NOTE :-

1. Read the Guidelines carefully before filling HAF.

2. HAFs is to be filled either online at hajcommittee.gov.in or through android mobile app "HAJ COMMITTEE OF INDIA" available on Playstore [Download]. Applicants willing to fill Haj Application manually may download Haj Application Form, Guidelines for Haj and Pay-in-Slip etc. from the website of Haj Committee of India at hajcommittee.gov.in

3. No drirect application should be sent to HCoI, Mumbai. Any HAF submitted directly to HCoI shall be INVALID. All such Application forms will neither be retured to the applicant nor forwarded to the concerned SHC.

4. The pilgrims will be charged Airfare on actual basis as decided through tender by Ministry of Civil Aviation (MoCA). However, pilgrims are permitted to opt the nearest cheaper option Embarkation Point if they so desire.

5. The expenditure for Haj pilgrimage mentioned in the Guidelines is liable for change as per charges announced by the concerned agencies from time to time.

6. The last date for submission of HAF to the concerned SHC is 17th November, 2018.

7. Ask for Acknowledgment from SHC on submission of application. Obtain cover number from SHC, without fail.

8. Photograph pasted on HAF and one submitted / attached with Passport should be same. This would avoid confusion, especially during scrutiny and endorsement of Haj Visa. Photographs submitted should be of Front pose comprising 70% face, of size 3.5cm x3.5cm, in colour, having white background, with name and passport number written on its back.

1. GENERAL INFORMATION :

i) Th e w ork re late d to m anage m e nt of H aj pilgrim age h as be e n trans fe rre d from Minis try of Exte rnal Affairs to Minis try of Minority Affairs w .e .f. 1s t Octobe r, 2016.

ii) H CoI is e m pow e re d to m ak e arrange m e nts for th e pilgrim s only in India unde r th e pre s e nt norm s . Various oth e r age ncie s are as s igne d diffe re nt role s in m ak ing arrange m e nts for H aj. Cons ulate Ge ne ral of India in Je ddah (h e re inafte r re fe rre d to as CGI) h as th e re s pons ibility to look afte r th e pilgrim s and to re dre s s th e ir grie vance s on re ach ing Je ddah / Madinah Munaw w arah airport and w h ile th e y are in th e Kingdom of Saudi Arabia (h e re inafte r re fe rre d to as KSA). Minis try of Civil Aviation is th e nodal age ncy re s pons ible for air trans portation of pilgrim s and th e ir be longings to and from th e KSA. H CoI is com m itte d to m onitor th e facilitie s m ade available to th e pilgrim s , h e nce , any s h ortcom ings m ay be brough t to its atte ntion for re dre s s al.

iii) In th e conduct of H aj affairs , H CoI h as adm inis trative re lations w ith th e State / Union Te rritory H aj Com m itte e s (h e re inafte r re fe rre d to as SH Cs ) only and NOT w ith any private individual, age ncy or as s ociation. Pilgrim s s h ould not fall pre y to any s uch individual, age ncy or as s ociation claim ing to w ork for or on be h alf of H CoI.

iv) Th e de tails of am ounts to be paid by pilgrim s th rough bank , are notifie d by th e H CoI on its w e bs ite , th rough Circulars to SH Cs and by SMSs . No am ount is to be paid to any private individual, age ncy or as s ociation. 2. "ONCE IN A LIFE TIME H AJ TH ROUGH H AJ COMMITTEE OF INDIA" :

An individual can pe rform H aj th rough H CoI only "once in a life tim e ". H ow e ve r, H aj Re pe ate r is e ligible as a Me h ram of a fe m ale pilgrim or com panion of age 70+ pilgrim , if no oth e r Me h ram / Com panion (w h o h as not pe rform e d H aj th rough H CoI) is available and if h e /s h e pays actual airfare as de cide d by Minis try of Civil Aviation and Re pe ate r Vis a Fe e s (SR.2000) applie d in Saudi Arabia. H aj Re pe ate r is a pe rs on w h o h as alre ady vis ite d KSA for th e purpos e of pe rform ing H aj. In cas e , th e lady pilgrim or age 70+ pilgrim cance l th e ir pilgrim age , th e n th e s e at of s uch Re pe ate r s h all als o s tand cance lle d autom atically. 3. AVAILABILITY OF H AFs W ITH GUIDELINES :

