, we remember before you, O everlasting God, all are departed Companions. Keep us in union with them here through our faith toward you, that hereafter we may enter into your presence and be numbered with those who serve you. AMEN Hymn – “Near My God to Thee”

Prayer of Remembrance: - O God of many names, Great Architect of the Universe, today we remember our Companions who have departed this life into a life of Higher Service. Into your hands, merciful God, we commend these your servants. We most earnestly beseech Thee to continue to give them eternal peace and rest in Thy Heavenly Realm. O Gracious Ruler, we also pray that you ease the grief of those of us who are left behind and comfort us in sorrow. Aid us to continue to live in your Grace so that when our earthly tasks are ended, we may all be reunited in your Eternal Kingdom. AMEN Moment of Silence Scripture Reading – John: 14 1-6

Informal Closing

MIGM Robert Turner thanked everyone for their attendance, particularly the ladies and friends. Thanked the Flag Barriers and ritualist for the Flag Ceremony and VIC William MacKay for the Memorial Service. He then declared the Informal Opening closed and reminded the Companions the Formal Opening of the Assembling will be tomorrow morning at 8:30 AM Sharp.

MIC Robert Taylor then spoke on behalf of the Past Grand Masters and thanked them for the warm welcome and extended full support to the future officers of the Cryptic Rite Masons of Western Canada R & SM. Introduction of the Grand Inspectors Generals

GM: We will now have the reception of Grand Inspectors General and as your name is called please advance to the Altar under the direction of the Grand Marshal. Introduction of the Thrice Illustrious Masters

Grand Master and Grand Council then proceeded to the Altar, shook hands with each of the TIMs and had a private word with them and then directed the Grand Marshal to seat them. Officers, Members and Visitors of the Grand Council of Cryptic Rite Masons of Western Canada, Royal and Select Masters.

Greetings Companions:

A warm and hearty welcome to all of you. It is my pleasure and privilege to have your attendance at this 80th Annual Grand Assembly of the Grand Council. I thank our members for participating and I trust, making it a successful Assembly.

NECROLOGY

Each year we must take a few moments to remember those, of our jurisdiction, who passed to the care of the Supreme Architect of the Universe. To the loved ones and of our departed companions, we extend heartfelt sympathy as we share in their loss. Last evening V. Ill. Comp. William Mackay conducted the Memorial Service as a tribute to their memory.

Visitations to Councils (see attached)

Brethren, I am pleased to report that I was able to visit all Councils this year. I must make special mention of B.C. Lower Mainland, B. C. Vancouver Island, and B.C. Interior Districts for allowing me to visit at combined meetings. Their thoughtfulness and effort make for a considerable savings in time and money and is greatly appreciated by myself and I am sure all the Grand Masters during their term.

All Council meetings were conducted in a very efficient manner and the Installation and Degree work well done. The Companions are to be congratulated. At my visitations I was received with the honour and dignity suitable for the office. The generosity, hospitality and camaraderie of all the Companions was above expectation and I would like to express my thanks and appreciation to them at this time. Special thanks to the Grand Inspector Generals, Recorders, and Thrice Illustrious Masters for their effort in arranging and participating in my

visitations. Your support and assistance made my visits most enjoyable and informative for me

At my visitations I talked about how the Cryptic Rite started, particularly in Canada, and also stressed that the journey of a Royal Arch Mason is not complete without the knowledge contained within the Cryptic Rite.

Companions I know that there are Royal Arch Masons out there that do not know why or that the Cryptic Rite exists and it is imperative that we reach out to them and assist them completing their journey.

You are the mortar that keeps our Councils running and I thank you for your service to the Cryptic Rite, some of you many years.

Councils, you must all plan for the day that these Companions retire from or are no longer able to perform their duties. You need to put a plan in place for that day. I suggest that you consider appointing an assistant recorder.

This Grand Council was founded May 10, 1938 in Edmonton Alberta at a convention of representatives of the 6 Councils of the four Western Provinces of Canada, representing 216 members.

These companions had a vision to expand Cryptic Rite in Western Canada and with your help we will keep that vision alive.

