SIXTEEN people have lost their jobs at Bayswater’s Environment House, after an energy-saving program was axed by the Barnett government.

The non-profi t community association was less than halfway through its Saving Power program when funding was pulled on Budget day by former WA treasurer Christian Porter.

Coordinator Brenda Conochie says householders saved around $370 a year following a two-hour visit by Environment House energy auditors.

“To have our program breached mid-contract demonstrates a total lack of respect,” she told the Voice.

A NEW smartphone app for pregnant women has been designed to make a big dent in the obesity crisis.

Developed by Edith Cowan University researchers as part of SCOPE (starting childhood obesity prevention earlier program), the free app allows expectant mums to monitor their health during and after pregnancy.

About 30 per cent of Australian mothers become overweight or obese during their fi rst pregnancy, and one in fi ve children aged between t w o a n d three are

overweight or obese.The ‘Healthy you, healthy

baby’ app gives families immediate access to information on nutrition, weight, exercise, sleep, emotions and social life.

To promote the gizmo, researchers at ECU’s Child Health Promotion Research Centre joined WA parenting organisation Ngala.

“We’ve received excellent feedback about the apps and how easy it is for parents to fi nd information,” Ngala online

marketing consultant Peta Thornley told the Voice, saying mums didn’t want to have to constantly visit doctors. “We are now focusing on promoting it, particularly among professionals in the health system.”

SCOPE focuses on the health advice women want, rather than what professionals think they need, ECU senior research fellow Lydia Hearn said at the June 11 launch: “We approached Ngala with this concept as they are recognised in WA for their expertise in providing early parenting and early childhood services. Their website is a clinically approved resource for both pregnant women and health professionals.”

Parents can register to use the app on iPhones or Android phones and will receive information tailored to their specifi c needs depending on what antenatal or postnatal stage they are in.

“Research indicates that prevention of overweight and obesity needs to begin before or during pregnancy and to continue during the early years of child development,” Dr Hearn said.

THE Florence Hummerston kiosk is being pulled down without proper public consultation and work should be stopped, says the WA history council.

President Lise Summers notes the results of the second stage of public consultation on the waterfront redevelopment, which closed June 5, have not yet been published.

They include a review of the detailed design guidelines and the metropolitan region scheme amendments.

The appeal will be lodged with the Supreme Court.

A BADLY cracked quadrangle at Kyilla primary school in North Perth is putting kids’ health at risk, says the school’s parents and citizens association.

The bitumen surface at the small school is used for sports, playtime and after-school activities.

P&C member Michelle Prince, whose son and daughter attend the school, says injuries have been a daily occurrence for seven years. “Most days my daughter usually has a bad graze or bruise from tripping over a crack and falling on the rough bitumen,” she says.

“It’s been like that for the past seven years, because we are a small school I feel that we are often overlooked for funding from the state government.

“The bigger schools in Mt Lawley, Coolbinia and Mt Hawthorn all seem to have better, more-up-to-date facilities.”

Principal Paola Vallesi, in the job just six months, recently got on the blower to the WA education department and was advised Tuesday, “the quadrangle will be resurfaced at a cost of $35,000”.

“I am delighted that we will have a better play area at the school,” she said.

Perth Liberal candidate Eleni Evangel, who regularly attends events at the school and who’d lobbied the government for resurfacing, was delighted.

“I am glad the principal got such a quick turnaround and the efforts of the parents were rewarded,” she said.

MP John Hyde contacted the Voice this week with concerns about the lack of places for kids in inner-city schools.

“Both Highgate and Kyilla primary schools only have room for one extra early childhood student and Mt Hawthorn could only fi t in 10 more students from years 1 to 7,” he said.

barn were met with strong opposition from the local community and local politicians, with more than 1400 signatures in two petitions opposing the development.

Maylands Ratepayers and Residents Association president Roger Tomlins says they will continue the fi ght.

“We’re not going to stop now,” he said.

“The community will

continue to make its voice heard loud and clear—we don’t want this liquor barn in Maylands.”

In its ruling this month, the commission stated the proposed location— in the vicinity of 55 Central (a crisis centre) and the Elizabeth Hansen Autumn Centre—”was a critical consideration in forming its view of the likelihood of harm and ill health resulting from the grant of the application”.

