Welcome Letter

Dear New Employee,

It is with great pleasure that I welcome you to the Harrisburg ATCT.

I am the Air Traffic Manager and have an open door

policy if you ever need anything. Some people on our

staff are Ms. Alicia Davidson, our Administrative

Assistant (AA). Her desk is located outside my office in

the administrative quarters and she will be happy to

assist you with any matters that may arise. Mr. Harvey

Scolnick, our Training Instructor (TI) and Mr. Joe Doan

our Support Specialist (SS), both whom have a vast level

of operational experience at our facility and will be the

main foci during the classroom portion of your training.

We currently have four Front Line Managers (FLM) on

staff, Mr. Robert Wreski, Mr. Timothy Truax, Mr. Jayme

Fleig and Mr. Joseph Carbone; all of which will play a

key role in your success as a Certified Professional

Controller. The facility NATCA representatives are Mr.

Philip Gesumaria and Mr. James Cutuli.

We are an ATC Level 7 up/down facility that runs approximately 260,000 operations

per year. An operation that I am sure you will find both challenging and rewarding.

We have prepared a packet of information upon your arrival that should provide you

with many helpful web addresses and useful information.

Again, I would like to welcome you, and offer the assistance of myself and staff, to

help answer any questions that may arise.

Harrisburg International Airport: Yesterday and Today

Harrisburg International Airport has been serving south-central Pennsylvania for over

100 years. Beginning in 1898, the Signal Corps of the U.S. Army was stationed here.

This was followed by the first military airplanes landing in 1918 at what had become

Olmsted Field of the fledgling U.S. Army Air Service.

The Middletown Air Depot (later Middletown Air Materiel Area) at Olmsted

provided logistical and maintenance support of military aircraft until it was closed in

1969. With the turnover from the U.S. Air Force, commercial airline flights were

switched from the Capital City Airport to the new Harrisburg International Airport

which was established at the former Air Force Base. Architect William Pereira

designed the new terminals which were completed in 1973.

Harrisburg International Airport is owned and operated by the Susquehanna Area

Regional Airport Authority (SARAA). The airport covers an area of 680 acres at an

elevation of 310 feet above mean sea level. It has a single asphalt paved runway

designated 13/31 and measuring 10,001 by 200 feet.

Runway 13 is equipped with a CAT III approach allowing operations down to 600 ft

RVR (Runway Visual Range). The airport is also equipped with a Surface Movement

Guidance Control System (SMGCS) that allows for aircraft and vehicle ground

movements during reduced visibility specifically below 1200 ft RVR down to 600 ft

RVR.

The facility completed approximately

260,000 operations; Harrisburg International

Tower had 71,190 aircraft operations, an

average of 195 per day: 54% air taxi, 22%

general aviation, 13% scheduled

commercial and 12% military. At this time

there are 29 aircraft based at this airport.

The terminal at the airport has 12 gates and

is a pier finger lay out of 3 piers (A/B/C);

the passenger terminal is located centrally on the airfield. The terminal handled

approximately 750,000 passengers last year.

Getting to Know Your Air Traffic Manager

John Marconi, Air Traffic Manager

John Marconi enlisted in the Air Force in 1983 spending the majority of the time

stationed at Langley Air Force base in Virginia. While on active duty he specialized

in the repair of the F-15 Strike Eagle. After his tour, he focused on his collegiate

studies and attained a B.S. degree in Psychology and Air Traffic Management.

He joined the FAA in the early 90’s as an

Air Traffic Control Specialist in Southern

California. In 1995, he transferred to

Republic Tower in Farmingdale NY

where he served as a controller and an

Operations Supervisor. He then moved

on to the Eastern Regional Office where

he worked as a Resource Manager, and

then Branch Supervisor, in the 540

Division. In 2002, John returned to the

field as an Operations Supervisor at the

New York Center where he certified and

spent four years working in Area E

during the ATOP transition. He then

returned to the Regional Office as an acting Branch Manager to assist with the ATO

reorganization. Upon completion of the reorganization, he moved to Pennsylvania

and is now serving as the Air Traffic Manager at the Harrisburg Air Traffic Control

Tower.

John is native to Long Island, NY, but has also spent time living in California and

Virginia. He describes his personality as both energetic and appreciative. John is a

long time fitness enthusiast who enjoys weight training and eating healthy. In his

spare time he coaches youth Football, participates in car shows, and enjoys spending

time with his family.

Getting to Know Your AT Management and Leadership Team

Robert Wreski, Front Line Manager

Bob Wreski joined the MDT family in 1993 as a Front Line

Manager. He began in the FAA in 1982 at Pittsburgh

International Airport, where he was a Controller, Supervisor,

and Ops Manager.

Timothy Truax, Front Line Manager

Tim Truax began in the FAA in 1989. His first facility was

Baltimore/Washington International Airport. In 1993, he

came to Harrisburg ATCT as a Controller. Tim became a

Staff Specialist in 2006 and a Front Line Manager in 2008.

Jayme Fleig, Front Line Manager

Jayme Fleig commenced his FAA career at Capitol

City ATCT in 1984. After Capitol City, Jayme

became a Controller at Pittsburgh International

Airport in 1990. He joined Harrisburg ATCT in

1998 as a Controller. Subsequently, Jayme has

spent time as a Staff Specialist and is now a Front

Line Manager at Harrisburg ATCT.