Deputy Grand Master’s Report 2017-2018

It has been an honour to serve as your Deputy Grand Master, a term which was

both enjoyable, informative and interesting, a portion of which is briefly outlined as

follows:

On May 12th, I was pleased to accompany the Grand Master to the Annual

Convocation if the Grand Chapter of Royal Arch Masons of Alberta at

Camrose, AB, where I also took part in the installation ceremony.

On May 25th, I attended the Western Canada KYCH. Priory No 35 in

Saskatoon in my capacity as Deputy Prior. I then accompanied the Grand

Master to the Annual Convocation if the Grand Chapter of Royal Arch Masons

of Saskatchewan at Saskatoon, SK.

June 3rd, I attended the Annual Convocation of the Grand Chapter of the

Order of the Eastern Star of Alberta at Red Deer, AB.

June 9th, I had the pleasure of representing the Grand Master at the Grand

Lodge of Alberta at Red Deer, AB.

June 27th, I attended Palestine Lodge installation of Officers at Tofield, AB

where I gave the General Charge and explanation of the Master’s word.

August 4th & 5th, I attended the 150th Anniversary of Columbia Chapter of the

Royal Arch Masons of Victoria, BC, where Ii was officially received as the PGZ

of the Grand Chapter of Alberta, and as the Deputy Grand Master of the

Grand Council of Cryptic Rite Masons of Western Canada.

September 9th, I accompanied members of Alberta Lodge #2 Royal Ark

Mariners – moored to Zohar Council #4 to Ft. McMurray, AB where I joined

the degree team in advancing eight members to the Royal Ark Mariners

Degree.

November 18th, I attended the Field Day of Zohar Council #4, Edmonton, AB

along with the Grand Master on his official visit to the Council.

November 29th, Attended Zadok Council #3, Calgary AB along with the Grand

Master on his official visit to that Council.

December – attended local installations, Preceptory and Chapter and

attended the Christmas Observance hosted by Edmonton Preceptory No. 46

and where I was officially received as the Deputy Grand Master.

REPORT OF THE GRAND CONDUCTOR OF THE WORKS

During the past year I have attended many of the Councils meetings on Vancouver

Island, and although they are struggling, and the quality of the work is improving. All

have new candidates so I am hopeful that they will continue that trend. I have not

travelled much this year but hope to do a lot more in the next year as your Grand

Deputy Grand Master. In closing I wish all the Councils well and hope they continue to

gain candidates for our great Order.

Annual Report of The Grand Inspector General for Alberta

Right Illustrious Ivan Hall I would like to thank MIC Bob Turner and the companions of the Alberta Councils

for allowing me the honour of serving as Grand Inspector General for the 2017/18

term. It was an enlightening and rewarding experience. I was able to complete one

official visit and one installation visit to each council during my term. I also had the

pleasure of accompanying MIC Turner to two of his official visits. At each occasion I

was received warmly by the Companions.

I am pleased to report that all three Councils are active and flourishing in Alberta.

Each are performing the first two degrees in timely fashion and bringing in new

members to Cryptic Rite. The reading of ritual is present but only in smaller

portions among the Companions. I was particularly impressed with younger

Companions in each council who presented their parts well and from memory.

There is also a fair amount of visitation among the councils taking place.

Of special note, Zohar Council was able to present the SEM degree drama in full for

the first time in four years. Alberta Council is again committed to presenting the

dramas for the first two degrees, a welcome benefit to all their new initiates. And

several Companions have already achieved their jewels for contributions to the

Cryptic Rite Charitable Foundation – Masonic charity in action.

To all Councils I would recommend more emphasis on education and discussion

about the various degrees within Cryptic Rite. We were all very impressed by a

paper on the porphyry stone presented by Comp. Matt Webb, a young member

from Ft. McMurray. Its gems like this that renew our endless search for more light

and make for interesting meetings.

Zadok Council #3

This is a large urban Council with well-kept books and records, a good financial

base with a current audit and notices distributed by both email and post. The ritual

work observed was being done well with spirit (some reading occurring) and good

average attendance. The District meeting, hosted by Zadok Council saw VIC David

Boone elected as GIG elect and IC Lawrence Anderson appointed as Grand Steward

for the 2018/19 term.

