    HIGHLAND LAKES CONDOMINIUM ASSOCIATION

    BOARD OF DIRECTORS MEETING MINUTES - September 15, 2014

    The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third Monday of themonth, in accordance with the By-Laws of the Association. President Kathy Baldwin called the September 15, 2014, regularmeeting of the Board of Directors to order at 7:30 p.m.

    AttendanceThe following Directors were present: Kathy Baldwin, Kathleen Connor, Tom Byrne, Sandy Nolan, Guy Balok, and Judy Nakdimen.

    (Michelle Todorov was excused). Also present were Joe Poma, Property Manager, Ken Wiewiora, Maintenance Superintendent, andShannon Crowley, Administrative Assistant. Approximately 23 Co-Owners were also present.

    Approval of Minutes:Minutes of the August 18, 2014, regular meeting of the Board

    of Directors, and minutes of the August 18, 2014, executivesession of the Board of Directors.

    Board Action: Motion by Tom Byrne, support by Kathleen

    18, 2014, regular meeting of the Board of Directors, andminutes of the August 18, 2014, executive session of theBoard of Directors.All in favor. Motion passed.

    Treasurers ReportTom reminded the audience that the Association was running

    over the last 3 months we have been able to recover some

    of that due to lower than expected utility bills. Additionallythe Board took action at the beginning of the season to cutback watering by 25% to save on the water bill.

    (Considering the gas and snow removal combined ran

    Tom reminded that life-to-date, the Association is running a

    action.

    Tom said that its been predicted that the coming winter will

    be as heavy and cold as last winter. We currently have 20tons of salt on hand for the roads. In one winter seasonwe could use as many as 250 tons of salt. There is already

    up now. The Board has authorized management to buy 100

    will likely pay a premium for that because of the currentdemand. However, we dont predict the price is going tocome down at all this season.

    Court Captain Committee Report:See page 12Joel Lutz reported to the Board.

    Board Action: Motion by Sandy Nolan, support by Judy

    Nakdimen, to accept the Court Captain Committee report

    dated September 4, 2014.All in favor. Motion passed.

    Discussion: Kathleen asked if there wasnt an emergency

    call list procedure in place involving the Court Captains in

    the event of a disaster. Joel said that the Committee has a

    fan-out call list to contact the Court Captains, but it doesnt

    go beyond the Court Captains to the residents. The Court

    Captains would then knock on doors in their courts to relay

    place to notify residents in the event of an emergency. Joel

    suggested that an automated call system could be implementedto notify people immediately.

    Kathleen asked Ken about the DTE quadrants set up within

    the complex. Ken explained that the power feeds that supply

    to us are at Seven Mile, Eight Mile and Northville Rd. When

    there is a power outage with any of those, DTE can come out

    to one of the switches we have on the property and re-divert

    the power to shorten the outage until the lines are repaired.

    Some areas (near Lehigh Lane) only have two of the three

    feeds, so there is no redundancy there.

    Grounds Committee Report: See page 13Marti Tupper reported to the Board.

    Discussion: Guy asked why the two evergreens were removed

    for its replacement. Joe explained that Davey Tree determined

    that they were 3/4 dead and were beyond saving. Tom

    asked why the resident would pay to replace these, but the

    Marti explained that the resident generously offered to

    purchase the replacements, so that is what was presented to

    the Board.

    Board Action: Motion by Tom Byrne, support by Sandy Nolan,

    to accept the Grounds Committee report dated September 8,

    2014, and approve their recommendations as amended: (1)that the Grounds Committee By-Laws be approved, (2) that

    been cut down [at the Associations expense, not the co-owners], (3)

    replacement of the dead tree on common ground by unit at

    further in from the roadway.All in favor. Motion passed.

    Pool Committee Report:See page 14Cheryl Huizing reported to the Board.

    Board Action: Motion by Judy Nakdimen, support by GuyBalok to accept the Pool Committee report dated September9, 2014. All in favor. Motion passed.

    Discussion: Kathy and Sandy both remarked what a wonderfulpool season we had this year. Joe asked Cheryl which of thescheduled events required that the clubhouse be restrictedfor rentals. Cheryl said that she felt all of the events wouldrequire use of the clubhouse facilities to prepare.

    Engineering Committee Report:See page 15Tom Werner reported to the Board. Tom reported that,

    discussed new procedures that will include having the requestsapproved by Ken before theyre presented at the Committeemeeting.

