Haute Vallée School COVID-19 Workplace Safety Plan Introduction The Government of Jersey requires all Schools to put in place workplace plans to ensure safe working practices during the COVID-19 pandemic. COVID-19 Workplace Safety Plan

Introduction

The Government of Jersey requires all Schools to put in place workplace plans to ensure safe working practices during the COVID-19 pandemic. It is a mandatory requirement for each Department to complete this workplace safety plan before recalling employees to the workplace. 1.What risks have you identified and what actions will be put in place to manage identified risks when restarting business activity following lock-down?

Risk – maintaining social distancing, cross contamination,

infection control and staff showing symptoms while at work.

• Business Continuity Plans (BCP) in place with teams / as

required, staff rota working both remotely at home and in

the school, to provide support for vulnerable students.

BCP administered by SLT and updated as required.

COVID-19 plans are shared weekly in staff briefing.

• Staff placement: follow Gov procedures – teaching in classroom, ensure physical distancing observed at all times. Staff to wear PPE (Face Masks and / or visors) before entering a room where others are present, remain in PPE until they leave.

• Separately allocated offices and desk spacing to accommodate physical distancing. Access and control being enforced on areas such as Administration, RTL, Staff Room, Learning Zone and Learning HUB.

• One-way system applied for movement around the building. Except if there is a fire. All rooms/classrooms entered from external circulation where possible. English and Mathematics Corridors – one-way system. Allocated break areas (zones) for each year group to allow social bubbles to be maintained distance.

• A safe return to work risk assessment completed with control measures implemented. Particularly important for staff who are in the higher risk categories. Risk assessment completed.

• Cleaning strategy developed with control measures implemented. Cleaning Strategy has been developed and briefing carried out with all cleaning staff, Site team hours adjusted to cover all predicted contingencies and maintain high hygiene standards. This includes contracted staff cleaning canteen after each use. Canteen to meet their own cleaning standards from within the kitchen and food areas.

• Increased cleaning regimes and hygiene standards implemented. Additional cleaning to be implemented throughout the day. The areas that have been used and accessed around the school to be identified each day and disinfected. Students wipe down their own workspaces on entry to classroom. Students sanitise hands every time they enter a new classroom.

Hand sanitiser in all classrooms and on stations all around the school. PE equipment that is handled by students is wiped down by the student and/or staff at the end of the lesson. Students to wear a mask or visor in all lessons unless exempt on medical grounds or at the request of the teacher (e.g., practical or PE lessons) Staff to wear a mask and/or visor at all times

• Controls and restrictions placed around welfare facilities (toilets, shared rest areas). Specified areas that are particular to Staff such as Admin, Finance and the Staff Room and staff toilets are cleaned on regular basis throughout the day by cleaning staff.

• One member of staff at a time in toilet and reprographic areas. Signs displayed to emphasise the need for physical distancing and the need to remain 2m (recommended) apart where required for staff and students. Single use of areas for both students and staff that require them to allow for a “one in one out” approach. Only SLT and Admin allowed access to reprographic and office areas to reduce numbers of people in each area.

• A hazard identification check sheet developed and implemented, to include building maintenance/inspections and emergency procedures reviews. Existing Hazard identification sheets to be repurposed for reviews of standards/inspections and procedures. Site Manager carried out full site inspection in November Half term 2020

• Emergency procedures (mental health first aiders, first aiders, fire marshals) in place with appropriate levels of first aiders and fire marshals in situ during working hours.

Emergency procedure reviewed (September 2020) and exercises conducted to comply with regulations and lists of available staff contained within BCP

• JPH mandatory PPM works completed to ensure building maintenance/inspection compliance. A close liaison is being maintained between Jersey Property Holdings (JPH) and the sub-contractors so that all of the statutory obligations have been carried out since the Covid-19 pandemic outbreak this will continue and their attendance will be scheduled to minimise the interaction with Staff and Students. JPH to continue with mandatory PPM works completed to ensure building maintenance/inspection compliance.

• Students / Staff displaying symptoms. Students sent to main office to be checked over by medical officer. Full PPE is available. Students if concern sent home or collected by parents. Negative test result requested before return to school. Designated room for suspected Covid-19 patients is S8.

• Teams separated to allow a 2m distance when meeting. Support to be given to staff in the categories of vulnerable or severely vulnerable including individual risk assessments in discussion with SJH/RAL Areas such as Administration, Finance, RTL, Staff Room, Learning Zone and Learning Hub to have restricted access to allow for proper physical distancing and for Staff to conduct their additional daily tasks with minimal disturbance

• In-house and contracted cleaning services will follow enhanced cleaning procedures. Cleaning strategy has been implemented whereby all contracted staff are to attend during agreed contracted working hours and are to disinfect all areas that have been in use by the Students Staff and others. This will vary daily and will be directed by Caretaking staff in the absence of sub-contractor supervision. Inhouse and contracted staff that are present during the day will concentrate on the repeated cleaning and disinfection of Staff toilets, rest rooms and the medical room. They will be the cleaners that are given the appropriate PPE should a suspected Covid-19 case use the designated room and it requires further deep cleaning.

