The state of Gujarat being the leading industrial state of the country, it is quite amazing for Gujarat to possess a place among leading states in the country so far as livestock wealth and development are concerned. As a matter of fact the state of Gujarat is blessed by nature to have diversified ecology in the form of habitat of many unique animal species like Kankrej and Gir cattle, Mehsani, Surati, Jaffarabadi and Banni buffalo, Asiatic lion, Gudkhar wild ass, Flamingo etc. The state also provides substantial livelihood to the people by Animal Husbandry. Dairy Farming being the main activity in Animal Husbandry, state boasts of the most vibrant dairy industry and well established dairy infrastructure in the country. The entrepreneurial spirit of people of the Gujarat, be it in a Private, Co-operative or Public sectors is best expressed in the field of Animal husbandry too. AMUL, the most successful consumer brand, is the prime example of the entrepreneurial endeavour of the people of Gujarat, Which is explained by 42.66 lacs families dependant on livestock as primary or secondary source of income.

In our state, 11.21 lacs animal keeping families are from tribal area whose major source of income is animal husbandry. With the help of Planning Commission-Government of India and Government of Gujarat, GLDB is implementing the Breed Improvement Programme in 43 tribal Talukas of state. Out of Rs. 10631.00 lacs provided under BIP, GLDB has utilized Rs. 6416.74 lacs and achieved 60.35% financial target under various components of BIP. As compared to the year 2013-14, 2014-15 has seen noticeable increase (10.99%) in Artificial Insemination (AI) by 684 Gopalmitra centres across the state which has generated self employment to unemployed rural youths. During 2014-15, GLDB has achieved 2,42,875 AI in the state. State Frozen Semen Production and Training Institute (SFSPTI) - Patan has produced 18,04,795 Frozen Semen Doses (FSD) of various breeds during 2014-15 and supplied Frozen Semen Doses to AI centers of state government and Gopalmitra centers. Training institute of SFSPTI - Patan and Technical Training Centre (TTC) - Morbi has imparted training to 167 administrative staff of department, refreshers training to 235 existing AI workers and Basic AI training to 136 private AI workers. Having all these efforts harnessed, our motto is to make Gujarat a leading state among milk producing states of India. I would like to appreciate and congratulate all the officers and employees of GLDB for their sincere efforts in preparation of Annual report 2014-15.

Since its establishment, Gujarat Livestock Development Board is

painstakingly trying to achieve its prime objective of promoting scientific

breeding of Cattle and Buffalo in the State. Therefore it invests greater

attention and efforts for breeding of its indigenous breeds of cattle and buffalo.

Gujarat Livestock Development Board is a State Implementing Agency

(SIA) for implementation of centrally sponsored schemes like National Project

for Cattle and Buffalo Breeding (NPCBB), National Project for Bovine Breeding

and Dairy Development (NPBBDD) and Livestock Insurance Scheme (LIS) in

the state. GLDB has established efficient breeding network for door step A.I.

services, supply of high pedigreed and disease free bulls and Frozen Semen

Doses in the State.

Right now GLDB is implementing NDP-I, BIP, National Livestock Mission

(NLM – Risk Management and Insurance), NPBB, Genome Sequencing, RKVY

and ET laboratory in Saurashtra region.

Gujarat Livestock Development Board is looking forward for development

of animal husbandry sector in the state through implementation of various

State and Centrally Sponsored projects/schemes.

