Article 2 –Eligibility All candidates, without restrictions of age and citizenship, fulfilling the following requirements can apply for the scholarship: Master of Science (MSc) in Sanitary and Environmental Engineering or equivalent degree; Master of Science (MSc) in Environmental Sciences or equivalent degree. The following cultural and professional qualifications can also be evaluated: Previous research or professional experience on wastewater treatment by phytoremediation; Experience in wastewater analysis; Publications on phytoremediation in indexed scientific journals; PhD degree in environmental applied sciences. Applicants who do not meet these requirements within the deadline for submitting the application will not be eligible for the scholarship. According to the art. 18, paragraph 1, letters b) and c), of Law 240/2010 and subsequent amendments, those who, on the expiry date of the deadline for submitting the application, have a degree of kinship or affinity, up to and including the fourth degree, or marriage, with a professor belonging to the structure conferring university, or with the Rector, the General Manager or a member of the Administration Council of the University of Salerno, cannot participate in this public selection procedure. Article 3 – Duration and amount The scholarship will last 6 (six) months since the signing of the grant agreement and it is not renewable. The total amount of the scholarship is € 9.000,00 (nine thousand/00 EUR) and it will be paid in arrears every two months through three instalments of € 3.000,00 each. The instalments of the scholarship will be paid through bank transfer to the beneficiary bank account. According to the relevant in force Italian law (art. 4, Law August 13, 1984, n. 476), no taxation applies to the scholarship. Article 1 – General provisions

The Department of Civil Engineering (DICIV), University of Salerno, Italy, announces a public selection, by qualifications and interview, within the scientific area named ICAR/03, to award n. 1 scholarship to carry out a research activity entitled “Advanced urban wastewater treatment by phytoremediation” to be finalized in the context of the project entitled “Decision support-based approach for sustainable water reuse application in agricultural production (DSWAP)” funded by EU in the framework of “H2020, EU Funding for Research and Innovation”, call “Water management: water reuse and water desalination for agricultural and food production – Section 1, 2018”, program “Partnership for Research and Innovation in the Mediterranean Area Programme (PRIMA)”.

Article 2 –Eligibility

All candidates, without restrictions of age and citizenship, fulfilling the following requirements can apply for the scholarship:

Master of Science (MSc) in Sanitary and Environmental Engineering or equivalent degree;

Master of Science (MSc) in Environmental Sciences or equivalent degree.

bs06/. The on line procedure will necessarily require an e-mail address in order to log-in the system. The candidate must enter all the data required to fill in the document for the application as well as attach the relevant documents in electronic PDF format. It will be possible to attach a maximum of 30 documents for publications and 30 documents for other qualifications to be evaluated. The application form must be filled in each part in compliance with Italian regulation D.P.R. 28 dicembre 2000, n. 445, artt. 46 e 47, according to what explained in the online procedure and mandatorily include:

curriculum vitae, signed in by the applicant; an identity document (photocopy of a valid identity document (ID card or passport), signed in); other documents the applicant believe useful to support the evaluation of her/his application (e.g., MSc

degree certification, contracts, scholarships, publications, etc.); the commitment to remove any incompatibility situation, before accepting the scholarship;

Other methods of application as well as of documents submission are not accepted.

The application must be submitted no later than March 29th, 2021 at 13:00 (CET). The online procedure for application will be no longer available after this deadline. Before the deadline expires, the online application platform will allow the applicant to save the draft of the application form. The time of the electronic application will be certified by the on line platform system itself by means of a specific receipt which will be automatically sent by e-mail to the applicant. Each application will be assigned an identification number which, together with the competition code indicated in the application form, must be specified for any subsequent communication. The submission of the application form must be completed and concluded in the following ways:

by e-signature, using smart cards, USB tokens or remote signature, which allow the holder to sign generic documents using a signature software on a PC or a web portal for Remote Signature made available by the Certifier. Those who have a smart card or a USB Digital Signature token can check its compatibility with the Digital Signature system integrated in the server system. In the event of a positive outcome, the holder can sign the application directly on the server (eg ConFirma);

those who do not have compatible e- signature devices and the Remote Digital Signature Holders who have access to a portal for the subscription of generic documents, must save the PDF file generated by the system on their PC and, without modifying it in any way, digitally sign it in CAdES format: a file with the extension p7m will be generated which must be uploaded on the platform. Any changes made to the file before the Digital Signature will prevent the automatic verification of the correspondence between the content of this document and the original one and this will lead to the exclusion of the application;

if it is impossible to use one of the above options, the applicant must save the PDF file generated by the system on his PC and, without modifying it in any way, print it and put a complete handwritten signature on the last page of the printout. This complete document must be produced in PDF by scanning, and the resulting file must be uploaded to the platform.

