Highway 407 East Phase 1 is proceeding as a Public Private Partnership (P3). In May 2012, the Ontario Ministry of Transporta on (MTO) and Infrastructure Ontario (IO) selected the 407 East Development Group (407EDG) to design, build, nance and maintain Highway 407 East Phase 1.407EDG is comprised of two partners, each with decades of experience building and maintaining highways around the world:

How We Are Going to Consult


Design and Construc on Reports During the EA process, a number of commitments to mi gate poten al e ects were made. During the design, 407EDG will prepare Design and Construc on Reports (DCRs) to showhow these commitments are being incorporated into the Highway 407 East Phase 1 Project.A series of DCRs will be prepared in 2013 to document:

the design;consulta on completed on the design;approvals and permitsenvironmental impacts and mi ga on; andhow commitments made during the Environmental Assessment will be implemented.

DCRs will be prepared and made available for a 30-day review period prior to construc on of the work outlined in each report. Comments received will be considered and incorporated into the design, if appropriate.The works proposed to be included in each DCR are shown on the next display. The proposed construc on presented at this PIC will be documented in DCR #1. Archaeology407EDG is following Ministry of Tourism, Culture and Sport Standards and Guidelines for required archaeological inves ga ons.

Inves ga ons of Aboriginal sites are being completed by MTO, working closely with Aboriginal communi esInves ga ons of early Euro-Canadian (historic) sites are con nuing along the highway corridorStage 3 and Stage 4 assessments and site mi ga on ac vi es are being undertaken, which involve excava on of test units/pits to map the site and documenta on of ar facts, where required, prior to construc on



A Stormwater Management Plan is being developed and implemented to protect surface water quality and prevent erosion in streams. Water quality treatment measures for highway runo will include:

Wet ponds for deten on and controlled release of runo Enhanced grass swalesTreatment measures will provide an enhanced level of water quality protec on, per Ministry of the Environment requirements (removal of 80% of suspended solids)There are 6 stormwater management ponds that outlet to Lynde Creek in Segments B2/B3. Landscape plan ngs are proposed around the ponds and will be presented at a future PIC for public input

Upcoming Construction Activities - B2 & B3


Rossland Road and Taunton Road are the two major municipal roads crossing the Project in Segments B2 and B3Both of these roads will be realigned in their nal con gura onThe new structures and approaches will be par ally constructed wide enough to accept the exis ng tra c on each road and will be completed to nish grade (top of asphalt)Tra c will be diverted onto the new approaches and par al structures in order to complete the remainder of the work, including the underpasses and road reconstruc on The lanes will then be realigned across the bridge structures to their nal loca onOne-lane closures will be required in order to connect to the temporary diversion and then to the new alignment. Traffic Management & Road Diversions


Construc on Noise

Construc on ac vi es typically cause temporary noise and vibra on impacts to the nearby community. Noise and vibra on mi ga on measures to be implemented during construc on of Highway 407 East Phase 1 Project include:

Using construc on equipment that is in good repair, ed with properly func oning mu ers, and complies with the noise emission standards outlined in Ministry of the Environment guidelinesTo the greatest extent possible, limi ng the most noisy construc on ac vi es to day me hours and working in accordance with municipal noise by-law requirementsWhere the sequencing of construc on permits, building permanent noise barriers and/or berms during the early phases of construc onMaximizing the distance between the construc on staging areas and nearby residents to the greatest extent possibleMaintaining construc on haul roads to prevent potholes and ruts. This will help avoid the loud noise caused by construc on vehicles travelling over uneven road surfaces.A Complaints Protocol has been established by 407EDG on how it will deal with and respond to inquiries and complaints received during construc on

Potential Environmental Effects and Proposed Mitigation


Dust

Air quality concerns related to dust from construc on can result from excava on and earth removal; use of construc on equipment and vehicles; material load-out to trucks; and wind erosion of stockpiles and exposed areas.