    Tom explained that one request for a patio included planting oftrees; the patio is acceptable, but the decision about the treeswas deferred to the Grounds Committee. Tom expressedthat his opinion was that trees should not be planted within10 feet of the building to protect the foundation. Tom Byrne

    added that the only kinds of trees that would stay within the

    limitation of being shorter than two stories would be anornamental tree, like a dogwood or a fruit tree.

    Tom Werner presented a request that came in for a doorwallwith built in blinds. Tom said he and his committee sees noproblem with approving the request, although the built-inblinds do not meet HLCA requirements. This would requirea Board decision. If the Board approves, it will be added

    the spec to allow doorwalls with white built-in blinds. All infavor. Motion passed.

    Co-Owner ForumMary Kay Wimsett (273)- Mary Kay explained that Neptune

    Court is one of the few courts that is not double numbered.(Only the deeded spots are numbered.) However, she hadreceived permission 4 years ago by petition signed by herneighbors to have one of the blank spots closest to her unitnumbered for her because her deeded spot was a distancefrom her unit and she is not in good health. Recently, shereceived a letter stating that the numbering would be revertingto the original single-numbering layout and that she wouldbe losing this second spot with her unit number. Mary Kayprovided notes from her doctor regarding her condition. Shealso said that she comes in and out at late hours. She askedthe Board to reconsider allowing her to keep the second spotin front of her unit that had previously been numbered forher. Kathy thanked her for coming to present her case, andthat the Board would take her request into consideration.

    Wayne Valle (527)- Wayne expressed his concern about thetrees by the RV Lot and going down toward Seven Mile.He said the trees are looming over the power lines and area hazard. Ken said that about 4-5 years ago, DTE cameand topped off many of the trees in that area and near thebusiness leaving a 15 clearance. Kathleen said that in the pastwe had to call DTE to have them come out and trim back thetrees that were threatening power lines, and we should callthem again and notify them of the issue.

    Vera Harrison (494)- Vera has been a resident of Old BridgeCourt for 30 years. She lives near Swan Harbour Lake. She

    expressed her concern that the lake was becoming overgrownwith cat-tails and wild growth on the northwest side of thelake. Ken asked if the area was past the boat rack toward theapartments. Vera said it was. Ken explained that there is aportion of the lake that is the property of Highland Lakes,and a portion that is the responsibility of the apartmentcomplex. Ken said he would look into it and see how it couldbe corrected.

    Property Managers Report:See page 9Board Action: Motion by Judy Nakdimen, support by

    dated September 15, 2014.All in favor. Motion passed.Discussion:Joe said that he spoke to Tom from Davey Tree

    about trees that could be planted in the patio area. Tom toldJoe that more important than the type of tree is the distancefrom the exterior wall. The farther away the tree is fromthe building, the thinner the roots are when they reach thewall, and they will not penetrate or cause damage. He alsosuggested that if we wanted to limit the type of tree, stickwith ornamental trees with low canopies that can be roundedat the top. Ken also said that Northville Township has alist of approved trees for planting in the area. Kathy said

    that distance from the building and distance from the fencesshould be considered. Earl added that the decision was madeyears ago not to allow fruit-bearing trees.

    MAINTENANCE REPORTTO: Board of Directors, Property Manager, Co-Owners

    FROM: Ken Wiewiora - Maintenance Superintendent

    1. TRASH, COMPOST AND BUILDING MATERIALS. Waste Management has started to pick up

    compost for the season. Compost will only be picked up if packaged in a brown paper compost bag!!!

    Please review the proper disposal procedures of trash, compost, building materials, andpaints, located on all of the trash corrals on the property.

    Waste Management our trash hauler WILL NOT PICK UP IMPROPERLY BAGGEDCOMPOST OR TRASH, AND IMPROPERLY PLACED BUILDING MATERIALS.

    Lets all step-up to keep our community clean, & please report trash violators to the clubhouse.

    2. GROUNDS: Restoration will continue throughout the season, next month we will be working on theBush removal program, the week of October 20th. Bush Removal request are due in by October 13th.

    3. ASPHALT AND CONCRETE patching and pot hole patching will continue throughout the fall.

    4. POOL: Pool closing was done by B&B pool last week. At this point all of the pool operations are shutdown and winterized.

    5. BOAT SALE: Next week I will be posting the boats that we have for sale at the clubhouse, on thebulletin board.

    SUBJECTS DISCUSSED:

    1. Jim Delaney of Dearborn Ct. mentioned at our previous meeting that he feels the area in which he residesexperiences more power outages than other areas of Highland Lakes. To see if there is such a pattern,Court Captains should keep track of outages experienced over the next month for next months meeting.

