My name is David Cornwell and I am a police officer in Michigan. The reason I am writing is to ask that you take a second and e-mail yourrepresentatives in Congress about H.R.218. H.R. 218 is a bill that is inactive in congress that if passed into law would allow all sworn lawenforcement officers and retired law enforcement officers to carry their firearms nation wide. Many states do not allow law enforcement officers tocarry outside of their jurisdiction. I know that personally, while off duty, I have run into people that I have arrested. Needless to say, they were nothappy to see me. Also, I have been out of state when instances have occurred and there was nothing I could do due to the fact that I was unarmed.This law would help us all, in essence, putting several thousand officers on the street to back us up.Think about it and write your Senators and Representatives to tell them you support H.R. 218 and want it made into law. 2. Parole Violator is killed during Execution of Warrant

By Staff Writer Jack JonesHOPEWELL - A former inmate who was resisting arrest onan alleged parole violation was shot to death yesterday by aparole officer, the Ontario County sheriff said. JosephLandry, 22, was shot about 3:45 p.m. in a mobile home at4255 Routes 5 and 20. Landry was pronounced dead at F.F.Thompson Hospital after being shot twice in the upper torsoby one of two parole officers attempting to arrest him. Thealleged parole violation was unspecified. The Ontario CountyDistrict Attorney's Office will investigate the shooting.Sheriff Phil Povero and Colin MacLennan, supervisor ofparole officers in the Rochester-Finger Lakes region for thestate Board of Parole, said the officer who shot Landry did soas a last resort to save the life of his partner.

Shortly after the two officers knocked on Landry's door, hethreatened them with a .30-.30 rifle, Povero said. A struggle

ensued, continuing from the living room down a narrowcorridor through a bedroom and into the bathroom of themobile home, where Landry was shot. Police said Landryattempted to shoot one of the officers who was trying to wrestthe rifle away from him, Povero said.

"The first parole officer was in imminent danger of being shotwhen the second officer fired two shots" at close range intothe man's upper body, the sheriff said. Povero describedLandry as "a convicted felon who had served time in theprison system." Landry had violated the terms of his parole bybeing arrested recently for an offense that Povero andMacLennan last night refused to divulge. Parolee death called tragic and 'stupid'An Ontario man's resistance justified officers drawing their guns, say police.By Staff Writer Jack JonesHOPEWELL - The shooting death Thursday of a 22-year-old parolee was both "stupid" and "justifiable," police and parole officerssaid yesterday. "This kid's actions were just stupid, and posed a grave danger to the lives of two parole officers," said Ron White, areasupervisor for the seven-county Rochester regional office of the state Division of Parole.

"It's a tragedy for his family, but I feel very strongly that based on the facts of what happened, this was a justifiable shooting," saidOntario County Sheriff Phil Povero. Joseph Landry was shot twice in the chest with a .40-caliber handgun by a parole officer anddied in his mother's mobile home, where the confrontation occurred. The mobile home, at 4255 Routes 5 and 20, is next door toanother mobile home Landry sometimes shared with his wife, Michelle, and their 4-year-old daughter.

Police said Landry was shot by a parole officer after he allegedly refused to be handcuffed and wrestled another parole officer to thefloor in a hand-to-hand struggle over a loaded .30-.30 caliber rifle he had pointed at the officers. White said the last time a paroleofficer shot a parolee in the seven-county region was in Rochester in 1985, when the parolee resisted arrest. That shooting was notfatal. The names of the two parole officers involved in the shooting were being withheld until today to give one of the officers time toexplain the tragedy to his school-aged child, said Tom Grant, spokesman for the Division of Parole in Albany.

Both of the officers remain on their jobs pending an internal investigation and investigation by the Ontario County District Attorney'sOffice. The investigations may be completed as early as next week. Among issues being investigated are: Who owns the rifle Landryallegedly pointed at the officers, and who owns a .22-caliber rifle and a pellet handgun also taken from the residence where Landrywas killed, the sheriff said yesterday. It's a criminal offense for convicted felons to own or possess weapons. Landry's mother, SharonClark, his wife and other family members refused to comment yesterday.

Landry was paroled in November 1997 after serving one year of a three-year maximum sentence for stealing cars and leading policeon a high-speed chase in September 1996. He was being arrested on Thursday for violating parole by driving without a license, usingalcohol and attempting to elude police in an incident last weekend, said police. Landry had a lengthy arrest record for misdemeanoroffenses, including burglary, prior to his imprisonment on the grand larceny conviction for auto theft.

Margaret Vest, who rents the mobile homes to Landry's wife and his mother, said yesterday that Landry was banned from the premisesseveral weeks ago because of his rowdy behavior. "It may be a terrible thing to say, but I knew it was just a matter of time before hegot himself killed or seriously hurt somebody else and wound up back in prison," Vest said. "It startled me this morning to learn thathe had all those guns in there. I'm 83 years old, and I don't need people like this causing such trouble as he caused for everybody. 3. School shootings, what has gone wrong?