It is my privilege to thank the Ministry of Animal Husbandry and

Dairying, Government of India for financial assistance and approval of the

activities of the board. Government of Gujarat has also sanctioned various

schemes under expansion of GLDB and generously provided manpower to

achieve goals of the institute. I heartily thank Hon. Minister of Agriculture,

2. ABOUT GUJARAT LIVESTOCK DEVELOPMENT BOARD (GLDB) - GANDHINAGAR

Gujarat Livestock Development Board was established in the year 2002, with prime objective to promote scientific breeding of Cattle and Buffalo in the State. GLDB was established as a State Implementing Agency (SIA) for implementation of National Project for Cattle and Buffalo Breeding (NPCBB). Providing door step AI services to the animal owners, being the prime objective, GLDB provides required inputs for development of infrastructure facilities for efficient AI services. It also provides assistance in distribution of Frozen Semen Doses, LN2 transport and related ancillary facilities to the AI centers of the Department of AH and private AI centers established by GLDB as Gopalmitra centers in entire state. GLDB extends AI services through 684 Gopalmitra centers and 4 Cattle and Breeding Farms throughout the State. GLDB is implementing Breed Improvement Programme in tribal areas of the state to conserve indigenous breeds, enhance production of milch animals and educate people associated with animal husbandry. Under this project GLDB has organized fertility improvement camps, established AI centres and LN2 depots and carried out extension activities in the 43 tribal talukas of the state. Under National Dairy Plan–I GLDB is implementing Strengthening of Semen Station – Patan project approved by World Bank through NDDB - Anand. GLDB plays a key role in conservation, breeding and improvement of indigenous breeds of Cattle and Buffalo through Cattle Breeding Farms located at Bhutvad, Rajkot (for Gir cattle); Mandavi, Surat (for Kankrej cattle); Thara, Banaskantha (for Kankrej cattle) and Bhuj, Kutch (for Kankrej cattle). GLDB also plays vital role in conservation, breeding and improvement of Banni buffalo, recently identified as independent buffalo breed by NBAGR - Government of India, at Buffalo Breeding Farm – Bhuj, Kutch. The State Frozen Semen Production and Training Institute - Patan, equipped with state of the art technology and infrastructure, produces Frozen Semen Doses and supplies them under stringent quality norms. It has been accredited as Grade “A” institute by Central Monitoring Unit constituted by Government of India. It has achieved substantial growth in production and sale of high quality Frozen Semen Doses during 2014-15. It has also supplied Frozen Semen Doses to various state and national agencies for their breeding programme. The Training Institutes of Morbi and Patan are instrumental in providing manpower development under centrally sponsored NPCBB project and RKVY schemes of Department of Animal Husbandry, Government of Gujarat. They have organized various training programmes for Para-vet workers, Private AI workers, Livestock Inspectors and Officers of Department of Animal Husbandry, Gujarat. GLDB is implementing Livestock Insurance Scheme to safeguard the economic losses suffered by livestock owners against eventual loss of their valuable animals. At present, total 15 Districts of the state are covered under the scheme.

3. OUR ACTIVITIES AND ACHIEVEMENTS (I) Breed Improvement Project in Tribal Area

Financial Provision: Rs. 106.31 Crore (Rs. 74.42 Crore Sanctioned by State Govt. and Rs. 31.89 Crore Sanctioned by Central Government under OTACA – One Time Additional Central Assistance).

Major activities covered under this project:

(1) Upgrading existing Cattle Breeding Farms to Bull Mother Farms Under this scheme two Cattle Breeding Farms (CBF) viz: CBF - Thara and CBF - Mandavi are to be upgraded as Bull Mother Farms (BMF) with the prime objective to produce male calves with superior germ plasm. CBF - Thara is to be upgraded for Kankrej cattle and CBF - Mandavi is to be upgraded for Mehsani buffalo. Construction at BMF - Thara

(2) Establishment of new AI centres Under this component 340 AI centres were established in tribal districts by 6 District Co-operative Milk Producer’s Unions to increase the coverage of AI services in tribal belt of state.

(3) Establishment of mobile AI centres 43 vehicles (LMV) were put on outsourcing basis as mobile AI centres in 43 tribal talukas to provide quality AI services to the farmers at their door step.

(4) Establishment of LN2 depot and purchase of two tanker vehicles with cryogenic tank for transportation of LN2 To make LN2 available throughout the year, 3 LN2 silos of 10,000 litres capacity were established during the year 2014-15 by GLDB in tribal districts of the state.

(6) Castration of scrub bulls To prevent deterioration of germplasm through scrub bulls, 94798 scrub bulls were castrated by outsourced agency selected by implementing agency i.e. Gauseva and Gauchar Vikas Board – Gandhinagar.

(7) Replacement of Bulls for Natural Service and Construction of Bull Shed (Nandi Ghar) To breed animals with elite bulls having superior germplasm, 206 elite bulls were purchased and distributed to the Gram Panchayats / NGOs / local Co-operatives for natural service by implementing agency i.e. Gauseva and Gauchar Vikas Board - Gandhinagar.

(8) Rearing of AI born calves AI born calves having superior germplasm had to be selected by 7 District Co-operative Milk Producer’s Unions and to be reared for breeding purpose to improve the genetic status of the livestock of tribal belt of the state. 12294 calves were registered under this component for rearing by District Co-operative Milk Producer’s Unions during the year 2014-15.

(9) Lay Inseminator training

To carry out quality AI work, lay Inseminator will be provided with one month training for Artificial Insemination work at Co-op. Dairy Unions or SFSPTI – Patan.

(10) Information Education Campaign Large scale extension of technical and schematic information regarding animal husbandry was done by organising exhibitions during Vibrant Gujarat – 2015.

