Welcome to the Hobbit’s Glen Senior Golf Association’s (HGSGA) 2017 season. Our officers and committee members have been working hard to make the 2017 a great success as in past years. We have approximately 66 events scheduled between April and October. Participation in our events is scheduled through the SignupGenius website which becomes “active” every March.

If you are a new member, the variety of golf activities we are involved in may be overwhelming to a new member. Our HGSGA Officers will be more than glad to answer any questions and help you become oriented into our program. Contact information for them can be found on the next page.

We are always in need of NEW VOLUNTEERS. Please let our officers know if you would like to get involved. It is a great way to meet many of our golfers.

About half of our season is tied into our Maryland Interclub Senior Golf Association (MISGA) schedule. There are 56 MISGA DistrictsDivisions in Maryland. Hobbit’s Glen plays out of MISGA DistrictDivision 4. MISGA golf involves an opportunity to play in an AWAY golf “mixer” each week. Range balls, golf cart and a meal are included at a cost of approximately $50. Pro Shop gift cards(from the host golf club) are also awarded to winning golfers. Hobbit’s Glen also hosts a MISGA event one Thursday per month. MISGA sponsors two statewide competitions, a Two-Man Championship and a flightedn A-B-C-D Flighted Championship. MISGA Division 4 Qualifiers for these two statewide events will be held at Hobbit’s Glen GC.

In addition to MISGA play, we have various competitions within our group. Golfers may sign up for our Match Play Championship. We offer a Championship Series Medal Play event which has 6 play dates. If you are simply looking to play golf with HGSGA golfers on Thursdays, that happens almost every week. Additional events include a golf “mixer” with our HG Ladies League, our own HGSGA Member-Guest Golf/Cookout and Ryder Cup style challenges versus Montgomery CC and Fairway Hills GC. We have a fabulous home course, a beautiful clubhouse and expect our 2017 membership to once again reach 120 golfers. Golf is a beautiful game. Let’s enjoy it together ! PROCEDURES for PARTICIPATION

1. Playing Date – Normally every Thursday is reserved for HGSGA/MISGA home events. Starting time is 9:00 AM in April, May, September, and October, and 8:30 AM in June, July, and August. All home MISGA mixers start at 9 AM. Some MISGA away events are played on other days of the week and at different starting times. Please make sure to check the schedule for exact starting times.

2. Sign-up Procedure – A sign-up sheet will be posted on the SIGNUP GENIUS WEB page. www.signupgenius.com for all events HGSGA, both home and away. The host club may limit the number of players, in which case HGSGA players will be selected in the order in which they signed up.

3. To sign up go to web page and click on Find A Sign Up, then enter creator’s e-mail address: [email protected] then click on active sign ups for Hobbit’s seniors. The first time you will have to enter your e-mail address and create your password. You may now have access to sign up to play in home or away events.

4. Cancelling your reservation is required if you decide not to play. If you need to cancel, please follow the procedures below. DELETE your name using the SignUpGenius page BEFORE you receive an email with your name on the Roster. Once you have been notified that you are on an Away or Home Roster, you MUST call the Pro Shop of that course to cancel. The telephone number of the Pro Shop will be included on the roster. Golfers that do NOT cancel Away reservations in a timely fashion may be billed for their reservation. 5. Prizes – Golf participants will contribute $5 into the prize pool at each golf event. Prizes will be awarded in the form of gift cards to the host Pro Shop. All ties will be resolved by the home course tiebreaks. 6. Rules – USGA Rules govern all play except where local rules prevail (see page ?610). Any exception will be addressed by the Club Pro or Events Chairman prior to the start of play.

7. Handicaps – You must have an established Hobbit’s Glen/Fairway Hills handicap to play in HGSGA events

8. Tee Boxes-HGSGA events are played from the Gold Tees. Golfers who play from the White Tees and mark their scorecard will have their HCP adjusted for the round.

Home Events PROCEDURES

ARRIVAL- You should be at the course at least a half-hour prior to the scheduled start of play to allow sufficient time to sign in and warm up. (9:00 AM April, May, September, and October; 8:30 AM June, July, and August.)

COMPLETED ROUNDS- When a golf round is completed, ScorecCards should be turned in immediately to the Pro Shop. This is BEFORE golfers go to the parking lot. A ScorecCard becomes “official” after golfers in the foursome discuss and verify the scores AND someone in the group signs the scorecard.

RECORDING SCORES- For Handicap purposes, golfers should record their scores into the MSGA HCP system. Golfers should use the Equitable Stroke Scoring Chart to adjust their score before recording it with the HCP system. Detailed HCP information follows.