SCHOOL SHOOTING- SCHOOL VIOLENCE(NO ONE CAUSE & NO ONE SOLUTION)

School Violence, we hear about it every other day. Is it anepidemic? According to the Center for Disease Control (whodetermine health epidemics), the answer is no. Maybe not, but ifyour child is affected either directly or indirectly you want thisactivity to stop. What is causing this phenomena? What can wein the Law Enforcement Community do to help stop this trend?The alarm bell seems to be going off around the country becausethe shooters are students and young, and it is happening in ruraland suburban areas. Additionally, many of the victims wererandom targets. Some may feel that this can't happen where they

live. Say that to the children and parents where the shootingshave occurred.

This article will attempt to explore several areas of this problem.

2. Causes of this ViolenceThere appears to be no one cause but a combination of severalreasons. And the list continues to grow.

1. Lack of parental supervision and attention (broken homes, twoparents working, lock key kids, etc.)2. Substance abuse-drugs and alcohol3. Availability of weapons-weapons not secured4. Entertainment/Media makes violence glamorous (TV, film,music, magazines making violence and murder the norm)5. Violent behavior becoming acceptable (We as a nation arebecoming desensitized to violence)6. Gang & Cult Involvement7. Early sexual activity8. Racism9. Social/Economic differences and rivalry between students.

3. Possible Solutions to Ending the ProblemOne city's approach to the problem:New York City has the largest Public School System in thecounty. After a shooting in 1992 left two students dead, metaldetectors were installed in schools with high violence records.Additional School Safety Guards were hired and New York CityPolice Officers were assigned to certain schools. In New Yorknumerous Police Officers are assigned outside certain schoolswith problems. Many schools have assigned Social Workers andCounselors to this problem. Some schools are having childrenwear uniforms to prevent rivalry. Some say we are turning ourschools into armed security institution. Others say can we affordthe cost, while others say we can we afford not too make theseinvestments in security.

Some possible solutions or prevention:1. Students who demonstrate violent or threatening behavior becounseled.2. Create a universal type profile of students who commit theseacts.3. Train school staff to recognize the profile in troublestudents.4. Parents of these children be required to appear before schoolofficials, failure to do so results in the Family Court notified.5. Parents of these children be required to safeguard theirweapons.6. Demand local legislation to address this problem at the familycourt level.7. Early intervention by local Law Enforcement.

8. Use more Scared Straight visits to correctional institutions.

Some may say this sounds like a Big Brother Society. In thiswriters opinion, I’d rather bend a little than have kids get hurt orkilled. Bottom line, there is no one simple solution.

1. What can I do to insure my child and others safety at theschool?2. Does my department or agency have effective programs toprevent school violence?3. Does my community have the resources to hire additionalsecurity, metal detectors, or reassign officers to schools?4. Oregon Corrections, or penal system, began in the mid 1800'sand has been located in three areas. Originally, it was locatedin Oregon City, which was the capital and was called theOregon Territory Jail. The Territory Jail was built in April,1842 and then was destroyed by fire in 1846. The territoryrelied on the local jails for the housing of prisoners until1853. The legislature recognized the need for a state prisonand authorized the construction of one in 1851. In 1853, a sitewas chosen in the city of Portland. An out of business whiskeyshop on Front Street was used to temporarily house the

sentenced inmates. The Portland site was abandoned in 1866and moved to Salem where the new prison was built ofbrick and resembled the proverbial fortress.

Oregon State Penitentiary in the early 19800's housed about500 inmates. The philosophy of incarceration at the time wasto punish the felon and make him productive within the inmatepopulation. The idea was to teach him a trade and make theinstitution as self sufficient as possible by requiring theconvicts to work at a number of jobs, such as, the prison farm,kitchen, and laundry. Also, prison industries such as flaxmanufacturing employed many of the convicts. But parallel tothis world of work and rehabilitation ran a bleak reality ofharsh rules, intimidation, brutality, defiance, and desperation"(Excerpt from the Oregon State Archives)Oregon penal system in the early 1900's had a rather bloodyhistory resulting from escapes from the institution. In anescape in 1902, 3 officers were killed and one wounded whentwo inmates made their getaway.

Jumping ahead, Oregon's prison system fell under the Dept ofAdult and Family Services until the legislature, in 1988, sawthe need to create the now functioning Dept of Corrections.Unfortunately, the first appointed Director Michael Franke,was murdered in front of the DOC headquarters on or about7:00pm, January 17, 1989. This is another story in itself. TheOregon DOC now has 12 institutions arranged around the stateand is in the process of confirming the construction of at leastthree more. We currently house around 6000 inmates and likemost other areas, the crime rate went back up after a slightdecline.

