    The Camden County ColonialAlliance, which is made up ofseven area municipalities, includ-ing Haddonfield, recently decidedto look into another cost-savinginitiative combining certainservices in police departments.

    Haddonfield Mayor Jeff Kaskogave an update on the request forproposal to share services with

    other alliance municipalities dur-ing last weeks meeting.

    Kasko said three proposalswere recently submitted and thealliance must look at the propos-als before making a final decision.He said it might not be logical forthese municipalities to move for-ward with the request, consider-ing the amount of money it might

    Freeholders approveplan to expand

    county animal shelterThe Camden County Freehold-er Board has approved a two-yearplan to reconfigure and expandthe Camden County Animal Shel-ter in Gloucester Township.

    Camden County is a very ani-mal friendly place. According tothe last census, as many as 70 per-cent of Camden County house-holds include a dog or a cat, saidFreeholder Carmen Rodriguez, li-

    aison to the Camden County Ani-mal Shelter. The Camden Coun-ty Freeholder Board has made acommitment to treat homelessanimals in a humane manner be-cause we believe it is the rightthing to do.

    The Freeholder Board has ap-proved an investment of $3.5 mil-lion over the next two years. Thisyears budget includes $2 million

    for the renovation and expansionof the animal shelter, which is al-ready underway. An additional$1.5 million is projected for thenext years budget for the con-struction of a new adoption cen-ter expected to open in 2014.

    Next year, the board plans toopen a new Animal AdoptionCenter in a high-visibility loca-tion to provide easier access for

    prospective adopting families.The center will have a retailfeel with glass-walled acquain-tance rooms instead of a tradi-tional shelter setting with ani-mals in cages, to encourage short-er shelter stays for adoptablestray animals.

    posed the evaluation would cost$191,245, while CGR, Inc. estimat-ed $98,000 and Matrix ConsultingGroup estimated $45,000. Kaskosaid he isnt sure if the municipal-ities would have enough fundscombined to move forward withthe study.

    The towns involved in the al-liance are Haddonfield,

    Collingswood, Haddon Township,Mount Ephraim, Oaklyn, HaddonHeights and Audubon. He saidthese towns have some similari-ties, making sharing certain serv-ices easier than sharing with larg-er townships such as Cherry Hillor Voorhees. Although the seventowns are part of the alliance,Kasko said Haddon Heights decid-

    ed to step away from exploringthis option.

    Borough commissioners havebeen involved in the alliance forthe past few years, sharing servic-es such as public works equip-ment and machinery, municipalcourt expenses, off-duty policywork, police emergency coverage,fire emergency coverage, purchas-ing of materials and supplies, in-surance, liability insurance, mostmunicipal services with Tavis-tock Borough, facilities/fieldsmaintenance, equipment and per-sonnel with the HaddonfieldBoard of Education.

    Its really an ongoing discus-

    sion that we have had to see whatwe can share, he said.

    Sharing services is not new forHaddonfield, but eliminating theboroughs control over the policeforce is not an option. He said therequest is simply looking intoother cost-saving initiatives.

    When it comes to police, itsmore complicated, Kasko said.

    Sharing police services mightnot happen because of cost, butKasko said its important that theborough explore all cost-savingoptions and possibly prepare forwhat might be mandated by thestate in the future.

    It just gives us information tomake an informative, educated de-cision, he said, adding this re-quest does not mean the boroughis interested in joining the countypolice department. We dontneed a local beat patrolled by thecounty.

    According to Camden Countyspokesman Dan Keashen, thecounty budgeted $62 million for

    401 officers and 100 civilian staffas well as 36 dispatchers.

    The county police might besuitable for the needs of Camden,but not all municipalities believethe move to a regional policeforce is efficient for the needs ofthe entire county.

    We still want to have our ownpolice department, Kasko said.

    Little by little, the effects of

    health-care reform, or Oba-

    macare as its commonly

    known, are starting to come to light.

    Change in price and type of health in-

    surance, and the availability of public

    health insurance, will take shape in

    the coming months.In July, the Obama administration

    made a change to one aspect of health-

    care reform that they said would help

    make them a friend to American busi-

    ness: They delayed the employer

    mandate provision by one year, to

    2015.

    The provision has been controver-

    sial since it was announced, because it

    requires businesses with 50 or more

    full-time employees to provide health

    insurance.

    The Obama administration pro-

    claimed that the delay would give busi-nesses relief they needed as they are

    still attempting to get back up to full

    speed.

    But will it work? We doubt it will.