Waterfront not the main gameWHAT this current and other anti- campaigners don’t seem to appreciate is that this project isn’t really about a waterfront (Voice, June 23, 2012).

By describing it as the new ‘”Waterfront” the government has very successfully made us focus on aspects like the water’s edge or the inlet and our relationship or engagement with same.

But in fact, just a like a party magician, it’s really a wonderful piece of distraction. This is not about bringing the river closer to the people—but about expanding the CBD.

Perth’s CBD has to grow, and given that there are limited opportunities for it to expand north, the obvious answer is to expand south. This project magically pulls out of the hat another two or three blocks of prime CBD real estate, and this doesn’t happen very often, on what will effectively be greenfi eld sites.

Developers will have nothing to demolish, nothing to clean up±they just move in and build.

Campaigners should forget about redesigning the shape of waterfront. That’s not the point at all.

Barn ban a local boostTHE decision by the WA liquor commission to refuse a liquor licence (Voice, June 19, 2012) has been a wonderful boost to all those who worked so hard against the store’s establishment, including Shopfront, 55 Central, local Aboriginal residential hostels, Maylands Business Association, our ward councillors, the president and members of the Maylands Ratepayers and Residents Association and those in the community who signed/gathered petitions and made submissions.

Special thanks must go to Lisa Baker MLA who worked tirelessly to support the community in its stand. She presented the community’s petitions in parliament and acted as spokesperson for her constituents at the commission. Lisa’s submission and oral presentation were described as lengthy and thorough, with knowledge gained from her position on the parliamentary education and health standing committee.

She also made available to the community important resources needed for the campaign.

Lisa continues to work hard for her constituency—whether for additional parking bays at local train stations, more train carriages for the Midland line or by supporting residents’ efforts to maintain Maylands as a great place to live. Thank you, Lisa.

I have lived in Menora for eight years and in that time I have explained how Grand Promenade is a disgrace and dangerous, where we passengers alight from bus 20 to go to the Dianella shops, banks, etc.

There is more to being a councillor than having photos taken and drinking tea at birthday parties and bragging what a difference they will make when voted for.

Now rarely does a day pass when at least one boat arrives in our waters.

I would have thought Mr Kucera would have refl ected on this disastrous federal Greens-Labor experiment before jumping into such an agreement with someone from the Watermelon Party.

EACH morning as I drive to work, I pass a huge Moreton Bay fi g

tree just on the edge of the CBD. It’s on the right hand side of the road at a set of traffi c lights. As I am always turning left and the lights are usually in my favour I never get to really study the tree for long. I am just aware of its size as I pass.

About a week ago, I was approaching the lights when the sun broke through the clouds and the whole tree lit up before me. The traffi c lights turned to red and I was fi nally made aware of just how magnifi cent this tree was.

The yellow centres of the clusters of leaves at the tips of the branches were twinkling like planets. The huge limbs spread out from the massive trunk and it looked as if it was supporting its own galaxy of stars from those mighty arms.

Each morning this week, the lights have been against me and I have been drawn towards the tree as if it was beckoning me to show me how handsome it was.

inspiration from the Moreton Bay fi g trees that line Barrack Street near the Esplanade. Once the bulldozers get busy for Elizabeth Quay, the fi gs on the western side of the road will go, making way for the skyscrapers that will line the lake, a change he says will be “tragic”.

Who says trees can’t talk?

Most trees around it looked as if a neat hole had been dug for them and the soil tamped down neatly around them. This tree looked as if it had ripped open the earth’s crust and climbed out.

The many wounds where branches had been lopped or broken peered from the main limbs like great gargoyles. Some laughing, some frowning, but each with its own personality which collectively gave this great being its character.

Each morning I learnt something new as he revealed himself to me. In spite of his massive strength and presence like a bull elephant he was not threatening. In fact, I felt I could stand under his huge canopy and I would be protected from all evil forces.

I am sitting under his great arms as I write this now and I have an unusual feeling of calm and am oblivious to the world beyond its reach. I am not alone in this feeling of being in a safe haven. Bees have taken up home in a great gargoyle’s mouth in one of the higher branches. As the sunlight catches their wings as they dart in and out of the nest, it looks as if shooting stars are being spewed upwards to take their place in the galaxy.

