The Senate is required to present the Governor with a balanced budget by today, but the deadline looks unlikely to be met and, in a release Sunday, the governor put the blame on Senate Republicans and Senate President Bill Harris. AThere are now only two days remaining until the legislature must send me a balanced budget,@ Strickland said in the statement. STUDY: LASIX EFFECTIVE Furosemide, the controversial drug given to more than 92 percent of North American racehorses on raceday in an attempt to control bleeding, does, in fact, result in a significant decrease in exercise-induced pul- monary hemorrhaging, scientists revealed in a press conference in South Africa Monday morning. A groundbreaking joint study released Monday by Colorado State University, the University of Melbourne and the University of Pretoria, which involved 167 horses racing in South Africa, found that horses under typical racing conditions were three to four times more likely to bleed when not using furosemide and were seven to 11 times more likely to have severe bleeding when not using the drug. The study took place under otherwise routine races at the Vaal Racecourse near Johannesburg, South Africa in November, 2007. Each horse involved in the study raced twice, in races one week apart and under similar conditions. In the first group of races, half the horses in the study group were given Lasix and the other half a placebo of saline solution. In the second set of races, the groups were switched, with the horses given Lasix initially given saline and vice versa. MINE THAT BIRD BACK TO WORK GI KentuckyDerby winner Mine That Bird (Birdstone) returned to thework tab yesterday at Churchill Downs for the first timesince running third in the June 6 GI Belmont S. The bay

gelding worked a half-mile in :51over a fast main track, the 30thfastest of 42 at the distance yester-day. With jockey Calvin Borel in theirons, Mine That Bird cut out frac-tions of :12.80, :25.20, :38.20 andgalloped out five furlongs in1:04.40. He is expected to makehis next start in the Aug. 1 GII West Virginia Derby at Moun-taineer. AHe came off the trackbouncing just like he was before theDerby,@ Borel said. AHe=s ready. Hedoesn=t need much. He=s playful

and happy and back to right where he was before theDerby.@ Trainer Chip Woolley added, AI thought he=d goin :49 or :50 because he=s a little fresh, the freshesthe=s ever been. I thought he=d be in the bridle a littlemore, but he looked good and came back cool as acucumber. He was a little more into the bridle atBelmont and got a little shook up. Believe me, I like it alot better this way.@

DEVOTEE RETURNS FRIDAY AT BELMONTGodolphin=s Devotee (Elusive Quality), third in lastyear=s GI Darley Alcibiades S. in just her second start,

makes her return to U.S. rac-ing in Friday=s eighth race atBelmont Park. The chestnutfilly wintered in Dubai, whereshe captured the Feb. 26 UAEOaks over the dirt. She hasbeen off since running 13th inthe May 3 G1 English 1000Guineas at Newmarket in herfirst try on turf. Devotee willbe back on the dirt Friday

when she tackles eight rivals in a one-mile optionalclaiming event. Also in the field is G1 Argentinian Oakswinner Miss Match (Arg) (Indygo Shiner), making herU.S. debut for trainer Bobby Frankel and Lael Stables.D. Wayne Lukas sends out Color Me Up (Aptitude),second in the May 16 GII Shuvee H.

MOON HAS CUP AGENDA Khalid Abdullah=s Span-ish Moon (El Prado {Ire}) could be targeted at the Breed-ers= Cup following his first Group 1 success in Sunday=sGrand Prix de Saint-Cloud. After the Sir Michael Stoute-trained five-year-old=s 1 1/2-length defeat of AlpineRose (Fr) (Linamix {Fr}) in the mile-and-a-half contest, connections are looking at other international options asa result of the six-month ban in England due to hisfailure to enter the starting stalls in the G2 Jockey ClubS. in May. AObviously, we have to go where it makesmost sense for him, and we are slightly restricted,@ theowner-breeder=s Racing Manager Teddy Grimthorpe toldPA Sport. AThe main thing that came out of yesterdaywas the trouble they went to to get him in. He doesn=tgive any trouble at all at home, he=s a bit of an enigma.I went to see him do an unofficial stalls test the otherday, and he went in 10 times without a bother. Heraces genuinely, too, so there is no questioning hisattitude. We=ll sit down and give it some thought, and Idon=t see why the Breeders= Cup should not come underconsideration, along with Hong Kong and Dubai again.@

