Surrey Heath Borough Counciljoined local armed forcesrepresentatives from the RoyalMilitary Academy Sandhurst andDeepcut Station to sign the Armed Forces Community Covenant last month.

Among those taking part in thesigning were Leader of Surrey Heath

Borough Council Cllr Moira Gibson,Chief Executive of the council KarenWhelan and Brigadier Alistair Deas.Joining them were representativesfrom the Surrey Heath Partnershipincluding the borough’s business,community and voluntary sectors.

The first of its kind in Surrey, theCommunity Covenant aims to bringcivil and armed forces lives’ closertogether, including activities that

integrate serving and ex-servicespersonnel and their families into local life.

The covenant will also bring supportfor armed forces personnel throughassisting with healthcare,employment and housing needsduring and when they leave service.

Cllr Moira Gibson said: "SurreyHeath has long and historical linkswith the armed forces based atSandhurst and Deepcut so we areproud to sign up to the covenant indeveloping existing relationships.

"Signing the covenant also bringsopportunities to bid for a share of£30 million government funding overthe next four years towards projectsbenefiting both local people andmilitary communities."

Members of the Surrey HeathPartnership are now developingactions to move the CommunityCovenant forward.

Surrey Heath signsArmed Forces Community CovenantA pledge strengthening the links between the armed forces and civilians in Surrey Heath has beenaffirmed in writing.

In March Surrey Heath BoroughCouncil welcomed the SurreyCounty Council Adult Social Careteam to the borough offices on KnollRoad, Camberley - hot on the heelsof the local Neighbourhood policeteam who moved in last year.

This sharing of offices, or ‘co-location’, is an initiative which istaking place across the country asvarious public sector agencies lookat ways to not only save money butalso improve the service toresidents by working more closelytogether.

Formerly based at Absolute Housein Frimley, the Adult Social Careteam provide support for people

aged 18 and over with mentalhealth needs, a learning disability, aphysical impairment, long termhealth conditions or multipleimpairments. They also supportcarers who look after an adult withany of the above conditions.

Surrey Heath Borough CouncilChief Executive, Karen Whelansaid: “As we have seen from therecent police move, the co-locationof public services not only savesmoney but also makes life easier forour residents.

“The County Council team alreadyhave strong links with some of theBorough teams such as Housingand Benefits and these links can

only be strengthened by the twoorganisations sharing offices andworking more closely together."

Shaping a positive future…

In previous editions of Heathscenewe have told you about Surrey HeathBorough Council’s plans toregenerate Camberley town centre.This work began with theredevelopment of Park Street in 2008but there is still a lot more to do andthe council needs your views before

it moves on to the next phase.

In February the council published adocument called the Camberley TownCentre Area Action Plan PreferredOptions which puts forward aproposal for how the town shoulddevelop over the coming years.Included in the plan arerecommendations on a number of keyareas including:• New homes• Improved transport connections• Extra retail space• Redevelopment of the London

Road frontage• Improved pedestrian access• Improvements to public spaces (the

A new playground has been opened by the Mayor of Surrey Heathat flats off Surrey Avenue and Avenue Sucy in Camberley.

The play area includes swings, agravity bowl and a slide, all set on arubberised safety-floor.

The project is the result of efforts bythe St Michael’s Project Team –which includes local residents, SurreyHeath Borough Council, SurreyCounty Council and registered sociallandlord, Accent Peerless.

Surrey Heath’s Greenspace Teammanaged the build of the play area

and Accent Peerless are responsiblefor future management, maintenanceand repairs. A number of residentshave agreed to keep an eye on thesafety and security of the new facility.

Cllr Colin Dougan, who Chairs the St Michael’s Project said: “We askedthe local residents what additionalfacilities they most wanted and aresounding 90% requested achildren’s play area. I’m delightedthat it’s now open and that residentsare involved in the on-goingmanagement. We are now soundingout what’s next and would like toencourage community involvementagain to help decide future projects.”

Michael Coe, Housing Manager atAccent Peerless, said: “The newplay area and equipment is greatnews for families. Local residentshave been in favour of the projectand I hope local children will enjoymany happy hours of play here foryears to come.”

Funding for the £28,000 project was shared equally by Surrey Heath Borough Council and SurreyCounty Council.

A package of new community projects using funds collected through planning agreements fromdeveloper schemes in the borough is underway.

Projects include a new cricketpractice area at WatchettsRecreation Ground, an outdoor gymat London Road Recreation Ground,and new adventure trail areas atboth Wellington Park and Town Parkin Camberley.

Upgrades to play areas atEvergreen Road, Frimley andFrimley Green Recreation Groundare also in the pipeline.