(II) National Dairy Plan-I (NDP-I)

National Dairy Plan-I, funded by World Bank, implemented by National Dairy Development Board – Anand had awarded the sub-project “Strengthening of Semen Station – Patan (SSS – Patan)” to GLDB as End Implementing Agency (EIA). The sub-project has various components and financial provisions as mentioned below –

Under the project the first instalment of Rs.153.00 lakhs has been allotted by PMU - NDDB. Sub-components were at various stages of implementation. Procurements under sub-components: Lab equipments and Farm machinery were being executed under Frame work Agreement (FA) and Shopping methods of procurement as prescribed under World Bank guidelines of purchase procedures.

Cold Handling cabinet was purchased by FA in the month of March 2015 and other proposals of purchase of other equipments and machineries were at the final stages of approval to be procured in the financial year of 2015-16.

The process of finalising the Structural and Architectural consultant was initiated which will be completed in 2015-16 for the civil work to be completed.

Cold Handling Cabinet (III) LN2 Transport and Distribution System Uninterrupted supply of liquid nitrogen (LN2) is a key to the success of any AI programme. GLDB has established an efficient Liquid Nitrogen Bulk Storage and Transport system. The system consists of frozen semen banks located at Mahesana, Haripura (Surat), Mahetapura (Himmatnagar), Rajkot and LN2 storage facilities at Mahesana, Haripura (Surat), Mahetapura (Himmatnagar), Rajkot, Vadodara, Junaghadh, Bhuj, Palanpur, Kawant (Chhotaudepur) and Shamlaji (Aravalli), which ensure uninterrupted delivery of inputs to artificial insemination centres under various agencies in the state. GLDB has also identified eight sites in tribal areas of the state for the installation of LN2 storage tanks under BIP and is on the verge of completion.

LN2 Storage tank at Himatnagar LN2 Storage tank at Mehsana Liquid nitrogen was sourced from Gujarat Co-operative Milk Marketing Federation Ltd. – Anand. Total 8.19 lakh litres of LN2 was distributed in the state during the year 2014-15.

(V) Man Power Development at Patan and Morbi Training centres

GLDB has two training centres viz: (1) State Frozen Semen Production and Training Institute – Patan (2) Technical Training Centre – Morbi, that have played major role for Man Power Development under centrally sponsored National Project for Cattle and Buffalo Breeding (NPCBB) and Rashtriya Krishi Vikas Yojana (RKVY) of Department of Animal Husbandry, Gujarat. Both the training centres are having modern facilities to impart training to the participants on all aspects of Animal Husbandry and allied topics. They are organizing in house training on different subjects as per the requirements.

Technical Training Centre – Morbi State Frozen Semen Production and Training Institute - Patan

The professionals were trained on treatment of infertility, Frozen Semen technology, breeding soundness of bulls etc., while Para-workers/Private AI workers (Gopalmitra) and Livestock Inspectors were trained primarily to refresh the skills and upgrade knowledge of artificial insemination technique.

Practical training at Technical Training Centre - Morbi

(VI) Cattle/Buffalo Breeding Farms Objectives of the cattle/buffalo breeding farms are to conserve, breed and improve indigenous breeds of Gujarat region. There are five different farms for indigenous animals in different regions of the state. GLDB is providing technical support and taking care of operational activities of farms. At present there are four cattle breeding farms and one buffalo breeding farm under Gujarat Livestock Development Board. They are Cattle Breeding Farm - Thara, Banaskantha (for Kankarej cattle); Cattle Breeding Farm - Bhuj, Kutch (for Kankarej cattle); Cattle Breeding Farm - Mandvi, Surat (for Kankarej cattle); Cattle Breeding Farm - Bhutvad, Rajkot (for Gir cattle) and Buffalo Breeding Farm - Bhuj, Kutch (for Banni buffalo). Fodder crops at various farms

(VII) State Frozen Semen Production and Training Institute - Patan

The State Frozen Semen Production and Training Institute - Patan was inaugurated on 23rd June, 2010 at Patan. The whole project was funded by Government of India under ‘National Project on Cattle and Buffalo Breeding’ (NPCBB Phase I).

Infrastructure Facilities:

The institute has about 91.23 hectares of land which is covered by wire mesh fencing. Bio security zone is covered with separate white wire mesh fencing which includes Laboratory building, Bull sheds and Collection shed. Institute has Administrative building with Auditorium, Conference Hall, Training Hall and Staff office. Hostel Building, Security room and Bio-security Change Room are other structures existing outside Bio-security zone.

Hostel - Patan Administrative Building - Patan This is the only semen processing laboratory in India with clean room technology (HVAC), to produce and to supply Frozen Semen Doses for Artificial Insemination to various institutes under Department of Animal Husbandry and Dairy Co-operatives in the State. The institute has been accredited "A grade" by the Central Monitoring Unit constituted by Government of India.

