Public Private Partnerships

As defined by the Department of Finance in Ireland, a Public Private Partnership (PPP) is an arrangement between the public and private sectors (consistent with a broad range of possible partnership structures) with clear agreement on shared objectives for the delivery of public infrastructure and/or public services by the private sector that would otherwise have been provided through traditional public sector procurement.

In the last decade the use of PPPs has become more frequent in Ireland, the UK and Europe.

With many successful PPP projects completed, Government policy foresees increased use of PPPs as a means of providing facilities in sectors such as housing, education, infrastructure, healthcare and justice.

At HKR we have developed a particular expertise in the realm of Public Private Partnerships where our knowledge of public sector projects, allied to our focus on commercially sound design, enables us to deliver winning designs for a range of major projects in sectors such as social housing, mixed use schemes, education, health, justice and infrastructure.

HKR has been involved as architects in a significant number of major PPP projects including a number of residential/mixed use developments for Dublin City Council, major prison facilities for the Irish Prison Service, the Metro North project for the Irish Railway Procurement Agency, the Prendergast Vale School for UK’s Building Schools for the Future programme (BSE), and the Rohansky Ostrov masterplan for the city of Prague.

Our work on these schemes has given us a deep understanding of issues central to the PPP process including value engineering, risk transfer and whole life design. This expertise, allied to the track record of the practice in the delivery of quality design, allows us to contribute effectively to the design and delivery of PPP projects across all sectors.

At HKR we are fully cognisant of the risks and complexities associated with the procurement of PPP projects and always seek to ensure that our service is tailored to meet the specific needs of each particular project.

HKR understands the contractual and legal frameworks within which PPP projects are procured and delivered and has frequently taken the lead role in the design management of PPP projects which have required the input of large multi-role design teams.

Thornton Hall : Ireland

This 1.5 million sq ft new prison facility on a 150 acre site in north west Dublin is being developed under a PPP procedure on behalf of the Irish Prison Service.

The new prison will accommodate 1,400 offenders in 9 separate residential facilities, with expansion capacity to 2,200.

Encompassing centralised support services, including visiting, healthcare, sports, catering and administration facilities, this new prison will provide accommodation for adult male and female, plus juvenile, remand and immigration populations in all security categories.

Liberty Corner is a landmark civic building located in the North East Inner City Regeneration area in the centre of Dublin.

The development of Liberty Corner is the product of a Public Private Partnership between Dublin City Council and the developers. The cultural elements of the project are run by Dublin City Council since the building was completed in 2005.

This is a complex mixed use project of 100,000 sq ft which includes an arts centre, Ireland’s largest dance centre, a crèche, retail and enterprise units, and 65 private apartments. The buildings make up an entire city block and form the new urban edge of Foley Park, James Joyce Street and Foley Street.

The mixed, one, two and three bed 65 private residential apartments surround a first floor landscaped courtyard. The courtyard area is shared by the cultural functions of the building and this provides additional life and vitality to this often ill conceived but fundamental amenity of urban living.

The apartments have brick façades to the streets, incorporating brick returns to balconies in order to express the solidity and quality of the material. The public elements of the building are made of rich Jura limestone with large glazed panels expressing the 7 metre high dance studios and cultural spaces within.

The ground floor enterprise and retail areas are clad in dark Kilkenny limestone which provides a durable and timeless quality to the building base and public areas.

The municipal arts building houses ‘Dance Space’, the new home for The Association of Professional Dancers of Ireland. The building contains 7 world standard dance studios with 7 metre clear ceilings and carefully considered natural lighting through full height picture windows and ‘Reglit’ glass panels. It also contains teaching spaces, changing rooms and administration spaces as well as a café at ground floor.

The arts centre is known as ‘The Lab’ and contains a large double height ground floor exhibition space, large flexible studio spaces, specific artists’ studios and administration facilities.

The Metro North project was selected by the Irish Rail Procurement Agency for development as a PPP scheme to enable the best whole-life management approach to the redesign, construction, maintenance and operation of this key piece of transport infrastructure for the city of Dublin.

Metro North will serve an 18km corridor from Belinstown in the north via Dublin Airport to St Stephen’s Green in the city centre.

HKR is the lead architect in a multinational consortium bidding for the Metro North PPP Scheme. The project will be carried out on the basis of a design, build, finance, operate and maintain contract, having a term of the construction period plus 25 years from the service commencement date.

The service is based on the ‘Stadtbahn’ concept of a light rail system running within tunnels or on elevated sections in congested areas with a greater capacity than normal tram-based systems.

Metro North has a forecast passenger demand of approximately 6,000 passengers per direction per hour in 2016. The new transport system will be designed and built to offer an initial capacity of 10,000 passengers per direction per hour, with the capability to increase this to 20,000 passengers per direction per hour.

Lewisham Building Schools for the Future (BSF) is the largest ever investment in Lewisham’s school estate located in the Greater London area. Over the next ten years there will be nine schools either rebuilt or substantially refurbished.

HKR has advised the Borough with feasibility studies for six of the sites with the largest site, Sedgehill, taken to RIBA Stage C.

We have also advised the Borough on the selection of the consortium to implement the schemes and the detail design of the first two. The work extends to an ongoing research project - Lewisham’s Future Classrooms - in which design is used to enhance the classroom environment.

The feasibility studies have been used by Partnerships for Schools, the UK Government agency for the BSF programme, as examples of best practice. All local authorities in the UK in future phases will now be given HKR drawings as templates for their own programmes.

As a result of this work HKR has been commissioned for further feasibility studies for Lewisham’s Special Educational Needs (SEN) schools.

HKR has submitted design proposals to Lewisham Borough located in the Greater London area for a new 835 place all-through school.

The design approach aims to create an attractive, calm learning environment with a strong connection between buildings and landscape.

The design brief for the site emphasised the concept of family. The benefits of all-through education are seen to include continuity of educational development, supportive mentoring of young children by older and a wide range of facilities available to all. It insists on a single institution rather than the co-location of both primary and secondary school.

The proposals show a new school landscape and boundary enclosure with two buildings and a connecting canopy forming the northern edge. The western building is the sports hall raised over the dining room and covered veranda for outside dining and dry play. The eastern building contains all the academic accommodation, reception, administration and halls.

The space between the two buildings provides the play area for the youngest children, while the space to the south provides the play area for the older children. To provide close contact between inside and outside teaching all primary year rooms open onto their respective play areas.

The Digital Hub is an initiative backed by the Irish Government and set up to attract and develop a global digital centre within the city of Dublin, which will be home for digital media and innovation companies.

There are at present over 50 such companies on the site, which previously formed part of the Guinness St James’ Gate Brewery.

The aim of The Digital Hub Development Agency is to provide additional office accommodation in the region of 75,000 sq ft.

The proposed plans for the balance of the site consist of nearly 300 apartments, an additional 140,000 sq ft of offices, shops, bars and a shop-front showcase for The Digital Hub to be known as ‘Digital Underground’.

HKR is the lead architect on the proposed plans for the Windmill site, one of two sites for The Digital Hub. The Windmill site is seen as having a greater economic and cultural significance for the revival of the run-down Thomas Street area. It is also seen as symbolic for the city’s 21st century technological future as it will be located on one of Dublin’s oldest industrial site.

As part of HKR’s design, several late 18th and early 19th century industrial buildings will be retained and reused including the largest surviving Smock Windmill in Europe.

Commercial units on lower levels will be combined with Digital Hub offices and apartments overhead to allow a mix of uses in every part of this 3.2 acre city block.

At the heart of the design is the monumental brick Windmill which will form an entrance to the Digital Underground space, with taller elements including a 16 storey office building being the most prominent point of reference.

HKR was appointed to bring forward design proposals for the former Conventlands located between Amiens Street and Gardiner Street in Dublin’s north inner city.

This urban renewal scheme is part of a PPP proposed by Dublin City Council which called for the urban design and analysis of these former Convent buildings, as well as the introduction of new internal streets, route ways and public spaces.

HKR‘s proposal for this 2.1 acre parcel of land includes 177 residential units in 3 blocks ranging in heights from 2 to 8 storeys.

Residential units will be provided in a variety of new urban blocks, as well as in converted former Convent buildings and will include accommodation for the Salesian priests.

Integral to the design brief is the provision of a new area office for Dublin City Council, a building that will be capable of providing a local focus and resource for the existing and proposed communities.

HKR Architects is the lead architect on this Public Private Partnership proposal by the Ascon Durkan Newlyn consortium and Dublin City Council.

The proposal is for the development of the 42 acre site at the junction of the M1 and Oscar Traynor Road in north Dublin.

The scheme, which has been designed in collaboration with Make Architects, Henchion & Reuter Architects, Gehl Architects and Whitelaw & Turkington Landscape Architects, features a major new urban park surrounded by over 650 residential units and ancillary developments including retail, hotel, crèche and educational facilities.

Bridgefoot Street is part of a PPP proposal for Dublin City Council which called for a new urban strategy prioritising sustainable design and high quality public spaces which would integrate with the existing surrounding apartments and the Digital Hub scheme in Dublin city centre.

HKR is acting as lead architect on this mixed use development. The development will include a crèche, community centre and a park, plus a mixture of 184 apartments and live/work units with commercial and retail space at ground level. The scheme will create a new vibrant urban area in this part of the inner city.

The scheme is contained within 2 main buildings designed around large public courtyards with the community centre located in the public park opposite. It will result in an intricate and permeable urban environment that generates a high quality mixed use development as well as large usable open spaces

HKR Architects acted as joint architects and design team leaders for the design of this 700,000 sq ft mixed use development on a 3.8 hectare site at St Michael’s Estate, south west of Dublin city centre.

The project was a PPP proposal, sponsored by Dublin City Council for a client consortium which included Pierse Construction, Howard Holdings and Corcoran Jennison.

HKR worked in collaboration with Shay Cleary Architects, Gehl Architects and Dermot Foley Landscape Architects in the development of the scheme, which proposed 600 residential units

together with 100,000 sq ft of ancillary accommodation including retail, crèche, management and other community facilities.The proposal by the team exceeded Dublin City Council’s aspiration for the development and set a new benchmark for successful high-quality sustainable urban regeneration.

The scheme sought to support the creation of a new diverse community which benefits from the same level of activities and facilities as found in other vibrant well-established neighbourhoods in the city.

HKR acted as architects for this PPP proposal for the redevelopment of O’Devaney Gardens, a 1940s Local Authority residential complex near the Phoenix Park in Dublin’s north inner city.

HKR’s client for the scheme is a consortium headed by Corcoran Jennison, Boston-based property developers and managers, and Pierse Construction.

The existing building stock on the 6 hectare site had become rundown and Dublin City Council decided to demolish the complex and redevelop the site as a mixed market, affordable and social housing scheme by means of a Public Private Partnership arrangement.

HKR’s design for the site proposes the construction of a total of 996 residential units together with associated community, retail and commercial facilities. The residential accommodation will be provided in a mix of unit types ranging from 2 storey houses to apartments in 9 storey blocks.

The design development process involved a close collaboration with Corcoran Jennison, whose particular expertise in the management of major social housing complexes in the US brought a thorough and informed end-user focus to bear on all aspects of the design process.

HKR was commissioned by the Irish Courts Service to undertake extensions and renovations to the Courthouse at Enniscorthy, Co. Wexford, in the south of Ireland.

The accommodation to be provided includes new prisoner holding areas, meeting facilities for solicitors and clients, and secure vehicular access, in addition to a general upgrade of facilities for all users of the building.

The environmental services installation is also being refurbished and measures are being taken to ensure compliance with statutory access and Health & Safety requirements. The requirements of the Courts Service ‘Courthouse Design Guide’ are also being implemented.

HKR’s masterplan for this 360 acre site provides the structuring principles to guide the development of this largest regeneration site in Northern Ireland.

The plan integrates the two anchor components of the Government’s strategy for the site – the Stadium and the International Centre for Conflict Transformation with a serpentine mile long park.

The plan also includes the establishment of a living and working community which provides a high quality environment with a range of uses including housing, offices, business premises, specialist activities and support services such as a school and health clinic.

The development will deliver approximately 4,000 jobs and 2,500 homes in a community which will be culturally rich, with great architecture and a beautiful landscape, with strong links to the growing city of Lisburn as well as Belfast and Dublin.

Sekyra Group, one of the largest developers in Central Europe, commissioned HKR to design a masterplan in support of their bid for this prime city centre site along the river in Prague.

HKR’s proposed design was the winning bid. The masterplan delivers almost 4 million sq ft of prime city centre development, rehabilitating two existing neighbourhoods and adding a third. These are all centred on a new riverfront park for the city.

Housing is being created for the young executives that will work in the new office buildings, with significant attention given to the provision of amenities for the young and old. This will help stem the tide of a suburban exodus with a viable alternative for family living.

The new neighbourhood is anchored by a retail highstreet that reaches from the metro to the park, with a view up the river to the castle.

Sitting along side the new park of Zeleny Ostrov are the existing communities of Karlin, Invalidovna and Liben. None of these communities have a direct relationship to the new park without this masterplan.

Instead of trying to create a new place and a new identity, we aim to be more sustainable by using and improving on the identity of the existing communities.

Karlin will be the least modified as it is ›the most established.

Liben is already undergoing ›tremendous change with the docks development and this will be taken into account.

Rohansky (Invalidovna) is the least ›legible of the communities at present, and it is here that the new heart is being injected, where it is needed most.