HANDICAP PROCEDURES

Competitive golf can only be equitable if an accurate handicap system is honestly applied. The USGA has provided the system. Only the players can provide the honesty.

You are responsible for the posting of all your scores in an accurate and timely manner. It is important that you post your ADJUSTED SCORE, not your gross score. All adjustments are made in accordance with the USGA Equitable Stroke Control System.

Our golf season in this area for posting is from March 15 to November 15. All acceptable scores must be posted if played “in season”. When posting away scores, you must include the DATE PLAYED, THE COURSE RATING, AND THE SLOPE RATING FOR THE COURSE PLAYED. The computer can provide that rating data for many of the local courses. Follow the program instructions on the screen.

In conjunction with suggested MISGA procedures, the handicap committee will randomly check HGSGA and MISGA score cards for addition errors and posting, with particular attention to the winner’s cards.

ADJUSTING SCORESEquitable Stroke Control (ESC) keeps an exceptionally bad hole from changing your Handicap Index too much. In cases like this, Equitable Stroke Control is used to adjust a score back into its normal range. Equitable Stroke Control sets a maximum number that a player can post on any hole depending on the player’s Course Handicap.For Handicap purposes, you are required to adjust your hole scores (actual or probable) when they are higher than your maximum number you can post. There is no limit to the number of holes on which you can adjust your score. Adjust your scores with equitable stroke control as indicated in the chart below:

It takes just a few seconds to adjust your score once you know how the system applies to you.Incomplete HolesIf you pick up on a hole, record the score you most likely would have made. That score, however, must not exceed your Equitable Stroke Control limit.Conceded StrokesIn a match, if your opponent concedes a putt, record the shots you made, plus one stroke for the conceded putt. If it’s a very long putt -- say 80 feet -- for handicap purposes you may either play out the hole or add two strokes to the number of shots you’ve played so far.Holes Not PlayedWhen a hole is notn’t played, your score for the hole is par, plus any handicap strokes to which you a’re entitled, based on your full Course Handicap. This also applies to any hole that you do not play by the Rules of Golf.

MARYLAND INTERCLUB SENIOR GOLF ASSOCIATION (MISGA)Belonging to MISGA gives us the opportunity to go to other clubs, to enjoy their facilities and to make new friends. The MISGA goal is to provide a friendly but still competitive round of golf. Members from different participating clubs play together in teams. Awards are for low net score only. Thus it is not Hobbit’s against “them” but truly a Mixer. In addition to the Mixers, MISGA also sponsors various tournaments and golf vacation outings (see MISGAGRAMS for information at misga.org). At all MISGA events, both home and away, you must use a power cart. You must also attend the luncheon which provides the setting to present awards, but more importantly, provides the opportunity for additional camaraderie.

Preparing for Mixers requires interclub coordination. Your cooperation is very important for the event to be successful. The sign-up procedures and conditions that follow will not only make the task easier for the MISGA Representatives but will additionally make your golfing day more pleasant.

1. The sign-up sheet for each MISGA event will be posted on the SIGN UP GENIUS www.signupgenius.com Be aware that “away” dates are on Tuesday and Wednesday

and occasionally on Thursday.2. Some “away” clubs limit the number of visiting players. In such events, participants will be

selected in the order in which they sign up. Players who sign up, but are beyond the “away club” specified limit, will be designated as alternates who will then be selected in order of sign-up should slots open because of drop-outs or notification of additional slots granted.

3. If you sign up and then learn that you cannot play, it is your responsibility to notify the host club’s pro shop as early as possible. Phone numbers for all host clubs areon the HGSGA/MISGA schedule. A “no show” creates delays, additional work, and even discontent. It also makes the HOST PRO EXTREMELY UNHAPPY!

4. At MISGA events at Hobbit’s, the same procedures for scorecards noted in the HGSGA- NON-MISGA procedures apply. At away events, it is likely that one of their members will keep score.

5. Home MISGA events start at 9:00 AM. Remember that the host club establishes its day and starting time, so…. for away events make sure you check the schedule. Donuts and coffee are served before the starting time at all MISGA events so come early, check in, loosen up, have some coffee, a donut, and some conversation.

6. Some MISGA clubs have strict policy on dress code and do no’t allow cargo shorts to be worn on their course.

7. Most events require payment fees to be made in CASH ONLY.

LOCAL RULES (HOBBIT ’S GLEN)

[1.] Hole #11 – If your first ball goes into the water, golfer has the option to re-tee hitting 3 or to DROP another ball anywhere in the Ladies Tee Box area near the 10th Green hitting three (one stroke penalty).

