HURRICANE PLAN
The Lake Park Harbor Marina Hurricane Plan will be initiated by the marina manager according to
preset storm criteria, to prepare the marina facilities for a pending hurricane and where possible,
to assist boat owners to protect their vessels and equipment. This plan is premised on a 72 hour
hurricane alert to provide adequate lead time for evacuation before storm conditions prohibit the
movement or securing of boats and equipment. The marina strongly recommends that each
boat owner read this plan and and pre-determine your own plan of action to secure your boat and
equipment in a timely manner.
Lake Park Harbor Marina will use two sources of weather data to trigger the action plan at approxi-
mately 72 hours prior to predicted landfall. These are the National Weather Service and the
National Hurricane Center. The hurricane plan will be activated by the marina manager based
on the following three criteria:
1. Predicted landfall within a distance of 75 miles to the south and 50 miles to the north
of the Palm Beach area.
2. Predicted total probability of landfall in this area of 10% at 72 hours prior to landfall
as defined in the National Weather Service Hurricane Alert.
3. Predicted storm intensity of 74 mph and above, and a 4 - 5 foot tidal surge for the
evacuation of the marina. (Category 1 Hurricane)
The implementation of the Hurricane Plan beginning at the 72 hour alert will be in 3 phases.
Phase One: (72 - 48 hours ETA)
Initiate alert
Man phone and fax communications
Assist boat owners in preparation
Phase Two: (48 - 24 hours ETA)
Begin securing grounds and office
• Prepare harbor barricade (if necessary)
Assist any evacuating boats
Phase Three: (24 - 0 hours ETA)
Barricade harbor entrance
Office and grounds secured
Harbor secured

All boat owners will be required to complete an individual hurricane action plan and are urged to
maintain adequate boat insurance to include equipment on the vessel and in the dockbox. Strict
control will be exercised by the marina over security, access to the marina grounds, and salvage
operations, Within 24 hours of the storm a hurricane operations center will be set up in the marina
office to assist in recovery operations and to assist owners with salvage operations,
Accurate weather forecasting is a prerequisite to the effectiveness of hurricane preparedness,
The marina office will maintain a weather log during the hurricane alert The National Weather
service 72 hour hurricane alert is based on a mathmatical model to predict the storm path and
time of landfall relative to the Florida East Coast The maximum probabilities a decision maker
can expect to receive in the early periods preceding the storm are deceptively low:

Given these differences in probabilities we must be prepared to initiate the action plan on a low
probability to achieve the 72 hour lead time necessary to execute the plan,

Phase One and Two will include but not be limited to the following:
* Secure all marina equipment to include trash cans, dock boxes, and tools.
* Tie down throw rings and fire extinguishers.
* Remove all small signs and put in storage.
* Prepare harbor barricade for deployment.
* Prepare office equipment to be evacuated.
* As time permits, assist boat owners in preparing and securing their vessels.
Phase Three will include:
* Deploy harbor barricade at 24 hours ETA (No vessels will be allowed to enter
or leave the marina harbor after 24 hours ETA)
* Remove all electronic equipment from the marina office with the exception of
the VHF radio and the telephones.
* Shut off all power and water at 12 hours ETA
* Make a dock checklist of all vessels remaining in the harbor.
All marina personnel will evacuate the marina at 12 hours ETA with a minimum of 6 hours of
daylight remaining so they may attend to personal preparations.
NO ONE WILL BE PERMITTED TO REMAIN ON A BOAT AT LAKE PARK HARBOR MARINADURING THE STORM PERIOD. (12 hours before until 12 hours after ETA) Life jackets should
be worn while walking the docks when wind velocities are in excess of 45 mph. Boat owners
should not attempt to move or resecure loose boats during the storm period. Extreme caution
should be exercised in all outdoor activities. In the event of injury, outside medical aid will prob-
ably not be available.
As soon as practical following the passage of the storm the marina staff will return to conduct a
preliminary assessment of damage to the docks and grounds. A written assessment will be pre-
pared within 24 hours of return to include estimated damage and recommendations for emergency
salvage operations. Immediately following the storm, access to the marina will be strictly limited
to boat owners. Salvage contractors and insurance adjusters must be pre-registered by the boat
owner prior to access to the grounds. Salvage contractors MUST provide references, insurance,
performance bond and releases before they will be allowed access to the marina. Vessel salvage
operations are the responsibility of boat owners and their insurance carriers. The marina cannot
authorize nor prohibit salvage operations by owners and their qualified salvage contractors.
However, the marina will make every effort to assist and support owners in their salvage operations.

During a "HurricaneWatchIWarning", personnel will prepare common areas, communicate with and assist Marinaoccupants and absentee owners based on information on file with the Marina office. It is criticalthat we have every occupant's cooperation, as Marina personnel are limited and time is of theessence during a storm situation. Marina personnel will perform to the best of their abilities andwill be required to personally evacuate once an official order has been issued.