A fl irtatious little wagtail has

been dancing around my feet whilst I’ve been sitting here. Every now and then she leaps into the air to catch my attention and let me know she’s happy and safe with her surroundings.

A young magpie has just marched up and inspected my shoes and now ambled off to talk to a tourist.

I am so glad I took time out to come and sit with this great tree. The more I look at it the more I see and the more aware I become. I also feel that I have become stronger through this experience as the tree was not only telling me something, it was giving me something.

Yesterday, after a week of awareness with this splendid specimen I walked into a local newsagent, picked up a Family Circle magazine and it opened to a story I had submitted more than a year ago and had forgotten about. It was titled Talking with Trees. Yes, you guessed right, it was about a Moreton Bay fi g. Who says trees can’t talk?

“The heritage council has supported other elements of the development and believes that the interpretation strategy being implemented will better reveal the cultural heritage of this place to the people of WA.”

Ms Summers is also pushing for more transparency and details about the extent of an archaeological survey.

“It is my understanding that there may well be evidence of the extensive commercial maritime activities which took place to the west of the Esplanade up until the 1950s,” she says.

“Opportunities also exist to look for evidence of the funfair, ‘White City’, which was in operation for several years in the 1920s—Aboriginal boxers and rodeo riders took part in the competitions that were held here, and it is a signifi cant part of their post-settlement heritage.”

Mr Castrilli didn’t respond to questions about the survey.

Kiosk ‘should stay’

LABOR leader Mark McGowan will lobby police and Bayswater city council to keep the local cop shop open.

Mr McGowan says crime and anti-social behaviour, especially around Halliday Park, and home burglary rates continue to be a problem in Maylands.

“I will be discussing possible solutions, including the need to keep Bayswater police station open, with local police and mayor Terry Kenyon,” he said.

In May 2011 the suburb of Bayswater topped the list for burglaries (56) in the municipality, pipping Morley (38), Noranda (19) and Embleton (9).

Last August, 35 bobbies at the local cop shop were relocated and the building used to instead house railway security and traffi c offi cers.

Police were sent to one of three super stations in Scarborough, Morley and Mirrabooka, which top brass claim are more effective for modern policing.

The police meeting will be part of a Maylands walkabout, which will see the opposition leader visit local business owners and community leaders.

Earlier this year Mr McGowan launched the Strengthening Animal Welfare in WA discussion paper, written by Maylands MP Lisa Baker.

But he was circumspect about creating a stand-alone animal welfare portfolio (currently it is lumped under the WA government’s agriculture portfolio).

“Labor produced a discussion paper on strengthening animal welfare in WA,” he said.

“We will incorporate these ideas and community responses into future policy formation.”

The Voice asked him whether Ms Baker—formerly the head of welfare peak body WACOSS—was knocking on the door for a shadow cabinet post.

“Lisa Baker has been an outstanding performer in the parliament and in the Maylands community,” he said.

“We are focusing all our energy or winning the 2013 election and future portfolios will be discussed after that time.”

THE Liberal Party has become so socially conservative that its supporters are defecting to the Greens.

Investment advisor Mark Siford used to vote Liberal but has been put off by the party’s increasingly hard line on social issues and the economy.

He supports federal Labor’s mining and carbon taxes, saying they set the country up for 21st century investment.

“A properly designed mining tax would provide funds to either be invested for future generations or to foster newer, greener industries so that we have some industries left when our resources are tapped out,” he says.

But neither the Gillard government nor the Abbott Opposition has much to be proud of with “simply appalling” asylum seeker policies, which is largely why he’s shifted his support to the Greens.

Cameron Poustie, the Greens’ candidate for the Legislative Council north metropolitan region seat, says there are others like Mr Siford who are increasingly disheartened by the Liberals’ transformation into an Australian version of the US Republicans’ Tea Party movement.

The Liberals’ hardline opposition to equal marriage, denial of climate change science and adherence to neo-conservative economic radicalism left little place for people who once considered themselves “moderate” Liberals.

“People who are economically more traditionally conservative but socially quite progressive just don’t get where the Liberals are with gay marriage, which is such a no-brainer as far as the next social justice development,” Mr Poustie says.

