debate, Mahoney and Sheehy discussed the agreement and confirmed it during a telephonec o n v e r s a t i o n .
• During the Feb. 28 debate,
both candidates asked the agreed-
upon questions.
During the debate, Sheehyasked Mahoney about his positionon the construction of replacement housing off East Avenue for
University Heights residents. Mahoney campaigned in part arguingthat Mahnke had supported construction plans that would overde
velop that site.
Mahoney later asked Sheehy tocomment about the Greens' posi
tion on open government, givingSheehy the opportunity to attackC l a v e l l e a n d t h e Bo a r d o f A l d e r
men on a key Greens criticism ofthe incumbent city government.
The questions the two askedeach o the r . . . wo rked to the ad
vantage of Mr. Mahoney and ourcandidate and to the disadvantageof the Progressive Coalition's can
didate, the Greens said in theirs t a t e m e n t .

Mahoney said Saturday night.Someone delivered a copy of thestatement to Mahoney on Satur
day, he said.
Mahoney denied arrangingquestions beforehand with Sheehy,b u t s a i d t h a t h e d i d t a l k w i t h
Sheehy earlier that day. '1 did notapproach him. I ran into himdown town . I had no idea he was
going to be there. I asked him howit was going and that was abouti t .
Mahoney also confirmed that
he did talk with Sheehy by tele
phone later that night. We hadn'treally made any understandingearlier in the day. We talkeda b o u t t h e i s s u e s w e h a v e t a l k e d
about openly and upfront allthrough the campaign. We did notrehearse questions. I didn't goover my questions with anybody.
Sheehy, who campaigned ont h e t h e m e t h a t t h e G r e e n s s t a n d
for open government, refusedc o m m e n t o n t h e G r e e n s '
s t a t e m e n t . I h a v e n ' t s e e n w h a tyou received today. I haven't seentha t documen t so I can ' t commen t
at this time, he said.
The Greens said they decidedt o d i s c l o s e t h e d e a l b e c a u s e t h e
party wanted the public to knowthe arrangement was made without approval of the party as awhole. ... we thought that we hada responsibility to make knownwhat happened both to Mr.Mahnke and the res iden ts o f Ward
1, Plecke nstein said.
Mahnke applauded the Greens'd i sc losure : I 'm comple te l yshocked that Mr. Mahoney, Mr.
Sheehy and Ms. Baird would collude against the public to rig an
open debate. Under any circumstances this kind of deal-makingd o e s a n i n c r e d i b l e d i s s e r v i c e t o
the public. Given the closeness ofthe election, this is nothing shortof an outrage.
Clavelle cautiously criticized
Mahoney. I think most observersof local politics would recognizetha t th is i s no t the firs t t ime tha t
there has been collusion ... to work
against the Progressives. ... If thestatement reflects the reality, it's
pretty sleazy, he said.
Bea Bookchin, who was anunsuccessfu l cand ida te in Ward 6
as a member of the Burlington
Greens, said Baird did not mention anything to her at the debateabout an agreement. Baird andBookchin sat together at the deb a t e .
However, Bookchin said Saturday she was no longer a memberof the Burlington Greens — a
position she indicated she took asa result of a dispute over the
veracity of the events that led upto the debate.
