    Commercial servicesWorldwide, railways are coming under increasing pressure to improvetheir nancial and operating performance.

    Most are facing increasing threats from competition, such as roadconstruction and rising car ownership, aggressive responses frombus operators and road haulers and low cost internal air travel.Governments are also seeking to reduce the levels of subsidyprovided to railways.

    Faced with these pressures a railway must adapt in order to survive.Without change a railway risks entering a vicious downward spiral

    of worsening nancial performance and cuts. The situation iscompounded by ageing assets, insufcient funds for investment, a

    growing debt burden and cost recovery that is insufcient to cover

    both operating and infrastructure costs. If left unchecked, this resultsin a further decline in competitiveness and performance and a furtherworsening of the nancial position.

    We are experienced in advising railways on how best to structuretheir organisations in order to manage the increased competition andreduced protection. We believe there are four fundamental elementsthat are pre-requisites to business success.

    Railways must have:

    an understanding between the railway organisations andgovernment of the role the railway should play in the nationaltransportation structure, with clear nancial (and other) objectives

    and an explicit regulatory framework

    an understanding of the competitive environment in which therailway operates

    Due diligence and transaction experience

    Our extensive experience in professional advice covers the commercialand technical aspects of acquisition, development, and operation ofxed and movable assets. This experience includes providing advice

    to procuring authorities, funders, potential operators, developers andregulators.

    We appreciate that there are particular risks when developingcommercially funded infrastructure and services, particularly inassessing the links between funding constraints and risk allocation.There are also practical risks associated with staging of works,delivery to programme, systems integration, dealing with interfaceswith the existing infrastructure, and sensitivities to disruption toexisting services during implementation periods.

    We recognise that risk is a key determinant in assessing viability of anyproposal for private nance involvements. Risks must be appropriately

    allocated to the parties best able to manage and mitigate risks, whilespecications must allow sufcient exibility for efciencies to be

    achieved through innovation and application of best practice from theprivate sector and allow appropriate returns to investors.

    Rail PPPThere are numerous precedents for PPP development of railwaysystems for heavy rail, metro and light rail systems in the UK andaround the globe. There are many different arrangements forpackaging of system development and operations with precedents

    for combinations involving public and private funding componentsof all or some of the elements. Packaging of works and contractpayment arrangements reect the differing risk proles in relation

    to construction, operating outputs and revenue. In each case,procurement has followed long periods of scheme development andrequired extensive negotiations over funding proles and transfer of

    risk for achieving outputs. The complexity of payment mechanismsis generally inversely proportional to the level of risk transfer andprescription of required outputs although in each case there is aclearly dened minimum level of system outputs.

    Halcrow has been involved in each of the different PPP types outlinedin the table opposite and in each of the schemes shown as examples,

    Independent reviews of company standards/safety

    management systems for train driving and SPADmanagement

    Halcrow is regularly commissioned to carry out reviews and audits ofthe safety management systems for the management of train drivers,depot drivers and driver managers, the management of operationalsafety risk including signals passed at danger (SPAD) and theapplication of the standards the workplace. Clients include mostUK train companies, including Network Rail, Irish Rail, QueenslandRail, RailCorp and Perth PTA in Australia, and Hong Kongs MTRCorporation.

    The Association of Train Operating Companies (ATOC) commissionedHalcrow to carry out an independent review to sample-check a rangeof train/freight operating companies following the Ladbroke Grove railaccident to identify good practice and areas of concern. We producedcodes of practice covering many areas of driver management that

    formed the basis for the individual train company safety managementsystems to meet the mandatory requirements of the Railway GroupStandards.

    The MTR Corporation, Hong Kong, called on our expertise to advisethem on the content, structure and style of the rules and procedures,accident and emergency planning manuals and other safetymanagement system documents to make these more understandableto their staff. We provided a project manager who worked with MTRCorporation to make the changes to the documentation.

    RailCorp Australia commissioned Halcrow to review the status andset a baseline of the implementation of the RailCorp corporate safety

    management system and benchmark this against international bestpractice models in the rail industry and recommend a basis forcontinual improvement in the safety management and performance.

    In preparation for acceptance and introduction of the national code ofpractice, AROU commissioned Halcrow to carry out an independentreview of the adequacy of the structure and content of the code.

    Managing operational safety risk and risk assessmentWe have carried out a wide range of projects for industry clients.Halcrow specialises in managing the risk from signals passed atdanger and works with clients to develop risk control strategiesand produce the industry newsletter Red Alert, and manage the

    annual UK National Operational Safety and SPAD Conference andWorkshops.