Zohar Council #4

This is also a large urban Council with well-kept books, a good financial base with a

current audit and notices distributed by both email and post. They have worked

through a challenge of membership records and cleared a backlog of members

awaiting various degrees. Ritual work observed as being done well with spirit (some

reading occurring) and good average attendance. All degree work is done with full

drama.

Alberta Council #5

This is a smaller urban Council with well-kept books and records, a good financial

base with a current audit and notices distributed by both email and post. Ritual

work observed as being done well; some reading occurring and good average

attendance for their size. They are committed to once again including the dramas in

degree presentations.

Several highlights of my term include a 900 km round trip with Alberta Lodge #2

RAM to Ft. McMurray to portray the Royal Ark elevation ceremony to five brethren;

including Comp Duncan Strachan from Zadok Council. The other was the

opportunity to hold a brief Cryptic Rite information session just after the Preceptors

Meeting at the Royal Arch executive meeting in February. It allowed us to publicize

Cryptic Rite and introduce GIG elect, VIC David Boone to the Companions present.

It also brought the three York Rite bodies together in shared fellowship that day.

Finally, I’d like to thank our Grand Steward, VIC Tom Bremner for accompanying

me on several visits and keeping me on track. I believe the above to be a fair and

accurate assessment of Cryptic Rite Masonry in Alberta at this time.

2017-2018 Cryptic Masonic year saw the writer at several Masonic Lodges and

other constituent bodies.

The three Councils in Manitoba continue to be held together by older dedicated

members; and it is always a pleasure to be in each of the three Councils.

Cyrus Council No.2 - is in the fortunate position of being in a position of drawing

from the Royal Arch Chapter in their same building; which has had a spectacular

growth. There is a real feeling of fellowship among the officers and members. The

work is being done reasonably well, with some reading of the ritual takes place.

The future looks bright for this Council & Lake Winnipeg Mariners Lodge No.4. which

has a floating of the Arch Picnic for the families.

Portage La Prairie Council No.17- is again being held together by older

members. It does not have the good luck of having a Royal Arch Chapter in the

building that is flourishing. The members must drive great distances. Education is

included at most meetings; and the Officers and Members have a good rapport. It

is always a pleasure to be in this Council. Crescent Lake Mariners Lodge No.14

have a Ritual

Called the floating of the Arch Picnic, which is a family affair.

Brandon Council No.10- meets the third Tuesday in February and November,

ending the year on the first Saturday in December. The Recorder/Treasurer ably

serves three bodies in this Lodge Building; Royal Arch, Cryptic and Preceptory. All

three pool their financial resources. As a result, they have been able to stay afloat.

Getting new members is also tough to get; and time Is often set aside to study new

ways to enlist new members and try to rejuvenate the members that do not attend

due to sickness, age and long distances. Their losses over the years due to death

have not helped either. During the summer Lake Wahtapanah Mariners Lodge

No.13 always try to have a Floating of the Arch picnic for family and friends. Again,

despite their troubles there is fun and fellowship for the members that attend.

Manitoba District Meeting was held in Portage La Prairie, Manitoba. All three

Councils were represented by their members. Right Illustrious Companion Jack

Fryatt was nominated and elected G.I.G. for Manitoba for 2018-2019, with the

approval of Grand Council. Rt. Illustrious Companion, Clifford Hartmier was

nominated for Principal Conductor of the Work, subject to the approval of Grand

Council. I will submit a report on any other Casual Visits to the Councils that may

follow this report.

Minutes of my District Meeting.