PRIDE OF THE YANKEES Prioress (*Sovereign--Reel, by *Glenco) was the firstAmerican-bred and -owned Thoroughbred to travel toEngland and win a race. Bred in 1853 by GeneralThomas Jefferson Wells, the bay was a half-sister tothe talented Lecomte (Boston), who became the onlyrunner to ever beat the great Lexington when he tookthe four-mile Jockey Club Purse in a then Americanrecord 7:26. Lecomte was purchased by Lexington=sowner, noted horseman Richard Ten Broeck, for$10,000 when Wells dispersed his bloodstock in 1856.Sent to England, Lecomte ran third in his only start acrossthe pond, and died of colic shortly thereafter. The three-year-old event at Fair Grounds is named in his honor. Ten Broeck had also bought Prioress--for $2,500--andshe was on the ship that sent Lecomte to Britain. Herforay was considerably more successful. The filly hadset records in one-mile heat racing while competing atMetairie Race Course in Louisiana, and the experiencewould stand her in good stead in England. Carrying 93pounds, Prioress finished in a triple dead-heat with *ElHakim (under 93 pounds) and *Queen Bess (66pounds) in the 1857 Cesarewitch S. at Newmarket, forcing a run-off. Her rivals had never raced in heats, and the task proved too much for them--Prioress wonhandily and made history. She captured three moreraces in England, but made little impact in the breedingshed, and died while foaling in 1868. Ironically, Prioress is best known for her milestoneperformance in the 2 1/4-mile Cesarewitch, while theGrade I test that honors her is just six furlongs.

First contested in 1948, it has been won by champi-ons such as Next Move (Bull Lea), Grecian Queen(*Heliopolis), Primonetta (Swaps), What a Treat (*Tu-dor Minstrel), Dark Mirage (*Persian Road II), Ta Wee(Intentionally), Dearly Precious (Dr. Fager), Xtra Heat(Dixieland Heat) and Indian Blessing (Indian Charlie). Also on the winner=s roll is Broodmare of the Year FallAspen (Pretense), the dam of champions Timber Coun-try (Woodman) and Bianconi (Danzig), G1SWs Hamas(Ire) (Danzig) and Fort Wood (Sadler=s Wells), and GISW Northern Aspen (Northern Dancer). Xtra Heat set the stakes record of 1:08.26 in 2001.Jockey John Velazquez boasts the most Prioress win-ners with four--Penny=s Reshoot (Turkey Shoot), CapoteBelle (Capote), Carson Hollow (Carson City) and IndianBlessing.

That Was Then; This Is Now... Pointing for this year=s edition of the race are Be Fair(Exchange Rate), Cat Moves (Tale of the Cat), Gabby=sGolden Gal (Medaglia d=Oro), Heart Ashley (Lion Heart),Light Green (Pleasantly Perfect) and Selva (Forest Wild-cat). Heart Ashley is perfect in three starts this season. The Zayat Stables runner took a Fair Grounds allowancetest in February, the GIII Cicada S. at Aqueduct inMarch and the GIII Miss Preakness S. at Pimlico May 15. AThis is the race she=s been pointed towards for along time,@ said trainer Steve Asmussen, fresh from hisvictory with Rachel Alexandra (Medaglia d=Oro) in the GI Mother Goose S. AShe=s a very fast filly. In a Grade Isprint on dirt for three-year-old fillies, everyone is goingto show up. With those fillies going six furlongs here, the trip will matter.@ Rated just off the pace in her first victory this term,Heart Ashley went gate to wire in her last two tries. But, according to Asmussen, she does not need to beon the lead early. AIn her last two races, circumstance dictated sheshow a lot of speed,@ he remarked. AAqueduct on theinner track and then being a solid favorite from thefence at Pimlico, on the lead is where you want to be.@Information regarding Prioress courtesy www.tbheritage.com.