    Halcrow won the HSBC awards for Safety and Security Innovation

    for their work on SPAD management and in conjunction with ArrivaTrains Wales for developing a technique to manage distraction riskand improve memory retention (Risk Triggered Commentary). ManyUK companies have adopted this technique and the practise is nowspreading to other railways around the world.

    Operational safety risk assessments have been carried out on a widerange of topics including driver only operation, shunting, train doorcontrol systems and level crossings.

    Halcrow has produced industry guidance on how to produce depotspecic risk assessments for train driver depots and shunting locations

    which has been widely adopted by UK companies.

    Safety audit servicesHalcrow is commissioned by a number of train and infrastructurecompanies to carry out an annual audit of their safety managementsystem/railway safety case. We apply a risk based approach to thecompliance checks that are undertaken and provide added valueby also reviewing the content of the standards and procedures toestablish if these are keeping pace with industry good practice.Halcrow also provides training in audit skills for audit teams. Clientsinclude Eurostar, Arriva Trains Wales, Northern, GrantRail, Dean &Dyball Construction, Atkins Rail, Jarvis Group.

    Halcrow carried out an operational safety assessment of theSingapore MRT NE Line and the Sengkang & Punggol LRT systems

    Halcrow is playing a leading role in the

    delivery of one of the largest infrastructureprojects in the world .

    When Crossrail opens in 2017, it willincrease Londons public transport networkcapacity by 10%, supporting regenerationacross the capital, helping to secureLondons position as a world leadingnancial centre and cutting journey times

    across the city.

    The aim of this 16 billion scheme is to provide anew east-west railway across London, providing a

    dedicated link between Heathrow Airport, the WestEnd, the City, Canary Wharf and the Thames Gateway.New tunnels will be constructed from Paddington inthe west, to Stratford and Canary Wharf in the east.

    Crossrail will run 118km from Maidenhead and Heathrow in the west, through new twin-bore 21km tunnels under central London to Sheneld and Abbey Wood in the east. It will

    bring an additional 1.5 million people within 60 minutes commuting distance of Londonskey business districts.

    A team consisting of Halcrow, Bechtel and Systra has been appointed as a projectdelivery partner for the 21km central tunnel section, running from west London, throughPaddington and branching off to the north and south of Liverpool Street Station. This

    tunnel will run through six new stations, and is set to become the largest constructionproject in Europe.

    The team will also take on the complex job of integrating Crossrail with Londons existingtransport systems.

    Preparatory works are under way now, and construction is due to start in 2010.

    Halcrows appointment as part of the project delivery team follows a succession ofdesign contracts on the Crossrail project. We recently completed the multidisciplinarydesign of the south-east leg of the new network, which runs through Canary Wharf, theExCel international exhibition and conference centre and out to regeneration areas inNorth Kent. This section includes a mixture of underground and surface running, with aminimum of three stations, as well as three portals and six intermediate shafts.

    In the past we have also carried out the detailed design of running tunnels, platformtunnels and ventilation structures between Westbourne Bridge and Tottenham CourtRoad station and design of a new Crossrail station at Bond Street.

    Halcrow has designed a 180 million

    extension to the Docklands Light railway(DLR) in London that will provide a much-needed transport link between Woolwichtown centre, central London and LondonCity airport, and will play an important part inthe regeneration of Woolwich and the RoyalDocks.

    The new line will also provide a transport link to theOlympic village as part of the London 2012 Olympicand Paralympic Games.

    The 2.5km extension runs under the River Thames

    from the existing George V DLR station to a newstation at Woolwich Arsenal that integrates lightand heavy rail, local bus services, taxis and waterboats, to provide the area with a major multimodalinterchange.

    As lead designer Halcrow was responsible for allaspects of design including tunnelling, piling anddiaphragm walls, geotechnics, mechanical andelectrical works, building services and structural

    design, track work, signalling and train control systems, telecommunications andSCADA, rail systems and station architecture (in association with project architect).Our pedestrian modelling team modelled passenger ows in an around the station,

    and our trafc management and highways teams managed all associated highwaysworks.

    We utilised live 4D CAD modelling software for clash detection and to optimisesystems integration.

    The design was successfully delivered to a challenging programme, and Halcrowsubsequently provided construction supervision and support during the testing,commissioning and handover of the completed system

    The new station, the largest on the DLR network, is fully integrated with the existingNational Rail station, which was upgraded as part of this project. It is built over threestoreys and incorporates step-free access to the ticket hall, platforms and trains, anda step free interchange with the National Rail services.

