Present: Cllrs. Dr. Davies (Chairman), Ms. Smith, Mrs. Allison, Mr. Dorrell, Mr. Richardson, Mr. Colebrook, Ms. Adkins and Mr Langley. In attendance : Mrs. Holland (Clerk), County Cllr. Mr. Hopkins, Dist. Cllr. Mr. Thomas, 3 representatives from Vincent Gorging Architects and Hobden Management Group and 4 parishioners. 85. Apologies: Cllr. Mr. Baugh (reasons accepted by Council), Village Newsletter Editor and the Police. 86. Register of Interests: Cllr. Mr. Davies declared an interest in minute no: 93.5 as School Governor. 87. Dispensations: Nil received. 88. Presentation from Vincent Gorbing Architects and Hobden Asset Management in regard to site allocated in the Neighbourhood Plan for 35 dwellings and community space. The planned development will use a piece of farmland and an area of grass scrubland. Archaeologists have inspected the site. Various assessments have taken place: Flood Risk, Drainage Strategy, Tree Assessments and Ecological - no protected species found. A pre-application consultation is taking place with Wychavon District Council and Highway Officers. Application : first application to be submitted will be for outline permission which will provide information on the technical work required and studies that have been carried out. Detailed architecture will be presented in the second application. The site access needs to be a detailed application. Highways have asked for a 6 metre width road access into the site. Will need to address the issue of the relocation of the bus shelter, any trees removed will be re-planted. In the New Year a leaflet giving details of the proposal with a pre-paid postal reply will be sent to all households in Harvington. Once the technical work and documents, landscape, visual impact and energy assessments are completed it is hoped to submit a planning application in Spring 2020. It was reiterated that the proposal will minimise the impact on neighbouring properties. The Group were thanked for attending. 89. Reports received from: County Cllr. Mr. Hopkins : a) Apologised for not being able to attend the Cross Parish Cycleway & Pathways Partnership meeting in Harvington. b) Flooding due to heavy rainfall has caused a large problem in the local and wider area. Issues of blocked drains and gullies that have been reported to the Highways Team are being dealt with. c) Highways have visited the site development on the left hand side, prior to the first roundabout as you approach Evesham due to mud on the road. The Highways Agency has been approached to review signage and road markings at the Twyford roundabout leading onto the A46. d) It was requested if Cllr. Mr. Hopkins could address the issues of mud on the road at the Crest Hill development and cleaning of debris along the road and footway along Station Road. District Cllr. Mr. Thomas: a) The signs on the Crest Hill development should have been removed but the frame will remain in place which is not in breach of any enforcement issues. b) Regarding recent flooding to the area would like to be informed if any households in Harvington have been flooded. 90. Minutes: resolved that the minutes of the Ordinary Parish Council meeting held on 11.11.19 were an accurate record, duly signed by the Chairman.

91. Clerk’s report: a) Stile on footpath situated at Anchor Lane, crossing the A46 towards the river steps is loose. Reported to the Rights of Way Officer for repair. b) Fencing completed by Rooftop Housing Association to rear of the Orchard. c) Ditch, Leys Road - rubbish in watercourse to be cleared by Lengthsman. Fencing and gate put in place on land opposite shop. Land Drainage Officers have asked if the Council are aware of who owns the piece of land. d) Rubbish lay-by, old bypass - Officer from Wychavon District Council has been to look at the site and is in talks with the Highways Agency to clarify which Department is responsible for the area. e) Gullies - Leys Road, Station Road and Village Street all require jetting - reported to Highways.

92. Reports received from representatives.

92.1 Cross Parish Cycleway & Pathways project: Cllr. Ms. Smith reported that a meeting was held in Harvington with representatives from Wychavon District Council and members of Norton & Lenchwick Parish Council. It was made clear that the draft feasibility study needs to be approved to carry the programme forward. If any Councillors have any comments on the proposal please let Cllr. Ms. Smith know. The bridge crossing over the River Avon needs to identify an established use therefore Ms Smith will be setting up a Working Party to look at ideas and establish motives for the use of the Bridge crossing.

92.2 Wychavon Area CALC meeting: Cllrs Mr. Colebrook and Mr. Richardson attended.

92.3 CALC AGM: Cllrs. Mr. Colebrook/Mr. Richardson reported that a talk was given by NALC representative on their activities, which included information on the Public Investment Fund for Councils. Cllr. Sue Baxter confirmed as the Association's President and will continue as the Chairman of NALC for the next 2 years. Worcestershire CALC has more members than any other association in the country.

92.4 Lengthsman: Clerk reported that during recent heavy rainfall the Lengthsman had been out to check and clear debris along Leys Road to ensure that the Flood Alleviation drainage system was clear.

93. Financial Matters.

93.1 Resolved to approve schedule of payments and expenses and bank reconciliation to 05.12.19 (Appendix 1)

93.2 Two quotes received for: a) Restoration work to path at entrance to playing field. Resolved to accept the quote of £125 + VAT. b) Safety surface restoration works to 2 springers and 1 spinner equipment. Resolved to accept the quote of £395 + VAT.

93.4 Allocation of funds received from the Harvington Playing Field Association. Resolved to transfer funds of £ 1043.81 to reserves to be used for equipment on the playing field.