    Take a look at Middletown, N.J., a

    Monmouth-County township of ap-

    proximately 66,552 residents as of the

    2010 Census. Just last week, the town-

    ship cut hours for part-time employees

    to avoid having to offer them health in-

    surance. The move saves the township

    an estimated $775,000 per year.

    Its a great move for the township,

    but not so great for the employees,

    who now get fewer hours and no

    health insurance through their em-

    ployer and possibly also the resi-

    dents, who now may have to face a cut

    in services.

    Middletown made the move now,

    even though the employer mandatewas pushed back to 2015.

    Similar cost-saving tactics could be

    used in our town, and the question

    would be: How would that affect our

    services, and possibly our neighbors

    own wallets?

    That is unknown as of yet, but its a

    reality we may have to face not only on

    the public employment level, but also

    on the private employment level, as

    businesses make similar cost-cutting

    measures.

    It just makes no sense to us.

    Church to ask Zoning Boardto build parking lot

    A parking lot is a blight in any of Had-donfields residential neighborhoods.Think fumes, headlights, noise, beer cans,cigarette butts and trash next door toyou.

    Believe it on not, in this year, whenwere celebrating 300 years of Haddon-fields heritage, the watch-dogs appointedto preserve our towns historic character,the Historic Preservation Commission,last month said yes to a 22-car parking lotin a residential neighborhood located inHaddonfields Historic District. Yes, to 22

    cars parked just a stones throw from ourhallowed Historical Society. Believe it ornot, this month, a majority of the Plan-ning Board said yes to this 22-car parkinglot.

    In 2007, the Christian Science Church

    purchased and demolished a two-storybrick residence on Sylvan Lake Avenuewith plans to create a parking lot next to

    the church for its 40 members.It says that it needs a parking lot, itneeds to accommodate many memberswho drive from out of town, it needs hand-icapped parking, needs it because mem-bers are inconvenienced when high schoolactivities compete for available on-streetparking spaces.

    Our zoning ordinances do not welcomeparking lots in neighborhoods zoned asresidential neighborhoods. On Sept. 17, thechurch will ask the Zoning Board to give ita variance to build this parking lot in a res-idential neighborhood.

    Lets look at the facts.I and every resident in Haddonfield are

    temporarily inconvenienced when ourwhole business district on Kings Highwayis closed to parking for the weekend for theannual crafts fair that attracts thousands

    to our town, for the annual antique carshow, for popular Friday night concerts inJuly when the Mango Men or the Pick-Up

    Band have children dancing in the streets.In our tightly packed, historic borough,limited parking inconveniences us allfrom time to time.

    Have you ever tried to get a parkingspace near the high school on our annualThanksgiving Day football game?

    Shall we say yes to knocking downbuildings to build parking lots to deal withtemporary inconveniences?

    Shall we say yes to a parking lot in a res-idential neighborhood when the churchsays in its 80 years there it has never re-quested the borough to give it handicapped

    parking on the street, when the church hasnot asked the borough for designated park-ing for church use only on Wednesdayevenings, when the church has not asked

    the neighboring Historical Socie-ty for use of its off-street parkingspaces?

    I say no. The church does notneed a parking lot.

    The neighborhood provides120 legal, on-street parkingspaces within one block of thechurch. From 60 of these parkingspaces, congregants can walk tothe church without crossing anystreet.

    In the last 12 months, on 48 out

    of 50 Sunday mornings when thechurch has a service, 80 legalparking spaces have been emptyand available.

    In the last 12 months, on morethan two out of three Wednesdayevenings when the church has aservice, 60 (50 percent) of theselegal parking spaces have beenempty and available.

    I hope youll join us at the Zon-

    ing Board meeting, Sept. 17, inBorough Hall to knock down an-other attack on the Haddonfieldwe know and love.

    Church parking lotshould be rejected

    On Sept. 17, the HaddonfieldZoning Board will consider ahardship request from theFirst Church of Christ, Scientist,to create a parking lot next doorto the church.

    This request should be reject-ed, for several reasons:

    1. The church and its lawyer

    repeatedly claimed that the lotwill be kept in its existing condi-tion, or "as it is."

    Neither church members northeir attorney acknowledge thatthey created these existing con-ditions by tearing down the resi-dence that stood there until theyhad it removed, half a decadeago.

    They did this without any

    warning to neighbors. (So muchfor a church members Aug. 6claim to the Planning Board, "Wewant to serve the community anyway we can.")

    The churchs attorney pretend-ed that this was irrelevant. Itsnot. Housing is important to Had-donfield, for many reasons, andthey cannot simply wave awaythe fact that this is, after all, ahouse lot. Thats why its zoned asresidential.