    In addition to the station, the project included twin 1.8km long, 6m diameter, boredrunning tunnels under the River Thames. They were bored using an earth pressurebalancing tunnel boring machine and lined with a steel bre-reinforced trapezoidal

    segmental lining. During the tunnel excavation 100,000 cubic metres of spoil wastaken out and removed by barge to minimise the environmental impact and avoid

    adding congestion to Londons roads.

    Commuters, residents and visitors are

    set to benet from a major upgrade toTottenham Court Road one of Londonsbusiest underground stations which willboost capacity and ease congestion.

    Over 150,000 people use the station every day,and passenger numbers are expected to surge to200,000 with the opening of the Tottenham CourtRoad Crossrail station in 2017.

    Co-ordinating all sub-consultants and architects,Halcrow has provided multidisciplinary design andplanning consultancy services for the 300 million

    station upgrade.Featuring passageways linking LondonUnderground platforms with the Crossrail station,plus an enlarged ticket hall below busy Londonroads and Grade II listed buildings, the projectrepresents a comprehensive modernisation.

    Halcrows design for the refurbished station useda pedestrian modelling study to reduce traveldistances between the ticket hall and platformlevels. The modelling exercise also led to improvedticket hall and station entrance layout designs.

    New escalators and step-free access will improvepassengers travel experience. Halcrows state-of-the-art re safety measures are designed to protect

    those using and working in the station, while a ve-

    storey operations building will house staff accommodation.

    Halcrow and its construction partners have produced guidance for safelyconstructing, testing and opening each part of the project to maintain services andreduce disruption, in keeping with the clients requirements.

    Once complete, this integrated transport hub will play an integral role at the heart ofthe capitals travel network.

    The Ampang Line is one of the three lines

    in Kuala Lumpurs Light Rail Transit (LRT)network. This 16km long extension to theline will include 12 new elevated stationsbetween Putra Heights and Sri Petaling viaPuchong, and a new depot for the expandedeet.

    Halcrow is a lead designer for the systems aspectsof this extension. The scope of services includesprovision of specialist systems engineering input -rolling stock, operations and maintenance aspects,and the provision of tender support services inrespect of the award of a proposed engineer,

    procure and construct (EPC) form of contract.The scope also includes development of therequirements for the full technical compatibilityand interfaces and operations plans. Halcrow isresponsible for the management of the technicalinterfaces between the civil and structural, andmechanical and electrical designers.

    Halcrow team is also designing a purpose builtmaintenance depot, stabling points and equipment

    facility for the full maintenance (heavy and light) of new rolling stock. The new depotis also designed to accommodate existing vehicles on the current system for bothstabling and light maintenance.

    The facility includes stabling sidings for 12 six-car units with raised platforms allowingstraight access into the vehicle and water and power to allow cleaning of all units.There is also a covered maintenance facility including maintenance equipment,storage points, workshop staff facilities and administrative facilities.

    Sustainability is a key factor in the design. The depot roof will include solar panels toprovide renewable energy to the facility.

    After the EPC contract award Halcrows role will continue with responsibility for designreview and verication of the systems contractor, monitoring of the manufacture,

    installation, testing, commissioning and handover of the system.

    Kuala Lumpur LRT 2 Kelana Jaya Line: PUTRA

    The PUTRA LRT is one of the most advanced

    rapid transit systems in the world and, atthe time of commissioning, the worldslongest driverless metro.

    Halcrow was lead member of a joint ventureacting as consulting engineer responsible for allpreliminary design, detailed design, all coordination,specications, supervision and commissioning for

    this major project.

    The system is 29km in length and serves a totalof 24 stations. The route links the commuter areain the north and west via the city centre, with anew depot located at the western end of the line.The system has capacity of 30,000 passengersper hour, per direction, and incorporates 24kmof viaduct and 5km of tunnels. This was the rst

    major tunnelling project in Malaysia and requiredthe effective liaison with multiple stakeholders toensure minimal disruption.

    Halcrow were involved in the design of 22 newstations, ve of which are underground, and

    the incorporation of the system into two existingstations. Safety is stressed in the station design by

    the incorporation of platform screen doors (all underground stations) and intrusion

    sensors. The stations were designed to have platform gaps of less than 5cm toallow easy access for disabled and wheelchair users. This required a number ofconsiderations during design including non-ballasted tracks, hence less rail andtrain movements, direct rubber suspension of the trains leading to less train bodymovements and straight platforms at all stations.