    2. It was brought up that HLCA does not have an Emergency Plan of Action and do we really need one

    or a national disaster we really should explore what we could do to ensure the safety of our community.Is it possible that we should begin a Food Bank and a storage area for Emergency Supplies?

    3. We plan to approach Joyce Elvy and/or Guy Balok to see what their thoughts are since they have bothhad related experience to this idea.

    WHATS COOKING!

    BACON AND TOMATO CUPS 8 slices bacon 1 tomato, chopped 1/2 small onion, chopped

    3 oz. shredded Swiss cheesePreheat oven to 375. Lightly grease a mini muffin pan. In a skilletover medium heat, cook bacon until evenly brown. Drain on papertowels. Crumble bacon into a medium mixing bowl, and mix withtomato, onion, Swiss cheese, mayonnaise and basil. Separatebiscuits into halves horizontally. Place each half into muffin pan. Filleach biscuit half with the bacon mixture. Bake for 10 to 12 minutes,or until golden brown. Makes 15 servings.

    1-3/4 c. finely grated sharp white cheddar cheese(about 6 ounces)

    3/4 tsp. dried thyme 3/4 tsp. dried rubbed sage

    Mix first 4 ingredients in small bowl. Roll out puff pastry on lightly floured work surface to 10 x 18-inchrectangle (pastry will be thin). Sprinkle 1/3 of cheese mixture evenly over half of pastry; fold plain halfof pastry over cheese, forming 9 x 10-inch rectangle; press to adhere. Repeat 2 more times, rolling to10 x 18-inch rectangle, sprinkling with 1/3 of cheese, folding and rolling. Transfer to unlined bakingsheet. Chill 30 minutes.

    Position 1 rack in top third and 1 rack in bottom third of oven; preheat to 425. Line 2 large baking

    sheets with parchment paper. Cut pastry crosswise in half, forming two 9 x 10-inch rectangles. Trimand discard uneven edges of pastry. Cut each rectangle crosswise into scant -inch wide strips. Twisteach strip a few times and place on prepared baking sheets, spacing 1/2 to 3/4 inch apart, dabbingends lightly with water and pressing to adhere to parchment. Bake twists until golden brown, reversingposition of sheets halfway through baking, about 10 minutes total. Cool twists on sheets. (Can beprepared 1 day ahead. Cover tightly with foil and store at room temperature. Rewarm uncovered in350 oven about 5 minutes.) Makes about 3 dozen.

    the Highland Lakes Community. Maybe youre celebrating a special anniversary or birthday or a new birth in the family. Perhapsyour son has been named captain of the football team or your daughter had a record-breaking cross-country run.

    issue. Story submissions also can be dropped off in the Herald box at the Clubhouse. Make sure the individual(s) involved doesnot mind the recognition.

    Were all proud o our childrens achievements, but some Highland Lakes residents have a lock

    on bragging rights. Such is MAE GOSAYNIE o Malvern Ct. who recently shared her son,

    EIMENS academic record with me.

    Eimen was born in 1995 in Saudi Arabia where his ather, a civil engineer, was employed.

    Eimen attended elementary school in Jeddah, at an international school where English was

    taught as a second language. Te amily moved back to the United States in 2006 andl rented

    an apartment in the Livonia School District while looking or a permanent home. At Frost

    Middle School Eimen excelled and on the MEAP test scored nationally in the 98th percentile inmathematics.

    In the summer o 2008 Mae and her sons moved into their condo in beautiul Highland Lakes.

    Tough having to adjust once again to a new school and new riends, and a new environment,

    Eimen continued to excel academically. In 2012, he graduated with honors rom Northville

    High School.

    Choosing to stay near his home and amily, Eimen enrolled at Schoolcraf College, studying

    or an associate degree in engineering, maintaining a 4.0 GPA. Eimen also in the Student Math

    League. Based on his perormance, Eimen was invited to join the Schoolcraf Learning Center asa math tutornally getting paid or something he loved. He was also awarded an International

    utor Certicate or completing 12 hours o training and a minimum o 50 hours o tutoring.

    In 2014, Eimens work ethic and achievement was rewarded with First Prize o the Schoolcraf

    Pythagorean Award which included a $1000 monetary prize. All o Eimens hard work and

    dedication was urther rewarded with an $8000 scholarship by Wayne State University where he

    is currently enrolled in the engineering program.

    His mother is rightully proud o her sons academic achievements. But his neighbors on

    Malvern Ct. would be quick to acknowledge and vouch or his character and achievement.