    2. In hearings before the Plan-ning Board and HistoricalPreservation Commission,church representatives have re-peatedly demeaned trashed

    this charming neighborhood andhave, astoundingly, presented aparking lot as a step toward beau-tification.

    Since when, in all the historyof the car, have parking lots beenseen as beautiful? (More than 50years ago, David Riesman as-sailed the roadside dreck, thehighways which eat space as rail-

    4. The church has 40 membersand claims it needs a parking lotto serve members with disabili-

    ties: a hardship variance. Ifthe hardship were truly hard, thechurch could have served its

    members by seeking on-streetdisabled parking, like the Histori-cal Society next door. Before thePlanning Board, the church stat-ed that it has not even tried to as-

    sist its members in this way.The church's lawyer hinted at

    possible religious discrimina-tion, since other churches havelots. He named none, and ignoredexamples that undercut hisclaim, like the Lutheran churchon Wood Lane (950 members),and Haddonfield Bible Church onBelmont Avenue. No church hassought such a variance since theHistoric District was established.

    At times, Haddonfield ordi-

    nances have inconveniencedother local religious groups intown, but they have acceptedthis, and the associated costs, aspart of life in a community withhigh standards.

    There is no discrimination atwork here, and it's odd, or de-meaning, that the attorneyshould even suggest it.

    The claimed hardship can berelieved without changing theresidential character of a neigh-borhood, in the face of massive

    neighborhood opposition. Thisapplication should be denied.

    School district to pursue severaldynamic, innovative programs

    Editors note: The following arti-cle details Haddonfield PublicSchools Superintendent Rich

    Perrys outlook for the 2013-2014school year.

    This upcoming school year,Haddonfield school district is pur-suing several dynamic, innovativeinitiatives and programs, includ-ing continuing the Achieve NewJersey Educator Evaluation Pro-gram, which helps enhance teach-

    ing and learning to effectivelysupport students competing in anage of rapidly changing technolo-gy and the increased demand inthe world market as we movethrough the 21st century. Thisnew mandated evaluation pro-gram will review teacher andprincipal performance so that ed-ucators will be able to better re-flect on instructional best prac-

    tices in the classroom setting. Thedistrict successfully completed itsteacher evaluation grant pilot pro-gram during the last school year only one of 10 school districts cho-sen in the state to participate inthis grant initiative. By reflectingupon creative instructional strate-gies and sharing best practices,teachers and administrators willbuild upon unique professionaldevelopment opportunities alongwith integrating the use of tech-

    nology in the classrooms.The district is committed tobuilding upon advanced technolo-gy initiatives in order to supportand enhance instruction for thestudents. Some of the technology-based initiatives include utilizingFlipped Classroom techniques,distance learning, project basedSTEM initiatives, iPad researchand projects, software applica-

    tions, Apple TVs, SMART tech-nologies, smart boards, laptopsand collaborative project basedonline learning. Professional de-velopment for staff will also be akey initiative in implementingthese innovative curricular pro-grams district-wide.

    The unique partnership withDrexel University, in which Had-donfield students participate onDrexels campus as Drexel Univer-sity students, has expanded in the

    curricular fields of business,mathematics and engineering.Haddonfield school district re-cently further developed its Drex-el-Haddonfield innovative engi-neering program in conjunctionwith Drexel Universitys Engi-neering School. The studentslearn and experience what it islike to be an engineer in various

    tion with local engineering com-panies. Students have an opportu-nity to work with Drexel engi-neering professors and partici-

    pate on engineering projects atDrexels labs including investigat-ing and learning about nanotech-nologies and surgical robotics.Environmental impact concepts,such as how to protect communi-ties against hurricanes like Hur-ricane Sandy, are also studiedalong with other environmentalissues.

    Haddonfield Memorial HighSchool will explore and develop adynamic new program involvinga concentration of studies, whichstudents will have the opportuni-ty to participate in field experi-ences for specific career areas inrelation to their studies, includingfields such as law, engineeringand medicine. In addition, theworld languages Program will im-plement a mobile World Languagecomputer lab so students will beable to study various cultures andworld languages utilizing the lat-

    est technologies. Professional de-velopment will focus on curricu-lum and pedagogy in world lan-guages in grades first to 12th.

    HMHS will also add new courseofferings, including applicationdevelopment and a history ofmusic course.

    Haddonfield Middle School willoffer new opportunities for proj-ect based learning initiatives inwhich students will work inteams, incorporating STEM con-cepts along with utilizing technol-ogy based student driven collabo-rative research.

