At its last meeting the council voted to enter a deal with Bruce Moriarty’s Fremantle Park Investments to sell the old youth centre at 7 Quarry Street (behind the old Beaurepaires site) for between $2.6m and $2.75m. But a council-initiated rezoning of half the site, which would increase its density up to six- fold and aect the value of the property, is yet to be determined by the WA planning commission. The business plan makes no mention of the outstanding rezoning application, stating the entire site is under the higher density mixed-use central city zoning. Council corporate services director Glen Dougall declined to explain the discrepancy but said the sale price was determined by two valuations that assumed rezoning would be approved. The council’s decision to sell before rezoning is nalised may be explained by the fact Mr Moriarty is working to a deadline and can’t aord a lengthy scheme amendment. He has just 30 months to redevelop the site before the lapse of tax credits he’s secured from a national rental aordability scheme (NRAS). The council’s own minutes say WA planning minister John Day may not make a decision till late this year: if the sale was put otill then Mr Moriarty may struggle to develop the site in time. Mr Dougall acknowledges it’s the prospect of the aordable housing, a key component of the city’s strategic plan, that has made the deal a “very attractive proposition” for the council It recently watered down the aordable housing component of its scheme amendment 49 after developers complained it was onerous. Mr Moriarty approached the council about buying the property, which abuts the old energy museum on Parry Street. He’s negotiating with Western Power to purchase that site, for which he also has NRAS credits. Mr Dougall won’t divulge exactly when the rst approach was made, but the council was almost certainly aware of Mr Moriarty’s plans for the property before councillors voted to initiate the rezoning, as the NRAS deadline was just eight working days later. Mr Moriarty’s application included a letter from the council stating its intention to sell the property, a requirement of the NRAS process. According to council minutes, Mr Moriarty has 25 credits for the 1477sqm site, but they’re only usable under the higher zoning as he’s planning 20 two-bedroom units, ve one-bedroom units and an undisclosed amount of “non-NRAS residential accommodation”. Mr Moriarty is a friend of mayor Brad Pettitt and the pair were founding members of the Fremantle Network. Dr Pettitt has acknowledged the developer told him of his interest in purchasing the property before the rezoning came before council last year. Dr Pettitt did not declare an impartiality interest at that time and he voted in favour of the rezoning, believing there was no need. He declared an interest when the sale was raised on December 18 last year and again last month, leaving the chamber. Impartiality interests don’t prevent elected ocials from voting if they feel their judgement won’t be clouded.

EAST FREMANTLE town council’s 127-year-old letterbox has been stolen.

The rare Victorian era letterbox—valued at around $5000—was unbolted around 1am Tuesday by “a couple of low-lifes” says CEO Stuart Wearne.

“A resident saw a couple, a man and a woman, take the letterbox but unfortunately was unable to get the car’s registration.”

THE shark barrier at Coogee Beach is to be pulled out by its developer later this month because he’s getting no support from the Barnett government.

Craig Moss from Eco Shark Barrier says despite the barrier’s obvious popularity with swimmers and the fact it’s not harmed any other marine life, the government won’t give him a cent.

“The fact is that they’re putting money into schemes such as underwater bubbles and lights, but they won’t put anything towards something which has been tested and trialled and has proven to be successful.

“I read that they are spending $6 million a year putting the drum lines out: well, I could put out barriers at 15 beaches for fi ve years for the same cost.”

parliament this week he didn’t know how much the catch-and-kill policy was costing, despite applying to the federal government for permission to continue for another three years.

Mr Moss recently met with Cockburn council staff and mayor Logan Howlett , with the aim of looking at a renting deal to allow the council to keep the barrier operating.

Council chief engineer Michael Littleton wouldn’t comment on Mr Moss’s proposal, except to say a recommendation goes to the council in May.

He wouldn’t say whether the trial had been popular or successful, saying only that staff ers “are currently compiling a report to council on the outcome of the Eco Shark Barrier trial that ends this month”.

But the barrier’s struck a chord with early-morning swimmers and waders, many of who now won’t stray beyond its yellow buoys.

Mr Moss feels stuck out on

a limb: he’s had great interest from councils, but with each net costing $250,000 to install and $10,000 to maintain each year, most cry poor without state government funding.

He’s pumped $750,000 of his own money into the project and remortgaged his house with wife Leanne, who’s also a company director.

Mr Moss’ barrier was one of three options favoured at a forum at the WA library a fortnight ago which looked at alternatives to culling sharks.

Organised by Natalie Banks, the forum attracted 121 people, who also preferred tracking the big fi sh and a spotting program instead of the government’s plan.

