Current: DCHA intends to select Greenleaf District Partners: Pennrose, EYA, & Bozzuto and seeks
Board Approval to enter into a six month negotiation period with them.
2015-2017: Master Planning & Engagement with Greenleaf Residents and neighborhood stakeholders.
2018: Request for Qualifications (RFQ) for Housing Community Co-Developer Ten(10) respondents.
2019: DCHA Request for Proposals (RFP) Five (5) proposals were received.
2019: Public presentation by respondent teams to Greenleaf residents and community stakeholders.
2020 Best and Final Offers (BAFO) to the top four (4) proposers.

Greenleaf Advisory Council provided a voice for
the community, kept residents and neighbors
informed with accurate information, and their
input helped shape the RFP goals
Development Partner Selection Greenleaf District Partners’ Proposal (Pennrose, EYA, & Bozzuto)
Two Build first options located within the Southwest neighborhood. Plus
other available temporary relocation options at the discretion of DCHA
1:1 replacement for the existing 493 public housing units + additional
affordable units.
Program includes a variety of phasing options that incorporate
both permanent and temporary moves within the neighborhood at
the discretion of DCHA.
All proposed replacement units are located within the Southwest
neighborhood.
With the exception of a new, all affordable new senior building, it has been
proposed that there will not be concentration of affordable replacement
units of greater than 30% in one building. A proposed homeownership
component is also a part of this team’s proposal.
Key design elements incorporate ground level retail/community space
to maximize sidewalk activity and eyes-on-the-street security.

Why this Partner? Strengths of Greenleaf District Partners’ proposal to DCHA
Partnership structure that anticipates long-term, meaningful DCHA
ownership/participation/management which aligns with DCHA goals
Provided a proposal with limited reliance on constrained District
competitive funding sources. Financing will vary on a component by
component basis. Sources include 4% Low Income Housing Tax
Credits with tax exempt bond financing, developer equity, third party
equity and third party debt.