Right Illustrious Doug Paugh

Remarks: This the last report I’m giving too Grand Council before the February 28th deadline, as I’m going to Vancouver next week for some medical treatment and I expect to be there for 7 – 8 weeks. I have enjoyed my year so far very much. The three Councils are easy to get along with and always treat me with respect and friendliness and are very accommodating to give me any information I ask for. Unfortunately, I did not do an official visit to Adoniram Council, my own Council, because I was going to do it in February and will not be able to attend. I enjoyed taking part in Alpha Council & Acme Council installations with some very helpful assistance from RIC Ken Overy. Acme Council had 1 new member go through the SEM degree. I believe they have 2 companions who have taken the Royal Master Degree. They have a total of about 30 members. Alpha Council had 3 companions take the SEM degree. They have about 31 members. Adoniram Council had 2 companions take the SEM Degree and have 1 who has taken the Royal Master Degree. They have about 15 members. None of the Councils have large turnouts to their meetings but are quite stable and have key members who promote the Cryptic Rite. Adoniram had discussed closing a few years but with a few new members filling offices and some other prospects coming up for this new year, I think we are okay for the next few years. I would like to see more of the work done by memory, but a lot of the ritual is read. Some of the long-term companions are good with the memory work but few of the newer members have taken to memorizing the work. Several Companions from each Council in this district have indicated that they will be attending Grand Council in May this year. I’m hoping to attend Grand Council but will have to wait until after my treatment to decide. Additional Observation: The Councils within this district unite to receive the Grand Master on his official visit, which received with many positive comments. The Councils performed the SEM Degree with a total of 6 candidates. The drama portion of the degree was performed with some reading and some have memorized their work. It should also be noted that there was music on this occasion with Ill. Companion Tim Yates which added flavour to the degree. The Councils also presented a cheque to the Grand Master for the Cryptic Rite Masonic Charities. This was deemed to be an excellent day for companionship within the Vancouver Island District.

Right Illustrious Donald Onclin

The Grand Inspectors General of Saskatchewan has only two Councils under his supervision, they Saskatchewan Council #6 in Regina and Zophiel Council #13 in Saskatoon.

Saskatchewan Council #6 has only about 32 Companions on their roster and maintains an average attendance. We do know one thing the records are in excellent shape, primarily due to present Recorder/Treasurer. We have had no problems with this Council delivering all the required returns to the Office of Grand Recorder. They have no debts with the Grand Council. The Grand Inspectors General for this district was not able to report has regularly as he wished primarily due an unforeseen health issue about midway through his term.

Zophiel Council #13 has 39 Companions on their roster and it likewise maintains their average attendance. Judging from previous GIG reports their records are in great shape, although this year, the Recorder has fallen behind for some reasons and we understand that there may be some personal issues. At the time this report was written the annual return had not been received. There are Companions attempting to recover the Council records and hope to make the necessary report. The GIG had problems in obtaining the necessary records for examinations and at the time of writing this report we see no change. We trust that once the Recorder has been replaced things will change for the better. Therefore, this Council has still filed their annual return nor have they paid the necessary fees. The dedicated Companions in an embarrassing situation with the Grand Annual Assembly being hosted by the Council. The Registration Chairman for this Assembly is VIC Dick Gutfriend of Saskatchewan Council #6.

Grand Inspector General for BC Lower Mainland Right Illustrious George Heggie 2018-2018

This GIG had the misfortunates of coming down with serious illness and remained in that situation during his term. No reports filed. The Councils within this Districts have all submitted their annual returns and fees to the Office of the Grand Recorder. From the perspective of the Office of the Grand Recorder, the three Councils within this district are doing quite well, and their returns are excellent and that in itself should well with the GIG knowing that they are on top of all their issues, if any exist.

May 5th 2017: Zabud Council No.1 installed by M.Ill. Companion David Grange.

May 25th 2017: Zarathan Council No.7 Select Master Degree.

Received, Grand Honors were given. The degree was conducted in a most orderly

manner.

Delivered a short paper on the connection between the HRA and the Select Master

degree.

Brought greetings of the Grand Master MI Companion Turner and reminded the

Companion that our Grand Master would be present June 10th at North Vancouver

and would be joined by companions from Kamloops.

June 10th 2017: Zaphon Council No.8 - Visit of the MI Companion Grand Master

Cryptic Rite Masons. R & SM of Western Canada.

The Grand Master and his suite were warmly welcomed. Grand Honours were given

and after a short business meeting, the council was called from labour to

refreshment. (Lunch) On returning to labour the SEM degree was conferred on a

number of candidates.

September 28th 2017: Zarathan No.7 - Official Visit I was warmly received with a

goodly number of companions from the three councils represented. Grand Honours

received, the business of the evening, to confer Select Master Degree. Four

candidates for Zabud No.1.

Greetings were given on behalf of the Grand Master.

October 6th 2017: Zabud No.1 regular meeting cancelled. (Thanksgiving Weekend).

October 30th 2017: Heart attack with various complications.