“Just as we are entering winter, around the time when great white sharks are increasingly seen, we now have a successful initiative being removed from the water instead of being implemented into popular beaches throughout the state,” Ms Banks said.

PARENTS have been banned from discussing proposed changes to Fremantle high schools on the grounds of local primary and high schools.

Traci Gamblin from the action group High School Options for Freo says the directive fl ies in the face of WA education minister Peter Collier’s invitation for “everyone who lives in Fremantle to have their say on local secondary schools”.

“We’re all parents who drop our kids off at primary school and use the opportunity to

have a chat about the latest developments,”Ms Gamblin told the Herald. “We’ve been told the principals of all the primary schools in Fremantle were summoned by the district o ce and told that High School Options For Freo were not to gather and discuss the amalgamation issue on school grounds. And this on the day the minister releases the long-awaited community consultation process.”

South Metropolitan Education Regional Executive Director Margaret Collins confi rmed the ban had been issued, saying it was inappropriate for such discussions to take place on

school grounds.“The minister has called for

a free and open consultation and it is important no school is perceived to endorse the views of one group or individual over another or to be infl uencing discussion in that way,” she said.

Ms Gamblin does not regard consultation as genuine, because an option to increase local intake at John Curtin College of the Arts is not being off ered.

Last week the Herald broke the news that Hamilton SHS looks most likely to face the axe under any forced amalgamation of Fremantle region schools. South Fremantle is also an outside chance for closure.

Schools ban parents talking

MUNSTER residents have been urged to keep an eye out for European wasps, with WA’s agriculture department being called in to destroy almost a dozen local nests recently. Tech o cer Marc Widmer says the aggressive species is considered the world’s worst wasp pest.

“They threaten Western Australia’s outdoor lifestyle, tourism, human health and the wellbeing of our pets and livestock,” he says.

European wasp nests have been known to take up entire attics if left unchecked (they also nest in ground-mounds) and when they sting, they leave a pheromone that encourages others to have a go too. We need road to railDAVID AUSTIN from Coogee (Herald letters, March 29, 2014) seems so intent at thumbing his nose at “Labor clowns” and “Labor voters” that he fails to contribute any real solution to the tra c congestion he has identifi ed.

Simply suggesting we restart the stalled Roe 8 extension or reinstate the tired old Fremantle eastern bypass does nothing but promise to provide new roads for more tra c.

These roads will become just as congested over time and a new generation of David Austins will say we should have built them longer and wider and more numerously than before.

It is becoming increasingly obvious the answer lies in investing in road-to-rail solutions for freight and investing in light rail networks for public transport—this could be achieved by not building more roads and redirecting those taxpayers’ dollars to better fund both these strategies which surprisingly appear to have some sort of non-partisan support from the Liberal, Labor and Green clowns.

Election day elationON Senate election day my grandchildren’s school—Bicton primary—held its fete.

The parents should be very proud of themselves: it was wonderful to see such a dedicated group of young parents all working hard to raise money to give their children the very best education and to support their school staff .

There was an amazing variety of stalls and entertainment. I was so impressed by the variety of food, crafts and ra e prizes. All parents, children and locals were very polite, cooperative and having fun. Young children were playing musical instruments and helping out on the various stalls. The media don’t give enough time and publicity to the honest, caring parents and children throughout WA: we only hear about people who fi nd life a huge challenge.

Well done, Bicton primary school parents, students and the local community. I was proud of you all.

Labor reform no walk in the ParkeFEDERAL Fremantle Labor MP Melissa Parke is right when she says the ALP needs to undergo major reform and draw talent from a broader pool than union o cials in the wake of last weekend’s disastrous Senate result.

Hmm, so where does that leave her Labor state counterpart, Simone McGurk, whose preselection was allegedly part of a deal to get Joe Bullock the top spot on Labor’s Senate ticket, thereby denying Senator Louise Pratt, who was relegated to second spot.

The deal also delivered Dave Kelly the numbers to stand for the safe state Labor seat of Bassendean. Now, let’s see…McGurk was a union o cial, Kelly was a union o cial, and let’s not forget Bullock’s union pedigree. Ms Parke, you and the Labor party have your work cut out.

Undeserved heartbreakI AM writing on behalf of my 85-year-old nan, a resident of Willagee for well over 50 years.

Sadly, in June 2012 Nan lost her beloved son to cancer. After the tragic loss she decided to dedicate a portion of her front garden—something she has always taken great pride in—to him by fi lling it with natives plants and butterfl y ornaments.