4. ELIGIBILITY FOR H AJ :

H aj is obligate d on Mus lim s h aving ph ys ical and financial ability to pe rform H aj. H aj pilgrim age is ph ys ically de m anding and involve s arduous journe y from one place to anoth e r on fe e t and by various oth e r m ode s of trans port and to be pe rform e d on a fore ign land in th e K ingdom of Saudi Arabia. As pe r Ge ne ral Saudi guide line s on e ligibility to pe rform H aj or Um rah . H aj pilgrim s h ould be fit in various as pe cts , financial, ph ys ical, be h avioural and m e ntal. As s uch , any Mus lim citiz e n of India can apply for H aj pilgrim age e xce pt;

i) Any pe rs on not in pos s e s s ion of m ach ine re adable valid Indian inte rnational pas s port is s ue d on or be fore 17th Nove m be r, 2018 and valid at le as t upto 31s t January, 2020.

ii) Ban on Re pe ate rs : A pe rs on w h o h as pe rform e d H aj e arlie r in h is /h e r life th rough H CoI e xce pt pe rm itte d cate gorie s of Me h ram and th os e accom panying a 70+ pilgrim s on th e bas is of appropriate s ole m n de claration and unde rtak ing.

iii) Any pe rs on found to h ave furnis h e d fals e inform ation s h all not be allow e d to proce e d for H aj. In s uch cas e s , h e /s h e w ill be dis q ualifie d at any s tage and off-loade d e ve n at th e Em bark ation Point. Th e e ntire am ount de pos ite d by h im /h e r s h all als o be forfe ite d. Be s ide s , h e /s h e m ay be pros e cute d for m ak ing incorre ct/fals e de claration. Th e s e re s trictions w ill als o apply for conce aling th e fact of h aving pe rform e d H aj e arlie r as w e ll as for H ajj-e -Badal pilgrim s .

vi) Ladie s in th e advance d s tage of pre gnancy. Th e inte rnational flying norm s w ill be com plie d w ith in cas e of pre gnant w om e n in th e advance d s tage of pre gnancy. In s uch cas e s , th e y m ay be re q uire d to obtain Trave l Fitne s s Ce rtificate from th e Me dical Office r of th e conce rne d Airline s .

vii) A pe rs on agains t w h om any Court h as is s ue d an Orde r proh ibiting h im /h e r to trave l abroad e xis ts .

5. SUBMISSION OF PASSPORT : 5.1 W ith re gard to date s for s ubm is s ion of pas s port, applicants are groupe d as follow s :

Group One :

All applicants from :

18. EMBARKATION POINTS : Embarkation Point for a particular pilgrim is decided on the basis of present residential address given in the HAF and not the address mentioned in the passport. For Haj- 2019, the pilgrims will be charged Airfare on actual basis as decided through tender by MoCA. However, Pilgrims can choose the nearest economical Embarkation Point (EP), if they so desire as per the following table. The last year's actual basic fare(including Airport charges and services tax) indicated in the following table are only for Guidance of the Pilgrims. Please note that these fares are only indicative and actual Airfare for Haj-2019 may differ from these depending on the rate discovered through Air Charter bidding. No change of Embarkation Point is permissible, however, in case of number of passengers travelling from an Embarkation Point goes above or below the economic operation of the Air Charter services, the HCoI reserves the right to re-allocate the passengers to any other Embarkation Point in the interest of smooth Air Charter operations. The Embarkation point shall also be the disembarkation point on return journey. There shall be one Embarkation Point for a Cover. The pilgrims have to choose the Embarkation Point as specified in column no.3 and 4 in front of their district and has to pay accordingly.

During Haj 2018, only 118 pilgrims opted for Indore Embarkation Point, there was no bidding done by the Airlines. Subsequently, Indore was not considered as Embarkation Point for Haj - 2018. However, Haj Committee of India has favourably considered the requests received from various quarters to re-allocate Embarkation Point on the basis of distance of State/Districts from the nearest Embarkation Point. The newly finalized Embarkation Points in terms of distance of State/Districts from a particular Embarkation Point are as follows.

[Example]: Pilgrims of Srinagar have to choose Embarkation Point between Srinagar and Delhi. If they choose Srinagar, then Airfare will be approximately Rs.1,11,583/- per person and if they choose Delhi then the Airfare will be approximately Rs. 77,195/- per person. Pilgrims of Srinagar shall not select any other Embarkation Point except Srinagar or Delhi. Embarkation Point once selected can not be changed later on as tendering will be done accordingly.
