Next Issue – Social Security Numbers
1. ACA requires us to report coverage information to IRS
next year a. Includes those who have coverage and those who waive
b. Includes dependents (medical coverage only for now)
c. Individuals and carriers also have to report coverage
d. SSN is needed for IRS data match to track and levy
individual mandate payments and employer penalty
payments
e. Multiple outreach efforts – COS and carriers
f. Updates can be made in MySacCounty and BenefitBridge,
paper as a last resort
g. SSN’s will be requested to be provided within 60 days of
birth/adoptions.

Future Items
1. Health Savings Accounts and High Deductible Health
Plans: a. Still valuable in the near term
b. Gives individuals additional flexible offset funds into retirement
c. Still impacted long term by Cadillac tax if kept inside payroll
2. Impact of the ACA’s Excise “Cadillac” Tax a. Comes online for Plan Year 2018
b. Tax is 40% of every dollar over $10,200 ($850/mth) for single
coverage and $27,500 ($2,292/mth) for family coverage.
c. Not likely for COS plans in 2018, but shortly thereafter- impact
on other entities will set the tone

3. Full Scale Wellness Design Justification a. Carriers have to begin analysis of COS “health priorities” and
their wellness resources to provide maximum impact
b. Includes review of best wellness practices elsewhere (not just
Public Sector)
c. Requires health data and multiple costing scenarios over diverse
wellness options to begin discussions
4. Develop Discussion Framework a. Long term discussions required to build wellness into our
employment environment
b. Structure for discussions is needed to address multiple topics in a
workable manner
