ઉધ્લગતભન એ તળક્ષિત વ્મક્તીને વ્માખ્માતમત કયતો પરુુાથત છે. પ્રાથતભક અને ભાધ્મતભક ળાાઓ તળિણનો ામો

તથા દીલારોનુ ંભાખુ ંઉભુ ંકયે છે. ઉચ્ચ તળિણ એની ઉય ગુફંજ ચડાલે છે યંત ુએ તલધાપ્રતતષ્ઠાન ય

સલુણતકળ ચડાલલાનુ ંકાભ ાયતભતા થકી જ વબંલ ફને છે.

ાયતભતા એ વૌથી આગ નીકી જલા ભાટેનો કોઇ ભનોલૈજ્ઞાતનક (psychological)

આલેગ કે રાગણી નથી. એ તો વ્મક્ક્તના ચૈતન્મવભગ્ર (ontology) ભાથંી સ્દંદત થતો ાયગાભી આતલબાલત છે. "ભાયે

જાવુ ંેરે ાય" એલો એનો પ્રતતઘો વ્મક્ક્તની વ્મક્ક્તભત્તા ( personhood) ભા ંરૂાતંય દયલતતન રાલી દે. ભશામાન

ફૌદ્ર દળતન અનવુાય ફોતધવત્તત્તલ ( potential Buddha) ભાથંી પણૂત બદુ્ર થલા ભાટે છે ાયતભતાઓ (દાન, ળીર, િાતંત

એટરે કે વદશષ્ણતુા, લીમત એટરે કે આધ્માત્ત્તભક ઉજાત, ધ્માન તથા પ્રજ્ઞા એટરે કે (તલલેકજ્ઞાન) તવધ્ધ કયલી ડ ેછે.

આભ, ાયતભતા એ યભોત્તકૃષ્ટતાનો માત્રાથ ( road map) છે. બૌતતક ભમાતદાઓને ઓંગીને આંતદયક શ્રેષ્ઠતાની

પ્રાપ્તત ળક્ય છે ને ઇષ્ટ ણ છે. યભનેાભલાનુ ંવાભર્થમત એટરે ાયતભતા!

તળિણને 'ઉચ્ચ' થલા ભાટે તેભા ં उत ् (ઉન્નત) તયપની ગતત ભાટે कृष्टता (ચૈતતવક ખેંચાણફ) ની

અતનલામતતા છે. ળબ્દો અને ભાદશતીભા ંકેદ થમેરા તલધાથીઓ તથા અધ્માકોભા ંાયતભતાનો પ્રલેળ થામ તો આ જ

અભ્માવક્રભભાથંી ભનષુ્મચેતના (વ્મષ્ષ્ટ microcosm) નુ ંતલશ્વચેતના (વભષ્ષ્ટ-macrocosm) વાથે અનવુધંાન ળક્ય ફને.

I have often pondered on what is it that distinguishes Higher Education from other sectors of education, namely, elementary, secondary or even vocational education. The Oxford dictionary defines it as “education at universities or similar educational establishments, especially to degree level”. Higher Education is, perhaps, not merely the acquisition of competencies and skills at Universities and Colleges, although it should include those abilities so that it makes our intellectual tool box more varied and diverse. Further, higher education is often considered to be a tool for career development. But, more importantly, higher education is a pursuit of why and how of the Universe and the individual; and how the individual can harmoniously relate himself or herself with the universe. In fact, university is “universe city”, in which everyone becomes universal. We come out of our small limitations and grow as vast as the sky and even open up to that which is beyond the universe. Higher Education is a gate for That , which is called tat and then learn the truth of the famous Upanishadic saying “Tat twam asi”. One goes beyond thought to experience and it is an apprenticeship for universal living. This is a message that everyone must expect to receive from higher education. Many summers ago, as a young student, on completion of my schooling, I moved to West Africa as the family had relocated. I traversed through what then seemed to appear like bleak years, which seemed to accentuate the gap between me and my erstwhile classmates in India. They, I thought, would have cruised far ahead given the luxury of being able to regularly go to school and be taught. In retrospect, I realize that this was indeed one of the most fruitful phases of learning in my life. Given that there was virtually no suitable educational institution that I could attend regularly in Nigeria, I had to perforce plunge into an engaging relationship with my books. Just me and my books! As one went through the travails and dark, dense, torments of reading, re-reading, not getting a clue, helplessly struggling to comprehend a concept, somewhere along, one would suddenly come across those sunlit moments when all the confusion and chaos would vanish, giving way to a well earned and more importantly, well cherished understanding. Once this happened, the delectable joy of 'figuring things out' would propel one for weeks together till one came across yet another messy, perplexing knot which would eventually, again yield to 'unknotting', building and toning a very powerful muscle called patience and its companion called persistence. In these trysts with learning, I must admit that I found my text books, newsletters and magazines gradually becoming friends and comforters, almost breathing life and light! This was because these were bridges that connected me with similar members of my fraternity. Collectively, through their experiences and struggles, often articulated in words, one got newer insights into overcoming challenges and coping with difficult situations, in the journey of self-discovery, understanding and learning. Today as I interact with hundreds of young students studying in institutes of higher education and overhear scathing criticism of their quality, there is something in me that revolts. It is not their fault really but a systemic fault for which we are collectively responsible. One of the simple remedies for this is reading. For addressing these ills, my faith and trust is in reading, self-reflection, “struggling”, as also letting chaos simmer as it slowly leads to clarity, connections and synthesis. The careful process of reading fosters quietude of the mind and one can develop the art and science of meditation and contemplation. Both of these are the fruits of concentration, which, in turn, as Swami Vivekananda said, is the true key to knowledge.