With Labor also grappling internally with the issue—and Prime Minister Julia Gillard remaining implacably opposed to equal marriage—social progressives were looking further Left for a new political home.

Mr Poustie says Tony Abbott’s profi le as a climate change denier has disheartened ex-Liberals “coming over in bigger numbers”.

Notre Dame politics lecturer Martin Drum says Mr Poustie has picked up on a defi nite trend.

“There is some commonalities in the demographics around voting for the Liberals and the Greens,” he told the Voice.

Dr Drum has conducted extensive research into Western Australians’ voting habits and says the Greens are also snatching high-income Labor

voters.Mr Poustie says he doesn’t

have access to the party’s statistics on voting patterns but has anecdotal evidence that a quarter of Greens’ voters preference the Liberals ahead of Labor.

In the 2001 federal election the party had been shocked to see some Greens voters putting One Nation second.

Mr Poustie claims it is a myth the Greens are “tightly associated with the Labor party”, despite its alliance with the minority Gillard government and infl uence shaping the carbon and mining taxes.

He’s organising a “mythbusters” night at the Subiaco Community Centre on Tuesday July 3 at 6.30pm to outline who Greens really are.

CENTRAL Institute of Technology students have created plans for a new vibrant, 24-hour Chinatown.

Students presented their design “visions” to Perth lord mayor Lisa Scaffi di at a lunchtime seminar in Northbridge Piazza last week.

The brief provided by Perth city council was to submit designs for three locations—38 Roe Street, 87 James Street and Chinatown—which would be popular with tourists and commercially viable.

STIRLING city council has increased rates by 3.95 per cent in its 2012/13 budget.

Mayor David Boothman says an increase in utility costs, including street lighting and the carbon tax equated to a quarter of the increase.

“At 3.95 per cent, Stirling city council’s average rate increase (and 5.099 cents in the dollar), it is one of the lowest in the metropolitan area and extremely competitive when compared to other councils in WA,” he said.

“The city continues its debt-free policy with no provision in this budget to borrow funds for works, once again highlighting the short-term and long-term

roles for venues that promoted a “round the clock” vision for Chinatown.

CIT lecturer Kyri Tombouloglou says the project aims to improve the façade of Chinatown, on both Roe Street and Nicks Lane, for when the Perth City Link is connected.

“It’s not unusual for Perth to be compared to large cities such as Melbourne, Sydney and London”, he said.

“But as we say to our students, look at these great cities for inspiration but let’s not replicate them.”

Ms Scaffi di says the collaboration was more than an educational exercise, and she is encouraging Chinatown’s shop-

owners to take a serious look at the plans.

“It’s easy for people to accept things as they are in their city but the students’ work opens our eyes to opportunities for the potential of positive change,” she said.

“The privately owned land known and branded as Chinatown in Roe Street has the chance to become a lively and exciting precinct between the Perth City Link and Northbridge and the students have shown skill and creativity in developing their visions. This is a great learning exercise for CIT students to apply some of the skills they have been learning on a real-life location.”

Stirling is the largest local government in WA based on population with an overall 2012/13 budget of $243.6

million, of which $109.9 million is raised from general rates revenue.

Meanwhile, Bayswater city council is set to raise rates by around 3.75 per cent.

A council insider told the Voice the rise—just above the CPI 3.5 per cent forecast for 2012-13—would be rubber-stamped at a budget meeting on July 3.

Last year the council upped rates 5.9 per cent. Mayor Terry Kenyon blames the rise in gas, electricity and water costs passed on from the state.

Perth city council has increased rates a hefty six per cent, while Vincent city council has proposed a 4.93 per cent jump which still has to be voted on.

BEDSHED MORLEY has admitted that a supplier parked in a disabled parking bay so he could unload goods.

Zara Saliba, 24, says she was treated with indifference after complaining about the truck using the space, forcing her to circle for 10 minutes before fi nding a space.

One staffer reportedly told her the truck had nothing to do with Bedshed—despite bed frames being humped out of the vehicle and into the store as she spoke.

“He [then] justifi ed the action by saying that everyone does it and that stock needed to be brought through the front and the only available bay was the disabled bay.

“He also said that the store frequently uses the bay to unload stock when their storeroom was full.