Water Quality Protec on and Flow Management

The Highway 407 East Phase 1 Project has the poten al to adversely e ect surface water and groundwater quality. Protec on and management measures to be implemented during the construc on and opera on of the Highway 407 East Phase 1 Project include:

Groundwater and surface water monitoring to protect sh habitat and wetlands Private wells adjacent to the construc on zone will be monitoredConstruc on and maintenance of permanent stormwater management ponds for treatment of highway runo

Design and implement erosion and sediment control measures, including:Erosion and Sediment Control Plan to protect sheries, surface water, and adjacent vegeta on and proper esUse of Best Management Prac ces in MTO’s “Environmental Guide for Erosion and Sediment Control During Construc on of Highway Projects” and other guidelines, as appropriateConduct regular inspec ons of all temporary erosion and sediment control devices, including maintenance and repair of all damaged measures, to ensure protec on of water quality in streams



Vegeta on and Wildlife

Vegeta on Restora on Plans have been developed to o set the removal of vegeta on as a result of the Highway 407 East Phase 1 Project using ecological principles and na ve plant species for restoring/enhancing/crea ng vegeta on communi es to meet the 1:1 compensa on ra o for forest and wetland, which is a commitment in the EAUndertake forest edge management, tree protec on and soil amendment measuresImplement Invasive Species Management Plan (e.g., garlic mustard)Monitor plan ng success and ini ate correc ve ac on, if requiredPoten al e ects on wildlife include habitat loss, changes in habitat quality, wildlife mortality, and reduced movement/connec on. Key proposed mi ga on measures include:

Design, construc on and monitoring of wildlife crossings, with direc onal barrier fencing and vegeta on plan ngs, with the goal of reducing road mortality and facilita ng movement through known wildlife corridors. Segments B2 and B3 include 2 dry crossings for large mammals between Highway 7 and Taunton Road, in addi on to other crossings at bridges and culvertsVegeta on clearing will occur outside the April 21 to July 31 breeding period for migratory birds



Fish and Fish HabitatA comprehensive strategy is being developed to compensate for the required realignments of watercourses and e ects to sh habitat from the Project. The compensa on work will require federal approval, and for Segments B2 and B3 is expected to include:

Realignments of four Lynde Creek Tributaries (approx. 2,280 m)Natural channel design principles to mimic exis ng watercourse channels (width, water depths and slope)Habitat will be enhanced using natural substrates,ri es and pools and in-stream cover (woody debris, boulders)

Species at Risk Permits have been secured under Ontario's Endangered Species Act (ESA), 2007 for:

MTO and 407EDG are responsible for ful lling the condi ons of ESA permitsOverall Bene t Plans to assist in the recovery of the species at risk will be presented at a future PIC

Species at Risk


Of the 263 Bu ernut trees found in the corridor and within 15 m of the corridor, 148 were retainable and considered as part of the applica on600 Bu ernut trees will be planted on the Project lands6 archiveable Bu ernut trees along the corridor were cloned and gra ed as part of the Bu ernut Archive Program. All have survived1,200 companion trees will be planted. Possibility of transplan ng 55 suitable retainable seedlings5-year monitoring program and annual repor ng required

Butternut Trees


One permit for both species because of similar habitat (cultural meadow) A minimum of 31.64 ha for prime breeding habitat on MTO lands will be established, at a 1:1 replacement ra oDetailed Plan ng Plans are requiredBest Management Prac ces for vegeta on within the Project lands, considered a bu er to the landsMowing restric ons imposed (May 15 to August 30) There is a 5-year monitoring program

Bobolink/Eastern Meadowlark

Barn Swallow


Redside Dace is found in 3 watersheds. A series of projects have been developed to achieve an overall bene t to the species MTO and the local conserva on authori es will be working together on the RedsideDace projects within the Du ns Creek and Carruthers Creek watershedsErosion and sediment control plans are required for any work within Redside Dace habitat areasA monitoring plan will be required for stormwater management facili es that outlet to Redside Dace watercoursesRepor ng and monitoring requirements apply throughout the construc on period and ve years a er construc onMTO and 407EDG are required to obtain federal Fisheries Act approvals before construc on can begin