The Oregon State Correctional Institution, where I am acorporal, was built around 1959 and was first used as a youthfacility. It now houses at this time of writing, about 974medium to closed custody inmates. OSCI has been rated in thetop 10% in the country for it's sanitation and it's officer safety,but, alot of it can be attributed to the style of operation.

In 1817, the nation’s first “good time” law, rewarding prison inmates with time off their period of imprisonment for good behavior,was approved in New York State.

In 1876, New York State passed a system of ‘indeterminate’ sentences setting a minimum and maximum term and permitting parolerelease of those who had served the minimum term of their sentence. Those selected by prison officials for parole were to reportmonthly to citizen volunteers known as “Guardians.”

On July 1, 1930, the Division of Parole was established in the Executive Department. A full-time Board of Parole was created withinthe Division and given the responsibility, formerly held by the Department of Corrections, for decisions on parole release fromprisons.

Jurisdiction over releases from training schools and correctional institutions for mentally disabled prisoners was added to the ParoleBoard’s release authority in 1945. A 1967 law extended the Board’s release authority to persons incarcerated in local reformatories,transferred the functions of the New York City Parole Commission to the New York State Division of Parole and gave the agencycontrol over the conditional release of inmates under definite sentences.

In 1971 the Division of Parole was consolidated with the Department of Corrections to form the Department of Correctional Services(DOCS). In the wake of the Attica Prison riot and demands from the courts and other quarters that the procedural rights of paroleesare protected, Parole in 1977 was again established as an autonomous agency within the Executive Department. The same reform actmandated adoption of formal release guidelines to eliminate any perception of arbitrariness. A 1978 law made the Division of Paroleresponsible the release decision for juveniles convicted of certain serious felonies and for their post-release community supervision.

With the surge in incarcerations in the 1980s and 1990’s the Division of Parole expanded significantly as did the array of substancesabuse treatment and other services available to help releases maintain a law-abiding life style. By 1997, more than 58,000 exoffenders were under parole supervision in New York State. That supervision is carried out by some 1,400 parole officers and theirfirst-line supervisors, all sworn peace officers who are armed and entitled to make arrests.

The Puerto Rico Police Department is the State Police. It hasthe full responsibility of enforcing all state, city and municipallaws and ordinances. Our department has over 23,000 swornofficers and is the only one who can conduct criminalinvestigations through our Criminal Investigation Bureau. Wealso have Vice, Narcotics, SWAT, Rescue, Special Forces,Highway Patrol, Air Divisions, K-9, Mounted Police,Precincts and other offices.

The police chief is named by our governor and is called PoliceSuperintendent. Recruits are required an associate degreefrom any college and will spend a full year at the PoliceAcademy College were they will be granted a BA degreewhen they graduate. If the cadet already has a BA he ( she )will just spend six months at the academy.

Promotions are made by exams all the way to Captain, thereon you promote up to colonel with the superintendent'srecommendation to the governor who confirms. We also haveinvestigators working in task forces with FBI, DEA, INS, andwith our local Justice Dept. We have a great relation with allfederal departments and receive all their cooperation.

Some cities and municipalities have their own policedepartments who enforce local ordinance and can arrest onlyon felonies in their presence. They cannot conduct any typeof criminal investigation. Their chiefs are named by theirmayors and are called Commissioners.

Jails and Corrections Officers are managed by the CorrectionAdministration which is directed by the Corrections Secretarywho responds directly to the governor.

Deb has asked me to write a short article about the South African Police. Here goes..........

Let’s look at a bit of local history before looking at the modern South African Police Service.

In 1652 the Dutch East India Company sent Jan van Riebeeck (a former surgeon) to the southern tip of Africa to start a halfway stationbetween Europe and India. He arrrived on April 6 in three sailing ships namely the “Drommedaris”, the “Reyger” and the “GoedeHoop”. He found a few local inhabitants (called Hottentots), some wild animals and not much else. By 1666 he had built a large fort(known to this day as ” The Castle” in central Cape Town), and had established vineyards, cultivated crops and bred cattle for thepassing ships to use. The legal system at the Cape was based on existing Roman-Dutch Law, the “placaaten” (edicts) of the Dutch EastIndia Company and local laws passed by the governor of the Cape. The French breifly colonized the Cape but the British tookpossession of the Cape in 1806. The British explored the east coast of what is today called South Africa and began a separate colonyabout 1000 miles east of Cape Town called Port Natal (today called Durban). For a time a mixture of French laws, Roman-Dutch andEnglish laws were applied, but eventually the law was based on the precepts of Roman-Dutch law, as it is to this day. The militarywere used as a police force and could be “heavy handed” in their dealing with the local populace.

