The attached Resolution approves the Help the Homeless of the Metro, LLC, HELP THE HOMELESS, INC. Tax Increment Financing Redevelopment Project Plan to implement the Rescue Mission I Open Door Mission Tax Increment Financing Redevelopment Project which is to be located on Lots 1 though 7, and Lots 20 through 26 Block 1 Oliver Place, an addition to the City Of Omaha, as surveyed, platted and recorded in Douglas County Nebraska; together with the vacated portion of 21st Street abutting thereon and is addressed as 2706 North 21st Street East.
The Help the Homeless of the Metro, LLC, HELP THE HOMELESS, INC. Tax Increment Financing Redevelopment Project Plan approved by the Planning Board on September 3, 2008 proposed that the City participate in the development by providing Tax Increment Financing in the amount of $1,200,00.00 for the development of the 1.53-acre project development site located between East Locust Street on the north and Avenue "J" on the south with North 21st Street East on the east and North 20th Street East on the west is for the construction of an $11.4 million, 62,342 square foot facility to house women and families. The project will include appropriate landscaping and features introduced to enhance the total development and design of the project area to compliment the development of the Human Services Campus.

PROJECT DESCRIPTION
Open Door Mission (ODM) has been serving the Omaha homeless and near homeless since 1954. As early as 1960, ODM realized that they could do more for their residents and began adding supportive programs. Through community collaboration ODM has been able to expand their services to assist in their mission of breaking the cycle of homelessness.
In the past few years, ODM has initiated and developed partnerships with churches, businesses, and relief agencies in an effort to provide more help for the needy and greater hope for the hurting. The Compassion Program partners with area hotels and motels to provide free nights of lodging for families when all Omaha shelters are full. The increased association with Clarkson College and Beneficial Behavioral Health Services insures the provision of professional mental health care to ODM's residents, in addition to the dedicated services performed by the Visiting Nurses Association. "Give the Gift of Sight", a volunteer program of the LensCrafters Foundation, supplies free vision exams for homeless and lowincome families. Hy-Vee Food Stores in the greater Omaha area underwrite several events and donate floor space to serve as designated drop-off sites for seasonal donations. ConAgra, Campbell's, Kellogg's, and Roberts Dairy are among the manufactures that provide food items for the Mission each week. The above are just small examples of the community involvement in ODM's entire mission to serve the community.
In the fall of 2002, the Open Door Mission's Board of Directors and Staff participated in a Strategic Planning process with an outcome in the spring of 2003 of a Master Plan. This was a process including internal and external surveys from clients, agency collaborations, volunteers, and Open Door Mission supporters. As of part of the process, ODM identified current and future community needs. These include: additional emergency shelter space for homeless men, women and families, permanent supportive housing, mental health counseling, health care facilities, sense of safety and security, day program for the homeless and needy, affordable job training, and children's recreational facilities.
According to the Open Door Mission's Lydia House Tum Away Log for 2007, on a monthly average there were 68 families and 73 women turned away for service. Based on this log and the Master Plan it was evident that a new facility for woman and families needed to be a priority. Currently, Open Door Mission is the only agency serving single parent faipilies and intact families in recovery.
For over four years, this project has been pre-developed by a talented and experienced team involving Alley Poyner Architecture, J. Development Company, Midwest Housing Equity Group, City of Omaha, Nebraska Investment Finance Authority, Federal Home Loan Bank

of Topeka, and Open Door Mission. The nearly 11.4 Million Dollar new construction project will provide homeless women, single mothers and families with 82 fully furnished apartments. In addition, the 62,342 square foot building will have classrooms and meeting areas to provide a vast amount of supportive services including, but not limited to: life skills, parenting skills, nutrition classes, anger management courses, and GED courses. The facility will also house computer labs, childcare facilities, counseling rooms, common
lounge areas and a "Bright Space" for children to improve cognitive development.
The sponsor of this project, Help the Homeless, Inc is a 501(c) 3 and was created to be the supporting organization for the Rescue Mission d/b/a Open Door Mission exclusively. The owner of this project, Help the Homeless of the Metro, LLC is a limited liability company, which will have an investor member, Midwest Housing Equity Group with a 99.99% interest and Help the Homeless, Inc. as the managing member with a .01 % interest. This will be a tax paying entity.
This project will create jobs not only during the construction phase, but also after
completion. The new facility will need janitorial, maintenance, and administrative staff. This project will create 5-10 permanent full-time and part-time jobs and will generate around 35 to 50 jobs during the construction phase.
This project will provide space for professionals to volunteer their time and talents. The building will have an expanded service learning site for students in training. Currently the Open Door Mission has students and faculty onsite from six local colleges. This project will provide space for collaboration with partnering agencies that already come on site to offer services for homeless. The expanded clinic will reduce ER visits to hospitals. The project will offer solutions to a growing community problem through life changing programs that will break the cycle of homelessness and poverty.
The goal of breaking the cycle of homelessness is to empower men, women and families
with skills necessary to reenter the community and live as productive citizens. This proposed project will have a significant impact on making this reality and this is made possible only by the grace of the community collaboration.
COST BENEFIT ANALYSIS
This use of Tax Increment Financing will not result in tax shifts. The current level of taxes will continue to flow to taxing entities and only the added value of the revenues resulting from the improvements will be applied to the cost of the project. The development will provide improvements to adjacent public areas including landscaping.

