4 Advanced Planning

4.1 Muster Mustering of marchers will take place at Paradise Park and the marchers will form along Trelissick Road with the head at the B3302. VIP Mustering will be in the St. Michael s Hospital Car Park.

The start of the march will form at the end of Trelissick Road at the junction with the B3302. The B3302 will not be blocked until 4:30 pm at which time Foundry Hill will be closed and the head of the march will move to the gates of St. Michael s Hospital until the march start at 5 pm. Between 4:30 and 5 pm there will be speeches, relayed by as many loudspeakers as possible.

4.5 Road Closing Orders Trelissick Road, Hayle From its junction with Meadowside Close to its junction with B3302. Between the hours of 3.00 p.m. and 8.30 p.m. EXCEPT for traffic exiting Paradise Park and for residents exiting, both in a South Westerly direction.

4.7 Parking

4.7.1 Car Parking Arrangements Dry Weather Scenario All sites will need sufficient marshals to ensure orderly parking and segregation of vehicles and pedestrians. Marshals will need to remain on site for the duration of the march to monitor the security of the vehicles and assist with vehicles departing. 1. Hayle Community School, Highlanes This site has the potential to accommodate up to 1000 cars, subject to negotiation with the School authorities. Surface & access are good. Recommend 6 marshals. 2. Strawberry Lane field (Dave Gillman) Capacity approx. 400 cars. Grass will be cut, surface is mainly flat with no potholes & access is good. Traffic Slow signs required on Highlanes Road. Recommend 4 marshals. 3. Penpol School Using the tarmac areas and the playing field, the capacity is approx. 250 cars. Surfaces are good, access requires an extra marshal. Recommend 4 marshals. 4. Ellis Park, Penpol Avenue Capacity approx. 100 cars. The access has recently been improved and the surface is flat and defect free. Penpol Road is narrow and cones will be required to control street parking to ensure safe, unobstructed access to the site. Recommend 3 marshals. 5. South Quay Although being used for coach unloading and turning, this site can also accommodate approx. 150 cars. The surface is mainly level but there is some small debris and large potholes, but these areas can be managed to prevent problems. Access is good. Main use will be for late arrivals. 3 marshals. 6. Foundry Yard, Carnsew Road, Convenient for the start of the March, capacity approx. 120 cars. Surface and access good. Recommend 3 marshals. 7. Mellanear Road field (Mark Rowe) Capacity approx. 200 cars. Situated opposite the Water Lane junction. Surface and access are good and grass will be cut. A slight ‘dip’ just inside the gate will be filled to prevent problems. A long walk back from the end of the March! Recommend 3 marshals.

This is not a large site, capacity approx. 50 cars. Surface and access good. Football Club will control. 10. Lidls Store, Carwin Rise Available after 16:00 hrs with 80 spaces. A long way from start of march! No marshals required. 11. Co­Op Store, Copper Terrace Available after 16:00 hrs. with 130 spaces. A long walk to start of March! No marshals required. 13. Guildford Road Industrial Estate Several areas available here:­ Top of site (by Massey Ferguson Tractors) approx. 50 cars Access Roads approx. 20 cars Bottom left (Ocean Housing, Garden Machinery) approx. 20 cars Total capacity 90 cars Good surfaces and access. All sites will need sufficient marshals to ensure orderly parking and segregation of vehicles and pedestrians. Hayle Community School, Highlanes Because of the considerable slope on the Western end of the school field and to ensure no damage, the capacity of this site could be reduced substantially in wet weather (possibly down to 500 cars). Recommend 6 marshals. 2. Strawberry Lane field Unless prior heavy rain, this field should be unaffected by normal wet weather. Recommend 4 marshals. 3. Penpol School The playing field cannot be used in wet weather; consequently site capacity will be reduced to approx. 50 cars. Recommend 4 marshals. 4. Marsh Lane Industrial Estate If extra space is needed, the Industrial Estate can be used and will accommodate up to 68 coaches as follows:­

• 2 x trailers containing 3 ladies, 1 gents and 3 urinals (1 @ Paradise Park, 1 @ Recreation Ground)

• 12 x portaloos (4 @ Paradise Park, 2 @ Passmore Edwards, 2 @ Commercial Road car park, 4 @ Recreation Ground)

• 2 x 3-position urinals with hand basin (1 @ Paradise Park, 1 @ Recreation Ground)

• Foundry Square , Commercial Road and Rec. Ground toilets will be cleaned and in operation for the march.

Public Toilets • Commercial Road toilets will be complete or 95% complete by that

date---regardless they will be operational and stocked ready for use • Also the two temp portaloos will remain on site and be emptied two

days before the march thus providing extra facilities. • I have asked CCS our cleaning company to provide a person to

monitor and clean the toilets in Hayle for 2hrs before and during the march to ensure their are no problems-

• The toilets at Hayle recreation ground are in very poor condition--they are constantly being vandalised and need pulling down and rebuilding---Brian Hosken