    Halcrows design included state of the art communication systems and automaticfare collection, utilising a contact-less smart-card system.

    Halcrow managed the implementation of Linear Induction Motor technology, used toensure operating noise was kept to a minimum, and the Alcatel SELTRAC vehiclecontrol system. This included all safety checks, phased roll out of the systemand testing and commissioning. Halcrow undertook the approval and acceptanceof the rolling stock; from type testing and factory acceptance through to testing,commissioning and trial running.

    The system was managed in two phases, with phase one fast tracked to go fromconcept to service in just four years in time for the Commonwealth Games in 1998,and phase two delivered into full service after just two weeks trial running.

    Halcrow has designed a 4.4km extension

    to the Docklands Light Railway (DLR) thatenables airline passengers and airportvisitors and staff to get to City Airport fromthe centre of London in just 22 minutes,and from Canary Wharf within 14 minutes.

    The airports owner believes this will help to reducecar journeys by an estimated half a million a year.

    Halcrow was appointed as lead designer for thenew line, which includes 2.9km of elevated trackand four new stations. Each station serves existingor planned schemes that will act as catalysts

    for future developments. The elevated stationat City Airport provides a multimodal transportinterchange, integrating the DLR with the airport,local buses and taxis, and gives access directly tothe airport terminal building.

    Halcrow was responsible for all aspects of design,including mechanical and electrical works, buildingservices and structural design, geotechnical advice,track work, signalling and train control systems,telecommunications and SCADA, rail systems andstation architecture, in association with the projectarchitect. Our pedestrian modelling team modelled

    passenger ows in an around the station, and our trafc management and highwaysteams managed all associated highways works.

    At an early stage in the design, value engineering workshops were held to investigatealternative design proposals and to select the optimum design solution. As the design

    developed the contractors planners and site management team worked alongsidethe design team to develop construction methods, phasing, and temporary worksdesigns so that good buildability was inherent in the nal design.

    Dublin Interconnector - DART Underground

    is a proposed new 5.2km undergroundrailway beneath Dublin city centre. Theline will link existing rail lines, and providemultiple transportation interchanges. It willalso link all rail modes, DART, Commuter,Intercity, Luas and Metro, to form anintegrated suburban railway system. Itsaim is to quadruple the Greater Dublinareas rail service capacity from the current25 million passenger journeys annually to100 million passenger journeys.

    Halcrow is a lead member of a joint ventureappointed by Iarnrod Eireann (Irish Rail) for theDublin Interconnector DART undergroundproject. The team is responsible for developingthe reference design and contract documentationfor a public-private partnership (PPP) contract,preparing the environmental impact statement, andsupporting the parliamentary approval process.The scope of work encompasses all technicaldisciplines.

    The Interconnector will pass under the Docklandsarea, beneath the River Liffey before curving

    westwards beneath Pearse IE station and StStephens Green towards Heuston, the main line terminus for lines into Dublin fromthe west, with DART services terminating at Hazelhatch, Co Kildare. As with the

    tunnel itself, this will require new electrication.

    Four tunnel boring machines are to be used in construction, mainly through limestone

    bedrock at ve metres below the Liffey riverbed. They will create the twin bores fromthe Heuston and Docklands portals, all working towards St Stephens Green. Cutand cover will mainly be used to provide sites for the ve Interconnector stations.

    An existing station, St Stephens Green to the south of the citys Grafton Streetshopping area, is destined to be the interchange of Luas, Interconnector and MetroNorth for onward connection to Dublin Airport. This will involve constructing theDART station beneath the Metro, and accommodating the proposed Line BX Luascity centre link in the development designs. Another existing station, Pearse, will beredeveloped as the principal DART interchange.

    Extensive resignalling of the central area will be required for the increase inpassenger journey capacity brought about by the realigned DART services. This

    includes central trafc control, real-time indicators and destinations of arrivingservices on platforms and on-train information for passengers. Signage is bilingual,with information appearing in English and Irish.

    Manila LRT Line 2

    Halcrow, as a lead partner of a joint

    venture consortium, undertook the designprocurement, supervision testing andcommissioning and operational supportfor this major urban system which servicesone of the largest urban populations inthe world. The project was successfullydelivered on time.

    The system has designed maximum capacity of60,000 passengers per hour per direction to copewith the expected doubling of the citys populationover the next 14 years.