(VIII) Livestock Insurance Scheme (LIS)

The scheme was launched by Central Government with 100% central assistance in year 2005-06 with objective to safeguard animal owners against economic loss due to death of their productive animals. In Gujarat, the scheme was launched in 2006-07, initially covering 6 districts of the state. At present, total 15 Districts are covered under the scheme. They are Banaskantha, Sabarkantha, Mehsana, Ahmedabad, Panchamahal, Kheda, Vadodara, Surat, Navsari, Valsad, Dang, Bhavanagar, Junagadh, Rajkot and Kutch.

The scheme provides 50% subsidy on the cost of premium, up to 2 milch animals per household for one year and three years insurance coverage.

(IX) Genome Sequencing for the breeds of Gir cattle and Jaffarabadi buffalo

The project on Genome Sequencing of Gir cattle and Jaffarabadi buffaloes was initiated with the objective to identify Single Nucleotide Polymorphism (SNPs) in the genome that are responsible for production, reproduction, disease resistance and other important traits in two indigenous breeds that are Gir cattle and Jaffarabadi buffalo. These SNPs will be used as molecular marker for breed identification, control of inherited genetic disorders and

selection of animals in early stages of life. Anand Agricultural University, Anand is the implementing agency of this project.

In this project whole genome sequencing is being performed using three advance platforms of sequencing technology viz. GS-FLX 454 Sequencer, Miseq Illumina Sequencer and Ion Torrent PGM Sequencer.

Till today, Total 12 sequencing runs have been completed on Miseq Illumina Sequencer, 18 sequencing runs on GSFLX-454 Sequencer and 4 sequencing runs on Ion Torrent PGM Sequencer. A total of 162.79 Gb data generated from different sequencing platforms viz. 150.23 Gb from Miseq Illumina Sequencer, 7.68 Gb from GS-FLX 454 Sequencer and 4.88 Gb from Ion Torrent PGM Sequencer. A total of 296.33 million reads generated from different sequencing platforms viz. 255.12 million reads from Miseq Illumina Sequencer, 23.314 million reads from GS-FLX 454 Sequencer and 17.90 million reads from Ion Torrent PGM Sequencer.

(X) State Assistance for Expansion of GLDB

State has sanctioned assistance under state plan for expansion of GLDB activities as mentioned below for the Year 2014-2015.

1. Sustenance allowance to Gopalmitra

Gopalmitra receives monthly sustenance allowance of Rs. 1500 for first 36 months of inception of centre. Out of 36 months, the sustenance allowance for 4 months is provided by Government of India and rest of sustenance allowance of 32 months is provided by Government of Gujarat. State government has allocated Rs. 153 lakh for the year 2014-15 toward the contribution of sustenance allowance.

2. Supply of Liquid nitrogen, Frozen Semen Doses and AI instruments

All Gopalmitra centres are provided with LN2, Frozen Semen Doses and consumables for AI services throughout the state for which provision of Rs 164.31 lakh was made for the scheme.

3. Publicity and seminars

Technical seminars were organized throughout the State. The problems pertaining to animal breeding, management, animal health, production were discussed and relevant literatures were distributed. Experts from various fields were also invited from outside the state. Seminar helped in generating awareness among various categories of participants which include veterinarians, dairy personnel's, farmers etc. A provision of Rs. 25.00 lakh was made during year.

4. Establishment of new Frozen Semen Station in Saurashtra Region (Amreli)

Rs. 7.91 Lakh Sanctioned by State Government.

Objectives:

To mitigate the production loss due to natural calamities and disease outbreak at only facility in Gujarat of semen production at SFSPTI - Patan.

To produce Frozen Semen Doses from high pedigree Bulls of various native breeds.

To supply Frozen Semen doses to Semen Bank as per requirement.

5. Embryo Transfer programme in the state for Gir and Kankrej cattle, (Amreli)

Rs. 24.56 lakh Sanctioned by State Government.

Objectives:

To get maximum number of high pedigreed animals from high yielding cow/ buffalo mothers.

To reduce birth of low pedigreed calves by conventional breeding practices adapted by farmers.

To conserve indigenous germplasm in the form of embryos.

(XI) Future planning of GLDB

New project sanctioned by Central Government

National Project for Bovine Breeding and Dairy Development (NPBBDD)

Central Government has sanctioned 2750.50 lacs under National Project for Bovine Breeding and Dairy Development (NPBBDD) for two years i.e. 2015-16 and 2016-17. Project component includes Extension of field AI Network, Strengthening existing AI centres, Manpower development, Strengthening of LN2 transport and distribution system, Procurement of bulls for Natural services and AI and Fertility improvement programme.
