Cleisthenes 500BC+-

Gave more power to Athens's citizens by taking it away from the rich and dividing the power equally between 10 “tribes” of citizens.

Council of 500: 50 men from each tribe served for 1 year to make laws by majority vote.

Limited Democracy

Athens’ democracy was a Limited democracy

= a democratic government that was only represented by citizens,

but not everyone can be a citizen!
