    SUPPORTS SYSTEMS .. Its Operational

    Environment !

HOW DO SUPPORT SYSTEMS COMPLEMENT THE OPERATIONS

    OF RESEARCH ?

SUPPORT SYSTEMS are key characters in the functional operation of an

existing research organization. It serves as the guiding system which facilitates its arm

towards a mechanisms of sustaining and maintaining the various resources much

needed by a research unit. The survival of any undertakings in a research unit can be

influence directly and indirectly by various indicators which are internally and externally

as integral part of a research organization.

It is worth noted that the unfolding of the various circumstantial situations

depicted in the Case Story Tell Frank I Dont need to see the revised budget in the

authorship of Louie A. Divinagracia dramatized the working conditions of various

offices or unit in the organization playing direct and indirect support systems which by

nature of its existence is critically very uncertain. The case story exposes evidenced of

strengths and weaknesses of every unit that is directly concern in a research project.

In a nutshell, support systems must be operational and functional. Its visible

existence should not be nurtured by manipulation of functions and controlling powers.

Its complementing effort and contribution must be participative to create a culture of

collaboration by all concerned offices and units in order to bring the positive realization

of any research project. Furthermore, the complementing effort between and among the

support system must activate the necessity of feedbacking the past and present status

of research projects and that decision making must also complement according toi the

    set of standards and controls.

HOW SHOULD THEY BE MANAGED IN A RESEARCH ENVIRONMENT ?

A research organization which is facilitated and operated by an

environment that is guided and sustained by a support system in providing

technical, administrative and financial supports must create a culture of SoundManagement that adheres the administration of Total Quality Management

    ( TQM ).

The application of TQM in managing the environment of a support systems

in a particular research unit or organization entails TOTAL and not partial

Management, it must be nurtured within a degree of excellence that will

embraced the its management with QUALITY and there must be a well-defined

art and manner of management functions.

It is very evident that the Case Story Tell Frank I Dont need to see the

revised budget by Louie A. Divinagracia mirrors an organizational research

environment that is operated with non directional mechanism, partially managed and

line of positions seems to be asymmetrical.

Summing up, the functional and operative management of the support

systems in building up a successful research environment when it adopts the

strategy of TQM in the effective art and manner of managing the whole

organization to achieve an element of excellence from research planning to

developmental process. Research management strategies with firm objectives,

well defined structures and an organization that is wholistic by its nature must

guarantee its working environment according to the rules standards by operationand order of guidelines by application.