Higher education, thus, ought to inculcate an ability to question, think and explore in order to arrive at a conclusion, which can be provisional so that there is room for endless progression. This would have to go hand in hand with the ability to synthesize the explored ideas, innovations and internalize newer domains of knowledge, to build a multi sided personality from the limited confines of the known to the unknown in search of truth, excellence and knowledge. Higher Education ought to hone our quest for the highest aspiration of perfection, excellence, beauty and joy.

यः पठति लिखति पश्यति परिपचृ्छति पण्डििान ्उपाश्रयति ।

िस्य दिवाकिककिण ः नलिनी िि इव ववस्िारििा बवुधः ॥

With a view to making the process of sharing, learning and exchanging ideas, thoughts and practices a more sustained and continuous one, the idea of launching a Higher Education news letter has been on our mind for some time now. The goal of this newsletter is to inspire, ignite and initiate the process of a collective transformation of the higher education fraternity. In order to make this sharing and reaching out a satisfying and joyous experience, the Team Higher Education has gone about trying to put in place the wherewithal for every faculty, student and member of this team to experience this delectable joy of “understanding” and be a part of the knowledge creation society. We urge our readers to send in their contributions in the form of articles, success stories, reviews or just about anything that they found exciting about higher education. Your questions, concerns and suggestions are welcome too! Through this newsletter called Parmita, which stands for excellence, we hope to carry academic leaders, faculty members, students gently from the known to the unknown, propelled by simplicity of language and clarity of concepts. These, we hope, will provide an engaging experience for our students and facilitate their tasting and cherishing the joy of self learning by friendship with ideas, words, thoughts, innovations and indeed, the fraternity of Higher Education.

Krantiguru Shyamji Krishna Verma Kachchh University

Ever since its inception, the Krantiguru Shyamji Krishna Verma Kachchh University has catered to the long-awaited higher education and research aspirations of this region. With just 7 affiliated colleges way back in 2003 to 43 colleges today and from 5000 students to a massive 20,000 students is a heartening statistics. The reach of higher education in the region in the last couple of years has been extensive and widespread with small and remote places like Abdasa, Rapar, Mundra, Nakhatrana and Bhachau offering higher education locally. The university’s higher education goals have been pervasive and all-encompassing is adequately borne out by the high female student percentage. There are 48 per cent girls studying undergraduate courses and 56 per cent girls pursuing post-graduate studies in the university. Kutch University is a fully digitized one with activities like admission, examination, generation of mark sheets and other documents are computer based. To be in step with the rapid technological strides, the university has set up the state-of-the-art Eklavya Virtual Classroom to facilitate real time interface with teachers in premier institutes like the IITs by using multimedia resources and video-conferencing. Last year, the Centre of Excellence in Chemical Sciences and Technology was established with Rs 8.5 crore grant provided by the state government. In the recent past, five more departments were added to give further impetus to higher education goals. To align itself with the vocational needs of the job market, the computer science department offers MCA, MSc (IT) and PGDCA programmes. The recently established Department of Archaeology deserves special mention because an urgent need was felt to acquaint the students with the archaeological treasure-trove that Kutch is. Another initiative taken to study, preserve and showcase the local Kuchchhi art, history and culture was the foundation of the Kuchchhi Chair this year. A Kuchchh Shodh Yatra was also organized in this connection.

