In July Surrey Heath BoroughCouncil won a National RecyclingAward for its work to boost recycling inthe borough. The council was chosenfor the award, held proudly aloft byRoary on the cover of this magazine,because its recycling rates haveincreased from 32% to an amazing64%. Find out more on the award andrecycling on pages 12 – 13.

Another large scale project gainingmomentum is the regeneration ofCamberley Town Centre which beganwith the redevelopment of Park Streetand the opening of the Atrium in 2008but is likely to continue for some yearsto come. Go to page 5 to find out aboutthe Council’s vision.

The Yes vote sent out a positivemessage that businesses inCamberley Town Centre are willing towork in partnership to fund agreedadditional projects and initiatives, toimprove the local environment andenhance the identity of the area,despite the current economicchallenges.

The BID commenced in October andwill run for a five year term. All eligiblebusinesses or properties in Camberleytown centre will be billed for 1.5% oftheir rateable value each year. It isanticipated that over the five years,nearly £1.5 million will be generated to

fund additional projects and servicesset out in the BID Proposal.

The BID was promoted by theCollectively Camberley Task Groupconsisting of key businesses in thearea and chaired by Glen Fulton,General Manager of The Mall whosaid: “The result of the ballot was avery positive day for businesses in

Camberley Town Centre and I wouldlike to thank them. With theestablishment of the BID, we will nowbe able to deliver a whole range ofimprovements to the area. I believethe result also demonstrates thatbusinesses understand the realdifference that a BID can make to an area.

Camberley Town Centre Businesses say ’Yes’to a Business Improvement District In July this year, businesses and organisations in Camberley Town Centre made their voices heard andvoted in favour of taking more control over their futures by setting up a new Business ImprovementDistrict (BID).

The Collectively Camberley BID will be run through an independent not for profit company governed by a Board of Directors elected fromthe BID levy paying businesses. It will deliver on four key projects:

• Marketing and Promotion of the Town Centre

• Access, including car parking promotions

• Improving the attractiveness of the town centre

• Business Support, including negotiating reductions for some routine services

Tell Us OnceLosing a loved one is hardenough without having lots ofcalls and paperwork to deal with.A new 'Tell Us Once' service willnow make it as easy as possiblefor people to inform local andcentral government departmentsabout a death, at the same time.There is no charge for using theTell Us Once service.Surrey residents will be offeredthe service when registering adeath, enabling the registrar toinform the relevant services. Organisations or services that Tell Us Once is able to assistnotifying include the Identity andPassport Service, The Driver andVehicle Licensing Authority, theDepartment for Work andPensions, libraries and electoralservices.For more information about the Tell Us Once service, call 0300 200 1002 or visitwww.surreyheath.gov.uk/tellusonce

Call 101 to report crimes that donot require an urgent response,to contact the police with ageneral enquiry or to speak to alocal officer. For example, call101:

• If your car has been stolen

• If your property has beendamaged

• If you want to give the policeinformation about crime in yourarea.

101 is easy to remember andcosts only 15p from landlinesand mobile phones per call, nomatter what time of day or how

long you are on the phone. Callsfrom telephone boxes are free.

101 is the new number to telephoneyour local police when it’s less urgentthan 999. 101 replaces 0845 125 2222 and is available 24hours a day, seven days a week.

Regular visitors to Camberley Town Centre couldn’t fail to notice the dramatic changes that havetaken place in recent years. The most significant being the redevelopment of Park Street and theopening of the Atrium Leisure and Retail complex in 2008. However, as far as Surrey HeathBorough Council is concerned this is only the start!

Number one priorityIn 2010 the council published its2020 Strategy which placeddelivering an improved CamberleyTown Centre as its number onepriority. This includes theregeneration of the town as awhole with specific attention beinggiven to the redevelopment of theA30 frontage.

A resilient townPractically every shopping centre inthe UK has been affected by theongoing recession and Camberley

is no exception. However, despitelosing a number of businesses,including some big high streetnames, Camberley has managedto survive and even thrive to theextent that in 2010 it wasrecognised as the town recoveringfrom recession faster thananywhere else in Britain*.

Hive of ActivityCamberley is most definitely goingplaces. Since the opening of theAtrium, the town has been aconstant hive of activity with

numerous new shops opening,ranging from well known brands tosmall independents as well asrestaurants, hotels and residentialdevelopments. The council iscurrently working with partners tomaintain this momentum towardsthe next phase of regeneration.

In case of adverse weather, SurreyCounty Council’s winter fleet hasbeen extended to help clearSurrey’s roads, including 50farmers, Surrey’s 4x4 group and afurther ten snow ploughs.Additionally Surrey Heath BoroughCouncil will receive double theamount of grit to spread in towncentres this year.

Residents are being asked to planahead for winter by preparing their

vehicles, checking travel routes,local weather forecasts, keeping upto date with the latest warnings,looking out for neighbours andclearing snow from their footpathsand driveways with care.

With winter approaching, it’s important to know where tofind out the latest information about council services whenthere’s snow or icy conditions.