The University will verify the truthfulness of the statements and self-certification, made pursuant to articles 46 and 47 of the Presidential Decree 28 December 2000, n. 445.

Article 5 – Evaluation Committee

The Committee that will evaluate the applications will be appointed by the Director of the Department of Civil Engineering (DICIV) and it will be composed of three Academics including the Principal Investigator of DSWAP project. The remaining two Academics will be nominated by the board of DICIV. The Evaluation Committee will draw up a rank of the eligible applicants according to previously established evaluation criteria. The Evaluation Committee is chaired by the Principal Investigator of the DSWAP project.

Article 6 – Candidate selection

Applicants evaluation and subsequent selection of the successful candidate will be finalized through the evaluation of the submitted qualifications and through an interview. In the first meeting, the Evaluation Committee will establish:

• the maximum score to award to the candidates, that cannot be higher than 100 (one hundred); • criteria and procedure to evaluate candidates’ qualifications; • a possible minimum score to access to the interview; • criteria and procedure of the interview;

The interview will take place in remote mode through Microsoft Teams platform and with the prior consent of the Evaluation Committee subject to the use of computer stations located in suitable structures, such as to allow the verification of the candidate’s personal identity and to ensure that candidate is alone and cannot take advantage of any external support. The candidates will be informed by the Evaluation Committee about the respective outcome of qualification evaluation before the interview which will take place on April 1st, 2021 at 15:00 (CET). The candidates, who will be invited to join the interview through the email address provided in the application form, are expected to discuss the following topics:

previous research experience of the candidates;

wastewater treatment by phytoremediation. The above quoted date and time of the interview must be considered as a legal notification, as for the relevant Italian law. In order to finalize the rank, the score of the qualification evaluation is added to that one of the interview for each candidate. Finally, the Evaluation Committee will release official minutes to explain the procedure and including selection criteria, qualifications evaluation procedure, interviews’ results, the corresponding scores awarded to the candidates for titles and interview, respectively, possible exclusions and final rank. According to art. 3, paragraph 7, of Italian law 15 May 1997, n° 127, subsequently amended with art. 2, law 16 June 1998, n° 191, in the event that two or more candidates will be awarded the same score, the scholarship will be awarded to the youngest candidate. The official documents and the final rank will be approved with decree of the Director of DICIV.

Article 7 – Scholarship awarding

The scholarship will be awarded by provision of the Director of the DICIV to the candidate who has obtained the highest score. The granting of the scholarship does not give rise to the establishment of any employment relationship, nor does it give rise to rights regarding access to the roles of University staff.

Article 8 – Obligations of the fellow

The successful candidate must:

start the activities within the requested date;

implement all the activities regularly and continuously for the entire duration of the scholarship, according to the inputs from the supervisor (prof. Luigi Rizzo);

finalize and submit to the advisory board of DICIV by the deadline of the scholarship a detailed report of project activities countersigned by the supervisor.

The granting of the scholarship implies compliance with the provisions of the Code of Ethics and Behavior of the University of Salerno, issued with D.R. 25 October 2017, rep. n. 7352, prot. n. 217457, published on the University Portal and accessible via the University website at http://web.unisa.it/ateneo/normativa/codice-etico and in compliance with the provisions of the Patent Regulations of the University of Salerno issued with DR n. 788 of