2. In HGSGA events, golfers will be taking a preferred lie (in their own fairway)

3. Removal of stones in bunkers is allowed for safety reasons. The stones are declared to be "movable obstructions" (Rule 24-1). Procedure: the ball should be marked and replaced if necessary.

4. Fairness requires that golfers putt everything out. A conceded putt during a stroke play competition automatically disqualifies the recipient from eligibility of any prize money. (In match play, or in a team event where your score will not be used on that particular hole, this rule does not apply.)

5. Once again this year our membership has stated that the single greatest detractor of enjoyment of the game is slow play. We know that some players prefer a leisurely round and are more deliberate than others, but please be aware that most golfers feel that slow

play is being inconsiderate of others. Guidelines related to slow play penalties will be established and shared with membership.

(Len M. is writing up this section as a result of a group that got together to complete this section. I have not seen the final package yet.)

HGSGA LOCAL RULES1 – Lift, Clean, and Replace (“Winter Rules” or “Preferred Lies”) will be played in non-championship or Cup events. The committee reserves the right to determine which rules are played based on course conditions.2 – Sticks and stones may be removed from sand bunkers without penalty. They are movable obstructions.3 - A ball accidentally moved on the green must be replaced at no penalty. A ball on the green moved by an out-side force must be played from the new location at no penalty.4 – No putts may be conceded in individual stroke play. In team play, balls that are the counting scores must be holes. To improve pace of play, it is recommended that remaining ball(s) be picked up.5 – A player may obtain distance information by use of a distance measuring device.6 – On hole #11, the drop area for the water hazard is the green tees. You must hit within 2 club lengths behind the green tees.7 – On hole #10, any ball lost to the right of the cart path shall be deemed to be in the lateral hazard. The drop area will be within two club lengths behind the water hazard on the right with a one stroke penalty.

GUIDELINES for PLAY

The following guidelines will apply to home HGSGA and home MISGA sponsored events. These are incorporated into the current HGSGA rules and will remain in effect unless modified or deleted by vote of the HGSGA membership at a future general membership meeting. SLOW PLAY RULEExperienced golfers should be able to play 18 holes in no more that four and one half hours. Unfortunately, our experience shows that as a group we do not achieve that target. However, our objective is to improve, and hopefully, the following penalty provisions will help us to achieve our goal:PROMPT SUBMISSION OF SCORECARDA team will be disqualified for prize money if their scorecard is turned in more than 15 minutes after the scorecard of the preceding team. Therefore, please turn in your scorecard before taking your clubs to your car.

TIMELY COMPLETION OF ROUNDIf a team fails to complete the day's round in four hours and forty-five minutes from the time of the shot gun start they could be disqualified from that day's competition. This period is defined as the time all groups should be on the tee (not the time of departure from the clubhouse), until the scorecard is turned in to the program committee representative. This time is expanded to 5 hours if the cart-path-only rule is in effect.FAILURE TO POST YOUR SCOREGolfers must post all scores into the Handicap System within a reasonable time (2-3 days). It is unsportsmanlike to NOT post a low score or to DELAY posting a low score when a HCP adjustment is forthcoming (1st and 15th of each month). The Handicap Committee will monitor all scores and, when necessary, contact golfers about missing scores or late posting of scores. NO SHOWSIf something happens that will prevent you from being able to keep your golf date, it is your responsibility to notify the host Pro Shop. All Pro Shop numbers appear on the schedule.WALKUPSEqually disruptive are those who don't sign up and then show up. Every effort will be made to

accommodate those golfers, but not if it disrupts the teams and/or team handicap set-up for the day.NOTE: Some host clubs where we may play MISGA mixers are now assessing visiting clubs for NO-SHOWS if a member signs up and fails to notify that host Pro Shop by the morning of the mixer. The no-show will be responsible for paying the assessmentGUESTS AT HGSGA AND MISGA EVENTSThere are no provisions for “guests” to play in MSGA or HGSGA events. The exception to this is the HGSGA Member-Guest Golf Event and Cookout.

CONSTITUTIONARTICLE I – NAME

The name of this Association shall be "Hobbit's Glen Seniors Golf Association", which may hereinafter be referred to as the "Association" or as "HGSGA".

ARTICLE II – PURPOSE

This Association is a non-profit organization with no part of its income accruing to the benefit of any member or class of members. It is organized for the following purposes:

1. To develop greater interest, enjoyment and participation in the game of golf by senior members of the Hobbit's Glen Golf Club.