All the family soon got involved and before long it was a beautiful shrine to someone we all miss.

Not long after Nan lost her son, her husband of 60 years was diagnosed with cancer, and was cared for in the family home by everyone who loved him. Often, Pop would spend his days just sitting on the front verandah, staring at “Wayney’s Garden” for hours on end.

Again, we were dealt a hard blow and my Nan lost her best friend and soulmate almost a year to the day that she’d lost her son. After the passing of Pop we added more special things to garden and it became a place where we could reminiscence about the amazing men we had all lost.

On March 26, 2014 it was noticed that many of the garden ornaments had been stolen. It has us frazzled as to what kind of person would steal something from someone else’s yard, especially things that to anybody else don’t hold any monetary or sentimental value.

We are asking that if you are the person who stole these items, or if you know the person who did, please return them, no questions asked. It may not seem like a lot to many people but to my nan it means everything. This is one bit of heartbreak which she doesn’t deserve nor need.

PERTH’S bushland is in a sorry state and Aborigines might hold the key to its salvation, says Noongar elder Noel Nannup.

The experienced bushman says he’s worried by the rapid decline of the city’s remaining bushland, and believes an inquiry is needed to establish how critical the damage has become and what it will take to turn it around.

“There’s just too much tar and too much cement,” Mr Nannup told the Herald while en route to “country” with a tour group about to strengthen its connection to the land.

“Our wetlands are not being allowed to recharge, as rain is going into the drain rather than the soil.” He also raises littering and the constant chipping away of remaining bush reserves by a slew of bureaucracies as major problems which need urgent addressing.

Nature deprivationHe says the non-indigenous

community, particularly the state’s planners, needs to start recognising the value of the information Aborigines have stored about the environment, as well as their spiritual connection.

“We are environmentalists of the highest order,” he says, noting their knowledge about the names and uses for plant species is miles ahead of the broader community.

Mr Nannup laments how little time youngsters get to spend in the bush nowadays, saying it deprives them of

a connection to their country and fuels ignorance about the problems it faces.

“When we were growing up as kids, mum was at home looking after us. But what time are parents allocating to their kids now?” he poses.

“They just don’t have the time.”Mr Nannup says spreading the

message about Aborigines’ connection to the land and sharing the knowledge they hold has also recently been made harder by cuts to the state’s education budget.

“I belong to a language group and we met up and put out 73 books about Aboriginal life and spirit and they were being used in classrooms by the Lote teachers, but they have all been knocked off ,” he says.

Also on the speakers list is Dr Lisa Wood, who’s the deputy director of UWA’s Centre for the Built Environment and Health, who’ll be talking about the eff ects of green space on people’s health, especially children. She told the Herald she was also concerned about how little children were getting outside.

Dr Paul Hardisty is the fi nal speaker. As director of the CSIRO’s Climate Adaptation National Research Flagship he’ll be talking about the value of urban ecosystems in a changing climate.

COCKBURN city council is refusing to permit anyone to see the advice it relied on to claim a slew of projects are at risk if Fremantle takes them over after council mergers.

Cockburn last month issued a media statement claiming Fremantle could cancel 12 projects because of an “imminent threat to funding” caused by ending Cockburn’s developer contribution scheme.

The claim was disputed by Fremantle mayor Brad Pettitt.

The Herald asked Cockburn for a copy of the advice it relied on to make the claim, arguing such a bold public assertion—with the potential to aff ect the biggest shake-up in local government history—should be open to scrutiny.

But the council point-blank refused.“The city cannot release written

legal advice in case the issue is litigated upon,” media o cer John Snobar told the Herald after checking with his superiors.

“Naturally the city will comply with any FOI application or other law requiring us to release such documentation, so feel free to make an application that way.”

Given FOI releases these days usually come with more struck out than left in, we thought we’d save our money.

THE head of a powerful Left faction union has called for controversial Right faction senator-elect Joe Bullock to resign, saying he is unfi t to represent the Australian Labor Party.

United Voice WA secretary Carolyn Smith’s call threatens to drive a wedge between her union and Mr Bullock’s Shop, Distributive and Allied Association, which have between them carved up WA Labor preselections for years.

Ms Smith says Mr Bullock’s description of party members as “mad” was “a betrayal”: “If Joe Bullock really believes in the Labor party, if he really believes in making Australia a better place, he should seriously consider resigning his position,” she said Thursday.

Ms Smith’s union was instrumental in getting Mr Bullock into parliament.

A deal forged long ago between his “shoppies” and United Voice (formerly the LHMU) gave the two big unions unprecedented power within WA Labor. The unlikely allies had the votes to carve up preselections between themselves, locking other unions out of the picture.