“I explained that I was disabled and that their actions had inconvenienced me, but I received no apology and the salesmen seemed disinterested.”

the lack of regard.To make matters worse, she says a

designated loading bay was empty at the time.

Bedshed CEO Gavin Culmsee wouldn’t say if the ACROD bay was used regularly as a loading bay.

“Bedshed apologises that a supplier making a delivery to its Morley store

incorrectly used the disabled parking bay,” he says.

“Bedshed fully appreciates the importance of disabled car parking facilities and regrets any inconvenience caused as a result of this incident.

“Bedshed has processes in place for deliveries, which in this case were not followed.”

VINCENT city council has accepted a $3 million tender to restore the lakes at Perth’s historic Hyde Park.

Advanteering civil engineers in West Leederville won the contract subject to changes that include deleting a proposed sediment trap used to catch toxic sediment.

The council also decided to delay the removal of exotic vegetation from islands

and drop the height of a pile wall to save money.

Members of the Hyde Park Lakes Restoration Working Group considered the size of the trap to be, “visually unacceptable and obtrusive”.

In 2010, the federal government committed $2 million to restoring the lakes, with $2.5m provided by Vincent and the Water Corporation.

Established in 1898, state heritage-listed Hyde Park was designed in 1898 by Lyall Hall, and is a relatively rare example

of the Arcadian landscape style.It is one of the few remaining seasonal

wetlands within a series of now in-fi lled groundwater-dependent wetlands which formed part of the ‘Great Lakes’ within the Swan coastal plain.

In recent years, long summers, drought, limited rain in winter and lower water levels have turned big parts of it into swamps.

Potential acid sulphate and heavy metal soil deposits have been identifi ed within the beds.

IT was the mid ‘80s. Maurice Flavel had been working in a warehouse, packing up boxes of records by

Samantha Fox and Mel and Kim, when he decided he couldn’t take it anymore and stormed out.

“I thought, I’m helping all these crappy bands make loads of money by sending their music out to the public,” he said.

“I couldn’t live with myself anymore!”Flavel set about changing WA’s

listening habits and has for the past 15 years been selling cool records to Perth’s music-buying public.

He started with a small record shop, Grooves that Move in Midland, before opening Blowfl y in Barrack Street.

Nowadays he operates out of Noise Pollution in the heart of Northbridge.

The shop is crammed with everything from Pearl Jam to Tchaikovsky and doesn’t specialise in any particular genre.

Flavel says the internet has created a more promiscuous listener, open to a diverse range of musical styles.

“Nowadays people are listening to all kinds of stuff, there’s no more pigeon-holing.”

The veteran singer-songwriter has been playing the Perth and Fremantle pub scene for more than 15 years.

His bourbon-soaked CV includes The Kill Devil Hills and The Drones.

He is supportive of locals, stocking records by artists such as Adam Brown, and has featured intimate live gigs in his

shop by acoustic duos. Despite recently turning 50, Flavel

hasn’t lost his appetite for exploring new sounds and genres.

“A lot of the kids are listening to Breaks and DJ-style music,” he said. “Being in the heart of Northbridge we get a lot of young folk coming in—it keeps me energised.”

Despite the popularity of online commerce, only 10 per cent of Flavel’s sales are via the internet: “It’s like a ritual, people love to come into the shop and fl ip through the dust covers and have a chat,” he said. “You can’t emulate that sort of experience online.”

Despite an evanescent music scene and the public’s fi ckle tastes, Flavel believes he has the recipe for ongoing success.

“I think I’ve survived because I’ve got good taste,” he laughs

“I stock only the coolest bands and music—none of your cheesy rubbish.”

ITALY celebrated two soccer triumphs this week.

It knocked England out of Euro 2012 and Perth Soccer Club won free parking at the Mt Lawley Central Institute of Technology.

Fans of PSC, formerly Perth Azzurri, will be allowed to use the CIT car park on Sundays when they go to watch their juniors play at Forrest Park.

There’s space for about 50 cars.

At a recent Vincent parking forum, residents from nearby

Barlee and Clarence Streets said they were tired of supporters parking outside their homes on match days.

Mayor Alannah MacTiernan—who bragged about playing “left” midfi eld for UWA for 25 years—said the solution was a win for both residents and fans.