Surrey Heath residents cannow access a comprehensiverange of information aboutCouncil Tax, 24 hours a day,365 days a year.

The Council Tax InformationService gives residents quickaccess via telephone tofrequently requestedinformation, as well asproviding the ability to passon details to the council. The service is simple to use and there is no callwaiting queue.

The council’s corporateportfolio holder Cllr ColinDougan said: “Introducingthis new 24 hour telephoneservice is another importantstep in our continued goal toenhance customer service.The new easy-to-use systemwill mean straightforwardenquiries can be answered atany time. It will also enableour customer serviceadvisors to spend time onmore complex or urgentenquiries and with customerswho may need a greaterdegree of support.”

The borough’s recycling collection scheme,called ROAR (Recycling Organics andRefuse) headed up by Roary the RecyclingTiger, started in September 2009 andprovides residents with separate wheeledbins for rubbish, mixed recycling and asealed caddy for food waste. Since itsintroduction the recycling rate for theborough has increased from 32% to anamazing 64% - making it one of the best inthe country.

A major contributor to theexcellent recyclingperformance hasbeen the weeklyfood wastecollectionservice whichhas resulted in3,300 tonnes offood waste beingdiverted fromlandfill each year.Not only is this good

for the environment but the waste is also recycled into compost and used to generate electricity.

Community Portfolio Holder Cllr VivienneChapman said: “To be chosen out ofhundreds of local authorities is a fantasticachievement.”

“We are extremely grateful to the residentsof Surrey Heath as without them embracingthe new collection scheme and making such an effort to recycle we would never have won this award.”

Surrey Heath Borough Council has won an award at the National Recycling Awards 2011 for its work toboost recycling in the borough.

The award was in the “Local Authority Target Success” category which recognises those councils that have made a significant improvement in domestic recycling rates.

Under new legislation, propertyowners are no longer responsible for certain sewerpipes that connect their homes topublic sewers.

This means that across SurreyHeath, the ownership andmaintenance for private sewersand lateral drains, which are thesections of sewer pipe or drainshared with another person’sproperty or that run throughanother person’s land, have nowtransferred to Thames Water.

This is a Government initiativeremoving the responsibility awayfrom property owners, who canface potentially expensive costs orcomplex ownership issues whenproblems occur with these pipes.

Householders do not need to doanything, as the transfer hashappened automatically.

Owners are still responsible for thesection of pipe within theirproperty boundary that takeswaste water away only from theirproperty. Any pipes which don’tconnect to the public sewersystem will also remain in privateownership.

The Crystal Podule by Jan Niedojadlo is a largeinteractive sculpture made from a variety ofrecycled materials and inspired by naturaland biological forms. Uniquely, visitorsare encouraged to climb inside thesculpture and be inspired by thesights, sounds and smells.

During the exhibition there aretwo special displays, ‘100Years of Recycling’ featuringrecycled objects from themuseum's collection and a display by the Council’sNeighbourhood Services onrecycling in the borough.

Digital TV switchover is the biggestchange in television since theintroduction of colour. In February2012 the traditional TV signal will beswitched off in your area. If you don’t

have digital TV by the time ofswitchover, you will lose your TVchannels.

If you are still watching analogue TV(five channels or fewer) on any ofyour sets, you need to convert them

to digital. Getting started is easy. All you need isa compost bin or a small space in thegarden to create a heap.

Autumn is a great time of year to getstarted as there’s lots of material thatcan be collected in a pre-wintergarden clean up and left to compostover the colder months, ready for thespring bloom.

A Christmas Extravaganza takesplace in Chobham Village onWednesday 7 December, from 3pmto 9pm, and everyone is invited!

Perpetrators of domestic abuse wantto control their partner and they findmany different ways to do this,sometimes without ever resorting toany sort of physical violence.Emotional and psychological abusecan be a much more subtle form ofmaltreatment and is very difficult todetect – it leaves no physical scarsor bruises.

Many people who have experienceda controlling and abusive partner talkof having to ‘constantly walk on eggshells’ so as not to provoke a row.They also speak of being constantlyhumiliated and belittled, criticisedand threatened, called ‘stupid’,‘clumsy’, ‘ugly’, ‘fat’, ‘a bad parent’ or‘mad’ to name just a few. This willhappen not once but repeatedly – sooften that the non-abusive partnerstarts to believe what is being said.

An abusive partner may makeconstant petty demands such as theexact time dinner has to be put onthe table or constantly call theirpartner by a generic name such as‘babe’ or ‘honey’. Whilst this may notcome across as an abusive form ofbehaviour, over time it makessomeone lose a sense of their own individuality.

Survivors tell stories of losing contactwith friends and family because theirpartner would make it difficult to seethem – isolation is a commonconsequence of being in anunhealthy relationship and canseverely alter a person’s perceptionof what is abusive behaviour andwhat is not.

Some perpetrators play mind games– they move objects and then denydoing so. The abused partner startsto feel they are losing their grip onreality.