In 1836 those Boers who were unhappy with colonial rule at the Cape decided to move into the interior and what became known asThe Great Trek began. They travelled north by ox-wagon into unknown and uncharted territory and had numerous clashes with blacktribes. They eventually founded two separate Boer republics viz the Transvaal Republic and the Orange Free State Republic. Each ofthese Boer republics had their own legal systems based on pure Roman-Dutch law and each had their own police forces. Policing onthe frontier in the British Colonies of the Cape and Natal was performed by local citizens and was based on the “town watch” systemunder the watchful eye of an appointed constable. Policing in the towns was slightly more organized, but policing during this time washaphazard at best.

By the late 1800’s diamonds had been discovered in Kimberley and gold was discovered near Ferreria’s Town (better known today asJohannesburg). Policing was generally improved by the Cape Colony and the Transvaal Republic. In 1899 the Anglo-Boer War startedand ended in 1902. The two Boer Republics lost the war and signed an armistice with Britain; in 1910 the two British colonies and thetwo Boer Republics were amalgamated into the Union of South Africa consisting of four provinces namely the Cape Province, Natal,the Orange Free State and the Transvaal.

In 1913 the government decided to amalgamate the four separate police forces into a single national police force called the SouthAfrican Mounted Police. The existing policemen of the four forces were used and their numbers were supplemented by former Britishsoldiers. The British system of policing was closely followed and it’s interesting to note that during this period policemen were armedonly during the hours of darkness, usually with army-issue 455 Webley Mk IV or VI revolvers . With the advent of motor cars, thefour provinces, as well as cities and towns were empowered to start their own traffic police forces and enforce traffic regulations (andis still like this today).

During World War 2 the South African Police formed a battalion which fought with honour on the side of the Allies in Abyssinia,Italy and the Western Desert. When the war was over and peace returned, the police became more reactive in their policing style.They were now armed on a permanent basis, this time with ex-army Enfield, Webley or Smith & Wesson revolvers (all in calibre .38S&W).

In the late 60’s the police’s uniform colour changed from khaki to navy blue so as to not confuse the police uniform with that of thearmy. The colour was changed to a different shade of blue in the early 70’s. The 80’s saw women being admitted as members of thepolice and an improvement in the uniform, which changed from the tunic, collar-and-tie idea to open-necked shirts and a more casuallook. Policemen (and women) are permitted to carry their own choice of duty leatherware. At present (1998) the uniform isundergoing another change (ho hum).

After the 1994 elections the police were re-organized on a provincial basis (but now we have nine provinces instead of the originalfour!). Police training has been changed to reflect the demographics of the New South Africa.

Prior to 1996 the police made used of the classic arny military structures, however in 1996 the rank structure was de-militarized. Thepresent police rank structure is as follows:

At present the police is structured into various Provinces, Regions, Areas and Station sectors. Patrol vehicles are usually modifiedpickup trucks with the back being a lockup area. Motor cars and 4x4 vehicles are used where appropriate as well as various troopcarrier and Casspir riot vehicles. The standard issue pistol is the 9mm Parabellum Beretta 92 15-shot, but Walther P38s are still in use.A new locally made 9mm pistol, the Republic Arms RAP 401 (copy of the Astra A75) is issued to detectives as it is more concealable;detectives sometimes also use the Walther PPK in 32 ACP calibre. All ammuntion used on duty should be “as per government issue”(ie full metal jacket).

The South African Police Service is a national police force and has wide-ranging legal powers and may enforce any law, be itcommon law, municipal laws, Provincial by-laws or any Statute laws. There are various branches and divisions of the police such asthe uniform branch (including Dog Units and the Flying Squad), CIS (Criminal Investigation Service - detectives), Gang Unit, POP(Public Order Police - riot unit), Criminal Intelligence, Violent Crimes Unit, Child Protection Unit, Murder and Robbery Unit, VehicleTheft Unit, Drugs Unit, Illegal Aliens Unit, Stolen Firearms Unit, Forensic Section, Stock Theft Unit, Serious Economic Crimes Unit,Gold and Diamond Branch, Fraud Squad and the Air Wing which makes extensive use of fixed-wing aircraft and helicopters forsearch and rescue missions, crime prevention and manhunts. The helicopters are equipped with a powerful searchlight as well as FLIR(front looking infra-red) equipment.

The police are involved in the issuing of firearms licences through the Central Firearms Registry located in Pretoria. A licence topossess a firearm also being a licence to carry it concealed.

Police training takes six months at one of the police training colleges dotted around the country. Thereafter the trainee undergoes sixmonths practical training at a police station. Applicants are taught a lot about the Constitution, human rights and community policingand many other subjects. Police reservists receive the same training as regular members and their rank structure is the same except thatthe highest rank a reservist may attain is that of Director. Like most police forces in the world today, the South African Police Serviceis under-staffed, under-equipped, under-paid and over-worked. But we stand by our motto “Servamus et Servimus” - We Serve andProtect.