November 3rd 2017: Zabud No.1 emergent SEM conferred.

The officers and companions delivered the goods when the going got rough.

February 2nd 2018: Zabud No.1 installed the officers for 2018 and much to my

delight opened and installed officers of Royal Mariners Pacific Lodge No.1.

In closing I have attached documentation from the other councils, and the minutes

of the choice of GIG presided over by my Secretary VI Companion John Laing.

My thanks to the Companions for placing their trust in me, I intent to start

attending meetings as I gain in strength.

Right Illustrious Albert H. Swityk The Grand Inspectors General for the BC Interior has two Councils under his

direction, Zenith Council #16 in Kamloops and Cascade Council #18 in Creston.

Zenith Council has 34 Companions on their roster and Cascade #18 has 18

Companions. The one comment made by RIC Albert Swityk was that both Councils

have exceptionally strong Recorders and this plays an important role with their

Councils and keeps them healthy with good prospects to the future. They also have

exceptional leadership in their respective Councils.

A combined meeting between Zenith #16 and Cascade #18 has brought about a

renewed element to Cryptic Masonry in the Interior District. This meeting was held

under dispensation at Revelstoke BC and the Royal Master Degree was completed

on two Candidates. These candidates are not about to forget this day as the Grand

Master was present and he commented that this was very enlightening and

excellent timing. The Degree work was done in a very proficient manner, most

from memory. This exercise was a huge success and there plans already was way

to have a similar event for next year.

RIC Swityk primarily focused, during his visits, on the Grand Master’s theme,

promoted the 2018 Annual Assembly at Saskatoon, SK, and encouraged the

membership to participate in Grand Council Cryptic Rite. Charitable Foundation and

the neck jewel that comes with it once $500.00 has denoted to the fund. An

interesting note taken from the minutes of Cascade Council #18, where RIC

Swityk’s closing commented “that the All-seeing appears throughout all levels of

masonry and that we should govern ourselves according to its tenets”.

There was a profit of $2,359.96 in the past year. This was due to holding expenditures to a

minimum and that a considerable amount of past due per capita was collected There will be

additional expenditures in the next year as we endeavour to upgrade the Grand Officers regalia

and standardize what is used in this jurisdiction. Also, if the motion passes, 2018 will be a short

year and the per capita will not show until 2019 This will use up this year’s gain and some of the

coming years.

Companions, the Grand Council of Western Canada R & SM, eighty years ago this

month under the guidance of the TIMs of Cyrus Council 7 (now #2), Zadok Council

8 (now #3), Zohar Council #13 (now #4) and Alberta Provincial Council #15 (now

Alberta #5) called a Convention of Councils for the erection of an Independent and

Supreme Council of Royal and Select Masters in and for WESTERN CANADA. This

convention took place on May 10, 1938 at Acacia Freemasons Hall in the City of

Edmonton. The convention nominated VIC Charles A. Hill to chair the meeting and

MIC Melvin M Downey was nominated to act as the Secretary. This convention then

moved forward with various motions that eventually gained its autonomy from the

Supreme Grand Council headquartered in London, Ontario. Once those logistics

were official, the convention then proceeded to officially endorse “that in the

opinion of this Convention it is in the best interests of Cryptic Masonry in Western

Canada, that a Grand Council of Royal and Select Masters should be now erected in

and for the Province of Manitoba, Saskatchewan, Alberta and British Columbia and

the Canadian Territories west of Hudson’s Bay.” A further motion was presented,

“That the Councils of Royal and Select Masters, now represented in this Convention,

hereby declare themselves to be, and do hereby erect and establish, The Supreme

and Governing Body for Cryptic Masonry in and for the Provinces of Manitoba,

Saskatchewan, Alberta and British Columbia, and the Canadian Territories west of

the Hudson’s Bay, by the title of The Grand Council of Royal and Select Masters of

Western Canada.”

The Convention to Organize a Grand Council received nominations for the Pro

Tempore for the various Grand Offices, with MIC Melvin M Downey nominated as

Grand Master, VIC Charles A. Hill as Grand Deputy Master, RIC Frederick J. Hand as

Grand Principal Conductor of the Word, IC Charles W. Lilley as Grand Treasurer, IC

William T. Coote as Grand Recorder and others to the various offices.

