1. General

The “GreatSun-3DEnCad” platform is a Three Dimensional, Web-based Geographic Information System (3D WebGIS), which has been developed using open source technologies, in the context of the Project “2014 - 2020 INTERREG IPA CBC Greece - Albania GREAT SUN - GREece and Albania Towards SUstaiNability”. It is an innovative platform, for management and visualization of 3D building data for the Municipalities of Nikolaos Skoufas and Ziros, and it is expected that at the near future it will also host relevant data from the Municipality of Vlora in Albania.

The buildings have been modelled using 3D modelling software, following international standards and formats for their storage and exchange. As a next step, data related to the energy status of the buildings (which also resulted from the analysis of initial data), as well as cadastral data, have been incorporated to the buildings as attributes. The buildings’ input in the platform was successfully implemented by using open source libraries, which are presented at the Annex. During this process, various problems and incompatibilities related to georeferencing and textures’ preservation have been faced and solved.

The operation of this platform is based on the pilot of modelling, importing and visualising of 5 buildings with different level of detail (LoD2 και LoD3) from each Municipality and it supports both spatial and non-spatial characteristics of them. Among others, the user may perform the following:

§ 3D visualization of the buildings, § Interaction through tools that enable rotation, zoom, pan and navigation at the 3D space, § Supporting techniques for information dissemination (cashing, pooling, etc.), § Change languages between Greek and English, § Change base maps, § Data search and visualisation based on pre-defined criteria, § Visualisation of various information and reports related to the semantical characteristic of the

building (position, photos, energy classification, usage, ID, cadastral information, etc.), § Visualisation of both terrestrial and aerial photographs, as well as photographs from thermal

cameras, § Grouped and stand-alone visualization of building(s) based on multiple criteria (location,

Municipality, energy classification, usage, etc.), § Report print of the energy data and cadastral data per building, § Scenario performance related to the energy update of the building with regards to economic

criteria, § Calculation and vsualisation of statistics and related diagrams and charts at Municipality level.

The platform supports multilanguage content and user interface, which is an important component of cross border projects.

2. Platform Interface

At the following paragraphs, a short description of the interface tools is presented, followed by a series of relevant screenshots to help the user to better understand the usability of the platform.

The initial screen is at a zoom extent where all the buildings that were studied and modelled in the context of this project appear (Figure 2).

At the upper side of the platform, the logos and the official name of the Project are placed, as well as the logo of the partners that are involved in it. At each one of the logos, the corresponding hyperlink is added to facilitate the link to the Project’s and Municipalities’ websites.

In the same menu bar, at the upper right side, there is an icon with question mark, from which the user may download the User Manual in .pdf, both in Greek and English. The platform is multilingual and currently supports two languages: Greek and English and allows switching between them, from a button placed on the upper right corner, as depicted in Figure 4. Once, the preparation of relevant building and energy data is completed for the Albanian partner, those will be incorporated in the platform and the option of Albanian language will be added in the platform.

At the downside of the platform, on the left, the funding of the Project is mentioned (Figure 5), while at the right, the webpage disclaimer is placed (Figure 6).

The platform includes base maps and allows switching between them. Currently, three options from base maps may be activated: the Open Street Map, the orthophotos from the Hellenic Cadastre, as well as Sentinel-2 satellite images.

The 3D WebGIS platform includes background data, and specifically various cartographic base map options, to change between them, buildings’ data, as well as their metadata. What is more, the user has tools to navigate in the 3D viewer, namely: move around, zoom in/ out, scale, pan, rotate, etc., as

well as the North arrow (Figure 11). The platform supports the three-dimensional visualisation of the buildings, which is performed in various level of details and scales, depending on the zoom level that the user chooses. What is more, the “HOME” button allows the user to return to the initial zoom extent.

At the left part of the graphic user interface, there is the menu with the thematic layers and the filters of the platform (Figure 12).

As presented in the following figure, the user may choose the country and then, the Municipality where the building belongs to. The platform supports specific filtering and selection services based on

predefined questions. By selecting “Greece” as the country, the two Municipalities that participate at the project in Greece; Municipality of Ziros and Municipality of Nikolaos Skoufas, appear. Then, when selecting one of those, the buildings that belong to it appear. The user may select one or multiple buildings from the results of the filter and when clicking on one of them, the screen zooms in to its extent.

In Figure 13, a search for buildings that are in the Municipality of Nikolaos Skoufas and are classified in Class C, are presented. The result of this search is two buildings. Figure 14 shows the zoom extent in one of the two buildings when the user clicks on it at the results window. The building of the Former Town Hall of Neochorio is modelled in Level of Detail 2 (LoD2).

The filters/ criteria have been grouped with regards to the energy characteristics of the buildings, their construction details, as well as their usage. What is more, the platform supports the selection of the scenario for the energy update of the building (taking into account the scenario that have been studied and developed in the context of the project), considering economic criteria. Lastly, at the filters’ menu the user has access to statistics related to the annual energy behaviour of the buildings.

The criteria related to the construction details of the building refers to the type of load bearing masonry, floor and roof type, as well as the openings’ type (Figure 15).

Figure 16 represents the result of a search based on the Municipality that the building(s) belong to and a specific type of load bearing masonry.

Figure 17 depicts the visualisation of a search result in Open Street Map base map.

Figure 18 presents the search results with criterion set on the opening types, which may have two values: wooden frames and aluminium frames. In this search, the municipality is not defined, and thus, the buildings with aluminium frames from both Municipalities appear on the results list.

It is noted that, at the results’ list, next to each building, a colourful rectangular icon appears, which denotes the energy class that the building belongs to. Those colours are in similar tones to those used in the corresponding classes of the energy certificated. What is more, net to this rectangular, an icon for information {I – Energy Data info] appears, where the user moves the cursor on the corresponding building name. This icon pops-up a table/ report containing all the information related to this building that has been collected and processed in the context of this project (Figure 19).

The platform supports the 3D visualization of the buildings, as well as the navigation through them in different zoom in and zoom out extents, according to the user’s choice (Figure 22).

At the filtering category regarding building’s usage, three are the dominant usages observed in the context of this project: primary and secondary education, as well as offices. Figure 23 presents the result of search for secondary educational buildings belonging to the Municipality of Ziros, as well as the 3D visualization of one out of the two resulting buildings.

At the filtering category regarding the energy update alternative scenarios a fixed cost has been selected and based on that, two categories have been formed: the scenarios with cost bigger than 100.000 € and those with cost smaller than 100.000 €, as depicted in Figure 24.

What is more, the platform also provides the user with statistics regarding the annual energy behavior of the buildings, per Municipality, as depicted in Figure 26. It is noted that it is a prerequisite for this filter to run, to have selected the Municipality.

At the same window, there is an extra button “CHARTS” which redirects to a new page, where diagrams per Municipality summarize the dominant construction characteristics, energy classification and building usage, as depicted at the following two Figures.

Last but not least, in order to provide the user with a smart and efficient tool that will provide him with the most important energy and technical information regarding the building, while he/ she is navigating through the 3D viewer, a pop-up window appears, when the user clicks on a building and selects it, as presented in Figure 29.

At the window that appears with black colour, it is possible that the user may see photos that have been captured during the sire visit. Photos are both terrestrial and aerial. Specifically, when selecting the first icon from the left, next to the camera icon (which is used to go at a zoom extent on the screen where the whole building element is visible), photos captured by the camera are shown, while by selecting the second icon, photos from the thermal camera appear (Figure 30 and 31).
