“We‐Safety” is a newsletter aimed at providing PolyU staff and students with safety information and news about how the University is working to keep our community safe.   May We work together to achieve Safety on campus.  

Health & Safety  PolyU Family The first week‐long health and safety promotional campaign, “Safety Week 2015”, won the “Safety Promotion Award  –  Bronze  Award”  in  the  “15th  Hong  Kong  Occupational  Safety  &  Health  Award”  organized  by  the Occupational Safety & Health Council.  Leveraging the success of Safety Week 2015 and to raise health & safety awareness and cultivate a safety culture among stakeholders on campus, Health, Safety & Environment Office (HSEO) organized another Safety Week from 15 to 22 November 2016 that was filled with plenty of fruitful health and safety activities.  The theme of Safety Week 2016 is “Health & Safety  PolyU Family”, strives for community togetherness in health and safety.    In  response  to  the  feedbacks  from  last year, more health  related  topics and activities have been integrated into the programmes to cater for the interests of the stakeholders.  Increased number of University departments and external organizations engaged and interactive participation was garnered from competitions, interactive  booths,  seminars  and  workshops  to  strive  for  unity  in  health  and  safety  through  education, communication and collaboration.

Opening Ceremony cum Competition Prize Presentation  Safety Week 2016 kicked off on 15 November 2016 with a  traditional artwork performance by  the Master ofpaper‐tearing art Mr Lee Man Sing.  The Opening Ceremony was then officiated by Mr Andy Tong, Vice President(Campus Development and Facilities); Mr Jeff Leung, Deputy Commissioner for Labour (Occupational Safety &Health); Ms Bonnie Yau, Executive Director of Occupational Safety and Health Council (OSHC) and Mr Y. K. Kam,Head (Health, Safety & Environment).  In the Ceremony, Mr Andy Tong remarked that the health and safety ofour University relied heavily on each and every stakeholder’s contribution and participation.  Awards were presented  to  the winners of  the Slogan Competition and HSEO Logo Design Competition  in  theceremony.  Impressive number of entries were received with 163 entries for Slogan Competition and 37 for LogoDesign Competition.  Slogan is a simple way to deliver message to the target audience.  Mr Chen Yue, winner ofthe  Slogan  Competition  (Student  Group),  agreed  with  this,  “using  simple  words  and  sentences  to  conveymeaningful message on health and safety awareness is a delightful treat”.     

               Interactive Booths & Workshops to Deliver Health & Safety Messages in an Interesting Way  In responding to the feedbacks received from last year’s Safety Week, more interactive elements were includedin Safety Week 2016 to deliver health and safety messages in a fun and interesting way.  Nine interactive boothswere  set‐up  on  the  first  two  days  of  the Week  on  FJ  Podium  and  three  health  and  safety  workshops  wereorganized.

Participation  from  students  and staff  members  from  various departments  was  successfully engaged  to  cultivate  the  safety culture on campus.  Thanks to the support  from  external organizations  and  internal academic  departments  and administrative  units  (as  listed), interactive  booths  covered  many different  topics  and  activities including  occupational  health check, flexibility check and trial of fire  extinguishers  to  allow stakeholders  to  learn more about health and safety matters.

            More than 20 students proactively enrolled to help manage the interactive booths during the Week.  “Managingthe booth provides a chance for us to spot out the problems of standing posture and handgrip strength of ourstaff and students.  We may provide them relevant occupational health advice and recommend the exercise for them,” said Mr T.C. Chan and Mr C.W. Ho, Year 4 students from RS who helped in the booth of “OccupationalHealth Check”.  The booths not only provided a platform for the University community to obtain health and safetyknowledge,  but  also  for  the  student  helpers  to  obtain  valuable  experience.    “Safety  Week  provides  me  anexperience  to  have  face‐to‐face  communication  with  staff  and  students  and  listen  to  their  concern  onoccupational health issue,” Chan and Ho added.    Three workshops were fully enrolled during the Week.  Staff and students learnt the ways to manage their stressthrough different activities such as mindfulness yoga and paper tearing art.  Display Screen Equipment (DSE) usersalso learnt the latest stretching exercises to improve occupational health in workplace.    