Perpetrators may also leave thehouse taking all the house keys withthem, meaning that the abusedpartner can’t leave the housebecause they can’t lock the doors orget back in, which effectively makesthem a prisoner in their own home.This will happen not once but overand over again making it difficult tosee friends or even go to the shops.

Control over all the finances isanother way in which somebody canabuse their partner. Demandingreceipts for all expenditure, forcingtheir partner to fraudulently claimbenefits, demanding that allmoney earned is kept in theiraccount and handing over‘pocket money’ when theysee fit. Having no access tomoney can make seekingsupport and leaving abad relationship verydifficult and can furtherisolate someone.

If looked atindividually, theseactions may notappear veryharmful. Yet if theystart to form apattern ofbehaviour then itcould be a sign ofan abusive partner.Taken together,

repeatedly over time, this behaviourcan make someone feel very low,lack self-esteem and confidence, feelisolated and alone, and believe thatthey are to blame.

• Tell someone when you’releaving and where you’re goingand what time you expect to beback. If these plans change, youshould tell someone as soon aspossible.

• If possible, always travel in agroup and stay in well-populatedand busy areas.

• Try to use well lit, busy streetsand use the route you know best.

• Avoid danger spots like quiet orbadly lit alleyways, subways orisolated car parks. Walk downthe middle of the pavement if thestreet is deserted.

• Keep your mind on your

surroundings – remember if youare chatting on your mobilephone or listening to musicthrough headphones, you will nothear trouble approaching.

• Carry your bag close to you.

• Try not to keep all your valuablesin one place. Instead placevaluables such as wallets in aninside pocket.

• Consider carrying a personalsafety alarm. In the event of anincident it can raise the attentionof others.

• Never accept a lift from astranger or someone you don’tknow very well, even if you are

wet, tired or running late.

• Keep a charged mobile with youat all times. If you sense anytrouble then you can immediatelycall someone.

• Be extra careful when usingcashpoint machines. Make surenobody is hovering nearby anddo not count your money in themiddle of the street.

• Look around and make sure youaren’t being watched or followed.If you are, go to the nearestplace where there are otherpeople - a pub or hotel, oranywhere with a lot of lights on.

• In an emergency always call999.

Remember if you’re getting a taxi:

• The council is responsible for thelicensing of taxis and privatevehicles – always look for theidentification plate and driver ID.

• Avoid private hire cars or mini-cabs which are touting forbusiness.

• Book a mini-cab over the phone,and ask for a description of thecar and the drivers name.

• Do not use an unlicensed vehicle– the driver will not be properlyinsured, the vehicle may beunsafe and the driver will nothave been subject to all thenecessary checks.

• If in doubt, don't get into the taxi.

Stay safe in the darkNow that the days are shorter and it’s dark early, make sure you take precautions to keep safe.While Surrey is one of the safest counties in England and crime levels are low, there are manyways to safeguard yourself and prevent crime. A friend to benefit yourlocal communityPeople with an hour or so to spare on a weekly basis who enjoy the company of older peopleare encouraged to contact Age Concern Surrey Heath about volunteer opportunities.

Surrey Heath has a rising number ofolder householders, many of whomare single occupants over the age of75. Poor health and reduced mobilitycan make it difficult to get out and canresult in them becoming lonely andisolated, as well as having increasingdifficulty in coping with thecomplications of modern life.

The Visiting and Befriending serviceaims to support older people,particularly those who arehousebound and isolated, bymatching them to a suitable volunteervisitor or ‘befriender’, who visitsregularly, providing mutual friendshipand companionship.

It gives the older person the

opportunity to discuss day-to-day worries and the visitorcan provide reassuranceand advice with taskssuch as understandingofficial correspondenceor finding out aboutlocal services.

Do you know the food hygiene rating of your favourite eatery?Surrey Heath Borough Council is reminding residents to look out for a food hygiene rating sticker orcertificate in the window of businesses in the borough that serve and prepare food.

Back in June, The National FoodHygiene Rating Scheme waslaunched in Surrey Heath. All foodbusinesses including restaurants,cafes, schools, takeaways and staffcanteens in the borough were issuedwith a rating zero to five. Each

premise was given a certificate andsticker with their score on to put up intheir window or on the wall.

Businesses do not need to displaythese stickers and certificates by lawbut it has been noticed that some foodbusinesses do not display their ratingsticker. The council wants residents tolook out for these stickers andquestion those places that do nothave them on view.

Surrey Heath’s portfolio holder forcommunity Cllr Vivienne Chapmansays: “I welcome the introduction ofthis scheme and would encourage allcustomers to look for the food ratingsticker which rates the premises.

“People are entitled to know that theplace they are eating at has good foodhygiene levels”.

Principal Environmental Health OfficerJustine Fuller says: “The vast majorityof Surrey Heath’s food businesseshave good standards of compliancewith food hygiene legislation.

“Around 80% of these have a foodhygiene rating of 3 or above”.

Surrey Youth Focus has 20 years ofexperience helping young peoplevolunteer locally and newopportunities are always being made available.