• On/off site meetings kept to a minimum and where possible remote meetings (Teams, Google Meet, Zoom) encouraged. This will continue with outside agencies as this has been set up and is working at present.

• BCP and line managers agree who needs to be in the workplace taking into consideration staff with underlying illness/issues.

Staff must continue to work from home if advised by their GP to do so.

Staff who fall within government guidelines to discuss their individual needs with SJH/RAL and risk assess as appropriate.

• The Government’s guidelines on social distancing applied on site and staff informed not to put themselves at risk if these are not being followed at meetings held offsite/elsewhere. Students maintain class bubbles for lessons and year group

bubbles during the breaks and before school. Where necessary to meet, staff to meet at a 2m distance

wearing PPE (Use large conference room)

• When interacting with other people/businesses staff directed to ensure control measures are in place. Strict registration and signing in procedures are in place in reception to minimise the interaction between staff, students, visitors and subcontractors, hand sanitiser is available and most of the visitors that come to site is through prior arrangement to allow for times/dates and location to be planned. Meetings only held with outside agencies where absolutely

necessary and with full 2m distance maintained. Use of PPE

by all parties.

• A separate lone working risk assessment reviewed, updated, and circulated to all staff. Lone working procedures are in place, minimal use of lifts, there will be no occasions where staff will be on their own in the building during normal opening hours.

• Touchdown surfaces, handles, switches etc. disinfected on a regular basis. Use of inhouse and external cleaning staff that work throughout the day to concentrate on staff toilets, staff room and communal areas wiping down banisters, door handles and push plates (touch points).

All sub-contractors to be met by a member of the Site team. Where possible social distancing to be maintained where an interview is being conducted this will be done remotely utilising Zoom, Teams etc.

Students in different year bubbles to queue 1m apart in the canteen on a staggered arrival time to prevent cross-over between year groups. All lunches served in grab and go boxes so students move directly back to their year group areas once they have bought the food. Breakfast club held as a ‘grab and go’ service outside

• Physical distancing – one at a time applied to toilets, kitchens and reprographic and waiting areas - separation barriers or screens if required. Toilets used in nearest location to classroom with only one student is permitted to visit the toilet at a time therefore ensuring that the “one in one out” rule is applied to student toilets at all times. Students have been informed. Signs displayed. Canteen requires those not in the same year group to queue 1m apart before returning to year group bubbles. Staggered arrival times to the canteen to prevent any cross-over. Staggered departure time from school with Y7 and 8 leaving 5mins before the rest of the school.

• Providing guidance (posters displayed), generic risk assessments, example safety plans and building and facilities hazard identification check sheet. The student timetable, risk assessments, workplace safety plans have been shared with all staff members via internal e-mails, weekly briefings.

• Team Meetings with staff, Unions, and senior leads to discuss process implementation, distancing, hygiene and layers of protection. These meetings are scheduled as and when required to discuss and alleviate concerns. Approved actions shared when required.

Working team established for meetings to identify information, look at current legislation and government guidelines leading to the formulation and implementation of the working strategy. • Review existing critical risks and whether changes will affect current risk management of a return to work. A review has been carried out on Fire evacuation procedures to make sure that sufficient staff available to cover critical areas

• Temperature of rooms due to ventilation Heating set points raised to compensate – staff and students have been advised to wear any extra layer to minimise any impact felt.

• Regular check-ins with colleagues about how they are coping with the changes to be completed. All findings to be disseminated to all staff members at the earliest opportunity to be open and transparent and accountable to Staff and Students

• Notes of visits and compliance inspections will be conducted. To be included as part of the review process

• A process of self-evaluation and continuous improvement implemented – Plan, Do, Check, Act. Use of the National decision-making model to be implemented as gives more robust and accountable result; Gather information, Assess the risk and threat, look at policies and procedures, consider the options and devise working strategy - action and review. Staff have been informed to report all and any concerns to designated safety lead. This will aid the collation of concerns and rapid response.

• Staff feedback processes in place and relayed to line managers/senior officers. Use of internal emails and the staff briefing forum on Monday afternoons

• Buddy systems implemented to assist those for whom English is not their first language. Staff have been regularly made aware of the Government of Jersey wellbeing and support mechanisms. Individual staff members have had regular update meetings with senior staff. Designated wellbeing coordinator providing support as required.