“This is a great collaboration which will benefi t everyone,” she said.

She said it did not mean the park, popular with dog walkers, would one day be handed over to the PSC (a concern expressed at a forum earlier this year by dog walkers).

PSC junior president Eric Birighitti descibes the carpark sharing as a “godsend”.

“On busy match days we have around 15 juniors games taking place and up to 1000 people coming to watch,” he said.

“We have around 350 juniors in our ranks, up to the age of 15, and lots of parents who want to come and check out the action.”

The car park will be open from 8.30am to 3pm Sundays from the start of the 2012-13 PSC season. Signage for the station will cost $1000 and the area will be policed by rangers, staff availability permitting.

LONDON was full of eye-popping sights for a fresh-faced colonial

lass from the quiet backwater that was Perth in 1971.

None more so than a group of white-robed Hare Krishnas dancing and chanting down Piccadilly and I still have the photo I’d taken, hands shaking with excitement, when those exotic beings came into view.

Perth and I have come a long way since then and it’s common to see devotees of Krishna in the Murray Street Mall. I’d discovered the delights of what the other half and I affectionately call “Harry’s Place” some years ago.

We were bereft when the original Hare Krishna restaurant closed but a new one sprang up a couple of shops down on William Street last year.

Govindas Restaurant is not haute cuisine and will never win a Gold Plate award but you can’t

beat it for delicious and hearty vegetarian nosh, at a ridiculous price.

The eclectic mix of patrons, from dreadlocked backpackers and those down on their luck to suited business types and trendy young offi ce workers to middle-aged matrons, proves its broad popularity.

Fitting right in we joined the queue asking for two standard “all you can eat” plates ($10).

A stack of samosas ($3) and a pakora ($1) looked tempting so we threw budgetary caution to the wind and ordered a couple of each.

With all the fi nesse of a sergeant in a fi eld mess the young woman behind the bain marie slopped vegetable curry,

rice, dahl and an Indian version of tomato sauce onto our plates and thrust a bowl of halava (a buttery semolina pudding) with custard over the counter.

The ungentle service was the only jarring note of the meal which was delicious, especially the wonderfully tangy and salty dahl.

A gentler soul was on hand when we went back and seconds came with a smile.

Posters of Krishna as a child and as an old man beam down from the walls and each table has booklets on Krishna philosophy for diners to peruse over lunch.

Sadly, the staff were wearing civvies and there wasn’t a white robe or set of beads in sight.

AUSTRALIAN actor Damien Richardson says there was a lot

of hanging around when he worked with Harvey Keitel earlier this year.

The duo had been working on the set of Fatal Honeymoon, an Aussie fi lm based on the death of Alabama woman Tina Watson during her Great Barrier Reef diving honeymoon in 2003.

“Most of the time he was doing yoga in his trailer and we had to wait on set until he was in the zone,” Richardson laughs.

Reservoir Dogs“You forgot that he’s 73

now. Most of us still picture the guy from Reservoir Dogs in our minds.

“But he was the ultimate pro and a really nice guy to boot.”

Richardson shot to fame in TV’s City Homicide, playing Detective Matt Ryan (the “nice” one, whom you’d take home to mother).

This year he returns to the stage, appearing in The School for Wives, a 17th century comedy by French playwright Molière (Richardson is no stranger to the footlights, recently appearing in The Water Carriers at the Melbourne Theatre Company).

The play follows Arnolde, a paranoid bachelor who

desperately wants to get married, but is afraid an educated woman will cheat on him.

His solution? Enlist the local convent to raise a naive girl who will be faithful and thus the perfect wife.

The semi-farce is reset in the glamour of 1920s Paris, the hunting grounds of Picasso and Dali.

Richardson plays Chris, Arnolde’s friend and confi dant, who tries to inject a dose of reality into the situation.

“Arnolde has a perspective which will drive him to an early grave, trying to control love,” Richardson says.

“Chris becomes the

mouthpiece for the audience, vocalising their fears and hopes on love, which is of course completely unpredictable.”

Richardson says the theme of infi delity is more pertinent than ever and should strike a chord with modern audiences: “It’s extraordinary, because the theme of infi delity is one which you would more readily associate with contemporary society over the last 50 years or so,” he says.

“But this play was written back in the 1600s.”