Just to keep the record straight, the above names Councils were not the only

Councils that attended the Convention and the Grand Assembly, other Councils in

Western Canada were in attendance and some were even represented by Proxy.

On May 10, 1938 the First Assembly of the Supreme Grand Council of Royal and

Select Masters of Western Canada was opened in due and solemn form under the

direction of the Pro Tempore MI Grand Master Melvin M Downey. Several more

motions were presented to the Assembly, voted and passed. MIC Melvin M.

Downey then proceeded to install and invest the under noted officers for the

upcoming year.

This is the start of my third year as your Grand Recorder and it has been a challenge and I do trust that I am meeting your expectations, if not you as Councils have the tools to deal with me. I am still in the midst of compiling all the data on

computerized spreadsheets, which has been a challenge and I can honestly say that no one Grand Recorder can be blamed for the misgivings, I know, because I have already fallen into that trap of making the same mistakes. The trick is we must work from one source only, not several registers, the data must go directly do the computerized spreadsheet. The Annual Returns for 2017 have all been submitted and only one had not been submitted at the time of the writing of this report. The Grand Master and the Grand Inspector General are following up on why this return has not been submitted. In consultation with a Companion from that Council, there may be some under-lying conditions with the Recorder that is beyond his control or ours. This Companions has assured the Office of the Grand Recorder that action will be taken with the eventuality of maybe replacing that Recorder. Having witnessed the submission of Annual Returns in another Grand Body which I was part of, I have to wonder why we delay the submission of same. The information recorded on the return is only for the year that you are exiting and therefore it is reasonable that those returns could be submitted around December 31 or even earlier, so why not submit them as soon as possible? The grace period was put in place in the event of unforeseen circumstances which rarely occur. We need to avoid late submissions and should this continue the Grand Council may have no option but to assign a financial penalty for late submissions, and as many of you know, our Councils cannot afford this. Therefore, we need to work together and let’s be thrifty, save money and let’s make it work. When you receive your Annual Return form, save it on your computer as a “Word” document, pull it up on the screen, complete the necessary information, save again, and when ready to submit to the Office of the Grand Recorder attach it to your email message. There is no need to complete the form in hand-written form and there is no need to forward a hard-copy by snail mail. The only mailing you will be doing is sending the fees. Council summonses, we are finding that a few councils are not forwarding them to the Principal Officers and the Office of the Grand Recorder. Please ensure that the summonses are forwarded as outline in the Constitution, Rules and General Regulations. The nomination form has been changed, for reasons that the former had very little detail, such as address, phone numbers, email addresses, etc. This is important information to the Office of the Grand Recorder, the former nomination form required that it was necessary to retrieve same with some difficulty, the amended form will make this task easier. The new nomination form will be on the Grand Council Website. Attended the General Grand Council of Cryptic Masons in Portugal this past March and I represented the Grand Master, MIC Robert Turner. Brought greetings on his behalf for the Grand Council of Cryptic Rite Masons of Western Canada. This was apparently the first time a Canadian has visited the Grand Council Assembly of Portugal. They would certainly would like to see our return to their session in the

The Financial Review was completed with the Grand Treasurer on April 10, 2018 and all

accounts were found to be in order.

Report of the Finance Committee

The Finance Committee had one meeting during the year at Bowmont Hall in

Calgary. In attendance were the Grand Treasurer, Grand Recorder, Grand Master,

Deputy Grand Master, VIC David Boone, Chairman of the Finance Committee MIC

Don Murray and financial reviewer RIC George Tapley. The main purpose of the

meeting to set up the Budget for 2018-2019.

We are pleased to announce that there will be no need for any adjustments to fees,

as we believe that the 2017 Fee adjustments, approved the Grand Council will carry

us for at least two to three years and maybe even longer.

The Finance Committee reviewed Article 18.1.f. which relates to the fiscal year for

the Grand Council which is for the period February 28 to March 01. From an

administrative point, this fiscal year makes somewhat cumbersome and times

confusing which fiscal years some of entries belong to. The Finance Committee has

put forward a “NOTICE OF MOTION” to amend this article and the fiscal year would

be from January 01, to December 31. Many of the reporting periods already end on

December 31 and the financials should be no different, this will greatly help the

financial reviewers in carrying out their duty.