The human service agency receiving this tax incentive will be enabled to accomplish this infill project that would not otherwise be financially feasible. Businesses in this area will be impacted by the construction of the new buildings that are completing various phases of the development of the North Omaha Human Service Campus. The development of the proposed campus will foster the development of new employment opportunities in the area. The campus facilities are designed to complement the character of the neighborhood and the campus concept, improve and encourage additional growth and to provide and support a more effective delivery of needed services. The development will add to the growing working population in North Omaha, contributing to the economic vitality of the area. This project will remove a potential hazard by removing vacant property on this site. The request meets the necessary requirements for consideration. The site is in an area that meets the requirements to be declared substandard and blighted. The project will bring new facilities and concepts as a part of the community effort to consolidate the delivery of various services to the North Omaha Human Services Campus whose operations and presence will contribute directly to the local community. The site is not being utilized at its fullest and best economic benefit as vacant ground. No community public service need will be generated as a result of this project. The proposed TIF will be used to offset acquisition and public infrastructure improvement cost and to defray site development cost, which are eligible activities. The development of this site will increase the opportunity to provide additional jobs. This development will impact other business, as there will be an increase in the demand for employees to fill the expanded employment opportunities created by this development. The elimination of the substandard and blighted conditions and the provision of new employment opportunities will increase economic opportunities. The development will not cause an increase in traffic in this area nor will it cause a corresponding reduction in traffic in other areas.
The current street system is able to accommodate the development. The creation of new opportunities resulting from the consolidation and improvement of the delivery of services justify the cost associated with the project. The long-term benefits resulting from the elimination of the substandard and blight condition and the increase in the tax base resulting from the development are other valid justifications to provide assistance to the project.

NEED FOR TAX INCREMENT FINANCING
Without the successful incorporation of Tax Increment Financing, it would not be economically feasible to construct the Open Door Mission expansion project located at Locust Street between 20th and 21st Streets. TIF, effectively combined with substantial
equity, forms the critical basis for the remaining traditional financing to be economically viable. A capital contribution in the amount of $2,826, 13 5 is being made to the project.

PROJECT SATISFACTION OF CRITERIA
Mandatory Criteria
1. The Open Door Mission project, Rebuilding Lives, will be located near their current facilities at 2828 North 23rd Street East - between 20th and 21st Streets and Locust
Street. This location is part of the City of Omaha's Blighted Area Map. 2. This project furthers the objectives of the City's Comprehensive Plan by promoting
housing in a blighted area as well as furthers the objectives outlined in the Homeless Needs section of the Omaha-Council Bluffs Consortium Consolidated Submission for Community Development Programs.

3. ·The use of TIF for the project will not result in a loss of pre-existing tax revenues to the City of Omaha since the land is currently vacant.
4. This new construction project will not be economically feasible without Tax Increment Financing as evident in Exhibit E.
5. The hazard that the site presents as a vacant, unsightly area used as a place to congregate and sleep by homeless people. The project will beautify this area and provide a real shelter for homeless women and families.
Discretionary Criteria
1. The project will generate the creation of 35 to 50 new jobs during construction. Upon completion, Open Door Mission will need additional staffing (30 to 50) to support the increase in housing and support services required by this project.
2. This project is located in the North Omaha and Downtown Omaha blighted area as shown in the City of Omaha's Blighted Area Map.
5. This project will directly benefit low- and moderate-income people as defined by the Community Development Block Grant Program. Due to the nature of the project assisting homeless, near 100% of all housing units, will be affordable to low- and moderate-income households.
6. The proposed site to be redeveloped displays conditions or blight as established by Nebraska State Statute. The proposed site is an area with high unemployment, the majority of the land is unimproved and the area has not seen much improvement, and the average per capita income is lower than the city average.
7. This project involves the start-up of an entirely new business within the City of Omaha, Help the Homeless of Omaha Limited Liability Company.