Study Finds Lasix Effective (cont. from p1) AWe designed this study to provide the highest qual-ity evidence to address the use of furosemide in Thor-oughbred racehorses,@ said Dr. Kenneth Hinchcliff ofthe University of Melbourne. AThis study design wassimilar to those used to test the efficacy of treatmentsin human medicine, which, to date, have been uncom-mon in evaluating treatments for horses.@ Though the study provided the most powerful evi-dence yet that Lasix is an effective treatment of bleed-ing, the researchers fell well short of recommendingthat it be legalized in the many racing countries whereit is now prohibited. Lasix is allowed only in the U.S.,Canada and some South American countries. AThe purpose of this study was to show that the drugaffects this condition,@ said Dr. Alan J. Guthrie of theUniversity of Pretoria. AObviously, there are whole otherissues at stake when deciding whether one shouldallow the use of the medication. We provided the sci-ence. We have some background information andknowledge that could possibly be helpful with some ofthe issues, and the decisions regulators have to makewhether to allow it. But as far as coming up with aresolution on that subject, that=s not our place.@ The group did not look at the issue of whether or notLasix is a performance-enhancer, but did find horsesusing the drug lost an average of 12 kilograms becauseof the diuretic nature of the medication. Horses notusing the drug lost four kilograms. In non-metric terms, the difference is roughly 18 pounds. AMost jockeys wouldn=t say no to taking off eightkilograms,@ Dr. Guthrie said. AIt=s possible that there=s more than one thing goingon when a horse improves when given Lasix,@ Dr.Morley said. AWe=re not sure how much it has to dowith one thing versus another. It=s possible that it is amix of effects, including weight loss.@ Still another controversial aspect of Lasix is its sup-posed ability to mask other drugs. The researchers didnot believe that was a major problem in an era wheredrug testing has become extremely precise. AThat comment might have applied back in the seven-ties when the techniques for detecting drugs in urineweren=t as developed as they are now,@ Dr. Hinchcliffsaid. ANow, they have techniques that can detect infini-tesimal quantities of a drug in urine. I don=t believe thisis a concern any longer, but I could be corrected by theracing analysts and chemists.@ Other than the use of furosemide, which was admin-istered strictly adhering to research project guidelines, all races were under South Africa's standard rules andregulations for the industry. The horses and jockeysraced for purses to ensure competitive racing efforts. The five- to eight-furlong races were on a one-milestraightaway on the turf.

The researchers estimated the study cost at approxi-mately $1 million. It was funded, in part, by a $98,000grant from the Grayson-Jockey Club Research Founda-tion and a $45,000 grant from the Racing Medicationand Testing Consortium, in addition to support fromSouth African racing interests and golfer Gary Player. The complete study may be read on CSU=s websiteby clicking here. A streaming video recording of thepress conference can be viewed athttp://www.cobainltd.com/phumelelapress/.

With victories in four of the weekend=s five Group 1events, we were reminded once again of the rare bril-liance of the Sadler=s Wells male line in general, and ofthe El Prado branch in particular. El Prado, Adena Springs=s former champion sire, hasbeen in good form this year, even if he has been ratherovershadowed by his own son Medaglia d=Oro, sire ofthe irrepressible Rachel Alexandra. Once again, theopposition barely saw which way this exceptional fillywent when she added the GI Mother Goose S. to her GI Kentucky Oaks and GI Preakness successes. A day later, El Prado finally recorded his first Group 1victory in Europe when his son Spanish Moon provedtoo strong for the opposition in the Grand Prix deSaint-Cloud. That Group 1 victory might have come alot sooner had Spanish Moon not suffered a pelvicinjury when a leading Derby fancy, following his impres-sive debut victory at two. A year off the track repre-sents a major obstacle for any horse, but fortunatelySpanish Moon is now fulfilling his early promise and hisform keeps getting better and better, to the extent thatSir Michael Stoute now describes him as Aa serioushorse.@