As for academic reforms, the university has successfully implemented the Choice Based Credit System (CBCS) at the postgraduate level. The university has the distinction of being the first university in Gujarat to complete the Academic and Administrative Audit (AAA) and AISHE forms of the colleges affiliated to it.

Spread over a 205-acre lush green campus, the university is going to develop a sports complex, residential quarters for teaching and non-teaching staff and carry out landscaping and hard scaping for a better ambience.

According to my views, present system of education is in favour of students as it allows the student to choose the subjects of their choice. It also includes more of practical knowledge rather than just theoretical one because studying anything practically helps us in understanding the topic more clearly.

I think Education System of all schools & colleges should be well-planned with systematically

arranged. It should have a strict administrator. Academic year of colleges should be well planned with

vacation. Examinations should be completed before the vacation in semester system. Cultural festivals etc

are applied without interrupting academic days. Identity card should be compulsory to enter in college.

It was an unusual experience giving the scope exam, the structure of the test was simple and comprehensible. Also, the management was very helpful; after missing the date of the second half of the test the management agreed to give me another date to appear for the test, which was extremely generous of them. “Beach for each” @ SGJ Management Institute, Mandvi

SGJ Institute of Management & IT, Mandvi, is committed to create versatile student

personalities and future citizens who would care as much for individual excellence as for our country,

world and the environment.

In the wake of the fact that India’s beaches are eroding very fast due to ignorant practices

and almost non-existent waste disposal mechanism, the college has formed an ‘ECO CLUB’ to raise

awareness about proper non-renewable waste disposal, environmental cleanliness and to teach

environment friendly practises. The students are engaged in the crucial task of cleaning the Mandvi beach

close to the College as volunteers every fortnight and in the process spreads awareness about ‘eco’

practises. This has yielded some immediate results and hopefully will show ways to others, specially the

youth, to act for this vital cause.

The College also boasts of an in house online Business magazine titled “The World around

VISION

The office of the commissioner of higher education is looking forward to qualitative and

quantitative development in the sectors of higher education through initiative research and reform in

different field of higher education.

OBJECTIVE

To supervise, monitor & to regulate the program of higher education in colleges of different

university in the state.

FUNCTIONS

Office of the Commissioner Higher Education is responsible for executing policy initiatives,

regulating & funding higher education system of the State, in a network of universities, affiliated colleges

and research institutions. Enhancing preparedness to meet emerging challenges through capacity building,

promoting research and relevant industry linkage.

Major Activities

National Service Scheme

For the National Service Scheme activity, volunteers are allotted by the Indian Government every year. Regular activities and special camps are included in this scheme. Allocation of annual grant is shared in 7:5 ratios by the Central Govt. and the State Govt. respectively. In Colleges associated with the universities and Higher Secondary Schools of the State are involved in both these activities. These activities are run for the students taking higher education to take interest in the social activities and to be helpful to his family and the nation in the special activities by being educated in the social services.

Martyr Kinariwala Student Safety Group Insurance Scheme

The Security Group Insurance Scheme is implemented for the students studying in the higher and technical education. This scheme is introduced with the objective that in the incidents of student’s death due to accident, damage to limbs and such wounds due to which the student feels complete permanent disability, their family gets insurance coverage under this scheme. The complete expense of the payment of the premium of the insurance policy is borne by the State Govt. This scheme was started from the year 2000-01. By now, out of 431 claim applications, 293 applications were sanctioned and the remuneration of aid of Rs.209.13 lacs has been paid.

Office Automation

Aim of this project is to get transparency in administrative work through computerization of office. Currently this project put live in office and its run successfully.

Society for Creation of Opportunity through Proficiency in English (SCOPE)

SCOPE (Society for Creation of Opportunity through Proficiency in English) has been setup by the Government of

Gujarat to build English language proficiency in the youth of Gujarat and thereby create employment opportunities for

them. Its programmes are run under PPP mode. However, more than 400 colleges (comprising of Arts, Commerce,

Science, Engineering, Management, Law and Education disciplines) are also SCOPE centres. By the end of September,

2012, SCOPE has nearly touched a mark of 3,00,000 enrolments.