Humans,however, have an innate ability to take something honorableand precious and turn it to absolute slime. I am reminded of

that slime when I read of crimes such as were perpetrated onso unfortunate an individual in Texas. It shouts to me of allthe stereotypical bigots read about in books and seen inmovies. It seems unreal, a celluloid concoction of drama forhire to be seen for a fee. Yet, as a Honolulu police officer, Isaw it every day in the flesh. As we humans tend to do, it wasput in a private place to be extricated only in the company ofbrother officers and copious amounts of beverage.

In Hawaii, there is crime and misery foisted upon ourcitizenry by unscrupulous thugs and cretins, no doubt about it.And, in some cases, the crimes are racially motivated. In mostcases, they are economically motivated, the sustainingdelusion in a plastic bag being the Holy Grail. However, forevery perp, there are 100 honorable men and women whoswim daily against the tide. This is the norm, the center point,and the eye. The perps, especially those which commit suchheinous crimes, get the coverage because IT IS UNUSUAL.

These demons who so horridly caused the death of thisinnocent person, deserve no less than that which they servedup. But in that application of punishment, are we then suckedinto the hellish marsh from which they crawled? Are we"civilized" is the question that begs an answer. And, if we are"civilized", and are gagged by what we see as an horrific actof brutality visited upon a "civilized" human, do we yet haveto reason the perpetrators were "civilized"? It would seem that"punishment" does not fit here. Expediency is a moredescriptive adjective, given proof without a doubt, and itwould allow closure for us all. Surely, no person who has any moral values whatsoever would ever condone such an atrocity. I, for one, absolutely was sickened tohear about this incident. But, I must raise an issue here.....I am in Texas, and I get local news on a regular basis...especially on thisincident. No official source has called this a Racial incident as of yet. Only the media and general population has attached that card toit. There are a number of possibilities that exist in regards to this investigation and unless one of the principals in this incident speakup on the real reasons for this atrocity, we are only left to guess about the reasons why this sick act occurred.

Some information floating around my area in the investigative channels suggested that this was a retaliatory strike against one person.The information, collected from some inmates who were incarcerated with all the parties involved, was that the victim was in the jointwith 2 of the suspects. It was alleged that during the incarceration time, the 2 suspects were placed in some type of solitary situationand the victim was a floorworker, who, was causing the suspects problems, not granting favors, throwing away their food, and otherthings that really upset the suspects. More credibility is given to this "reason" by the media in their interviews with several blackpersons, on TV, who denounced the racist thing stating that the suspects were good friends of theirs. These persons also stated thatthey thought they knew why it happened to this one person, but would not expand on their theories. I feel confident that there will benumerous versions of this story before it is all said and done.

NOW, I have not been privy to any particular official information in this deal....but I am extremely gun-shy to the racist flag. It seemsthat everytime something happens these days, it is called a racist issue. And this is not just a black thing. I see it happen withregularity from all races and creeds. Don't dare look into the issues, causes and effects, just scream racism, cloud the issues with therace card, and don't look back. We had a group of white officers at Houston PD who filed lawsuits to block a lawsuit filed by officersof color about a promotional test result in which officer's from all colors were failing. It became a "race" issue of "I can't pass yourracist test, so you have to give me the promotion." Wow, now that was a helluva deal! Now Houston PD is running extremely low onsupervisory personnel, and there is no end in sight to the dilemma. How can a written test be a racial issue???? Maybe I am justnaive.

But, now that I have everyone raising their eyebrows at me, I just want y'all to know that I am not afraid to speak my mind. It is justthat it seems that there are a few people out there who are committing racist actions and making it damn hard for the majority of uscitizens who work hard and strive to make this world just a little better. Then there is the media right there in the middle stirring upthe mess. I guess my point is, let's not let the race card cloud the issues. Let's get a firm evaluation on the situation, looking at allpossible motives, before we hang our hat on one conclusion. The Jasper Texas thing is not over by any means. There is a lot ofinvestigation to do. If it truly turns out to be a race thing, then I will be right there with you on the band wagon.

I guess, if anything, Mr. Byrd has left a legacy to equality issues for all of us by raising our consciousness to these issues, whether heis an innocent victim of a racial attack or a convict scumbag reaping desserts from other convict scumbags. We may never know.

I've also heard that this was not a random, senseless "bias" crime- but rather one of the most common motives for murder- revenge. Ihave worked in Corrections for close to 8 years, and it is in this setting that some of the most nefarious and reprehensible acts andplots are hatched... and (at best) introduces those "like-minded" cretins who will (thanks to soft judges & untruthful sentencing) actupon these plots upon their premature release. The perpetrators in this act did what they did knowing that the victim will suffer, andthat's what they consider payback. Had it been a case for eliminating this victim, the MO wouldn't have included such a crude andinefficient means. A simple shotgun blast out the trucks window would have done the job.

Opportunistic racial "arsonists" like Rev. Al Sharpton and the father of a young man by the name of Yousef Hawkins (gunned down inNYC) can only serve to inflame and aggravate a situation unnecessarily. These Texan's have shown that they have no need for aTawana Brawley-type situation in their town, and I understand they were met with "less than open arms" in Jasper. Good for them.

I guess my point is, let's not let the race card cloud the issues. Let's get a firm evaluation on the situation, looking at all possiblemotives, before we hang our hat on one conclusion. The Jasper Texas thing is not over by any means. There is a lot of investigationto do. If it truly turns out to be a race thing, then I will be right there with you on the band wagon. From what I hear even a hairy, bald big-gut grunt can start tolook good after a few years behind the wall, so that's nopunishment. Conscience? That is a four letter word and onemost of these germs never heard of...so forget about frettingover what they have done. How many felons go to prison getout on work release and commit murders and other suchcrimes before they are EVEN officially released? Guilt? Badfeelings? Remorse? I think NOT.

However, I do agree the death penalty as we great and nobleAmericans know it is NOT cruel or inhuman punishment. Ithink they should be shipped to some primitive country andallow those folks who do not profess that "In God we trust"have a go at them! Last night my partner and I were working plain clothes, in anunmarked car. We were responding to a robbery call andlooking for the male about a block from where it happened (itturns out it was only a disturbance and not a robbery we laterfound out). We were stopped at the end of the street when acar approached behind us and beeped his horn. We were inhis way.

My partner pulled up into the intersection, but going slowlyso we could look for the suspect. I guess we were not going

fast enough, because the guy behind us hit his gas and hit theback or our car, on purpose. As I exited my vehicle, he sawmy badge and gun, and I could see something in his eyes,something was not right. I drew my weapon and pointed it athim and told him to put the car in park, told him a secondtime, got closer and pointed the gun at his head and told himtwo more times before you did. I then told him to shut off thevehicle, after the third time he did. I asked him for I.D. and allhe kept mumbling is "I'm sorry, I didn't mean it, I just livearound the corner". We put his hands on the roof, and mypartner started frisking him, in his waist band was a silverrevolver .22 cal, with pearl handles. We cuffed him and thendid a more thorough search, he had 15 baggies of cocaine inhis pocket also. This guy must have been the only guy insouthwest Philadelphia that didn’t realize that two white guysdriving around in a big black four door ford, were the cops.

Inside HQ the guy was saying it was his birthday and whycouldn’t we let him go. Well I looked at his ID, which hehad in the car, and his birthday was June 21, it was now June22, 2:30 am. So I told him that since it's your birthday I mayhave to let you go, he got all excited. Then I told him that itwas actually the 22nd of June now, damn, I cant let you go.He started crying. Some people say that I have a meanstreak, I just say, " Is that a bad thing?".

For those that don’t know me my name is Mike Wood, a.k.a. Xnarc. I served for 25 years with the Regina Police Service and then retired in January1997. I served in almost all areas of the Police Service, from general patrol duties, Identification Technician, Detention Area, Field Supervisor,Communications center, Criminal Investigations Section, and finally the last 6 years of my service as the Sgt. in charge of the Narcotics Section. Likemany of you I looked at retirement as something that happens to old guys. Hell, I was never gonna retire. I loved police work too much. I was goingto be a cop forever. But that just wasn’t the case.

I transferred to Narcotics in 1991 as a favor to the S/Sgt. I/C Vice Unit. I had no real interest in Narcotics work but once in the section discoveredthat I had found my true love. I loved the undercover work…playing mind games with the dopers. Then in the summer of 1996 the Human Resourcessection decided, in their wisdom that every area of the department need a time frame set for length of service in the areas. Suddenly I found that I hadbeen in the Narcotics Unit longer than the magic numbers and was being transferred out at year end. Suddenly I found myself in the position ofhaving to make a choice. Do I transfer back to uniform branch as a street supervisor, do I transfer to another area of the plain clothes division. Eitherway I am going to be working at a job that no longer holds any interest for me. Doing regular police work, after spending the years in the NarcoticsSection would be so boring. My other option was retirement. I had 25 years service, I was eligible for full pension benefits, but I was only 45 yearsold. I wasn’t an old guy yet. How could I retire. I did some checking with the pension board and found that by staying I was actually hurting mypension benefits so that did it for me and I decided to retire.

On January 4th, 1997 I officially retired and you know what…LIFE IS GREAT. Retirement wasn’t all like I thought it would be. It wasn’t at all likesome of the guys had said. It wasn’t one endless boring day of television after another. It wasn’t knocking on doors looking for work to live. It wasn’ttaking a job in the security field so that I could stay close to police work. I have always had a lot of outside interests and now I found that I wasbusier than I ever thought possible…I don’t know how I found the time to work before retiring. I had 3 job offers before I finished my last fewmonths of work, and I turned them all down. Suddenly I had the freedom to do what I wanted with out having to worry about finances. My pensioncheque came regularly each month and my style of living didn’t change at all. Anything I did now was gravy.

I guess the whole point of this rambling is that retirement is only what you make of it. If you go into retirement thinking that it is not something thatyou want then it won’t be. I have talked with dozens and dozens of retired officers since I retired and the most prevailing thing that I have noticed isthat most that are having troubles with retirement are having troubles because of one of the following reasons:q Loss of identity (No longer Officer XX.. now just Mr. XX Well this is a difficult bridge to cross and each person has a different need. Some

people need the structure of the job. Some people need to belong to the organization, and some people just need the authority the position bringsthem. If you need to have this then retirement is not something that you should look at.)

q Losses of the camaraderie of police work (Now a working member does not have time to talk to you anymore. Again you have to face the factthat you are no longer a member of the agency and that the working members are going to treat you different. You are now a member of thegeneral public. Sure the guys you worked closely with and were close friends with are still going to be the same but most of the workingmembers will treat you the same as anyone else. This is another hard bridge to cross for some people. Finding out that their old friends no longerhave time for them. This is something that happens in all walks of life not just police work. Most people have friends that share the sameinterests and when those interests change then the friends are no longer the same. You will have to work at developing a new circle of friends.But believe me once it happens you will find it is something great.)

q No outside interests or hobbies (You must have some type of interests and hobbies outside of police work. Not only is the lack of themunhealthy mentally it is also unhealthy physically. I know a lot of police officers that eat, sleep and breath police work…they go to work, gohome, watch TV then sleep and go to work again. Then suddenly retirement comes and now they have nothing to do at all. The TV andunfortunately usually a bottle becomes the focus of every day. This is a very self-destructive type of living. It is important to have something tooccupy your mind as well as your hands. It doesn’t matter whether it is gardening, golf, wood-working, painting or any other thing. Learnsomething new…take a chance on something…buy a computer and get onto the Internet and join all the great guys and gals on TopCops.)

q Financial worries (Retirement without checking the realities of their pension and suddenly finding that their pension is not enough to live onafter all. In a case like this the person is forced to take another job, sometimes a job that isn’t what they really want to do. Make sure yourpension is going to provide you with the income you need to survive without changing your life style. If you need more income to survive thenyou should be looking at employment opportunities before you retire. You should find something that suits you and make arrangements for itbefore turning in your retirement papers. What ever job you take should be something that you want to do. There is a myriad of employmentopportunities available to retired police officers. Don’t think you are not capable of other work. Having dealt with the public in every facet oftheir behavior patterns makes you an attractive job prospect for numerous professions.)

Well enough of this, I didn’t intend for it to be a lecture but rather just something that a person should think about. Retirement is great….for me. Nowthat doesn’t necessarily mean that it will be great for each and everyone else but it can be with a little bit of forethought and planning and a desire tohave a great time. I retired on my own volition, with my eyes open to what was going to happen. I also had the benefit of a pension that was based onall income including overtime so is somewhat higher than some pensions. As well I have always had a lot of outside interests and several hobbies andas well having ran several different businesses while a police officer. As a result I have yet to have time to run out of things to do. In fact I am findingthat I have less time for golfing now than I did before I retired but only because I have so many things that I am enjoying doing. I have spent a lotmore time with my family than ever before and am enjoying my grand-children. I wake up in the morning knowing that TODAY I can do what Iwant to do. I am not forced to go to a job that is killing me physically and mentally. TODAY is truly the first day of the rest of my life and I amenjoying each and everyone of them. You can too. Make your retirement plans early, don’t wait till the day you put your papers in to plan what youare going to do. Make sure you have some options open for you. Make sure you have something to keep your mind and hands busy. Don’t think thatyou are just going to lay there and watch TV and do nothing. This is a sure step to an early grave. You and your family deserve more than that. Youdeserve the best that you can get from retirement and have to be willing to reach out and grasp it. It is there for the taking. SO TAKE IT!

It says I can't log on becausesomeone is already using my account! So I turn the computeroff and try again. Still, it says I am logged on to aol. So I callcustomer service and they CONFIRM that someone is usingmy aol account with a strange screen name that I have nevereven heard of.

So the agent explains to me that someone probably sent me aTROJAN, damn skins! NO not that kind of TROJAN. Aprogram was sent to me in an email. According to thecustomer service agent, someone probably sent me an emailwhich I must've downloaded and it released this program ontomy hard drive which sits there and mirrors my log oninformation and copies my password! I KID YOU NOT!

Now, I am the LAST person to download any kind of exe filesent on aol unless it is sent from someone I know. Accordingto the agent I would've had to open the file but I KNOW for afact that this did not happen because I just don't do that. Thatleads me to believe that there must be some other way for thatcrappie email everyone gets on aol to work its magic besidesbeing opened.

I suppose it is possible that someone I know has gotten a holdof my password and programmed a screen name in order to beable to use my account but I don't see how that is possible. Iam currently online with AOL fraud department as they getinformation that might lead to this persons identity. In themeantime, I am suppose to get an email from customer serviceinstructing me on how to get rid of this TROJAN.

Get a load of the best part. Even though AOL acknowledgesthat they know this happens and have systems in place torectify the problem, I am being told that if this happens againand the culprit creates charges on my account, AOL WILLNOT be responsible for them. I wonder what does that mean?Surely they don't think I WOULD BE responsible for them!egad, this stuff is insane!

In re: password stealing. NO, you do NOT have to downloadanything to get your password stolen.

There is now a password "cracker". What it does is this: Onewould put in a number of known screen names, then put in anumber of passwords, like Mike, Debbie, love, and any otherpossible passwords that people may use.THEN, and the cracker person must be on an ISP to efficientlydo this, the person tells the cracker program to run. It runs. Itsigns on under guest, tries one or two of the enteredpasswords. Signs off, signs back on and tries another couplepasswords. It keeps doing this until it "cracks" an account.

So, let's say the thief puts in 1,000 screen names and 100passwords, all pw's common words like, mike, love, hate,police, officer, George, Michael, etc., and this program triesall 1,000 sn's and all 100 pw's. Well then, as you can see it isinevitable that some of the accounts are gonna be cracked. Nokidding. The way to protect your account from this is to makea complete 8 letter or number pw like k8u0e45t or you knowsomething really UN common. I use this and some foreignwords. NO English words.

In addition, Deb, if you think AOL Fraud Division is workingon the identity of the person that stole your pw, baby, you gota lot of learning to do. AOL does NOT care and will NOT doanything whatsoever about it. That is why they tell you thatYOU are responsible for any use of YOUR credit. TheyKNOW they are not gonna be able to do anything about thefraud. NOTHING. NEVER RELAX AND THINK AOL ISA SFE PLACE. IT IS NOT!!!!!!!

Had the same problem with AOL last year, specifically what they mean when they take no responsibility is, like in my case, whensome creep goes on-line under an account name under your master screen name, and wreaks havoc, they: WILL NOT protect youfrom the ire this creep will undoubtedly cause in "your name", THEY WILL NOT explain to anyone that it was a hacker and NOTYOU that (choose one, made racial remarks, trashed chat rooms, sent Spam or messed up e-mail, etc. etc. ad nauseum) but THEYWILL charge you for all the time the creep spent while on your account to your account. How nice of them.

Sorry, but be prepared for a whole lotta hate that may come your way. My hacker, thank goodness, limited themselves to attempting toIM people and get their credit card info, that in and of itself was bad enough but they also went into some Christian Chat Rooms anddrew pentagrams, made disparaging remarks and generally caused havoc. AOL did kick them off, they also de-activated my accountuntil I COULD PROVE that it wasn't me (guilty until proven innocent), and told people that complained that I was the one that wasresponsible, which generated all the hate mail I got from people upset with "me" for trying to get their Credit Info or saying bad thingsabout our LORD.

Of course, once I proved to them I had a Trojan (which they didn't care about...oops I mean the other Trojan, which they did) and theyspent 2 hours with me trying to kill it, they refused to "talk to me" any further about whom or what was the cause, due to "legalreasons.” Mike

10. Officers on the Front Line;Germany: 02.07.98Eichstaett (Germany, Bavaria)

A Police Officer was shot and seriously wounded, while checking the identity of a pedestrian at Koeschinger Forst. This happened atthe resting area "Koeschinger Forst" along the Autobahn (highway). Two Police Officers wanted to check the identity of a suspectpedestrian. While talking to this man, the suspect suddenly had a pistol in his hands and began shooting at one of the policemen,without warning or saying anything.

One Officer was seriously wounded. He received a shot into his thigh. After a surgery he is in good condition and he will recovertotally. The suspect was able to run away. Right now his true identity is unknown. Police is searching for him, but hasn't got an ideawhere he could be at the moment. Officials suppose the shooter might be a 39 year old man with several warrants because ofviolating the German weapon laws. He is known for possessing illegal weapons, but he couldn't be arrested.-----------------There are no more infos right now. New York State Senior Parole Officer Angel Montalvo, 55years of age and 22 years veteran, was arrested by MidtownSouth station house (NYPD) last night and charged withattempted murder, assault and weapons possession. The SPOand another customer were outside a West Side deli when anargument broke out. The civilian customer threw some food atthe Senior Parole Officer and the Parole officer shot him.

The incident started when both men tried to enter the deli atthe same time. Suddenly it was who-pushed-whom-and-did’nt-say-I'm sorry". The two men exchanged harsh words.The civilian along with another man went outside to wait forthe parole officer. The parole officer did not say anything tothe men outside so they threw their food at him. The parole

officer dropped his newspaper and umbrella and fired strikingone of the men in the shoulder. The officer indicated hethought the man had what appeared to be a gun.