Medaglia d=Oro is the first American-based grandsonof Sadler=s Wells to hit the headlines, but one of hisEuropean counterparts, Singspiel, has been making hismark for some time now. In narrowly defeating Sadler=sWells=s granddaughter Beach Bunny in The Curragh=sG1 Pretty Polly S., the four-year-old Da Re Mi became noless than Singspiel=s 10th Northern Hemisphere Group 1winner from his first eight crops aged three or more. It is worth noting that Da Re Mi is out of a Top Villemare and so is Sadler=s Wells=s exceptional sonMontjeu, who added to his tremendous record in TheCurragh=s other Group 1 event, the Irish Derby. WhenFame and Glory powered away for a five-length victory,he became Montjeu=s third winner of this Classic fromhis first five crops, which, remarkably, also contain twowinners of the Derby. There is consequently everychance that the influence of the Sadler=s Wells male lineis going to extend still further. Last November, I was asked if I was willing to pro-vide a comment on the Sadler=s Wells line for use inpromotional material for Medaglia d=Oro. I am oftenloath to comply with such requests, but in this instanceI was happy to preach to any unconverted Americansabout the virtues of the 14-time champion sire. I there-fore offered the following recommendation: ASadler's Wells=s sons and grandsons are exerting aprofound impact on the breed in Europe, with thechampion stallions Galileo and Montjeu leading the way.And the same could happen in the changing Americanindustry, with the help of El Prado. This classically bredhorse became Sadler=s Wells=s first champion sire whenhe topped the North American table in 2002, with plentyof help from Medaglia d'Oro. And now Medaglia d'Oro isshaping up as another leading torch-bearer for this ex-ceptional male line, which is noted for its soundness.@ Despite my considerable faith in this line, I have toadmit that Medaglia d=Oro is proving more effectivethan I ever imagined. Not only has he achieved atop-five position on the general sires= list, but he hasalso proved the dominant second-crop sire, both bycumulative and by 2009 earnings, even though theopposition includes such talents as Birdstone, Tapit,Candy Ride and Speightstown. Of course, Rachel Alexandra deserves much of thecredit for Medaglia d=Oro=s rankings, but he is a longway from being a one-horse sire. The wisdom ofDarley=s recent move to acquire Medaglia d=Oro wasquickly underlined when he came up with his secondGrade I winner in the shape of Gabby=s Golden Gal,who led throughout to take the Acorn S. That victorymade her the fourth graded stakes winner from hersire=s 140-strong first crop, the others being C. S. Silkand Payton d=Oro. There are also further talented per-formers in the stakes winners Renda and Retraceable. A striking aspect of Medaglia d=Oro=s rise is that allseven of his stakes winners are fillies, as are several ofhis stakes-placed performers. However, these sex bi-ases have a habit of evening themselves out to someextent and there have been some recent signs that thismay be about to happen for the Darley recruit. It wasonly by a head that Warrior=s Reward failed to becomehis sire=s first male stakes winner when second in theGIII Northern Dancer S. June 13, and then Arcodorowas a length second in the GIII Cinema H. eight dayslater. Anaan, another colt, was also second at stakeslevel in June. Interestingly, these three stakes seconds were gainedon dirt, turf and all-weather, to underline further thatMedaglia d=Oro=s pedigree will allow him to sire winnerson all surfaces. Turf performers, so far, are in a minor-ity, but he has shown he can get European turf win-ners, thanks to Al Marmoom, Elmfield Boy and lastweek=s juvenile winner Emma Dora. The move to Darleyis also likely to result in more of Medaglia d=Oro=s stockeventually being given a chance in Europe. Medaglia d=Oro=s career will be helped considerably bythe fact that his pedigree is pretty much an outcross formany American mares, with no Raise a Native, Mr.Prospector, Alydar, Hail To Reason, Bold Ruler, SeattleSlew or In Reality anywhere in his pedigree. EvenNorthern Dancer is back in the fourth generation of hisfoals, which allows plenty of scope for a second line tothis brilliant stallion. Cont. p8

Medaglia d=Oro was the first graded winner producedby any of his first four dams, but a rider needs addingto this statement, as his third and fourth dams, SocietySinger and Social Position, had only five foals betweenthem. Two of Society Singer=s foals were sisters bySilent Screen. One, Voice Over, became the dam of theGI Sapling S. winner Travelling Music, while the otherDubbed In, became Medaglia d=Oro=s second dam. The fact that his fourth dam, Social Position, was adaughter of Ribot tells us that Medaglia d=Oro=s femaleline must have been a big achiever in previous genera-tions. Sure enough, his sixth dam is Sunday Evening, the Eight Thirty mare who produced three notabledaughters in Home By Dark, Prayer Bell and Royal Soci-ety. Home By Dark=s descendants include such high-classperformers as Dark Mirage, Indian Skimmer, Java Goldand Bluebird, while Prayer Bell initially found fame asthe dam of the champion juvenile colt Silent Screen.Silent Screen sired Dubbed In from a descendant ofRoyal Society, which means that Medaglia d=Oro=ssecond dam was inbred 3x4 to Sunday Evening. Some of the most significant achievements by thisfemale line have come via the daughters of Luv Luvin=,a granddaughter of Prayer Bell. When three of LuvLuvin=s daughters were mated with Medaglia d=Oro=sgrandsire Sadler=s Wells, they produced a total of fourGroup 1 winners and a Group 3 winner (namely Insight,Listen, Saffron Walden, Sequoyah and Psalm).Sequoyah has added further to their achievements bybecoming the dam of Henrythenavigator, so Medagliad=Oro=s pedigree represents a very proven cross.
