Welcome to the 2011 Haldimand County Spring/Summer Community Guide. Inside you will find a wide range of activities and events for you and your family to enjoy right here at home.

For the first time this year’s Guide has been produced in-house, and my congratulations go out to staff in the Community Development & Partnerships and Economic Development & Tourism Divisions for maximizing County resources in producing this publication. In the new, larger format, we have been able to include not only listings of our

programs, but also many of the community resources available in Haldimand County – making the Guide an even more valuable source of local information.

As you read through, you will see that we have expanded our summer camp programming to include more locations with more exciting themes to keep children active and engaged. We also continue to develop our excellent aquatics programming. In 2010, our lifesaving program was in the top ten for Ontario municipalities (with a population between 10,000 and 50,000), and was the only seasonal program to make the rankings.

Congratulations to Lynda Kissner and the 2010 summer aquatics staff.

I encourage you to get out and enjoy all that Haldimand County has to offer this spring and summer. There are many different activities just waiting for you to enjoy. We have summer camp programs, trails, parks, farmers’ markets, special events and festivals. Our Spring/Summer Community Guide has all the information needed to make this season enjoyable for you and your family.

This Guide encompasses a variety of summer programs, allowing the residents of Haldimand County to get actively involved within their community. From summer camps to swimming facilities, there are fun activities offered for everyone. In addition to giving residents chances to get involved, these summer programs have created employment opportunities for 75 students in Haldimand County, allowing them to work within their neighbourhood.

Summer is right around the corner, so plan to include Haldimand County as part of your summer schedule!

Thistlemoor Park Pathway, Caledonia Within the limits of Thistlemoor Park in the south end of Caledonia.

Kinsmen Park Walkway - Kinsmen Park, Caledonia Paved and lit walkway throughout Kinsmen Park on the north side of the Grand River.

Patterson Walkway, Caledonia Paved and lit on the east side of Argyle Street, between the south side of the Grand River and Forfar Street.

Ramsay Walkway, Caledonia Paved and lit trail on the west side of Argyle Street, between the Grand River and Forfar Street destined for the Caledonia Old Mill.

Rotary Riverside Trail, Caledonia to Sims Lock Designated as part of the Trans Canada Trail System, this trail is approximately six kilometres of scenic Grand River country, which is suitable for nature walks, hiking and cycling.

Public RemindersNoxious WeedsAll properties in the County must be in compliance with the Weed Control Act by June 1 every year and throughout the growing season.

The main purpose of the Weed Control Act, R.S.O. 1990, is to reduce the impact of noxious weeds on the industries of agriculture and horticulture (particularly those lands which generate income or other benefits to agriculture) and generally excludes lawns, gardens and private areas for personal enjoyment and leisure.

Please note that dandelions and goldenrod are not categorized as noxious weeds under the Weed Control Act.

Building PermitsThe Haldimand County Building Division inspects—for the health and safety of citizens—the construction of structures and buildings in which our community lives, works, studies and plays. We would like to remind residents that building permits are required for the following:

• Construction and/or alterations of buildings and/or structures;• Change of occupancy of buildings;• Installation of plumbing fixtures and piping;• Construction of accessory buildings and structures (over 10 m2,

approximately 107 ft2);• Installation or repair of sewage systems; • Installation of woodstoves, fireplace inserts, corn stoves, gas fireplaces;• Construction and installation of fireplaces and chimneys;• Installation of pools with a water depth of 18” or greater including all

inflatable, above-, on- and in-ground pools;• Deck construction as follows:

• Any size deck serving as an exit or entrance;• Any deck with an area of over ten (10) square metres;• Any deck attached to a building resulting in a combined area of ten (10) m2; and,• Any deck greater than two (2) feet above grade at any point.

• Demolition of building/structures.

Long GrassAll properties in the County are required to be in compliance throughout the year with Haldimand County’s Clean Yard By-law No. 731/06, which includes long grass. Grass more than 8” (eight inches) in height must be cut throughout the year, as often as necessary.

As set out in the Weed Control Act and Clean Yard By-law, the County may enter upon the said lands and have the weeds or grass destroyed/cut/cleaned-up, charging the costs against the land owner. The rate for each incident per property is the actual contracted cost for the destruction/cutting/clean-up, plus a $75 administration charge.

Information regarding specific locations where noxious weeds and/or long grass are flourishing within Haldimand County should be brought to the attention of the By-law Enforcement Officers.

As a result of revised assessment values for 2011, the average residential home value has increased by approximately 5.6%, resulting in an average Current Value Assessment of $209,727.

PAYMENT METHODSPre-Authorized Payment Plan

• Instalment Payments - the instalment amount will be deducted on the tax due dates. Sign up deadline is 30 days prior to the tax due date.

• Monthly Payments - monthly deductions will be taken out on the 1st of each month. The ratepayer can join twice a year, commencing January 1st and July 1st. Applications must be received two weeks prior to these dates and all taxes must be current before the application is accepted.

• Monthly Arrears Payments - monthly deductions will be taken out on the 1st of each month. Interest will be charged to the account.

Mail/Post-Dated Cheques - Please include the instalment stub from your tax bill when submitting post-dated cheques. Note: If a receipt is required please enclose your complete tax bill, and a self-addressed, stamped envelope.

Telephone or Internet Banking - Using your property assessment roll number e.g. (2810.332.555.03000.0000), Enter payee as Haldimand County Taxes.

In Person/Drop Box - At the Cayuga Administration Office, and Satellite Offices in Caledonia, Dunnville and Hagersville.

Mortgage Company - If your taxes are paid through your mortgage, the bill is mailed to you for your records only and to the mortgage company for payment.

Financial Institutions - In Person, at major banks or most credit unions throughout the County.

IF FOR ANY REASON, a payment is returned by the bank, you will be subject to a service charge and applicable penalties. The returned amount will be added back to your tax account, including the service charge. If you are on the pre-authorized payment plan and two (2) payments are returned, your enrolment in the plan will be terminated.

Holidays: All County offices are closed on statutory holidays for program registration.

Class/Program Cancellations: There will be no make-up classes due to absenteeism, weather, emergency or maintenance closing.

Minimum Enrollment:Program registration fees are based on minimum enrollment criteria. Programs may be cancelled due to insufficient registration. Please register early to avoid disappointment. Staff will notify participants if a program is cancelled.

Refund Policy:Refunds will be granted only with medical documentation or when Haldimand County staff have cancelled a program. A credit may be applied to your Haldimand County account for future use in registering for programs if acceptable notice has been given or extenuating circumstances have arisen.

Spring Into Summer!Haldimand County’s Summer Day Camps offer campers fun and excitement!!

Haldimand County is a registered member of HIGH FIVE. All summer program staff receive training to promote involvement in quality programming and activities for children aged 6-12. The staff are trained in the principles of healthy child development in recreation and sport settings.

2011 Summer Day CampsThe Community Development & Partnerships summer programs will include the HIGH FIVE essentials of a high quality program…

• Participation: fair opportunity for everyone to participate• Play: just having fun!• Mastery: learning new skills and being successful• Friends: opportunities to make and build friendships• A Caring Adult: a leader or coach who shows warmth

and genuine interest in children

New This Year — Extend the Day Program:Extended hours of supervision are offered at day camps.  Each “Extend” option (morning and afternoon) has a separate bar code for registration and you must indicate if you would like one or both of the ‘extend’ options in a given week. You must select the camp location, the week and one of the associated extended hour programs in order to register for these early drop-off and/or late pick-up options.

Cost: $21.78 per week per ‘Extend’ option (* $17.42 week of August 2 – 5)

Extend the Morning runs 7:30 - 8:30 a.m. • Extend the Afternoon runs 4:30 - 5:30 p.m.

General Information• NEW! Watch for an email the Friday before camp begins. This is intended to provide parents and campers with information

about the fun-filled week to come!• Participants must provide their own nut-free lunch and snacks. • The camps will not swim on Mondays, however, packing spare clothes for your child is very helpful!

Inclusion OpportunitiesAll summer camp programs offered by Haldimand County provide an inclusive environment. Children who have a disability are included into program activities. Inclusion leaders are available for participants who need assistance, however spaces are limited so please book early. In order to ensure that your child is included as fully as possible, parents/guardians will be required to complete a Special Needs Form at the time of registration. Confidentiality will be applied. Camp Centre Stage will provide campers with the opportunity to experience the thrill of live performance while having fun and learning different aspects of theatre including singing, acting, dancing, costumes, makeup and set design. Through role-play activities, improvisation exercises and other activities, campers will develop their self-confidence and self-esteem as they work as a team to create, produce and star in their own live production for family and friends to enjoy the last day of camp. In addition, campers will have the opportunity to participate in a number of outdoor recreational activities throughout the week such as swimming, active games, crafts, as time and interest within the group permits.

Children’s Fitness Tax CreditTo help offset the cost of children’s participation in sport and physical activities, the Federal Government introduced a non-refundable tax credit in which up to $500 in eligible fees for programs of physical activity may be claimed per child.

EligibilityThe Fitness Tax Credit applies to children under the age of 16 years and applies to ongoing and supervised programs in which largely all the activities include a significant amount of physical activity. Programs should last at least eight weeks of one session per week, or in the case of summer camps, programs should last at least five consecutive days and be more than 50% devoted to physical activity.

Haldimand County wants to ensure every child and adult has the basic skills to survive. So this summer, Haldimand County and its Aquatic Staff

will be offering the Swim to Survive Program FREE of charge!!

More than 13 million people live in Ontario – 80% of them along the shores of the Great Lakes. There

is 87 km of shoreline in Haldimand County!

Drowning is the second-leading cause of preventable death for children under 10

years of age.

57% of drowning deaths occur while participating

in aquatic activities such as swimming or boating.

About half of Canadian children never take traditional swimming lessons – even though

“swimming” is the second most popular activity (after bicycling) in Canada among school-aged

children between 5 and 12 years of age.

61% of drownings occur in lakes, ponds, rivers, streams

and waterfalls.

Of the total number of drowning deaths, 85% were amongst males and 15% were amongst females.

To reach those who don’t take traditional swimming lessons, the Lifesaving Society promotes its Swim to Survive Program, which teaches the essential skills needed to survive an unexpected fall into deep water.

What is Swim to Survive?Swim to Survive is a Lifesaving Society survival training program. The Society defines the minimum skills needed by all Canadians to survive an unexpected fall into deep water. These are expressed in a skill sequence in the Canadian Swim to Survive Standard:

ROLL into deep water - TREAD water (1 min.) - SWIM 50 m

Swim to Survive is aimed primarily at children, but people of all ages should be able to perform the Society’s Swim to Survive standard.

Basic swimming ability is a fundamental requirement in any meaningful attempt to eliminate drowning in Canada. The Lifesaving Society’s research shows that most drownings occur close to safety. They believe that if every child in Canada could pass the Swim to Survive standard, it would reduce the number of drownings by half.

Who can participate: Children ages 8 years and older and adults

When: June 21, 23, 28 & 29 ; 5:30 - 6:30 p.m.

Swim to Survive is different than swimming lessons and is not a replacement for them. Swim to Survive teaches just the essentials needed to survive an unexpected fall into deep water – an important first step to being safe around water. The Lifesaving Society strongly encourages parents to enrol their children in swimming lessons.

In 2010, Haldimand County was recognized by the Lifesaving Society for operating one of the top 10 lifesaving programs in a community

with a population between 10,000 and 50,000 in Ontario.Haldimand County’s Aquatics Staff was also awarded the Dougie Warren Memorial Trophy in 2010. This trophy is presented to the Lifesaving affiliate in Area 6 (Niagara Region and Haldimand County) for its efforts in providing Water Smart® education to the community.

They will be able to support themselves at the surface without an aid, learn to whip kick, swim 10–15m on their front and back and be introduced to flutter kick interval training (4 x 9–12m).

These junior swimmers will dive and do in-water front somersaults. Their new bag of tricks includes handstands and completion of the Canadian Swim to Survive® Standard. They will work on 10–15m of front crawl, back crawl and whip kick. Flutter kick interval training increases to 4 x 25m.

Swimmer 4These intermediate swimmers will swim 5m underwater and lengths of front and back crawl, whip kick, and breaststroke arms with breathing. They will cap it all off with front crawl sprints over 25m and 4 x 25m front or back crawl interval training.

These swimmers will master shallow dives, cannonball entries, eggbeater kicks, and in-water backward somersaults. Surface dives will take them down to underwater swims. They will refine their front and back crawl over 50m swims of each, and breaststroke over 15–25 m. Then they will pick up the pace in 25m sprints and two interval training bouts: 4 x 50m front or back crawl; and 4 x 10–15m breaststroke.

These advanced swimmers will rise to the challenge of sophisticated aquatic skills including stride entries, compact jumps and lifesaving kicks like eggbeater and scissor kick. The Canadian Swim Patrol program provides enriched training for those who are ready to go beyond learn-to-swim. Semi-Private and Private Lessons: These lessons offer three (3) hours of instruction (for example, six half-hour classes), with a very small swimmer-to-instructor ratio. Semi-privates are conducted with two or three swimmers per group and privates are one-to-one. It is the registrant’s responsibility to find a group. Extra hours of instruction can be purchased for the swimmer who requires more time. These lessons will be booked during existing instructional time slots and available times will vary from facility to facility. Junior Lifeguard Club: The Junior Lifeguard Club (JLC) offers a unique aquatic alternative for those kids who love the water and who want more than ‘lessons.’ The JLC keeps kids interested and active in aquatics. The JLC stresses fun and aquatic skills development based on personal-best achievement. JLC members work to develop and improve swimming and other aquatic skills with emphasis on: swimming skills, lifesaving skills, lifesaving knowledge, leadership and teamwork, community education, competition and personal fitness. Participants will have the opportunity to participate in the Annual Haldimand County Junior Lifeguard Competition. Throughout the summer, participants will be competing in the Ontario Junior Lifeguard Summer Telegames (fees extra.) Bronze Medallion with Emergency First Aid & CPR-B: Bronze Medallion teaches an understanding of the lifesaving principles embodied in the four components of water-rescue; judgment, knowledge, skill and fitness. Rescuers learn tows and carries, and defences and releases in preparation for challenging rescues of increased risk involving conscious and unconscious victims of various types. Lifesavers develop stroke efficiency and endurance in a 500m timed swim. Emergency first aid includes CPR-B certification. This course provides participants with a general knowledge of first aid principles and the emergency treatment of injuries. Skills include: victim assessment, rescue breathing, CPR, choking and what to do for external bleeding, heart attack and stroke. Admission and Supervision Standards for Public and Family SwimsPublic swimming pools in Ontario operate under legislation developed and administered by the Ministry of Health and Long Term Care. The Lifesaving Society, Canada’s lifeguarding expert, works with the Ministry in developing, reviewing and revising legislation to enhance safety for patrons using public swimming pools. The Society has been working with aquatic professionals across the province to develop a standard for admission to recreational swimming. This standard has been prepared, tested and evaluated in a variety of aquatic facilities and is in the final steps of being passed into legislation.

In the interest of providing the most enjoyable aquatic experience under the safest of conditions, Haldimand County has chosen to follow the recommendations of the Lifesaving Society and implement the following admission standard:

Admission Standard• Children under the age of six (6) years may not be admitted to the swimming pool unless they are accompanied by a parent

or guardian who is responsible for their direct supervision.• Children under the age of ten (10) years who are swimmers (able to demonstrate comfort in the water and able to pass the

facility swim test) may be admitted to the swimming pool unaccompanied.• Children under the age of ten (10) years, who are non-swimmers, must be accompanied by a parent or guardian who is

at least 12 years of age and responsible for their direct supervision. The ratio of non-swimmers to parent or guardian may be a maximum of four bathers to one parent or guardian (4:1). (The ratio of non-swimmers to parent or guardian may be increased to a maximum of eight bathers to one parent or guardian (8:1) if lifejackets/PFDs are worn by all non-swimmers in their charge.

• A guardian or group leader should be at least 12 years of age.

Direct Supervision is defined as within arms reach and able to render immediate assistance. Lifejackets/PFDs do not replace the need for direct supervision.

A limited number of lifejackets/PFDs are available at the pools. To avoid disappointment, please bring your own.

The Facility Swim test that will be administered is:

• demonstrates comfort in the water;• swims continuously two widths of the pool; and• entering the deep end, the swimmer will be asked to tread water for one minute.

Lifeguards may at any time ask for a demonstration of swimming ability if they feel there is a question of the child’s safety.

What to Wear?Proper bathing attire means bathing attire only. Sorry, no street clothes, shoes or undergarments.

Pool Fouling:• All children not toilet trained must wear an article of clothing that will keep fecal matter contained in the event of a fouling. • We suggest you use: plastic pants, Little Swimmers pool pant diapers or Gabby’s. Standard diapers are not allowed.• A pool fouling will cause a closure of our pools anywhere up to 24 hours. The Ministry of Health enforces this regulation.

Your cooperation is greatly appreciated. In the event of this occurrence, staff will advise patrons of the specific protocol.