Fees : Fee from level A1 to level B2 training is kept at Rs. 1200/- (taxes extra) under PPP model. SCOPE's OAS

(Open Assessment Scheme) is for college students only wherein they can pay a nominal fee of Rs. 200/- for ‘A’ level exam

and Rs. 300/- for ‘B’ level exam.

DELL (Digital Education and Learning Laboratory) : SCOPE is implementing agency for DELL setup in

government and grant-in-aid colleges across the state. In this scheme, the complete infrastructure including furniture,

computer systems, server, LAN, softwares, AV facility is provided by SCOPE.

Gujarat Educational Innovations Commission was established in February 2009 to promote conception, experimentation and implementation of Educational innovations in the State of Gujarat where innovations receive central attention and where the Great ideals of education are conceived, developed, experimented upon on a regular and sustained basis. Sanitation workers eager to educate daughters: Study

AHMEDABAD: Despite low literacy rates, financial difficulties and health problems, the sanitation workers in Ahmedabad are eager to send their daughters to school. A study by the Indian Institute of Management, Ahmedabad (IIM-A) on sanitation workers says that 44 per cent of such families in Ahmedabad want to provide education to girls.

"While this may not be a high number, despite all the hardships and discriminations that the community has to endure, almost half of them do view education of girls as important," says the study 'An Assessment of Livelihood and Educational Status of Sanitation Workers in Ahmedabad, Gujarat' by faculty member Navdeep Mathur along with project associates Ashish Mishra and Indraraj Dodiya.

According to the study, 44 per cent said that girls should be educated and 22 per cent said that some education should be given to girls. The study says that 32 per cent said no to girls' education and 2 per cent did not specify their opinion. The reasons for not providing education to girl child are that girls are not safe in school and outside and that there may be a problem in finding a groom for educated girls.

In 62 per cent of the families surveyed, at least one member had completed primary level schooling but most dropped out soon after, 8 per cent have completed high school, 14 per cent have been to an institute of higher education and 4 per cent have graduated from college. Yet 12 per cent remain without education.

"Given the low literacy rates yet a positive attitude and openness towards girls' education in the community, a policy needs to be designed that leads to an aggressive rise in their literacy rate," the study suggests.

This study was conducted in 25 neighborhoods and five zones of the Ahmedabad Municipal Corporation (AMC). A total of 50 sanitation workers were interviewed and through them the condition of their families was understood.

More than 80,000 families are involved in cleaning sewage drains and manually removing human excreta, besides sweeping roads.

Education is the prescription for poverty

The UGC decided to launch a scheme for conferring the tag of “innovation universities”

and “innovation centres” to worthy institutes. To be implemented in the 12th plan period, the

scheme will fund existing Central and state universities as well as the best of deemed to be

universities to upgrade to an innovation university/ centre status, provided they meet certain

parameters related to innovative research.

The Universities of Innovation Bill — in the works since 2009 and introduced in the Lok

Sabha in May 2012 — aims at establishing varsities that will encourage superlative academic

quality and research output. These were to be set up either by the government, private entities

or through public private partnerships and offer unmatched academic freedom.

The Bill provides for upgradation of universities/ institutes to the status of innovation

universities, provided they meet certain criteria — a suggestion made by the Planning

Commission. It promises a flexible framework allowing freedom to appoint a foreign

academician as a vice-chancellor, invite a promising student to join as faculty, allow varsities to

device their own merit-based admission process, individual quality standards free from UGC,

and to keep the varsity out of CAG’s ambit.

Quality of many top institutions is recognized to be comparable to the best in the world.

However, Indian education system faces problems and issues that originate from disparities

and developmental models adopted. With all the impressive development in the areas of

Information Technology, space science, nuclear technology, oil exploration, industrial

production etc., India could not solve its problems of poverty, ignorance and underdevelopment

completely and successfully due to various reasons. Nearly 25% people are still below poverty

line; one-third are illiterate and disparities amongst rich-poor, urban-rural, educated uneducated

are high, which are creating enormous social tensions. The country has to face challenges of

globalization and pressures of liberalization while continuing its fight against poverty, illiteracy

and disadvantages.