Many thanks to MIC Donald Russell, the Grand Treasurer who keeps excellent books

and keeps everything in line.

Report of Laws & Jurisprudence

The only request received was regarding the formation of a Council in the Dawson Creek area.

This was answered and the requirements were sent out. The difficulties as seen by the

committee were outlined for their benefit. It was felt that there were a few requirements that

were going to be difficult for them. But, the committee was hopeful that some of these could be

worked out and that a Council could be formed in that area.

Report of the Grand Historian

Thank you for the opportunity of performing the task of Grand Historian for 2017-2018.

This report is a compilation of information taken from Council Meetings, District Meetings and

GIG Reports.

I am pleased to report that all 6 Grand Inspector Generals provided me with the necessary

information as required as part of their duties.

There is much happening in the Councils throughout Western Canada, all of which has been

more than adequately by the GIG Reports; but there are a few items worthy of special mention.

Several of the Councils are now including the drama sections when performing degree work. These sections are both impactful to the candidate and entertaining to the audience and having just become personally acquainted with these dramas within my own Council, I commend them to all Councils for their consideration.

Right Illustrious Companion Swityk attended a meeting of Cascade Council #8 at Creston on May 27, 2017 at which demonstrated the correct way to wear our breast jewels, namely: PTIM closest to the centre of the chest, Silver Trowel next, and PWC Noah on the outside.

And finally, I wish RIC Heggie well as he recovers from a heart attack during his year of office.

Very few invitations were received from other jurisdictions. Any acceptance of

visits, the Grand Master MIC Robert Turner has addressed them in his Grand

Master’s report which was presented earlier today.

One invitation that is noteworthy, is the invitation from the Grand Council of Cryptic

Rite Masons of Portugal. The Grand Master permitted the Grand Recorder to visit

their Grand Assembly and bring greetings on his behalf. Although the session was

in Portuguese, one still understood what was taken place. The Grand Recorder

brought greetings on behalf of the Grand Master and Companions of the

Jurisdiction. Of interest is that the Grand Council of Portugal will have two councils,

that were approved at this session.

Report of Regalia Committee

No change to the regalia, except that some of the regalia that did not meet the

standards of this jurisdiction has been destroyed. Legal replacement aprons will be

ordered in the near future and hope to distribute the appropriate office, we will

start with the GIG and then the Grand Stewarts. Chart #3 indicates Regalia held

by the Office of the Grand Recorder, see the Grand Recorders Report

Report of the Ritual Committee

Report from the Ritual Committee on the Royal Ark Mariners installation/Investiture

ritual.

The 2016 reprint from 2006 had mistakes and wrong page numbers. We were

asked as a committee to look into bringing the ritual back in line with 2006. We

found that the investment of the IPWCN was in the wrong place and no ritual as to

how he would be invested.

It has now been moved, to what we believe the correct place which is after the W.

Commander receives the Regulations, Warrant and gavel. The IPWCN is then

installed before the other officers. The ritual is now in place for that to happen.

Next was the Chaplain with the correct ritual in place.

The Grand Recorder, RIC Jerry W. Kopp had rewritten the ritual and asked us to

check to see if it was okay. With the above changes in place we the committee

agree that we should remove the 2016 reprint and reprint with the above

corrections.

REPORT ON THE MOST ILLUSTRIOUS GRAND MASTERS ADDRESS 2018

To the Companions of the Most Illustrious Grand Council of Western Canada

We welcome everyone to this Grand Assembly, especially those from Sister Jurisdictions.

I have always believed that this report should be as short as possible. In that respect, MIC

Turner has made it easy for me this year.

We commend him for all the visitations he has made this year. He certainly has had a busy

year. We also agree with his conferral of the title “Rt. Illustrious” on his District GIGs of the past

year.

Council we thank him for his service and dedication.

Committee recently met to discuss financial issues and to examine the policy and procedures.

An area of concern, is the current fiscal year for Cryptic Rite Masons of Western Canada, R &

SM, which is March 1st to the last of February.