A victim of the alliance is Senator Louise Pratt, a Left faction member associated with the metalworkers’ union, United Voice’s most powerful rival within the ALP Left.

United Voice lent its support to Mr Bullock getting the number one spot on the Senate ticket, relegating Senator Pratt to number two, in return for shoppies’ support for United Voice’s Simone McGurk winning preselection for state Fremantle over the maritime union’s Adrian Evans.

Ordinarily, Labor would expect to return at least two senators out of the six elected at each half-Senate election but its vote has plummetted to such depths in WA that Senator Pratt now faces defeat at

the hands of Liberal number three Linda Reynolds.

United Voice is now fending off outrage amongst Left faction members that its wheeling and dealing has replaced a leading Left progressive with an arch-conservative former Liberal Party member. Ms Smith says her union never imagined its deal with the shoppies—forged when Dave Kelly headed it up—might cost Senator Pratt her job.

Her call for Mr Bullock to resign adds to a growing chorus of discontent within Labor regarding cosy deals brokered between unions to get their people into parliament.

Opposition Leader Bill Shorten—himself a former head of the Right-faction aligned Australian Workers’ Union—is reported to now want to sever links between unions and Labor preselections, while federal Fremantle MP Melissa Parke, a member of the Left, says “we need to draw talent from a broader pool than union o cials”.

“This is particularly the case for preselection for the upper houses of parliament at both a state and federal level.”

Ms Parke says Labor—whose foundations lay in being the political wing of the union movement—must change so it is, “a refl ection of the community—and the majority of the community are not union members”.

PLANS to open a medical centre in the old Beacon Theatre are being stymied by Western Power.

Owner John Douglass has spent “a hell of a lot” refurbishing the iconic building and engaged an electrical engineer to work out power requirements.

“We were told that the building would need a supply of 160 amps but the existing supply was 100 amps,” he told the Herald.

In October he contacted Western Power, which said underground cabling would be needed to upgrade the feed into the building, and this would need to come from a transformer on Solomon Street. Completion was meant to be February 19, then the start of March, then Easter and now it’s slated for late May.

“This is terribly frustrating for us,” Mr Douglass says, adding he hasn’t been impressed by contractors’ attitudes towards his requests for urgency.

“We are talking about a potential inconvenience to the health care of hundreds of patients.

“We have done as much as we can to speed up the process—we moved Telstra’s cabling pits as told by Western Power because of earth leakage problems,

problems I suspect that are not new.“So now we are looking at using a

temporary supply, again at extra expense, which will have to be undone when Western Power gets its act together.

THE bitey end is barking furiously but the tail is wagging, so I open the

huge steel gates that help the yappy mutt guard her home, and walk right in.

Noisy’s owner soon appears on the doorstep of the sheltering portico over the front door of this delightful home to give me the seal of approval: thus, my new best friend happily follows me as I wander through the spacious two-storey, four-bedroom abode.

French doors on one side of the living area lead to a balcony overlooking leafy East Freo, while a second set lead to the rear courtyard and pizza oven, where cute limestone steps take

you to the lower gardens.The main bedroom is

upstairs, a gorgeous space where a king-sized bed tucks under the eaves, a cute Gothic bay windows peers over the garden, and the sweeping open ensuite has a massive open shower and double vanities.

This is a lovely home with all the appeal of a fairy-story cottage in a thoroughly modern package. East Fremantle’s fantastic George Street shopping and cafe precinct is just around the corner, you’re spoilt for choice when it comes to shopping further afi eld, and of course the river foreshore is a pleasant stroll away.

Wags doesn’t come with the house but you could always make her a dealbreaker: she is a cutie.

I RECENTLY calculated I’d written almost 1500 home reviews over my years at

the Herald, which amounts to around 500,000 words. That’s almost Tolstoy’s War and Peace.

So you’d think I’d know better than to judge a book by its cover, or in this case a home by its facade.

The austere front of this Lefroy Road home belies the interior’s warmth and easy livability. A swathe of concrete in the front garden makes for plenty of parking but I think it could do with softening, easily achieved with a tree or two.

Probably built around 1950/60 all four bedrooms run

off a long, central hall. All are double because back

then kids were expected to share, so each has room for two single beds, two wardrobes, and a dressing table or two.

Of course mum and dad’s room is bigger, ‘cause that’s for the grown-ups.

Across the hall, walls have been removed to create a spacious, semi-open living/dining/kitchen area that fl ows seamlessly one to the other and out to a spacious outdoor living