         Site Visits & Seminars to Provide Health & Safety Information   The highly appreciated site visits and seminars returned.   Four site visits and four seminars were organized tomake Safety Week 2016 more  informative and broad‐spectrum.   During off‐campus  site visits  to  the    LammaPower Station of Hong Kong Electric, Hong Kong Aircraft Engineering Company Limited and Kowloon Motor BusCo. Ltd, participants could benchmark the best practices in safety from these reputable companies in differentindustries.  Also, participants could test their hand hygiene and learn the latest designs in needle safety in the on‐campus  visit  to  The  Squina  International  Centre  for  Infection  Control.    Seminars  with  different  topics  on construction  safety,  campus  safety  and  stress  management,  delivered  by  professional  speakers,  allowedparticipants to acquire the latest trend and knowledge in the industries.

          Safety Quiz Competition to Test Participants’ Health & Safety Knowledge    Having  eight  teams  of  staff  and  students  joining  the  2nd  Safety  Quiz  Competition  shows  that  the  PolyU community  is enthusiastic and involved in campus health and safety matters.   Three teams with the highestmarks in the preliminary round held in October entered the final competition on 21 November.  It was nip andtuck all the way in the contest and finally “Mental Health Team”, a group of students from School of Nursingwon  the  championship.   Ms Cinderella Chau,  leader of  “Mental Health  Team” expressed,  “the Competition benefits us as we may know the health and safety issues of other areas and note which area we have to enhancethrough the competition. We strongly recommend our peers younger schoolmates to join the Competition inthe coming year.”   In addition to the above activities, Safety Information Exhibition and an ambulance display have also been heldon Podium during the Week.  Over 1,000 staff and students participated in the activities throughout the Weekwith very positive response.  HSEO believes that by educating and nurturing the culture of health and safety, asafer campus can be built.  

We ― Update  DHSO Recognition cum Experience Sharing Seminar  It is the policy of the University that Heads of the Department/Unit should appoint departmental health andsafety officers (DHSO) to advise the department, ensure the implementation of health and safety arrangementsand liaise with Head (Health, Safety & Environment).  DHSOs put a lot of efforts into the health and safety issuein one’s own department/unit and plays an important role in maintaining a healthy and safe environment.  Torecognize  DHSOs’  contribution,  the  DHSO  Recognition  cum  Experience  Sharing  Seminar  was  held  on  22 November 2016 on the closing day of Safety Week.

In the seminar, Mr Andy Tong, Vice President (Campus Development and Facilities) emphasized once again thathealth and safety of PolyU community had been put on  top priority and presented certificates  to DHSOs  torecognize their effort paid on the role.  “Without the contribution of DHSO, PolyU could not become a safe andhealthy campus for the quest for excellence in learning, teaching and research.” remarked Mr Tong.  In addition,Dr Curtis Ng, DHSO of Department of Mechanical Engineering; Mr Fenkins Chow, DHSO of Industrial Centre and Ir  Dr  Michael  Yam,  Chairman  of  Departmental  Health,  Safety  and  Environmental  Committee  (DHSEC)  ofDepartment of Building and Real Estate were invited to share their experiences on how to improve health andsafety environment in their own departments.     The  half‐day  seminar  provided  an  excellent  opportunity  for  DHSOs  to  share  and  benchmark  each  other’s experience on health and safety arrangements.   

We ― Learn  HSEO continues to strengthen our  in‐house safety training. One of the areas we focus on  is the health risksarose from prolonged use of DSE.  A training class is scheduled to train competence persons to carry out DSEworkstation risk assessment (DSE assessor) with details as follows:

Dr. Lorna Suen, The Squina International Centre for Infection Control The Squina International Centre for Infection Control (CIC) is a specialist center hosted by the School of Nursing(SN). CIC  is an  interdisciplinary,  technological, educational, and consultative center tasked to spearhead thepromotion of excellence in infection prevention and control.  