Notice is hereby given that the Omaha City Council has set Tuesday, June 2, 2009 at 2:00 p.m. as the date of Public Hearing on Help the Homeless of the Metro, LLC, HELP THE HOMELESS, INC. Tax Increment Financing Redevelopment Project Plan.
The Help the Homeless of the Metro, LLC, HELP THE HOMELESS, INC. Tax Increment Financing Redevelopment Project Plan for the 1.53-acre project study area, located on Lots 1 through 7 and Lots 20 through 26, Block 1, Oliver Place, together with the vacated portion of 21st Street abutting thereon and addressed as 2706 North 21st Street East, to facilitate the rehabilitation of the site to develop a 62,342 sq. ft. building to provide 82 fully furnished apartments for the Rescue Mission d/b/a Open Door Mission Project Plan for homeless women, single mothers with families utilizing $1,200,000.00 in Tax Increment Financing to offset site acquisition , project development cost and to modify and construct public improvements as required in the abutting rights-of-way. The site meets the conditions of both a substandard and blighted area as defined by State Statute 18-2103. An Industrial Development Bond issue may be used in this blighted and substandard area to assist with project financing.
A copy of said plan is available for public inspection in the City Clerk's Office.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the primary objectives of the City of Omaha's Master Plan and Community Development Program are to encourage additional private investment and infill development within inner-city neighborhoods; and to eliminate the conditions which are detrimental to the public health, safety and welfare by developing vacant, underutilized property within these neighborhoods; and,
WHEREAS, Neb. Rev. Stat. § 18-2109 requires that before any redevelopment plan be prepared, the City Council must declare the proposed redevelopment area to be "substandard and blighted" and in need of redevelopment; and,
WHEREAS, the Rescue Mission D/B/ A Open Door Mission Tax Increment Financing Redevelopment Project to be located on Lots 1 though 7, and Lots 20 through 26, Block 1 Oliver Place, an addition to the City Of Omaha, as surveyed, platted and recorded in Douglas County Nebraska; together with the vacated portion of 21st Street abutting thereon and addressed as 2706 North 21st Street East meets the conditions of both a substandard and blighted area as defined by Neb. Rev. Stat. § 18-2103 (see Attachment 1 for complete legal description); and,
WHEREAS, the Planning Board and City Council of the City of Omaha have previously declared that the proposed Help the Homeless of the Metro, LLC, HELP THE HOMELESS, INC. Tax Increment Financing Redevelopment Project Plan site to be located on Lots 1 though 7, and Lots 20 through 26, Block 1, Oliver Place, an addition to the City Of Omaha, as surveyed, platted and recorded in Douglas County Nebraska; together with the vacated portion of21 st Street abutting thereon and addressed as 2706 North 21st Street East meets the conditions of both a substandard and blighted area as defined by State Statute 18-2103; and,
WHEREAS, Help the Homeless of the Metro, LLC, HELP THE HOMELESS, INC. Tax Increment Financing Redevelopment Project Plan for the 1.53-acre project study area is to facilitate the rehabilitation of the site to develop a 62,342, sq. ft. building to provide 82 fully furnished apartments for homeless women, single mothers with families utilizing Tax Increment Financing (TIF) to offset site acquisition, project development cost and to modify and construct public improvements as required in the abutting rights-of-way as indicated here in "Exhibit A" and attached hereto and made a part hereof; and,
WHEREAS, an Industrial Development Bond issue may be used in this blighted and substandard area to assist with project financing; and,

WHEREAS, Section 18-2108 of the Nebraska Revised Statutes requires the City of Omaha to adopt a redevelopment plan before taking an active part in a redevelopment project; including the division of ad valorem taxes under Sections 18-2147 through 18-2150, Revised Statutes of Nebraska; and,
WHEREAS, the Help the Homeless of the Metro, LLC, HELP THE HOMELESS, INC. Tax Increment Financing Redevelopment Project Plan inclusive of the site located on Lots 1 though 7, and Lots 20 through 26, Block 1, Oliver Place, an addition to the City Of Omaha, as surveyed, platted and recorded in Douglas County Nebraska; together with the vacated portion of21 st Street abutting thereon and addressed as 2706 North 21st Street East was approved by the City of Omaha Planning Board on September 3, 2008.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT, the attached Help the Homeless of the Metro, LLC, HELP THE HOMELESS, INC. Tax Increment Financing Redevelopment Project Plan authorizing TIF in the amount of $1,200,000 for the Rescue Mission d/b/a Open Door Mission 1.53-acre project study area prepared by the Omaha City Planning Department containing a provision for the division of ad valorem taxes under Sections 18-2147through18-2150, Revised Statutes ofNebraska, meets the conditions ofboth a substandard and blighted area as defined by State Statute 18-2103, and is hereby approved as the Redevelopment Plan for the Rescue Mission d/b/a Open Door Mission Project Plan Area located on Lots 1 though 7, and Lots 20 through 26, Block 1 Oliver Place, an addition to the City Of Omaha, as surveyed, platted and recorded in Douglas County Nebraska; together with the vacated portion of21 st Street abutting thereon and addressed as 2706 North 21st Street East.