Planning infrastructure contributionsenable the council to secure funding

from developers and makeenhancements in a neighbourhoodwhere they have built adevelopment.

The funding collected must be usedspecifically towards transport,libraries, new equipped playspaces,community facilities orenvironmental improvements.

Contributions collected for librariesand transport are allocated andspent by Surrey County Councilwhile Surrey Heath Borough Council

is responsible for all othercategories.

Surrey Heath's portfolio holder forthe built environment, Cllr LianeGibson said: "I’m delighted theseprojects have been given the greenlight. The spending of planningcontributions will deliver additionaland enhanced facilities for residents,giving access to more high qualityplay equipment and improvedleisure and community facilities forall ages."

Plan now for your jubilee street party

A series of local walks have been mapped out for people of all ages and abilities to enjoy.

The five short walks have beencreated by the council in partnershipwith the national Walk 4 Lifecampaign, aimed at getting people outwalking more to improve and maintaingeneral health.

The mile-long routes are as flat aspossible and free of obstacles such asgates and steps.

The walks are at: Frimley Lodge Park,Heatherside Recreation Ground,Lightwater Country Park, DiamondRidge Woods and open spaceadjacent to Frimley Park Hospital.

Those in boroughparks aremarked withbright yellow‘Walk 4 Life’ waymarkers alongthe route,including startand finish points.

Chobham Place Woods The Easy Access Trail has now been improved and extended, with a new circular Nature Walk to discover. Accessible towheelchairs, pushchairs and visitors of all ages, come and enjoy this historic woodland off Valley End Road.

The grants are being awarded bySurrey Heath Borough Council whoinvited people to send in their ideasand bids for community projectsinspired by London 2012. Applications from seven schemeswere received, all of which weresuccessful in their bids:• Friends of Lakeside Primary

School have been granted £750to hold a one day arts andliterature exhibition and SchoolArts project.

• Surrey Heath Carers BowlingProject received £750 to host anevent for carers plus fortnightlybowling sessions for 16 carersover 40 weeks at CamberleyIndoor Bowling Club.

• Local disability groups have beengiven £750 to plant a fruit andvegetable bed in the shape of theOlympic rings plus themed fencedecoration.

• L&G Acrobatic Gymnastics Clubreceived £750 to host anacrobatic gymnastics show.

• Twelve borough schools willbenefit from £3,600 allocated forone-day sports and theatre basedworkshops run by educationcompany Eteach to educatechildren about the Olympic andParalympic Games.

• Arena Leisure Centre has beengranted £400 to hold summerexercise classes for people aged50 and above, at the outdoor gym

in Heatherside RecreationGround.

• A further £450 has been allocatedfor two sets of Boccia equipmentin the Arena Leisure Centre.Boccia is a Paralympic sport forpeople with disabilities.

Portfolio holder for arts and leisureCouncillor Craig Fennell said: “The2012 Celebration Fund provides agreat opportunity for Surrey Heathto join in the celebrations and bepart of this once in a lifetime event.It will also inspire more people toget out and be active, maintaininghealth and fitness, so I'm delightedthese grants have been madeavailable.”

London 2012 inspiredprojects receive funding

The Olympic Road Race is comingto Surrey in July as part of theLondon 2012 Games; the men’srace on Saturday 28 July and thewomen’s on Sunday 29 July. Certainroads will be closed in London andSurrey to accommodate cyclists.

The riders will race round a coursethat starts and finishes on The Mallin central London, before headinginto Surrey. It will travel through thedistricts of Elmbridge, Woking,Guildford, Reigate and Banstead andMole Valley. The distance of themen’s race is 250km and thewomen's is 140km. Both will includelaps of Box Hill.

Road closures will be in place on

Olympic Road Cycling Race Welcome the OlympicTorch and enjoy theentertainment

The Olympic Torch Relay willpass through Surrey, includingDorking and Godalming, onFriday 20 July before arriving inGuildford for a free celebrationevent in Stoke Park. The afternoon and eveningcelebration is the only one inSurrey and will include localentertainment, family activitiesand regional food and drink. Coaching sessions will take place atvarious venues across the boroughbefore the Games are held onSaturday 16 and Sunday 17 June atSurrey Sports Park in Guildford.

The event will see nearly 2000participants from the county’s 11boroughs and districts competing,with the Surrey Heath squaddetermined to build on its impressivemedal haul of six gold, three silverand two bronze from 2011.

Sports on offer include badminton,basketball, boxing, girls cricket, girlsfootball, hockey, judo, netball, rugby,

swimming and tennis.

Sports Development Officer at SurreyHeath Borough Council, GaryClifford, who is co-coordinating theSurrey Heath squad, said: “TheGames gives so many young peoplethe opportunity to try sports for thefirst time in a pressure free andenjoyable environment where thefocus is on long term participation asopposed to win at all costs”

“Through the games young peoplewill learn new skills or enhanceexisting ones, increase self-esteem,build lasting friendships, develop asense of pride from representing theirborough and experience competingin front of hundreds of spectators.”

Surrey Heath is providing free coaching sessions for youngpeople in no less than 13 different sports. Those gettinginvolved will then have the chance to be selected to representSurrey Heath at the Surrey Youth Games, the county’s largestannual youth sports festival.

against Mole Valley FC recentlywhere they showed great potential bycoming away with two wins from thethree games. During the last year, their commitmentto recycling garden waste saw almost1,500 tonnes of clippings, prunings

and other green waste collectedfor recycling into compost.

This represented aroundeight per cent ofhousehold waste that wasreused, recycled orcomposted in theborough.

Aside from landfilldiversion, other important

environmental benefits from the GreenWaste Club include reducing vehicleuse and fuel for collecting andtransporting waste to landfill sites.

Recycling garden waste is helpingcombat global warming as greenwaste sent to landfill producesgreenhouse gases like carbon dioxide(CO2) and methane.

Since the Green Waste Club beganaround 3,200 tonnes of green wastehas been recycled, saving over 830tonnes of CO2.

Green-minded gardenershelp recycling successSurrey Heath’s exceptional recycling performance makes it the thirdbest-performing local authority in England. In the year April 2010 toMarch 2011, the council’s reuse, recycling and composting rate was64.73%, just fractions behind the top two. That means nearly two thirdsof all locally-produced household waste is diverted from expensivelandfill – and Surrey Heath’s green-minded members of its popularGreen Waste Club played a valuable part in helping achieve thisaward-winning rate…

The Surrey Reuse Network offers awide range of good quality items ataffordable prices. Made up of a groupof six charities, the network aims tofind new homes for donated furnitureand kitchen appliances, as well asoffering training and employmentopportunities and helping localfamilies in need.

Buying reusable furniture and kitchenappliances is great value, good forthe environment and you might justfind a hidden treasure. You’ll findeverything you need to make a

In Surrey Heath thereis no legislation thatprevents peoplehaving bonfires,however it isimportant to beconsiderate to your neighbours.The followinginformation willhelp to reduce the effects ofsmoke onneighbouringproperties.

• Burn only drymaterial - this limitsthe risk of smoke nuisance

• Avoid windy days and do not light afire in unsuitable weather conditions- smoke hangs in the air on damp,still days and in the evening

• Never burn when the wind will carrysmoke over roads or other people’sproperty. You could be liable forinjury or damage caused

• Avoid burning at weekends and onbank holidays when yourneighbours have a right to enjoytheir gardens.

If the smoke from a bonfire is causing a nuisance then we may take action. A nuisance is causedwhen smoke detracts from peopleenjoying their gardens, prevents themopening windows or hanging outwashing, or obscures visibility in thearea or on roads.

If a complaint is made in relation tobonfire smoke, action may be taken.This can range from officers resolvingthe problem informally, through toissuing an abatement notice which ifnot complied with could lead to a fineof up to £5000.

Fire can spread to fencesor buildings and scorchtrees and plants. So it isimportant that you do not

use petrol or oil to light a fire and thatyou never leave a fire unattended orleave it to smoulder.

There are some items that shouldnever be burnt because they cancreate harmful fumes such as:

• rubber tyres• carpets• household plastics • paint • painted materials• foam

Always ensure that you have awater supply available toextinguish the fire if necessary.

It is preferred that people do not have bonfires.

A large amount of the material burnton bonfires can be recycled. A rangeof alternatives are available:

DIY waste

If you have carpets, paint or otherhousehold DIY waste, these itemsshould be taken to your localCommunity Recycling Centre.

Garden waste

When it comes to your garden waste,there are several options;

• Recycle it at your local CommunityRecycling Centre.

This 24 hectare site has beenawarded a prestigious Green FlagAward for 11 consecutive years and attracts a large number ofvisitors. There’s lots of open space,picnic areas, a café, two children'splaygrounds, a trim trail and aminiature railway. There are alsofootball and cricket pitches, and a pitch and putt course available to hire.

Lightwater Country Park on the edge of Lightwater Villageextends to 59 hectares. It has apopular adventure playground,walking trails and picnic areas. TheHeathland Visitor Centre is open onactivity days and for school trips.

The Country Park is predominatelyheathland habitat, but there are also ponds, woodland, shrubs andlowland bog offering an opportunity tosee a wide variety of wildlife.

Camberley resident and councilemployee Karen Loy who attendedlast year’s show with her family andtwo rather excited Wheaten Terriers,shares her experience:

“When we arrived at the park about11am, the show was alreadyunderway and well attended. Parkingwasn’t a problem as there werehelpers directing you to where to parkand having a separate exit away fromthe entrance eased any congestion.Entry was free!

It was lovely to see so many familiesout and about and, as a dog lover,such a variety of dog breeds enjoyingplenty of attention from passers by.There were a number of fun activities

you could do with your four-leggedfriends and I decided to enter theagility course with both of mine for thefirst time ever. Unfortunately, much tothe amusement of on-lookers, I had tocrawl through the tunnel myself to geteither of my dogs to attempt it!

After using up energy on the agilitycourse, I was more than ready for abite to eat and amongst the manyfood options available, I plumped forthe hog roast which was delicious,and thoroughly enjoyed whilst listeningto live music played by the CamberleyYouth Wind Orchestra.

We continued round the many stalls atthe show, impressed by volunteersfrom a number of worthy charitablecauses trying to find fun ways ofraising much needed funds. Afterhaving a go on nearly all the tombola’swith my Tombola-loving mum, I foundmyself attracted to one particularcharity Home Start, which supportsfamilies with young children, and aftertalking to one of the Home Startvolunteers, I took away an applicationform to consider becoming avolunteer. Based on the informationfrom the Show, I pursued myapplication, attended a one day a

week training course over 8 weeks,and I am now fully qualified as avolunteer.

All in all, the mix of arts, crafts, plants,charities, music, displays, businessand community stalls, classic cars,Surrey Air Ambulance and bothnovelty and pedigree dog classes,together with children’s activities suchas the mega slide and the miniaturerailway made this a very enjoyableday out.”

Last year’s show raised £8000 andthe funds were distributed to 13 local groups.

Meals on Wheels

The Meals on Wheels serviceoperates 365 days a year andprovides hot meals delivered toresidents daily at lunchtime. Some45,000 meals per year are deliveredby the council’s dedicated Meals onWheels drivers.

“Helpline” alarm

The helpline is an emergency alarmunit which is currently available free ofcharge for 12 weeks to anybody whohas recently been in hospital. It islinked to a control centre operated 24hours every day by trained staff.

The Community Services team havestrong links with Frimley Park Hospitalteams and work closely with themwhen older and vulnerable people aredue to leave hospital to return to theirown homes.

Helpline Officer Aline Poulter said"Vulnerable people can sometimesneed reassurance when they comeout of hospital, particularly if they hadbeen admitted due to a fall, or if theyhad a major operation. When theyreturn home they can have the alarmand pendant free of charge for 12

weeks, to help them feel saferand more confident movingaround their home."

The team also offer specialisedequipmentincludingsensors thatalert theresident as areminder to lock their doorat night, medicationprompting reminders and units thatalert family or emergency services ifthe family member has not returned totheir chair or bed after a pre-definedperiod.

Home Improvement Agency

Community Services has recentlybeen enhanced by the incorporation ofthe Home Improvement Agencypartnership between Surrey Heath andWoking borough councils, as well as acloser working relationship withCamberley Care and theirHandyperson service. This means thatthe Community Services team canoffer advice, practical support andsignposting for sources of funding tovulnerable people on low income, whorequire adaptations such as installation

of stairlifts or bathroom alterations inorder to remain safe and independentin their homes.

A dedicated Home ImprovementAgency Case Worker has joined theteam, so that when assessing anindividual’s needs, the whole range ofservices can be considered anddiscussed with the resident.

Team Manager Steve Ekercommented: "We can now take amuch more person centred approachwith individuals, to see what theirneeds are and how we might be ableto support them. For example if weare looking with the resident at howthey might adapt their bathroom, at thesame time we can now also

recommend and installappropriate Telecareequipment such as apendant alarm orsensors. We wouldalso discuss whetherthey would like to visitour centre for olderpeople or receiveMeals on Wheels.

"As far as we know,this is the first Council in

this part of the country that offers a‘one stop shop’ where homeimprovement services are combinedwith other older people’s services suchas Telecare and Meals on Wheels."

Community portfolio holder CllrVivienne Chapman said: "I amdelighted that the council continues tooffer this support, which may make allthe difference between someone beingable to stay independent in their ownhome environment or having toconsider alternative options such asresidential care. We will continuelooking at ways of delivering goodquality, value for money support toresidents of the borough."

The meeting, which is held twice ayear at The Camberley Theatre,invites Surrey Heath businesses to sitdown for breakfast and network withone another, whilst finding out newinformation and listening to guestspeakers.

The key note speaker was recentlyelected Leader of Surrey CountyCouncil, Councillor David Hodge. Hetalked about his commitment toimproving Surrey’s transportinfrastructure. He also stressed the

importance of all 12 Surrey councils(county, borough and district) workingtogether with local businesses todrive economic development.

Also speaking was Geoff French,Chairman of the Enterprise M3 LocalEnterprise Partnership (LEP). Heexplained that this LEP had been setup to bring the public and privatesectors closer together, as well ashighlighting the M3 Enterprise visionto be one of the premier locations inthe country for enterprise and

economic growth. The Enterprise M3Local Enterprise Partnership is apublic/private partnership covering 14district areas over Surrey andHampshire, set up to support andsustain economic growth at a locallevel. More information is availableon: www.enterprisem3.org.uk

Residents living on the Old Dean estate who wouldlike to learn skills and get support in finding a job arebeing offered a free and informal advice service.

Supported by Surrey Heath Borough Council, PineRidge Children’s Centre and other partnerorganisations, Job Club is open to anyone in the OldDean area looking for work, training or volunteeringopportunities. It will offer professional and practicalhelp at no cost, including advice on preparing a CV,confidence building and interview skills.

Started in 1976, it is run entirely byvolunteers, and was originallyintended to serve the in-patientsduring limited broadcast hours –mostly weekday evenings and a bitlonger at the weekends.

In recent years, a number ofdevelopments have taken place, sothat the station now broadcasts 24hours a day; its output is alsoavailable via loudspeakers in theceiling in some of the public areas ofthe hospital. There are plans to

extend the

coverage further with more in-ceiling speakers and via thehospital intranet, so that staff canalso hear it.

Unsurprisingly known as RadioFrimley Park, the station puts out amixture of programming, includingpop (both past and present,) easylistening, country, classical and soul,

as well as a Saturday SportsShow and a couple of quizprogrammes each week. All this,plus dedications and requestscollected from the patients bythe station’s dedicated team ofward visitors going round the

hospital and chatting to them.

The station is not funded by theNHS, so it raises money to supportits work through events such asdog-shows, school fetes, fireworkdisplays and village shows, byproviding public address facilities fora fee.

At the inaugural meeting in January,organisers had expected a maximumof 30 women to attend but instead,over 160 turned up! Subsequentmeetings have now been relocated tothe larger Ian Goodchild CommunitySpace to accommodate everyone.Those attending ranged from ages28 to 78.Although there are WI branches innearby Lightwater, Windlesham andHeatherside, this is the first inCamberley for many years. LizHughes, founder of the CamberleyWI branch said: “I was staggered bythe reaction. It seems Camberley’smodern woman was just waiting forthis to happen.”Liz’s aim is to create a modern,

21st century WI that is attractive toyounger members, although stillwelcoming women of all ages. Themeetings are being held in theevening to be accessible to thosewho work, and include a mix of demonstrations, talks and the chance

to try out new skills andactivities. It is an ideal opportunityto socialise, make new friends andhave fun!

Preparations for this year’sChobham Carnival on Monday 7 May are well under way. Underthe theme Olympic Nations of theWorld, the procession led by SurreyPipe Band starts from Burrow Hill at11.30am before going through thevillage to the recreation ground.

This family fun day on Saturday 23 June includes activities andentertainment for all ages.

The procession, led by a marchingband, leaves Fellow Green at12:30pm and arrives on therecreation ground at about 1pm.The groups participating in theprocession are then judged and thefete officially declared open by alocal celebrity.

The fete traditionally comes to aclose at about 5pm, concluding withthe much loved and exciting Tug ofWar competition.

Just a year ago Chobham residentChris Ragg initiated a monthlybusiness breakfast which has beengrowing ever since.

The First Tuesday Breakfast is anon-political, not-for-profit, monthlygathering resulting in improvedcommunication across the village sofewer opportunities for businessprogress are missed.

Chris said: “With the continuing

uncertainties in the wider world it is more important than ever thatwe make the best possible use ofthe skills, knowledge, capabilitiesand opportunities that we havewithin easy reach. Building rapport and trust is the key tomaking this happen.”

The First Tuesday Breakfast is opento anyone involved in a businesshowever large or small, run from orfor Chobham and also to anymember of the communityinterested in self-employment orconsidering what they might do after

their present employment ends.

Each breakfast tackles a timely topic with many ideas shared and isguaranteed to finish by 9am. Freeparking is available and fulldirections are sent with bookingacknowledgments.