   Aiming to reinforce the promotion of healthy behaviors, Dr Suen readily accepted HSEO’s invitation to introducethe latest measures of infection control and disease prevention to staff members and students at the “Site Visitto CIC” during Safety Week 2016.  She stated, “Safety Week is a meaningful campaign to encourage health and safety awareness among staff members and students.  It is CIC’s pleasure to have a chance to cooperate withHSEO and promote healthy behaviors  in  the University community.” Participants  tested  their hand hygienelevels, learned the correct way of choosing appropriate masks, and also gained familiarity with the latest designsin  needle  safety  in  the  three  skill  stations,  namely  “Hand  Hygiene  Skill  Station”,  “Mask  Fitting  &  PersonalProtective Equipment Skill Station”, and “Safety on Sharps, Specimen Collection & Waste Disposal Handling SkillStation” respectively.  

        

Dr Lorna Suen, Director of CIC  

Dr Lorna Suen, Associate Professor of SN, has been the CIC Director since April 2012.  Over the  years,  in  addition  to  facilitating  CIC’s applied,  innovative research and health care professional  training,  Dr  Suen  has  led  the promotion of healthy behaviors and fostered a  healthy  environment  through  community education  programs  via  health  talks  in kindergartens,  schools,  and  institutions  for the elderly.  CIC also conducted forums for the University  community  on  infection  control and disease prevention for librarians, catering service  providers,  and  residents  of  the student  halls.  Dr  Suen  said,  “We  recruited student ambassadors  from SN  to participate in community education, and equipped them with  knowledge  and  skills  for  health promotion and infection control.”

HSEO takes care of the health and safety needs of departments and offices.    Should  departments/offices  have  specific  safety  training needs, please contact HSEO.  

 Dr Suen believes that the re‐opening of CIC in November 2015 is a milestone of success for the centre.  The yearly course now consists of more comprehensive modules than before to cover a wide range of subjects on infectious diseases and infection control for healthcare professionals.  Considerable applied research is on‐going and much pioneering research has been proposed.  Dr Suen added, “Currently, we are cooperating with the  Institute  of  Textiles  and  Clothing  and  the  Department  of  Health  Technology  &  Informatics  on  the evaluation  of  personal  protective  equipment  for  preventing  Ebola  transmission  in  terms  of  degree  of contamination during doffing, protocol violations and perceived usability level. We would also like to conduct a study on examining the human behaviors in hand drying, and the hygienic efficacy of different hand drying methods in the future.”  Dr Suen wishes CIC to continue offering highly up‐to‐date  infection control knowledge, disease prevention skills, and healthy behaviors to the University community and to the public. 

We ― Listen We value your opinions and We always Listen.   “Safety Outreaching Program” is one of the programs that HSEO initiated and commenced in 2016 to “reach out”  to  selected population  for  safety need  identification and  to build  trust, gather users’ expectation  for services and support and enhance safety culture on campus. Visiting and attending DHSEC and/or meeting the safety personnel of departments and offices is one of the activities of the program to enhance communication and provide direct response to members’ views/opinions.   In September 2016, HSEO representatives attended the DHSEC meeting of English Language Centre (ELC) and had a fruitful discussion.  At the meeting, it was noted that the English‐speaking teaching staff members, who use display screen equipment, could hardly attend HSEO’s English‐medium‐instructed DSE training courses during the semester due to their teaching schedule.  In addition to the online information obtained from HSEO website, they requested for an interactive DSE training course with relevant ergonomic issues included.     In responding to ELC’s health and safety training need, HSEO organized a half‐day class of “Safety Training for DSE Users” during “Week 0” before the commencement of Semester 2 on 10 January 2017 for the convenience of the ELC teaching staff.