93.5 Community Defibrillator (School): Cllr. Ms. Smith took the Chair for this item. a) Request for a donation towards the maintenance fee of £100 for the community defibrillator sited

at the School was granted. b) That this payment be paid annually for the term of this Council. Item not discussed as the invoice

relates to maintenance not an ongoing payment.

94.1 Adoption of: a) Appraisal Policy deferred to next meeting. Clerk's Appraisal carried out earlier this evening. It was agreed that the Appraisal Policy be deferred for adoption until the January meeting as some issues were identified during the Appraisal Process. b) Health & Safety Policy approved.

94.2 Adoption of: a) Leys Road, Telephone Box. Resolved to adopt the kiosk and to request that the electricity power remains in place. b) Costs involved with adoption: Clerk received information from Parish Councils that have adopted BT Kiosks who have advised on where to obtain parts. The cost of purchasing, installation and wiring of a defibrillator is approximately £1000 to £2500. Average annual costs of the electricity supply approximately £46.

94.3 Harvington Trust: a) Resolved to purchase extra 4 silver birch trees for the Orchard to be planted near the pedestrian

entrance at a cost of approximately £80 in the New Year. b) Resolved that the Parish Council would pay for the planting of the trees using their contractor. c) That an area be prepared for a wild flower patch. Request site where the Trust would like to have

this patch. d) Resolved not to pay the annual insurance cost for Trust members whilst working on the Orchard.

94.4 Memorial Bench. Three quotes presented to Council at the last meeting where the Finance & General Purposes Group were asked to look at them and bring one back to Council for discussion. Resolved to purchase a Streetmaster 1800 Cavendish seat in heavyweight iroko wood finished in a dark wood stain with a stainless steel plaque with the wording: “In memory of Eric Newing Benefactor of the Village of Harvington.”

95. Correspondence received duly considered: CALC Update 19-33 – to consider responding to consultation related to travellers setting up camps and parking on 'private' land. It was agreed that Councillors would respond individually to this consultation.

96. Planning – following items considered/noted: 96.1 South Worcestershire Development Plan Consultation document in particular to change of the

Harvington village category status. It was agreed to respond with the following: 1. 2019 Village Facilities and Rural Transport Study: It is proposed to move Harvington from a Category 2 to Category 1 in the VRTS. Harvington does not have 4 key services that meet VRTS definition of a Category 1 village. The Post Office, that was in Village Street, has closed and been replaced by a mobile unit that visits the Village for 2 - 3 hours one day a week. However, it has proved to be an unreliable resource as some weeks the mobile unit does not arrive. With this in mind the Parish Council feel very strongly that Harvington does not fulfil the criteria required for a Category 1 village and wish to be reinstated as a Category 2. 2. Regarding the proposed housing development for Throckmorton Airfield: The Parish Council feel quite strongly that: a) Roads and infrastructure must be in place prior to commencing any housing development. b) The Parish Council are concerned that the surrounding roads and villages are not capable of coping with increased traffic use from this development. c) It is highly probable that there will be a significant increase in the existing commuter traffic coming from this development which will be travelling via Evesham to join the A46 using roads within and around Evesham adding to the already unresolved problems of traffic congestion causing long delays and frustration to users.

d) The Council felt that restrictions should be considered on road links to the wider area e.g. a lot of traffic users are taking shortcuts through Villages like Harvington to gain access to the A46 instead of using the major routes.

96.2 Applications received: a) Application No: 19/02552/FUL - Land East Of Bromley Close, Off, Crest Hill, Harvington. Proposal: Re- submission of approved scheme for 9 dwellings for revised Section 106 (Inclusion of an area to the rear of the site for green infrastructure). Variation of condition 6 of application 17/00097/FUL to allow for footpath improvement works to take place prior to occupation, not prior to commencement of development. Comments: Harvington Parish Council strongly objects to the variation of condition 6 of application 17/00097/FUL. Footpath improvement works should take place prior to commencement of development. b) Application No: 19/02515/CU - Pennine House, Leys Road, Harvington. Proposal: Change of use from bridal boutique to residential. Comments: Nil.

96.3 Application No: 19/02073/LB – Langton House, 19, Village Street, Harvington. Permission granted. 96.4 Applications dealt with by delegation: 19/02483/HP- 6 Orchard Place, Harvington. Proposal:

Construction of a first floor extension. Comments: No objections.

97. Parish Council meeting dates for 2020 were confirmed as: January 15th, February 12th, March 11th, April 8th, May 13th, June 10th, July 8th, September 9th, October 14th, November 11th, December 9th and January 13th 2021. Finance & General Purposes Working Group meeting dates: January 21st, February 25th, March 24th, April 28th, May meeting no date, June 23rd, July 21st, September 29th, October 27th and November 24th.

98. Under The Public Bodies (Admission to Meeting(s) Act) 1960 to consider excluding the public and press from agenda item 13 as publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted. Temporary contract to cover Clerk annual leave was agreed along with rate of pay and mileage expenses.

Meeting closed at 9.45 pm.

Following the closure of the meeting the Clerk notified the Council in regard to two planning applications that the Parish council are notified to respond to: 19/02557/GPDQ - Upper Mallin, Leys Road, Harvington. Proposal: Change of use of existing agricultural building to one residential dwelling. 19/01466/GPDQ - Site at Evesham Road, Harvington.
