GenerallyThe priority areas for annexation are out-parcels or, doughnut holes, within the city limits. Many of these areas have been identified and mapped; however, there are properties owned by railroads that are either exempt and, therefore, have not been mapped. (See attached map and table) Maps are in the process of being updated to reflect city limit boundaries and ETJ as provided by the MCAD rather than the City’s zoning map.
Phase 1The following parcels have been identified as being the most likely candidates for annexation in the very near future. This finding is based on their location within the city and the City’s ability to provide services within two to four years. Attached are available property details.
1. All railroad property within the ETJ or City Limits or which are eligible for annexation by the City of Hondo. Railroad Parcels
Some additional clarification of property owned by Union Pacific Railroad and Southern Pacific Transportation Company will be addressed through the annexation process. So far we know:
• The real property accounts often have to rely upon legal descriptions to locate them as the MCAD records do not have these accounts mapped.
• The real property accounts currently coded as tax exempt are actually addressed as Personal Property.
• The personal property accounts are currently being taxed by entities with situs and have values assigned. The actual rail lines and associated switching equipment, etc constitute the classification. In total this about $14.6 million of potentially eligible personal property. Certainly they will be eligible for tax capture by the City should situs be established.
• Railroad candidate properties are included within maps and tables for their respective growth management areas. [see table on page 13]
2. Area 1.1 - Olmos Realty Investments, Ltd., aka Blue Line Current Land Use: Industrial Expected Future Land Use: Industrial Research done by the MCAD indicates that these parcels are eligible for annexation. These parcels are already served by the City of Hondo with water, sewer, and electric. Blue Line Parcels:
R3875: +/- 3.21 acres
R9541: +/- 103.082 acres
R78474: +/- 28.125 acres
TOTAL: +/- 134.417 acres

Area 1.2 - the area south of Kollman OaksCurrent Land Use: Large-lot, estate style residential and agricultureExpected Future Land Use: Residential Estate, low-density single-family residentialThe City of Hondo provides water and sewer to nearby properties in Kollman Oaks. Based on the information available at this time, it is reasonable to conclude that this area could be provided with water and sewer. Many of these are appraised as Ag and will require an effort at a Development Agreement before they can be annexed. The costs and benefits of annexing this at this time need to be weighed against other non-Ag/non-residential parcels – property tax, sales, tax, and cost to serve. Area C Parcels:

Service Plan City of Hondo, Texas
Service Plan for Annexation of +/- acres
Upon annexation of the area identified herein and as more particularly identified in Exhibit A, the City of Hondo will provide City services utilizing methods by which it extends services to any other equivalent area of the City. SERVICES PROVIDED BY THE EFFECTIVE DATE OF ANNEXATION As used in this plan, the term “services provided” included having services provided by any method or means by which the City may extend municipal services to any other area of the City with like topography, land use and population density as those found within the newly annexed areas, including the City’s infrastructure extension policies and developer or property owner participation in accordance with applicable city ordinances.
1. Police Protection 2. Fire Protection and Emergency Medical Services 3. Maintenance of Water and Wastewater Facilities 4. Solid Waste Collection 5. Maintenance of Roads and Streets 6. Maintenance of Parks, Playgrounds, and Swimming Pools 7. Maintenance of any Publicly owned Facility, Building or Municipal Services 8. Other Services
CONSTRUCTION OF ANY CAPITAL IMPROVEMENTS TO BE COMPLETED WITHIN 2 ½ / 4 YEARS Police and Fire Protection Solid Waste Collection Water and Wastewater Facilities Roads and Streets Maintenance of Parks, Playgrounds, and Swimming Pools and Any Other Publicly Owned Facility, Building, or Service SPECIFIC FINDINGS The City of Hondo, Texas, finds and determines that this proposed service plan will not provide any fewer services and will not provide a lower level of service in the areas being considered for annexation that were in existence in the proposed areas at the time immediately preceding the annexation process. Given the topography, land use, and population density, the service levels to be provided in the newly annexed areas will be equivalent to those provided to other areas of the City with similar characteristics. TERMS This plan shall be valid for a term of ten (10) years. Renewal of the Service Plan is at the discretion of the City of Hondo. LEVEL OF SERVICE

Nothing in this plan shall require the City to provide a uniform level of full municipal services to each area of the City, including annexed areas, if different characteristics of topography, land use, and population density are considered a sufficient basis for providing different levels of service. AMENDMENTS The plan shall not be amended unless public hearings are held in accordance with Chapter 43 of the Texas Local Government Code.
