• P Morris brought the Group’s attention to item 4.5 Community Projects for correction. It was noted that the items discussed should be separated by dot points for each topic. Also it was noted that the name of the sports club was incorrect, it should read Thornlie Football and Sports Club Inc. These corrections have been made to the 2 December 2010 draft Minutes.

• It was also discussed that a sub heading should be used for this section.

2. STATUS REPORT ON PREVIOUS ACTIONS PROPOSED: List actions which have been proposed by the Advisory Group and the current status. Where proposals have been approved by Council and relevant actions have been completed, they may be removed after they have been noted by the Advisory Group. Action Ref: Action Status HHAG 2/12/2010- Proposed Action 23

The History and Heritage Advisory Group support the staff recommendation that the development application of 108 Mills Road West, Martin does not affect the heritage value.

Planning Officer notified, waiting on formal Council decision.

HHAG 2/12/2010- Proposed Action 24

Manager Library & Heritage Services to review information on local government heritage conservation policies and provide further information at the next meeting.

Manager Library & Heritage Services has reviewed the information and will form a draft policy within the next 6 months.

HHAG 2/12/2010- Proposed Action 25

The History and Heritage Advisory Group accept the recommendations made by Members as detailed on the document, with the changes to the Sunnyvale Nursery entry.

Completed. Changes made to the Sunnyvale entry on the Heritage Inventory as per discussion in HHAG 2/12/10 item 4.4.

• Proposed Action 24 - Manager Library & Heritage Services has reviewed the

information provided by C Matison at 2 December 2010 meeting and has looked into other examples. A draft policy will be formed within the next 6 months which will be considered by the Group before being considered by Council.

• Proposed Action 25 - C Matison asked that the action should reflect the discussion of item 4.4 from 2 December 2010 meeting, that Sunnyvale Nursery is removed from the Heritage Inventory.

• Discussion followed with a query about who had spoken to George Gay and the ownership of the property. P Morris asked if City Planning staff had known about the listing of the property. Heritage Coordinator responded that they did not raise any objections in 2010 to the property's listing in the Draft Heritage Inventory.

• C Matison asked if the City was aware of any development at Maddington Park Homestead. Manager Library & Heritage Services noted that nothing had been changed within the heritage curtilage and that Director Community Engagement had received a letter from the Heritage Council containing that information (as noted in minutes 2 December 2010). C Matison noted that work was being carried out in the subdivision. D Corker asked if the timber shed was in the curtilage and discussion followed this point.

• Presiding Member proposed that the City write to the developer asking their intention for the site.

PROPOSED ACTION 1: That the developer of Maddington Park Homestead inform the

City as to the future plans and what the intention is for the valuable historical artifacts, dating back to 1865.

5. GENERAL DISCUSSION • P Morris extended her thanks to the Director Community Engagement and Heritage

Services Staff for the volunteer lunch held 1 December 2010 and the support of the volunteers from Council and staff.

3. INFORMATION ITEMS 3.1 Manager Library and Heritage Services – Heritage Strategy Update Information Item – refer attachment 1. 4. MATTERS FOR DISCUSSION

4.1 Development Application - 22 River Avenue, Maddington

• Heritage Coordinator outlined the proposal and that it was the City's view that the heritage significance of the property would not be impacted with the development. The Group discussed the proposal and P Morris noted that the Group was pleased that the proposed development came to the Group for consideration.

PROPOSED ACTION 2: That the History and Heritage Advisory Group support the staff

recommendation that the development application of 22 River Avenue, Maddington does not affect the heritage value.

4.2 Town Planning Scheme No. 6 - Heritage List amendments

• Heritage Coordinator outlined the proposed changes to the Town Planning Scheme (TPS) No. 6 Heritage List. The Group discussed the proposed changes and Heritage Coordinator and Manager Library & Heritage Services outlined the difference between the TPS No. 6 Heritage List and the Heritage Inventory.

• Discussion between members continued on the change of the management category of the property on 50 Nicholson Road, Langford; the Church of the Foursquare Gospel.

• C Matison asked if the changes had been made to the information on the St Munchins Catholic Church listing in the Heritage Inventory. Heritage Coordinator informed the Group that the suggested changes had been made.

• During discussion it was decided to add the word “former” to the place's name and describe it as the historical wooden church to avoid confusion with the currently used church.

4.3 Condition Rewards Scheme & History and Heritage Awards information

• Manager Library & Heritage Services gave Members a summary on the Condition Rewards Scheme, which has been adopted by Council, information on the History and Heritage Awards and the City's new Volunteer Services policy. The Condition Rewards Scheme will be offered to owners of properties on the Heritage Inventory once the final document has been adopted by Council.

• Manager Library & Heritage Services asked Members to provide any feedback on the History and Heritage Awards by the 28 February 2011.

4.4 Community Projects Thornlie Living History Group

• P Morris spoke about the Thornlie Primary School book which was completed at the end of 2010.

• The Thornlie Living History Group has been in recess over December and January and will meet to discuss their activities for 2011.

• Manager Library & Heritage Services noted that it would be useful for the collection to be included in the City's library collections during 2011.

• The Thornlie Living History Group will meet with staff to discuss the direction of the Group in 2011 and how the material will be included in the City's library collections.

Oral History projects • C Matison noted that a review of the oral histories which have been recorded should

take place to find out how many are still outstanding, such as Miss Bryden's interview. Heritage Coordinator confirmed that this is already available and can provide information upon request.

• C Matison tabled some information, attachment 2, about the HMAS Armidale which Bernard Gay served on during World War Two. This ship was sunk in 1942 and a memorial which includes Bernard Gay's name is pictured. C Matison would like the information to be included in the City's Local Studies collection housed at the Knowledge Centre.

• C Matison noted that Bernard Gay was one of the brothers who started the nursery.

5 GENERAL DISCUSSION Matters proposed by Advisory Group members for discussion.

• P Morris read out some information provided by Dr G McDonald, Presiding Member. • The first item was that the Group note the passing in December of Professor David

Dolan who worked at Curtin University in the area of cultural heritage. • The second item was a statement that there is a need for an urban museum in the

City of Gosnells, which is different to the Wilkinson Homestead which covers from the 1830s. There needs to be a record of the City’s urban history from where the collection at the Wilkinson Homestead stops, to the present. P Morris wanted the Group to note that Dr McDonald is concerned that the post war history is being lost and that the discussion should begin so this can be progressed for the future. P Morris noted that Dr G McDonald has made a lot of notes on the topic of an urban museum, the idea of which has been brought up at previous Group meetings.

• It was noted that Wanneroo Regional Museum and Community History Centre is a good example of this and there was an expression of interest by Members in visiting the museum. A visit should be arranged and will be added to the 7 April 2011 agenda for further discussion.

• P Morris noted that it would be useful to know how Wanneroo achieved a new museum, including what support was received from the City of Wanneroo and if any grants were given for the project.

• P Clarke noted that the City of Melville also has a good museum which has a large display area.

PROPOSED ACTION 3: That information on the development of the Wanneroo

Regional Museum is provided at the next Group meeting and to ascertain if the Group can visit the museum during 2011.

• C Matison raised concern with the restoration of the former Board Room in the new City of Gosnells Administration building.

Collection Developments A vintage cast iron rope maker and a home made rope maker have been donated to the Museum for use in the education program.

Two Thornlie Living History oral history interviews with Gerard Woerlee and Alan and Audrey Drakeford were completed. Interviews with Albert and Tess Passmore and George Gay and Gwen Sherriffs were also conducted.

The Local History Librarian and Museum Curator took delivery of several boxes of artworks by the Gosnells Kohler family. The items had been rescued from the Kohler studio by historian Dr Robyn Taylor shortly before the studio was demolished in 2005.

Project Progress Hundreds of pages of further additions and insertions to over 50 local history files have been scanned for inclusion into the digital file update. Maintenance works at the Museum are progressing. Curator met with Manager City Facilities to discuss the scope of works for removing the carpets and internal re-painting of Wilkinson Homestead. Drains alongside Machinery Shed were emptied and the sprinkler system repaired. Exhibitions and Publications The panels for the Orange Room exhibition “Gosnells in Wartime” and the accompanying object display were installed. There has been some interest from the community, particularly by members of the local RSL group who have loaned objects. Activities and Publicity Aerial survey photographs from the 1960s and 1970s have been sourced and the images of the Maddington Park building complex and the Wilkinson Homestead enlarged and copied with a view to recording former features of the grounds. The Annual Volunteer Thankyou luncheon was attended by 53 people including History and Heritage Advisory Group, Museum, and Thornlie Living History Group volunteers, Heritage Services Staff, Community Engagement Director, Councillors and Mayor. The City’s Volunteer Co-coordinator visited the museum to profile one of the museum volunteers for promotional purposes. Other The assistance of Council’s Information Management Services is gratefully acknowledged in retrieving several items from off-site storage recently. These included two files of donation forms for items collected for the City of Gosnells Museum over thirty years ago. Besides legitimising the City’s ownership of the items these forms give details, history and context for items subject to the current significance assessment project. Armadale Museum’s volunteer Christmas windup was held at Wilkinson Homestead. A history talk, tour and demonstration were offered.