    Teachers will improvehome/school communication bymoving from e-boards to Edmodo,a technology platform for socialmedia. Digital citizenship alsowill be a focus for students in con-

    junction with high school admin-istration and the districtmedia/technology specialists inorder to address emerging issuesof ethical media use in addition toutilizing parent-student speakerprograms. HMS will also be mov-

    ing toward full implementation ofthe Common Core state standardsin mathematics during the schoolyear.

    The elementary schools will befocusing on Common Core curric-ula objectives, supported by inno-vative teaching and learningusing iPads and other technolo-gies to enhance critical thinking.Programs such as Odyssey of theMind and Science Olympiad willalso be expanded and strength-ened.

    In addition, new language artsliteracy and everyday mathemat-ics programs will continue to beimplemented at the elementaryschool level along with buildingupon the world language programand incorporating environmentalprojects such as student devel-oped (historical) gardens at eachof the schools. Technology will beutilized by teachers to create ad-vanced dynamic learning envi-ronments for students in order toaccommodate a variety of learn-ers.

    Technology will also increasecollaboration between elementary

    school teachers at specific gradelevels through the use of theiDrive.

    In addition, the smart exchangenotebooks lesson will also be usedas a resource for teachers to col-laborate and share best practiceslessons.

    By using iPad applications andApple TVs, students will be able tobetter learn concepts as a part oftheir programs and share theirwork more easily. Students willalso be able to practice importantpresentation skills through theuse of technology in order to helpthem prepare for future advance-ments in technology and digitallearning.

    The school district will providepreschool to fifth grade at each ofthe elementary schools, incorpo-rating one pre-school class intoeach of the elementary schoolbuildings.

    This was done in order to cre-ate neighborhood pre-school pro-

    grams along with helping to alle-viate overcrowding at Tatem Ele-mentary School. The entire pre-school program was originally

    housed at Tatem. As enrollmentcontinues to grow district-wide,creative solutions will be neededto solve long-term student popula-tion issues.

    The current enrollment for thedistrict is 2,558 with a 7 percent in-crease in enrollment conserva-tively estimated within the nextfive years. With state mandatesbeing discussed for full-daykindergarten, the district willhave to look at creative ways to se-cure much needed classroomspace.

    In regard to security, beginningthe school year, each elementaryschool will have a state of the artkey fob system in which access toentry and exits of the elementaryschool buildings will be closely

    controlled and monitored.Duress Alarm Systems will

    also be placed in each one of theschools. District-wide crisis teamshave been formed and communi-cations with law enforcement,OEM are continuing.

    In addition, a Community Bor-ough-School District Safety andSecurity Committee has beenformed involving educators, bor-ough officials, residents, parentsand law enforcement in order tocollaborate on safety and securityissues within the district andcommunity.

    School district-wide crisisteams have also been formed. Inaddition, crisis plans have beendeveloped that include crisisdrills and exercises, tier level lock-down drills, evacuations and re-verse evacuations.

    Regarding capital projects, re-paired roofs and infrastructureson our school buildings: One of

    the capital projects involved reno-vating the high schools copula

    that is illuminated as a dome eachnight and can be seen throughoutthe community.

    In addition, the high school au-ditorium project has been com-pleted along with the new dancestudio.

    The library has also been re-designed and renovated into a col-laborative learning/research cen-ter.

    This upcoming school year, thedistrict and community will havetwo new dynamic turf fields forHaddonfields youth to play on.The new turf fields were madepossible by a communitywide ef-fort to fundraise close to $700,000for our student/athletes. With thegenerous support of the PTAs,HET (Haddonfield EducationalTrust), and Lights, Camera, Ac-tion among other supportive or-ganizations, Haddonfield schooldistrict is able to complete severalimportant capital projects for thebenefit of our students and com-

    munity.The tuition program continues

    to bring in a substantial amountof revenue for the district to helpalleviate the burden on taxpayers.This school year the program willraise more than $400,000 in rev-enue.

    Thats half of the recent aidfrom the state. The HaddonfieldSummer Academy also had a suc-cessful summer raising revenueand offering a wide array of en-richment opportunities and pro-grams.

    All schools are participating inthe recognition of HaddonfieldsTricentennial in a variety of waysincluding student-led researchand presentations, curricularstudies of the history of Haddon-field, and student participation incommunitywide Tricentennialevents.

    The school district is very ap-preciative of all the sacrifices,dedication and support of the par-

    ents, teachers, Board of Educa-tion members, administratorsand the community that enableHaddonfield school district to re-main being the best in the state,region and nation.