WHEREAS: Any annual returns submitted to the Grand Council office end on the calendar

year;

WHEREAS: Overlapping the fiscal year into two calendar years is somewhat cumbersome for

the financial reviewers to make a proper evaluation;

THEREFORE: The Grand Council Finance Committee moves or causes to be moved that

Article 18.1.f. of the Constitution & Regulations be amended by removing February and

inserting December.

MIC G.E. (Gerry) Tetzloff – Grand Master Grand Master Inaugural Address

I want to begin by thanking M. Ill. Companion Robert Taylor for agreeing to be my Installing Grand Master, and to congratulate him and his cast of installing officers for a very well executed installation ceremony this afternoon. I also want to congratulate all of the Officers installed and invested this afternoon, some for the first time and others continuing in office. We are very blessed and fortunate to have such a group of talented and dedicated companions in our Order. I’m also pleased to say that there was no hesitation when I asked them to serve as one of my Officers for the forthcoming year, which was a great feeling. I also want to congratulate M. Ill. Companion Robert Turner for an excellent year in Office, and a successful and productive Convocation under his leadership today. I also want to thank him for volunteering to become our Grand Historian, replacing V. Ill. Companion Alan Goode, who has moved onto become a Grand Inspector General. This is an important office and one to which MIC Turner is well suited, because of his particular interest in history, and we will look forward with pleasure to his future reports which I’m sure will be productive. At this time, I personally feel a deep sense of pride, honour and good fortune at reaching this important milestone in my Masonic career, where I have served exclusively in the York Rite, for over fifty years now and I’m thankful to all of the Companions in Western Canada for their support and confidence in allowing me to

reach this very important office. My mission over the next twelve months will be to carry on the fine traditions and leadership standards laid down by our past Grand Masters, for whom I have the utmost respect. This I have pledged to do to the best of my skill and ability. The Cryptic Rite Order has always held a fascination for me and I’m sure that everyone who has ever proceeded through the Degrees of Cryptic Rite would agree that there are none more beautiful and interesting following through the completion of a story – a Masonic allegory, the story of the “Preservation of a Word”. I have always believed in the “”Team” concept in my experience with the belief that “The whole is but the sum of its several parts” and that no man is a pillar unto himself, recognizing that each player brings certain strengths to an organization and it is that collective strength that is the path to making a difference and I’s proud to say to my personal knowledge, that we have in our midst, Companions with those special strengths all of which makes us a Grand Council to be reckoned with, alongside the Central and Eastern Grand Councils. To that end, I want to first single out our Grand Recorder, RIC Jerry W. Kopp, who is now well established in that office and doing an excellent job. He is a superb Administrator who operates what can be referred to as the “nerve centre” of the Grand Council where communication throughout the Councils of Western Canada, ebb & flow. To facilitate the administration of his office, Recorders please note that it is imperative that all established correspondence deadlines be met without delay and without excuse. Secondly to our Grand Inspectors General. They are extremely important to me and provide for a Grand Council presence among the Councils in their respective Provinces. Clear lines of communication between them and the Grand Recorder will be expected. They frankly represent me in each Province and they can count on my support and assistance wherever and whenever its needed. I would also ask each Grand Inspector General to familiarize themselves with the Cryptic Rite Charitable Foundation on the web and to explain and promote its value to their Councils with encouragement to make charitable contributions within their means. I would also expect them to be mindful of the importance of recruitment of new members, the lifeline of our Order, and ensure that every effort is made by their Councils to attract new members. Thirdly, Summonses are a very important Communication link between Councils and The Grand Council and I would ask the Recorders of each Council to ensure that copies are regularly forwarded to the Grand PCW, Deputy Grand Master and myself. Summonses provide us with an important method to determine the general health and welfare among the Councils, and respond or join important events such as Anniversaries, Field days, etc., if possible. Fourth, the Grand Council Website under the direction of the very able RIC Jim Whyte is considered to be of high value to Grand Council. Recorders please ensure that any items that may be of general interest are forwarded to RIC Whyte, who

My official travel itinerary is nearly completed and will be posted on the website in due course for your information. It will be a pleasure to revisit the Council venue’s in Western Canada again. In conclusion, make every effort to ensure that your year in office is an enjoyable one as it will pass by quickly I can assure you, and always “Think about Tomorrow – Yesterday’s Gone” in your daily lives, try to follow these words to live by:
