Exercise TangaroaBy Jack Lyford Exercise Tangaroa was a publiceducation simulation based onthe scenario that a magnitude 9.1earthquake had occurred at 0447

New Zealand time on 20/10/10near the coast of Central Peru at adepth of 23 km. The earthquakehad generated a major tsunamithreat to New Zealand. The Minister for Civil Defencemade a simulated declaration of anational State of Emergency at0930 hours 20/10/10.

Hampden Civil Defence Sector Post was activated at 1100hrs.We established radio contact withthe Waitaki Headquarters andtwo teams were sent out to check on the numbers of people on or near the beaches at Hampden andMoeraki.

Later we were asked to haveteams of members door knock the lower areas especially in theMoeraki area to check on thenumbers of people and determine

those who would need specialassistance such as the frail or dis-abled, who would have to beevacuated if it was a real tsuna-mi. Overall, for the Hampden Sector Post the exercise was a great suc-cess despite some problems witha breakdown in communicationswith the headquarters. However this also allowed us to identify afew weaknesses in our own sys-tems, as in a real emergencythere may be no contact with theoutside at all.

Labour weekend Saturday saw 26 stalls set up in and around the Hamp-den Hall for the monthly market day. The sun shone, the breeze was a

light zephyr and the rain stayed away. In other words the conditionswere perfect for a browse around. The stalls sported a wide variety of goods for sale, from secondhand clothes and bric -a- brac to plants, jewel-lery, art work, wood turning, stained glass, merino clothing, candles, fresh eggs and vegetables. The Senior Citizens had a large selection on their stall which includedsome home baking and preserves. You could quench your thirst andquell hunger pangs with tea, coffee and a scone. Or treat yourself to ayummy, locally made Hangi Pie. Book -lovers were catered for too, witha community book stall with the proceeds going to the local library, which is open on Saturdays from 10am to 12 noon.

There were many visitors to the market this month to swell the usuallocal customer numbers including our Mayor and his wife, who often

    pop in to say hello.

The next market day will be Saturday November 27th, to be followed onSaturday December 11th with a Christmas Market, so mark those dates

Greetings All, This is an update on progress towardsthe History of Hampden. Over the past year a number of familyissues have meant my time has been

spent with their involvement. The lossof a young family member early inthe year disrupted the research, and ithas taken time to get back to it. I am not able to set a publication timenow but I intend to review the pro-gress being made and when that isclearer I will again come back to youwith a fixed date. Kind regards to all Ken Miller

By E. Norton Four members of the Hampdencommunity attended a workshop onfunding held in Palmerston. The daywas sponsored by the Adult Com-munity Education Network and or-ganised by Helen Jansen - who isalso a great cook and provided awonderful home cooked lunch. Steve Bennett of the LotteriesGrants Board gave a very informa-tive run -down on the workings of the Board and then used the rest of the time to explain the procedure for filling out application forms for lot-

    tery grants and answering questions.

Does your group need money tosubsidise a tutor with travellingcosts? To reimburse volunteers ex-

penses? Training? Or maybe even a part -time salary? You may be inluck, because the Lottery GrantsBoard has prioritised these areas,

and the good news, Steve says, isthat because of the recession every-one is gambling more and the Boardhas more money than ever to giveaway to community organisationThe Lottery Grants Board also co-vers minor capital works, anythingencouraging community participa-tion, events, and activity, resourceand programme costs.

COGS grants, on the other hand, cover rent, power, phone and ad-ministration, but theres a catch - you have to be super -organised for these, as there is only one fundinground per year. You need to applyin June or July for allocations inOctober. For anyone out there thinking of making a funding application, there are example forms in theHampden Library and application

forms are also available online. Non -incorporated groups are lim-ited to $5,000 from COGS and$10,000 from the Lottery Board. If your organisation is looking for large scale funding it needs to beincorporated This was a very instructive day, well worth attending and those

present left at the end of the daywith a completed application formready for submission. And wellhope Hampden will turn out tohave a Lottery bonanza.

By Tina Lawrence On the 19th October the members of the Waianakarua Garden Club held

their annual flower show in theWaianakarua Hall. Staging was from5.30pm to 6.45pm and there were 30different classes including spring

bulb, tulips, camellias, shrubs, blos-som, pansy, Trillium, Polyanthus andRhododendrons. The show tables were set up in one

half of the hall, with white paper cov-ering them and colourful dividers be-tween each class. The types of flower and class numbers were written ineach space to help competitors as wellas Ray Lawrence who was judging. While the judging was being carriedout, members met in the other half of the hall. After a short business ses-sion, the guest speaker Marion Shorefrom Waitaki Resource ManagementCentre educated and entertained themembers about resource recovery.

The judge gave feedback to the groupcommending them and the freshnessof the blooms. He was also impressed

with the quality despite the wind andrain in the preceding days. Rayshowed three blooms that he had

picked out for Best Bloom of Show, and talked about the reasons that hechose the Trillium above the other two. Ray was thanked for his sharing his

expertise and his time in judging theshow for a second year. The winners of the show were: High-est Points in Show Betty McMillan,Second Highest points in show Col-leen Grumball and Best Bloom of Show Tina Lawrence.Members enjoyedlooking at all the

blooms in theshow, then had sup-

    per and a chat.

    Bring Back the Music

When I was a child it was com-mon for men to whistle as theyworked outdoors. A few timeslately I have heard people won-dering why no one seems to dothat any more. In her lovely

book Larkrise to Candleford about her childhood in Englandover a century ago FloraThompson says: Most of the men sang or whis-tled as they dug or hoed. Therewas a good deal of outdoor singing in those days. Work-men sang at their jobs; menwith horses and carts sang onthe road; the baker, the millers

man, and the fish -hawker sangas they went from door to door;even the doctor and parson ontheir rounds hummed a tune

between their teeth. Where has all this music gone?I suspect the radio and the in-creasing number of noisy en-gines started the decline. Most

people stopped going to churchand singing as a regular part of life. Singing is good for you. It reg-ulates your breathing andcalms your mind and can bring

    friends and neighbours

together. And its fun. Why dontwe start a choir here in Hampden? We have a hall and a piano. Letsmake use of them. If youre inter-

by Alison McTavish Three times a year three Hampden Library volunteers travel in to Oama-ru Library and, over a three -hour period, select 200 new books for our library. Its fun we trundle book trolleys around the empty Oamaru Li-brary, picking out any book that looks interesting. The volunteers arerotated for every exchange, so that you, the readers, will experience lotsof different tastes in books. Its not easy to select books for our readers, because the statistics showthat the kind of books Hamp-den readers borrow chang-es all the time. We have a

readership with a verywide and vary- ing range of interests. The only constanttrend is that youre usingour library more. Usuallyyou borrow more fictionbooks than non -fiction, sowe selected 60 titles cover-

ing westerns, whodunnits, thrillers, best- sellers, familysagas, litera- ture, NZ au-thors, etc. Something for everyone, we hope, and oneof our selectors made sure that there was plenty for those who enjoywriters from other countries. Occasionally there is a month in which people borrow more non -fictionbooks than fiction, and so this exchange we have selected 80 books onsubjects from sex at dawn to tractors and even two beautiful books onthe canals of England. Guess who? From time to time time the number of Large Print books borrowed is al-most equal to the number of standard print books. To cater for thosewho find the size of print challenging, we asked a very well -read selec-tor with a wide range of interests to select 40 Large Print titles. KIDS!