2. To provide fellowship and communication among ourselves and to promote team competition with other senior groups.

3. To encourage membership in the Hobbit's Glen Golf Club and participation in HGSGA and MISGA by eligible members.

ARTICLE III – MEMBERSHIP

Persons who have attained their fiftieth birthday, and who are members in good standing of the Hobbit's Glen and Fairway Hills Golf Clubs, are eligible to apply for membership in HGSGA and shall be admitted upon proof of age, and upon payment of such fees, dues and other charges as may from time to time be established.

HGSGA is a member of the Maryland Inter Club Seniors Golf Association, hereinafter referred to as MISGA. HGSGA members can participate in MISGA events (home and away).

ARTICLE IV – ADMINISTRATION

This Association, its affairs and assets, shall be under the control of the Executive Committee which shall consist of the elected officers of the Association, the MISGA representative and committee chairmen appointed by the President. The Executive Committee shall be empowered to make, amend, repeal or modify a set of By-Laws, subject to approval of the membership. A majority of the Executive Committee shall constitute a quorum for all meetings. Two-thirds (2/3) approval of the entire Executive Committee is required to recommend modification of the Constitution or By-Laws.

All meetings of the entire membership shall require 15 members present to constitute a quorum and two-thirds (2/3) of this quorum is required to approve a change to the Constitution or By-Laws.

All business will be conducted in accordance with Robert's Rules of Order.

BY-LAWS

ARTICLE I – ELECTION OF OFFICERS

An annual meeting will be held on or about the middle of October to elect the following officers: President, Vice-President, Secretary, and Treasurer. All new officers elected will assume their duties immediately following their election. All officers shall serve until their successors have been elected. The term of office shall be one year and no member shall be eligible to serve for more than three consecutive full terms in the same office. Should any office be vacated for reasons of extended illness, death, leaving the area, or personal reasons, a successor shall be appointed to fill the un-expired term by prompt action of the Executive Committee.

ARTICLE II – RESPONSIBILITIES OF OFFICERS

A. The President – The President shall be the chief executive officer, and shall preside at all meetings of the Association. He may, at his discretion, call for a special membership meeting to consider urgent matters that cannot be deferred until the annual membership meeting. The president may serve as or appoint the Committee Chairmen and alternates and may establish a nominating committee, an audit committee and such other ad hoc committees as he may deem necessary, and perform such other duties as are incident to the office.

The President may serve as or appoint the MISGA Representative and alternates. The MISGA Representative will represent HGSGA at MISGA meetings and will provide information obtained from those meetings and from other forms of MISGA communications to the membership of HGSGA. He shall perform all duties in accordance with the requirements of MISGA By-Laws. At all inter-club mixers and other MISGA-wide events, the MISGA Representative shall be the responsible officer and will make such arrangements as are necessary including providing information to the Publicity Committee, collection of appropriate fees, and notification to MISGA of HGSGA entrants, etc.

B. Vice President – In the event of absence, death, or physical disability of the President, the Vice President shall act in his stead in all matters.

C. Secretary – The Secretary shall keep an accurate record of the proceedings of all meetings. He shall have charge of and maintain the records, correspondence, and papers of the Association. He shall maintain a current official roster of the membership of HGSGA.

D. Treasurer – The Treasurer will collect and deposit all moneys due the Association in the depository approved by the Executive Committee and will make disbursements of the Association funds, as directed by the President and approved by the Executive Committee. He shall furnish the Audit Committee an annual report of receipts and expenditures of the Association for the preceding year in sufficient time for the Audit Committee to submit its report at the Annual meeting. He shall also furnish an up-to-date accounting at each meeting of the Association.

ARTICLE III – COMMITTEES

The following committees shall be established, each to be composed of at least two members:

A. Executive – The Executive Committee, chaired by the President, shall be composed of the officers, and Committee Chairmen of the Association.

B. Membership – The Membership Committee will contact all current eligible, new eligible members who join the Hobbit's Glen Golf Club and current Hobbit's Glen members, as they reach the age of fifty, and invite them to join the Association. This committee will also be responsible for keeping in operation a committee which will be capable of reaching the membership by e-mail, telephone, or by other means, expeditiously.

C. Publicity – The Publicity Committee shall be responsible for all matters relating to public relations, the dissemination of information to the membership and news media concerning the affairs of the Association and maintenance of the Seniors Bulletin Board.