Joseph Carbone, Front Line Manager

Joe Carbone started in 1987 at New York TRACON where he

was a Controller and a TMU Specialist. In 2000, he transferred

to the ATCSCC. Joe joined the Harrisburg ATCT family in

2002 as a Controller and is now a Front Line Manager.

Joe Doan, Support Specialist

Joe Doan began his FAA career in 1987 at Islip ATCT.

In 1990, he transferred to Reading ATCT and then made

the move to Abilene ATCT in 1996. He came to

Harrisburg ATCT in 2003 as a Controller and

subsequently became the facility’s Staff Specialist in

2011.

Harvey Scolnick, Training Specialist

Harvey Skolnick started with the FAA in 1967 at

Cleveland Center. He then went onto CLE ATCT in

1968, New York Center in 1969, Capitol City ATCT in

1978, Allentown ATCT in 1981, Harrisburg

International ATCT in 1982, Lancaster ATCT in 1995,

Harrisburg International ATCT in 1999, and retired

from the FAA in 2004. In 2007, Harvey was welcomed

back to the Harrisburg ATCT family by way of

Raytheon Corporation as the Training Specialist.

Alicia Davidson, Administrative Assistant

Alicia Davidson joined the FAA in 2009 as an Administrative

Assistant. She is a lifelong resident of Central Pennsylvania and

is a wealth of knowledge of both FAA Policies and the local

area.

Facility Policies

Reporting for Duty

Employees are to report for their assigned shift on time. If a situation arises that will

prevent you from reporting on time, call the Front Line Manager at 717-948-2696.

Please ensure you allow enough time to report for work on time.

Hours of Duty

Operational personnel are assigned to work 8 hour shifts unless assigned an

administrative day. Employees working an 8 hour shift are subject to immediate

recall and may not leave the facility, during their shift, unless they obtain

management approval. Employees working administrative shifts are assigned an 8.5

hour shift and may leave the facility for their 30 minute unpaid lunch break after

obtaining management approval.

Parking

Facility employee parking is

permitted within the fenced area

only. Do NOT park in front of the

SARAA ARFF/Maintenance

Building or you will be towed.

(They are VERY strict.)

Security

The security of the Air Traffic Facility is your responsibility. When entering the

facility: NO piggybacking and ensure the outside door closes behind you. When

exiting the facility: ensure the outside door closes behind you. SARAA Police patrols

our park lot at random times. All visitors must be approved by Facility Management

prior to being granted entry.

Building Access

You will be issued an FAA Identification Badge and an appropriate “keyless-entry”

access card. The access card will be coded to allow entry to the facility and the

appropriate areas of the building.

FAA ID Badges

FAA Identification Badges must be worn between your shoulders and waist, and must

be visible at all time when on MDT ATCT property.

Guests and Visitors

Visitors and tours must be approved in

advance by the Air Traffic

Management. Due to security and

staffing limitations, facility tours are

normally conducted during business

hours. Visitors shall be escorted at all

times.

Cell Phones

FAA Policy prohibits cell phones and/or

pagers in the operating areas. They may

be used in other areas of the facility.

Background on Harrisburg

Harrisburg was first settled in 1719 and is the capital of Pennsylvania. As of the

2010, the Greater Harrisburg region has a population of more than 1.2 million people.

Harrisburg lies on the east bank of the Susquehanna River, 105 miles West of

Philadelphia and 85 miles North of Baltimore.

The quiet banks of the Susquehanna River inspired the founding of several Fortune

500 Companies including Hershey’s Chocolate Company and Rite-Aid Inc.

Central Pennsylvania has also seen and participated in momentous changes in

American History: Gettysburg National Battlefield is located 30 miles to the

Southwest of Harrisburg, Three Mile Island is located just a couple miles to the

South, and Flight 91 Memorial is 90 miles to the West in Somerset County.

Furthermore, the pastoral hills of

Central Pennsylvania are home to

numerous farms and pristine

forests. The State Game Lands are

envied as some of the best hunting

in the country. A recent boon for

the area has been the drilling for

natural gas in the Marcellus Shale

just to the North of Harrisburg.

Attractions Abound in Harrisburg

Harrisburg and its surrounding areas abound with culture and places to explore. In

Downtown Harrisburg, the Whitaker Center of Performing Arts is home to the

Harrisburg Symphony Orchestra and a regular stop for large music acts. Also in the

Downtown is 2nd

Street, a famous stretch of restaurants, bars, pubs, and clubs that

stretch from the Capitol Building to Riverfront Park. Overlooking Harrisburg at

Reservoir Park is the Smithsonian’s National Civil War Museum.

To the East of Harrisburg about 10 miles is the famous town of Hershey. Hershey is

the home of the world-famous HersheyPark, Zoo America, Hershey Chocolate

World, the Giant Center, Hershey

Manor, Outlet Shopping, and numerous

museums. Throughout the year,

HersheyPark and the Giant Center host

world-class entertainment.

To the Southeast of Harrisburg about

30 miles is Lancaster. Lancaster has

numerous attractions including:

Strasbourg Railroad Museum,

Pennsylvania Dutch Wonderland,

Tanger and Rockvale Outlet Shopping,

and several Amish attractions.

Sports and Special Events

Harrisburg is home to exciting sports

events all year long. In the summer is

baseball with the Harrisburg Senators

at Metro Bank Park on City Island. In

the summer and into fall is soccer with

the Harrisburg City Islanders at the

Skyline Sports Complex on City

Island. In the fall and winter, the

Hershey Bears play hockey at the Giant Center.