    Approximately 14km in length, the systemencompasses eleven stations along an east west corridor through ve cities in the metropolitan

    Manila area, from Manila city to Pasig. The rollingstock is of the heavy rail metro type.

    Before Halcrow was appointed to the lead technicalconsultant role the project had fallen seriouslybehind schedule, however Halcrows projectmanagement and control systems ensured theproject was delivered on schedule and to budget,and into full service after just two weeks trialrunning.

    Halcrow were lead technical consultant on theproject and responsible for technical design, tender and contact documentation,site supervision and commissioning of the system, as well as associated feasibilitystudies, economic assessments and urban planning.

    Design included one underground and ten elevated stations and one self containeddepot at Santolan, incorporating facilities for maintenance and servicing of the eet.

    The majority of the guideway structure is eight metres above the roadway. To avoida dark tunnel effect, the side of the viaduct beams were sloped to give a lighterappearance and maximise ambient light penetration onto the street below.

    The stations design incorporate concourse areas for retail areas and have fullwheelchair and disabled access via lifts and escalators. Stations are air-conditionedand have fully automated ticket vending machines and automatic fare collectionsystems. These systems are monitored locally and remotely at the central depotofce via a bre optic network, allowing monitoring of system usage.

    Halcrow were responsible for managing the clients engineer consultants, managingthe contractors and ensuring integration across all interfaces. Halcrows projectengineering manager was also responsible for managing contract payments,

    documentation and claims throughout the project.As well as the diversion of utilities along the line alignment, a number of undocumentedutilities were encountered requiring additional management and stakeholder liaison.

    The Evergreen Line is a new rapid transit

    line that will connect Coquitlam TownCentre to Vancouver starting at LougheedTown Centre Station in Burnaby and endingnear Douglas College in Coquitlam. Theline will be a fast, frequent and convenientSkyTrain service, connecting CoquitlamTown Centre through Port Moody andBurnaby to Lougheed Town Centre inapproximately 13 minutes. The EvergreenLine will seamlessly connect to the currentSkyTrain network, including the Expo andMillennium, and wil l integrate with regionalbus and West Coast Express networks.

    The two track line is 11km long with six primarystations and a potential for up to two additionalstations. The 5.9m diameter twin-bore precastconcrete segmental tunnel is part of the EvergreenLine that emerges at the North Portal in Port Moody.

    The alignment will run along elevated viaduct,tunnel and at-grade.

    Halcrow provides tunnel conceptual and preliminarydesign up to procurement state that includes

    planning, civil, structural, ventilation and fre-life-safety design services.

    The Eagle P3 project is a public-private

    partnership where Denver RegionalTransport District (RTD) will contract witha team of private partners to design, build ,nance operate, and maintain (DBFOM), the

    East Corridor, Gold Line, a short segmentof the Northwest Rail and commuter railmaintenance facility projects as oneproject.

    Through this PPP, RTD will retain all assets whileshifting much of the risk of providing the projects tothe private partner or consortium. In return, RTDwill make service payments to the private partner,allowing the agency to spread out large upfrontcosts over a longer period.

    The East Corridor, Gold Line, a short segment of the Northwest Rail Electrif edSegment and the Commuter Rail Maintenance Facility (CRMF) will be designed andbuilt by the concessionaire. The concessionaire will provide and maintain the railvehicles for all four commuter rail corridors. The concessionaire will also operateand maintain the East Corridor, the Gold Line and the North West Rail Electrif edSegment as well as the transit specif c elements, such as stations and parking lots,on the Northwest Rail line, for up to 40 years. In addition, the Concessionaire willarrange f nancing for the project and receive payments based on their performance

    of the operation and maintenance of the project.

    Halcrow has been appointed by one of the projects bidding consortiums as lenderstechnical advisor. The scope of works comprises of the following:

    East Corridor: Denver Union Station to Denver International Airport 22.8 milesand 6 stations;

    NWES Alignment: Denver Union Station to South Westminster 5.3 miles and1 station;

    Gold Line: Ward Road to Peco 7.4 miles and 7 stations.

    The role includes a forensic review of all technical, contractual, commercial andnancial aspects of the proposed bid.

    The North East Line (NEL) is one of the

    worlds rst fully automatic undergroundheavy rail systems. Built at a cost of $4.6billion, the NEL has 16 stations and is 20kmlong. It provides commuters with a greatersource of reliability and comfort source oftravel experience and offers greater timesavings for most commuters.