D. Program – The Program Committee will establish a program, including weekly events, MISGA interclub mixers, etc. It shall also have full responsibility to conduct all MISGA events. Rulings connected with the interpretation of the USGA Rules of Golf shall be referred to the Pro Staff of Hobbit's Glen Golf Club.

The President shall be ex-officio member of all committees, other than the Executive Committee for which special provision is made in "A" above, with the right to vote.

ARTICLE IV – DUES

The dues of this Association shall be determined annually by the Executive Committee and shall be announced and payable at the initial membership meeting each year or upon application for membership. These dues will defray the cost of the annual MISGA Associate Membership card, the annual club assessment payable to MISGA, costs incidental to home MISGA mixers and other routine expenses. Failure to pay dues on time may result in loss of membership.

ARTICLE V – DISSOLUTION

The Association shall continue until the event of dissolution by its members. Funds remaining shall be disposed of at the discretion of the Executive Committee.

Persons who have attained their fiftieth birthday, and who are members in good standing of the Hobbit's Glen and Fairway Hills Golf Clubs, are eligible to apply for membership in HGSGA and shall be admitted upon proof of age, and upon payment of such fees, dues and other charges as may from time to time be established.

This Association, its affairs and assets, shall be under the control of the Executive Committee which shall consist of the elected officers of the Association, the MISGA representative and committee chairmen appointed by the President. The Executive Committee shall be empowered to make, amend, repeal or modify a set of By-Laws, subject to approval of the membership. A majority of the Executive Committee shall constitute a quorum for all meetings. Two-thirds (2/3) approval of the entire Executive Committee is required to recommend modification of the Constitution or By-Laws.

An annual meeting will be held on or about the middle of October to elect the following officers: President, Vice-President, Secretary, and Treasurer. All new officers elected will assume their duties immediately following their election. All officers shall serve until their successors have been elected. The term of office shall be one year and no member shall be eligible to serve for more than three consecutive full terms in the same office. Should any office be vacated for reasons of extended illness, death, leaving the area, or personal reasons, a successor shall be appointed to fill the un-expired term by prompt action of the Executive Committee.

A. The President – The President shall be the chief executive officer, and shall preside at all meetings of the Association. He may, at his discretion, call for a special membership meeting to consider urgent matters that cannot be deferred until the annual membership meeting. The president may serve as or appoint the Committee Chairmen and alternates and may establish a nominating committee, an audit committee and such other ad hoc committees as he may deem necessary, and perform such other duties as are incident to the office.

The President may serve as or appoint the MISGA Representative and alternates. The MISGA Representative will represent HGSGA at MISGA meetings and will provide information obtained from those meetings and from other forms of MISGA communications to the membership of HGSGA. He shall perform all duties in accordance with the requirements of MISGA By-Laws. At all inter-club mixers and other MISGA-wide events, the MISGA Representative shall be the responsible officer and will make such arrangements as are necessary including providing information to the Publicity Committee, collection of appropriate fees, and notification to MISGA of HGSGA entrants, etc.

B. Vice President – In the event of absence, death, or physical disability of the President, the Vice President shall act in his stead in all matters.

C. Secretary – The Secretary shall keep an accurate record of the proceedings of all meetings. He shall have charge of and maintain the records, correspondence, and papers of the Association. He shall maintain a current official roster of the membership of HGSGA.

D. Treasurer – The Treasurer will collect and deposit all moneys due the Association in the depository approved by the Executive Committee and will make disbursements of the Association funds, as directed by the President and approved by the Executive Committee. He shall furnish the Audit Committee an annual report of receipts and expenditures of the Association for the preceding year in sufficient time for the Audit Committee to submit its report at the Annual meeting. He shall also furnish an up-to-date accounting at each meeting of the Association.

B. Membership – The Membership Committee will contact all current eligible, new eligible members who join the Hobbit's Glen Golf Club and current Hobbit's Glen members, as they reach the age of fifty, and invite them to join the Association. This committee will also be responsible for keeping in operation a committee which will be capable of reaching the membership by e-mail, telephone, or by other means, expeditiously.

D. Program – The Program Committee will establish a program, including weekly events, MISGA interclub mixers, etc. It shall also have full responsibility to conduct all MISGA events. The dues of this Association shall be determined annually by the Executive Committee and shall be announced and payable at the initial membership meeting each year or upon application for membership. These dues will defray the cost of the annual MISGA Associate Membership card, the annual club assessment payable to MISGA, costs incidental to home MISGA mixers and other routine expenses. Failure to pay dues on time may result in loss of membership.