Article 9 – Scholarship stop, revocation, renunciation

Research activity will be stopped in case of maternity leave and the provisions of the Decree of the Minister of Labour and Social Security 12 July 2007 will apply. The research activity can also be stopped only for serious and duly certified disease. Interruption periods, with the exception of the compulsory one for maternity, can be recovered at the end of the natural expiration of the scholarship, subject to agreement with the supervisor for the activity and in compliance with the limits imposed by the available funding. In the event of compulsory maternity leave, the scholarship is automatically extended according to the current legislation. If the fellow does not continue the activity regularly without justified reason, or makes himself /herself responsible for serious and repeated shortcomings, or in case of negative evaluation following a periodic check, or for other justified reason, the supervisor can propose the revocation of the same, to be arranged with a specific decree of the Director, having obtained the supporting opinion of the advisory board of DICIV. The scholarship can be revoked in case of violation of the obligations explained in the Code of Ethics and Behavior of the University of Salerno, issued with D.R. 25 October 2017, rep. n. 7352, prot. n. 217457, as ascertained by the competent disciplinary authority. The fellow has the right to renounce the same notifying the supervisor and Director of DICIV with at least 30 days’ notice; failing that, an amount corresponding to one month of the scholarship will be kept. In the event of renunciation or forfeiture, the scholarship will be awarded to another candidate following the order of the final merit ranking.

Article 10 – Incompatibility

The scholarship is incompatible with employment contracts, including temporary; alternatively, the fellow is placed on unpaid leave for the entire duration of the scholarship. The fellowship is likewise incompatible with income from professional activities or continuous employment relationships; alternatively, the fellow commitment herself/himself to remove this situation of incompatibility limited to the duration of the scholarship. The integration with other scholarships/grants is not permitted, in particular with:

– scholarships for collaboration in research activities; – scholarships awarded for any reason, except those granted by national and foreign research institutions for the purpose of integrating, with a stay abroad, the specific activity scheduled in the work program.

Article 11 –Information on the processing of personal data according to art. 13 of EU Regulation 2016/679 on

the protection of personal data

According to art. 13 of EU Regulation 2016/679, the University of Salerno, with headquarters in Via Giovanni Paolo II, 132 - 84084 Fisciano (SA) - Telephone: 089966960 - e-mail: [email protected] - PEC: [email protected] through the person of the Rector Prof. Vincenzo Loia, its Legal Representative, as the person in charge for the protection and processing of the personal data of the candidates which he will come into possession due to the purposes connected and instrumental to this call for the above quoted scholarship, informs and guarantees that the processing of personal data will be based on the principles of correctness, lawfulness and transparency and protection of the confidentiality and rights of the candidates. In this regard, the processing of personal data requested from the interested party is carried out according to art. 6 letter e) of the EU regulation 2016/679, for the purposes connected and instrumental to this notice of competition and to the possible management of the relationship with the University. The owner does not use automatic processes aimed at profiling the interested party. Personal data will be processed within the University, by the Data Controller and by subjects belonging to the University structures authorized by the Data Controller for processing in relation to their functions and skills, by the

technical-administrative staff belonging to the competent structures for the various types of treatment. Personal data could also be communicated to other public administrations, when the communication is in any case necessary, if they have to process the same for any proceedings of their own institutional competence and for obligations imposed by legal provisions. Personal data may be disclosed to foreign Universities as part of mobility programs for research purposes. Personal data may also be disclosed to public or private companies where research activities relating to the project in question may be carried out. The owner informs that the personal data collected for the purposes connected and instrumental to this notice of competition will be kept for the time established by current legislation or by the University regulations. The interested party has the right to:

• ask the owner, pursuant to art. 16, 17, 18, 19 and 21 of Regulation (EU) 2016/679, access to their personal data and the correction or cancellation of the same or the limitation of the processing concerning them or to oppose their processing, in addition to right to data portability. Deletion is not allowed for the data contained in the official documents for the competition that must be kept by the University;

• withdraw the consent at any time, without prejudice to the lawfulness of the treatment based on the consent given before the revocation;

• propose a complaint to the supervisory authority.

The interested party is obliged to provide the personal data requested, in case of refusal the University of Salerno will not be able to accept the application for participation in the selection procedure. The provision of personal data is mandatory as it is a necessary and indispensable condition to allow the administrative offices of the University to fulfil their institutional functions. Any refusal to provide such data would therefore make it impossible to fulfil these functions. In particular, the processing will be carried out in the following ways: computerized and on paper. The conferment is mandatory for the completion of the competition procedure referred to in this call for applications and for any management of the fellow’s career; consequently, any refusal to provide data will not allow the aforementioned insolvency procedure to be carried out and the management of the professional relationship with the University.