    Halcrow was commissioned in 2002 and 2003to carry out an audit of the railway company toestablish if it was in an acceptable conditionto commence operations. The commissionconsisted of a document audit of the SBS TransitSafety Management System, including the SBSTransit Training Division processes, and a safetymanagement system eld audit.

    The purpose of the Field Audit was to conrm that the operating risks for the system

    had been fully identied, and that control measures for those risks had been

    systematically developed, implemented & maintained. It was carried out across thefollowing areas:

    Vision 42 is a citizens initiative to re-

    imagine and improve surface transitin midtown Manhattan, New York. Theproposal to ins tall a light rail system alongworld famous 42nd Street solves many ofthe areas most pressing current and futuretransportation needs. When combinedwith a high quality landscaped pedestrianpromenade, the areas quality of life forresidents, commuters, and tourists isdramatically improved. Halcrow undertookinitial cost study in 2004 and updated coststudy in 2007.

    Halcrow has been commissioned by the Institute forRational Urban Mobility, a private citizens group,

    to perform a cost estimate study of the capital,operating, and maintenance costs to provide a

    modern, river-to-river, at grade, low-oor light rail transit system down the centre of

    one of New York Citys most famous boulevards, 42nd Street.

    In addition to the light rail system and associated maintenance facility, the plan is toturn 42nd Street into an auto-free landscaped boulevard with open space, outdoorcafes, greenery, and high quality pedestrian amenities.

    The cost to relocate/reconstruct a myriad of underground utilities, account for existingsubsurface infrastructure, and provide for increased street maintenance and policingcosts as well as include realized savings resulting from the elimination of existing

    bus service was all taken into consideration during this study.

    Upon completion of this cost study, presentations were given to key decision makersto present and defend the results of the study and for consideration in determining

    project viability.

    The Kuala Lumpur Monorail System was

    constructed in Kuala Lumpur between1999 and 2003 and opened for passengerservices in August 2003.

    The system is 8.6km long, twin track and has 11stations. It was constructed as a privatised project,funded from a Government grant and a seriesof infrastructure loans. The system went intoliquidation in mid 2007, and PricewaterhouseCoopers was engaged as the ofcial

    receiver.

    Halcrow has been retained by PwC to undertake an independent valuation of themonorail system based upon the value of the current asset, including an assessmentof the asset condition and the prospective future capital and operating costs of theasset over the next twenty years. We have also been requested to determine thecurrent revenue and suggest a methodology whereby the revenue stream and farebox ratio can be optimised.

    A condition in undertaking this assignment was that Halcrow were familiar andcompetent to undertake an independent technical review of the monorail system.

    In 2006 SCOMI Engineering Bhd proposedan outright purchase of the companylargely responsible for the constructionand ongoing maintenance of the KL system,MTrans Technology Sdn Bhd.

    The sole purpose of the purchase was to acquire thetechnology to design and build a next-generationmonorail system and vehicles for future SCOMImonorail system bids.

    The target company was not then designing or building new systems, though activelysubmitting bids and developing the KL eet.

    Halcrow was engaged with the remit to establish, if the company had the competence,knowledge, people and intellectual property rights to successfully develop a newsystem, thereby justifying the value of the purchase.

    Manila LRT Line 1 (the Yellow Line) is a

    9.4 mile light railway from Baclaran inPasay City to Monumento in Caloocan City.Line 1 is parallel to Manila de Bay, mostlyrunning along Taft Avenue, a main Manilathoroughfare. There are eighteen (18)stations along the fully elevated Line 1 usedby some 105m passengers in 2005. TheProject is to extend the existing LRT Line1 southward by 7.3 miles from BaclaranStation in Pasay City to Bacoor City in theProvince of Cavite.

    The Manila Line 1 concession is proposed to bea Solicited Transaction under the Philippine BOTLaw, implemented as a Contract-Add-Operate(CAO) scheme. The assets are to be transferredback to the Government of the Philippines (GOP)at the end of a 40-year concession period. The

    Government is to provide the right-of-way (ROW) and fund part of the cost of thecivil works component. Ofcial Development Assistance (ODA) nancing from a

    multilateral source is being arranged. The private sector proponent is to nance the

    remaining costs and to receive the ridership revenues and commercial revenues(the latter subject to a gain-share mechanism).

    The tendering process is to meet the World Banks requirements for InternationalCompetitive Bidding (ICB).Halcrows services comprised:
