Heinkel contain materials documenting the political and business activities of a former long-time president of the Missouri Farmers Association (MFA). BIOGRAPHICAL SKETCH Frederick Victor Heinkel was born on September 22, 1897, on a farm in Jefferson County, Missouri, to William G. and Cora Bell McDaniel Heinkel. In 1904, the family moved to Calvey Township in Franklin County, Missouri, where Cora had grown up. Heinkel attended school through the sixth grade, after which he worked on the family farm. He later earned his high school equivalency diploma and passed the exam to become a teacher in 1914. However, Heinkel never taught in a classroom but continued to work on the farm with his father until his father’s death in 1936. He maintained the farm on his own beginning in 1936. In 1917, after hearing soon-to-be Missouri Farmers Association president William Hirth speak about cooperative marketing, Heinkel joined the Pleasant Valley Farm Club. Soon afterwards, Heinkel was elected secretary-treasurer of the club and of the MFA Livestock Shipping Agency in Robertsville, Missouri. He was elected president of the Franklin County Farmers Association in 1931, and in 1936 he was asked by Hirth to serve as vice president of the Missouri Farmers Association. In 1940, when Hirth died, Heinkel became MFA president. He was re-elected to that position 38 times. During his presidency, MFA became a large and successful business involved in all aspects of agriculture. While president, Heinkel oversaw the expansion of the cooperative, as well as multiple reorganizations. He was particularly involved in the Retirement Fund Committee and the MFA Foundation Committee, as well as MFA Livestock Association and MFA Insurance Companies. Early in his career, Heinkel demonstrated an interest in, and aptitude for, working to influence state and federal agricultural policy. Often working with others in MFA such as Clell Carpenter, A.D. Sappington, and H.E. Klinefelter, Heinkel spent much of his time researching agricultural economics and policy and advocating on behalf of farmers at the state and national levels. He did this through his close relationships with policymakers and legislators, as well as through various state and federal committee appointments. Among other state and national committees, Heinkel served on the Missouri Basin Survey Commission, the University of Missouri Board of Curators, the

    INTRODUCTION

    The papers of Fred V. Heinkel contain materials documenting the political and

    business activities of a former long-time president of the Missouri Farmers Association

    (MFA). A small amount of personal material is also included.

    The papers were donated to the University of Missouri by Fred V. Heinkel on 4

    February 1981 (Accession No. 4105). An addition was made on 23 February 1990 by

    Fred V. Heinkel through Gary W. Mayfield (Accession No. 4947).

    BIOGRAPHICAL SKETCH

    Frederick Victor Heinkel was born on September 22, 1897, on a farm in Jefferson

    County, Missouri, to William G. and Cora Bell McDaniel Heinkel. In 1904, the family

    moved to Calvey Township in Franklin County, Missouri, where Cora had grown up.

    Heinkel attended school through the sixth grade, after which he worked on the family

    farm. He later earned his high school equivalency diploma and passed the exam to

    become a teacher in 1914. However, Heinkel never taught in a classroom but continued

    to work on the farm with his father until his father’s death in 1936. He maintained the

    farm on his own beginning in 1936.

    In 1917, after hearing soon-to-be Missouri Farmers Association president William

    Hirth speak about cooperative marketing, Heinkel joined the Pleasant Valley Farm Club.

    Soon afterwards, Heinkel was elected secretary-treasurer of the club and of the MFA

    Livestock Shipping Agency in Robertsville, Missouri. He was elected president of the

    Franklin County Farmers Association in 1931, and in 1936 he was asked by Hirth to

    serve as vice president of the Missouri Farmers Association. In 1940, when Hirth died,

    Heinkel became MFA president. He was re-elected to that position 38 times.

    During his presidency, MFA became a large and successful business involved in

    all aspects of agriculture. While president, Heinkel oversaw the expansion of the

    cooperative, as well as multiple reorganizations. He was particularly involved in the

    Retirement Fund Committee and the MFA Foundation Committee, as well as MFA

    Livestock Association and MFA Insurance Companies.

    Early in his career, Heinkel demonstrated an interest in, and aptitude for, working

    to influence state and federal agricultural policy. Often working with others in MFA

    such as Clell Carpenter, A.D. Sappington, and H.E. Klinefelter, Heinkel spent much of

    his time researching agricultural economics and policy and advocating on behalf of

    farmers at the state and national levels. He did this through his close relationships with

    policymakers and legislators, as well as through various state and federal committee

    appointments. Among other state and national committees, Heinkel served on the

    Missouri Basin Survey Commission, the University of Missouri Board of Curators, the

    National Advisory Commission on Food and Fiber, and the Peace Corps National

    Advisory Council.

    Though in his early years he was a member of the Republican Party, for most of

    his life Heinkel allied himself with the Democratic Party. He forged relationships with

    politicians such as Senator Stuart Symington, Vice President Hubert Humphrey, and

    Secretary of Agriculture Orville Freeman. In 1960, Heinkel was seriously considered by

    John F. Kennedy for the role of Secretary of Agriculture.

    Heinkel, a strong proponent of government economic support for farmers,

    conducted extensive research and lobby work on government farm programs, particularly

    price supports and parity income for farmers, as well as bank loans for farmers, taxation

    laws for cooperatives, and the Farm Bill generally. Early in his career, Heinkel

    campaigned in Missouri for better rural roads and education, as well as better Rural

    Electrification Administration benefits for farmers.

    In 1979, Heinkel lost the MFA presidential election to Eric Thompson. At that

    time, he resigned from most of his leadership positions in MFA’s affiliate organizations.

    One exception was MFA Insurance Companies, where Heinkel remained president for

    several more years. During this time, he was involved in a struggle for control of the

    insurance company; the end result was a complete separation of the insurance company

    from MFA and a name change from MFA Insurance to Shelter Insurance. In 1980,

    Heinkel supporters also made an unsuccessful attempt to unseat Thompson from the

    MFA presidency.

    Heinkel retired from Shelter Insurance in 1983. His wife Dorothy C. Hart Riley

    Heinkel, whom he had married in 1946, died in 1989. Heinkel died almost a year later, on

    October 30, 1990, at the Boone Hospital Center in Columbia, Missouri. He was 93 years

    old.

    The Missouri Farmers Association Business Operations series contains

    materials relating to the day-to-day business functions of the Missouri Farmers

    Association and its subsidiaries. While not comprehensive in its coverage, it provides

    researchers with glimpses into many aspects of a large and sprawling business over some

    of the most significant growth years in its history. Additionally, it represents some of the

    specific business interests of Heinkel during his tenure as president.

    The History and Anniversary Celebrations subseries, arranged chronologically,

    contains various histories written about the MFA and its leaders, including a history of

    MFA’s legislative activities. Also included are historical mementos and materials

    generated during the preparations for and celebrations of the 40th, 50th, and 60th

    anniversaries of MFA’s founding. Here researchers can find detailed information about

    the logistics of those celebrations, as well as summary background material regarding

    MFA’s history.

    The Corporate subseries, arranged chronologically, contains materials generated

    by and for MFA’s corporate offices, including financial and legal materials; research

    department reports concerning MFA business operations; bylaws; organizational charts;

    MFA School for Employees materials; correspondence with MFA executives; and

    various other files relating to MFA’s executive operations. The most complete set of

    materials in this subseries are the annual budgets, financial reports, and audits.

    The Meetings subseries is grouped by type of meeting and then arranged

    chronologically. District and regional meetings engaged local MFA leaders on a number

    of issues pertaining to MFA operations as well as legislative issues. In the 1970s in

    particular, questionnaires were used to poll membership regarding their stance on

    particular issues and many of these questionnaires are included. Also included in this

    subseries are financial reports, agendas, minutes, and other materials from MFA

    managers’ meetings and MFA board of directors meetings. Materials from this subseries

    are primarily from the 1970s.

    The Conventions subseries, arranged chronologically, documents MFA’s annual

    conventions, particularly the activities of the MFA resolutions committee and MFA’s

    presidential elections. The resolutions committee materials are an excellent source of

    summary information on MFA’s political positions as well as its legislative activities

    over the years. There is also a large quantity of material documenting the 1979 election in

    which Heinkel was ousted by Eric Thompson. Included are newspaper clippings about

    the event, letters of support to Heinkel, and materials Heinkel collected on Thompson’s

    presidency. Additionally, the 1980 convention files document efforts by Heinkel

    supporters to unseat Thompson in the 1980 election. The 1980 election is further

    documented in the Don Harshbarger Files subseries. The Conventions subseries also

    includes programs, speaker arrangements, and some speeches.

    The Operational Divisions and Affiliates subseries is arranged alphabetically by

    division/affiliate and then chronologically. This subseries includes materials from

    divisions and occasionally departments within MFA, as well as from the myriad MFA-

    affiliated companies, such as MFA Oil, MFA Insurance Companies, and MFA Livestock

    Association. Both prominent and obscure affiliates are included, some to a greater degree

    than others. Financial reports and meeting materials represent the bulk of this subseries,

    although it also includes correspondence, clippings, policies and procedures, public

    relations materials, and legal materials documenting significant people, events, and

    controversies associated with an affiliate or division. For purposes of continuity,

    materials on Shelter Insurance are included with MFA Insurance Companies materials.

    Information on Heinkel’s involvement with the split between Shelter Insurance and MFA

    can be found here. This subseries also documents other areas in which Heinkel was

    particularly interested. MFA Livestock Association materials from the 1970s are strongly

    represented, as is MFA’s Employee Retirement Plan and the MFA Foundation.

    Additionally, some prominent MFA employees are represented here, including Raymond

    Young, head of MFA Oil; Richard Collins, editor of “Today’s Farmer;” and Stuart

    Spradling, Vice President of Supply, Operations, and Marketing. The 1979 materials

    from subsidiaries often contain resignation letters from Heinkel.

    The Publicity subseries, arranged chronologically, contains a large number of

    brochures and pamphlets produced by MFA’s Public Relations and Information

    Department as well as other farm organizations in efforts to educate the public on issues

    relevant to MFA, farmers, and farm cooperatives. Also included are brochures collected

    from anti-cooperative organizations, such as the National Tax Equality Association.

    Additionally, this subseries includes a large amount of public relations material

    documenting an incident in Franklin County in the mid-1950s. The incident involved a

    dispute with the Farm Bureau regarding the Franklin County Farmers Association’s role

    in the firing of extension agent Cal Burgett. This subseries only documents a small

    portion of MFA’s publicity efforts, though other areas of the collection, notably the files

    in the Politics and Government series, include publicity materials as well.

    The Don Harshbarger Files subseries contains materials generated by Don

    Harshbarger, a member of MFA’s Board of Directors from 1972 to 1981. Harshbarger

    appears to have shared his files with Heinkel during the last few years of his term.

    Harshbarger remained a Heinkel supporter during the Eric Thompson administration and

    ran as Vice President against Raymond Young in the 1980 MFA election. Researchers

    interested in the efforts of Heinkel’s supporters to unseat Thompson will find a wealth of

    information in the form of notes taken by Harshbarger at secret meetings and phone calls

    prior to announcing his and Ed Sachs’ candidacies. Additionally, newspaper editorials

    and issues of an anti-Thompson publication titled “The Spotlight,” express the sentiments

    of Thompson’s critics. MFA Board of Directors meeting agendas, notes, and minutes can

    also be found in this series, along with supporting materials such as financial statements,

    information about MFA salaries, and communications regarding the MFA Insurance

    Companies dispute in 1980. This subseries also includes the monthly newsletter “Insight

    for MFA Leaders and Managers.” The files are grouped by type and then arranged

    chronologically.

    The Politics and Government series is the largest and most comprehensive series

    in the collection. It is here that researchers will find detailed information about federal

    and state agricultural policy, legislation, and economics spanning from the Great

    Depression to the Carter administration. Complementary materials can be found in the

    National Farm Coalition subseries of the Organizations series.

    The Research and Legislation subseries contains state and federal legislation as

    well as background research files used to support this work. Much of this material was

    generated in both Heinkel’s capacity as President of MFA and as Chairman of the

    National Farm Coalition. Materials include newsletters and newspaper clippings; reports

    and statistics generated by the MFA Research Department; memos; Congressional

    Record clippings; correspondence, including correspondence with politicians; legislative

    bills; and statements and testimony by Heinkel and others. These files, arranged

    chronologically, give perspective into Heinkel's day-to-day political work, as well as

    provide researchers with extensive information on the politics and economy of mid-

    twentieth century agriculture in Missouri and the United States. Topics documented in

    this subseries include cooperatives’ tax status and anti-trust suits, flood control,

    Missouri's rural roads, the University of Missouri medical school, the 1953 drought, rural

    electrification and rural telephones, and banks for cooperatives. Farm programs, parity,

    farm income, and price controls are dominant themes throughout this subseries; also

    evident are Heinkel’s conflicts with both Secretary of Agriculture Ezra Taft Benson in

    the 1950s and Earl Butz in the 1970s over these issues. Heinkel’s political alliances are

    also evident, including his relationships with Stuart Symington, Orville Freeman, and

    others. This subseries is arranged chronologically. Some folders, such as those labeled

    General Information Files, consist of miscellaneous materials that came across Heinkel’s

    desk and were kept by Heinkel but never properly filed.

    The Politicians and Political Appointees subseries contains files Heinkel kept,

    primarily in the 1970s, on elected officials as well as U.S. Secretaries of Agriculture.

    Some of these files, such as the Symington file, include correspondence with the

    individual and document Heinkel’s relationships with these politicians. Others are less

    personal in nature and simply reflect Heinkel’s attitudes and opinions toward the

    individuals and their policies, such as the USDA Secretary Butz file. These files are

    closely related to the Research and Legislation files, though they were maintained

    separately from these. The files give particular insight into Heinkel’s feelings about the

    Nixon administration’s agricultural policies. Additionally, Heinkel’s relationship with

    Symington is extensively documented both in the Symington files here, as well as in the

    Research and Legislation files.

    The Appointments, State of Missouri subseries contains materials from three of

    Heinkel’s state political appointments: the Missouri State Commission to Study the

    Tennessee Valley Authority and the Missouri Valley, the University of Missouri Board of

    Curators, and the Missouri Advisory Committee on Legislative Reform. The Missouri

    State Commission to Study the Tennessee Valley Authority and the Missouri Valley was

    formed in 1945 and reported to the Governor on the operations of the Tennessee Valley

    Authority and the feasibility of forming a Missouri Valley Authority as an alternative to

    the Pick-Sloan agreement. Heinkel’s research focus in this commission was river

    navigation. Materials are chronological and include correspondence, reports, the 1951

    Senate bill for an MVA, and the final report generated by the commission. Photographs

    from the commission’s tour of the TVA can be found in the Photographs series. The

    University of Missouri Board of Curators materials are arranged alphabetically and

    document routine activities of the board, as well as contracts facilitated by Heinkel, the

    MU Extension Service, the relationship between the University and the City of Columbia

    in the 1950s as MU expanded, the hiring of Elmer Ellis as president, and Heinkel’s work

    with the School of Medicine. The Missouri Advisory Committee on Legislative Reform

    materials include background research and correspondence.

    The Appointments, U.S. Government subseries consists primarily of materials

    from Heinkel’s time on the Committee on Control of Insect and Plant Disease, the

    Missouri Basin Survey Commission, and the National Advisory Commission on Food

    and Fiber. Materials from the Committee on Control of Insect and Plant Disease

    document nationwide outbreaks of insects and diseases detrimental to plants, as well as

    methods of control and the effectiveness of those methods, including the use of DDT.

    The Missouri Basin Survey Commission files extend and complement Heinkel’s work on

    the state Commission to Study the Tennessee Valley Authority and the Missouri Valley

    and include background research, annotated draft reports, notes, statistics, reprints of

    statements made at hearings, and correspondence. National Advisory Commission on

    Food and Fiber materials, which are grouped by type and then arranged chronologically,

    document the evolution of the final report issued by the commission; Study Group II, a

    commercial agriculture study group that Heinkel was involved in; public hearings held

    around the U.S. in 1966; meetings; and background research. Also included in this

    subseries is material documenting John F. Kennedy's consideration of Heinkel for

    Secretary of State.

    The Organizations series is a category conceived of by Heinkel, and it consists

    mainly of materials relating to the Farmers Export Company and the National Farm

    Coalition, though it also includes materials from the Kansas City Terminal Elevator

    Company, National Farmers Union, Democratic Party, National Council of Farmer

    Cooperatives, and other organizations. It is arranged alphabetically by organization and

    then chronologically.

    A number of the files in the Farmers Export Company subseries originated with

    Bill Beckett, a lawyer who was also secretary of the organization. These files include his

    original meeting notes, as well as materials documenting various legal matters the

    company was involved in. When Beckett died in 1975, his files came to Heinkel.

    Heinkel’s own Farmers Export Company files are also included; Heinkel was president of

    the company from 1966-1979. These materials include reports and financial statements,

    meeting materials, and documents regarding the building of a grain elevator at Ama,

    Louisiana and the purchase of a second grain elevator in Galveston, Texas. Also included

    are materials documenting an explosion that occurred at the Galveston facility in 1977,

    killing twelve employees.

    The National Farm Coalition subseries complements the Politics and

    Government series. This is a fairly complete set of records documenting the Farm

    Coalition in the 1970s. Included are administrative materials such as invitations to

    meetings and responses; legislative materials such as position papers and correspondence

    with legislators; and correspondence between members of this organization. The

    materials document L. C. “Clell’ Carpenter’s extensive involvement in the Coalition as

    well as Heinkel’s. In this subseries, researchers will find extensive information about

    agricultural policy in the 1970s, including details documenting the relationships between

    agricultural and political leaders during that time.

    The Speeches, Statements, and Articles series includes political statements;

    transcripts, notes, and excerpts of speeches given at various functions, including MFA

    meetings and conventions; clippings regarding speeches given by Heinkel; as well as a

    few editorials and other articles written by Heinkel. Also included is a folder of jokes and

    stories presumably collected by Heinkel for use in speeches. The majority of the

    statements and speeches are Heinkel’s, but the series also includes speeches and

    statements by H.E. Klinefelter, Richard Collins, and others involved in MFA’s legislative

    activities. This series documents Heinkel’s political and professional activities, most

    notably his early work on issues of rural electrification, taxation of cooperatives, and the

    national farm program. Some materials, particularly those from the 1940s through the

    mid-1960s, are housed and labeled individually in separate folders. Other materials are

    grouped together. The series is arranged chronologically.

    The Personal series includes some materials from Heinkel’s early life as well as

    biographical material; appointment books; honors and awards; correspondence; financial

    materials; and newsletters and clippings. The bulk of the series consists of honors and

    awards and correspondence. The series is chronological within each subseries.

    The Biographical and Early Life subseries includes various brief biographies

    written about Heinkel for different purposes throughout his career; lists of organizations

    in which he played a leadership role; and a few early documents.

    The Appointment Books subseries consists of appointment books from 1944

    through 1974. The books do not always provide full details of Heinkel’s activities, but

    they do consistently provide information about meetings he attended and travel plans.

    The Honors and Awards subseries documents various awards, honorary

    memberships and degrees, invitations, and other honors bestowed on Heinkel throughout

    his career. Activities heavily documented in this series include Heinkel’s membership in

    the Missouri Academy of Squires; a Shelter Insurance banquet given in Heinkel’s honor

    in 1981 as well as the Heinkel Award for Excellence given by the Shelter Insurance

    Foundation; the dedication of the Heinkel Building at the University of Missouri; and a

    multitude of other awards and honors. Many folders consist primarily of brief letters of

    congratulations from friends and colleagues, as well as newspaper clippings. The

    Missouri Academy of Squires materials include rosters of members, meeting minutes,

    and correspondence, as well as materials regarding election of new members.

    The Correspondence subseries includes personal correspondence; political

    materials from members of the Democratic Party; some correspondence regarding

    business associates and MFA operations; and correspondence about the day-to-day

    operations of Heinkel’s farm in Franklin County, Missouri. The series documents the

    Henkel’s’ travels, farming activities, relationships with friends and colleagues, and

    political interests; as well as the overlap between Heinkel’s personal and professional

    lives.

    The Financial subseries is small and primarily includes MFA insurance policy

    brochures and documentation of the sales of Heinkel’s farms.

    The Clippings subseries primarily consists of clippings of newspaper articles

    about Heinkel. This is a relatively small subseries, as most clippings in the collection are

    integrated into other files and were not kept separately.

    The Photographs and Scrapbooks series includes photographs from throughout

    Heinkel’s career and document his various political and business activities, including

    committee appointments, time spent with politicians and other agricultural leaders, and

    MFA events and endeavors. Some photographs of events and individuals are

    unidentified, and many dates are estimates; other photographs include extensive

    contextual information. The series is arranged chronologically.

    The Oversize series consists of various oversize items from throughout the

    collection, including architectural drawings, maps, charts, and tables.
